This document summarizes dates and deadlines associated with the MEIP for program years 2015 2017. Summary of MU Modifications: Certification Requirements Providers may still use CEHRT for the 2014 Edition from 2015 to 2017 until their required transition to the 2015 Edition in 2018. Providers also have the option to upgrade to the 2015 Edition CEHRT prior to the 2018 mandatory transition. Summary of CQM Reporting Periods EPs, EHs and CAHs demonstrating MU for the first time may attest to any continuous 90 day period of CQM data during the CY for 2015 2017. Providers reporting 90 days of CQMs via attestation in 2015 will be allowed to use a continuous 90 day reporting period, which can be different from their 90 day EHR reporting period for MU. For 2017 and after, providers beyond their first year of MU must attest to one full CY.

Summary of Attestations The MEIP portal will accept attestations as follows: Medicare EHR Incentive Program attestations for the 2015 program year for all EHs, EPs and CAHs from January 4, 2016, through February 29, 2016. MEIP attestations for the 2015 program year prior to the Modified Stage 2 implementation until November 30. The MEIP portal will be shut down for a period in early December to incorporate the Modified Stage 2 changes. MEIP attestations for the 2015 program year with the Modified Stage 2 final rule changes incorporated from December 15, 2015, through May 29, 2016. Summary of MU Modifications: EHR Reporting Period Beginning in 2015, EHs and CAHs will change their reporting period from the fiscal year to the calendar year to align with the provision in the Stage 3 proposed rule. For 2015, EHs and CAHs (regardless of their prior participation in the program) are to attest to an EHR reporting period of any continuous 90 day period within the period from October 1, 2014, to December 31, 2015. EHs and CAHs are also required to complete an EHR reporting period for 2016 between January 1, 2016, and December 31, 2016. EPs attesting to MU in 2015 can attest to an EHR period of any continuous 90 day period within the CY. EPs attesting to MU for the first time in 2016 or 2017 can attest to an EHR reporting period of any continuous 90 day period within the CY. All returning MU EPs would use an EHR reporting period of a full CY from January 1 through December 31. In 2017, EPs electing to demonstrate Stage 3 and demonstrating MU for the first time will report a 90 day reporting period. EPs not electing to begin Stage 3 in 2017 will use an EHR reporting period of one full calendar year per the final rule. Modified Stage 2 Timeline for EHR Incentive Programs in 2015 through 2017 The table below outlines the Stage providers attest to for the EHR Incentive Programs in 2015 through 2017. In 2015 and 2016, providers attest to a single set of objectives and measures (modified version of Stage 2) with alternate exclusions and specifications for providers previously scheduled to be in Stage 1. In 2017, providers may attest to either the same single set of objectives and measures (modified version of Stage 2) used in 2015 and 2016 (without alternate exclusions and specifications) or Stage 3. Timeline for EHR Incentive Programs in 2015 through 2017 The dates and timeline below are a reflection of dates noted in the Medicare and Medicaid EHR Incentive Programs Final Rule. The letters for each of the dates in the list below correspond with the letters shown on the timeline diagram. 2014 Note: 2015 MEIP EH and CAH payment year begins; MU EHs can begin 90 day reporting period 2015 A. 1/01/2015 2015 MEIP EP payment ear begins; MU EPs can begin 90 day reporting period B. 1/01/2015 Reporting for CY 2015 CQMs begins for all EPs and group practices. EPs and groups can avoid 2017 payment adjustment by satisfactorily reporting in 2015. If you miss this deadline, you will no

longer be eligible to participate in the Medicaid EHR Incentive Program. Go to the CMS Registration and Attestation site to initiate the program transfer.
