Motivation On April 16, 2007, a lone gunman held the campus of Virginia i i Tech under siege. The gunman opened fire in a dorm on campus and two hours later moved across campus into Norris Hall, where classes were being held. At the end of the day, 32 people were killed and many more wounded. Since that day, the officials at Virginia Tech have been criticized for not warning students and staff of the situation in a timely manner 1. FourTel Communications recognizes the need to inform the public quickly and effectively when emergency situations arise. Problem Statement FourTel lcommunications i is devoted dto designing and implementing a wireless system in which text messages are displayed on LED based marquees using HD Radio transmission channels. These messages will be user-defined. With the increasing number of marquee systems in the public domain, there is a wide potential for deploying a wireless system in which these messages will be displayed.
