In the year of 2007 IHRU receive the SIPA from the former Direcção-Geral dos Edifícios e Monumentos Nacionais - DGEMN [General- Directorate of National Building and Monument Sites]. SIPA contains a number of interoperational databases and Geographic Information Systems, providing structured information on the architectural, documentary and symbolic value of buildings, urban settlements and cultural landscape. By sharing its website (www.monumentos.pt), which was number one in 2003 for the Best Practices in Public Administration award, SIPA promotes the physical and intellectual access of all the citizens to their heritage assets. 2 AML is a public collective entity that assumes the juridical form of an association of territorial scope whose objective lies in the pursuit of the common public interests 5/15
of its member municipalities (18 City Authorities). AML was responsible for setting up the Sistema Metropolitano de Informação Geográfica SMIG [Metropolitan Geographic Information System], which introduced an entirely new approach to economic, environmental and social issues in the whole region and provided new tools for land use management to all the City Authorities.
