1 Purchasing Department 530 Water Street Oakland, CA March 6, 2015 ADDENDUM No. 2 RFP No /27, Oakland Maintenance Center Facility Management Services This Addendum modifies the original RFP Documents for the above RFP. Acknowledge receipt of this addendum in the space provided on the RFP Acknowledgement and Signature Form (Attachment 3). Failure to do so may disqualify your proposal. The following corrections have been made to the above referenced RFP: A. Clarification: Under Section IV. Submission Requirements, Item 5 Proposed Costs, the intent of all-inclusive monthly fee is only for services that are SELF PERFORMED. Contractor is expected to employ staff who can diagnose, operate, repair, monitor, and maintain in good working order and condition the mechanical, plumbing, electrical systems, and other equipment related to building and facility systems. B. Delete/Correction: Under Section IV. Submission Requirements, delete section entitled 5. Proposed Cost in its entirety and replaced with the below language: 5. Proposed Costs: Provide your proposed cost structure for providing those services specified in Section II Scope of Services. The Contractor must provide the annual cost for providing the needed services and the not-to-exceed cost for the five (5) years. The Port intends to pay the Contractor for all services required under the agreement based on a single, all-inclusive monthly fee that will encompass all of the Proposer s SELF PERFORMED costs (including supervising any subconsultant) necessary to perform work specified in this RFP. The all-inclusive monthly fee should include a complete breakdown of costs in accordance with the RFP. The Contractor should submit a complete cost proposal including work breakdown for both the one year not-to-exceed cost and the notto-exceed five (5) year cost. On a separate sheet, provide a list of services that are not typically self-performed and are contracted out by your firm. There are no other changes to RFP No /27. The following questions were submitted by the deadline and are answered in this addendum: 1. Question: Who currently manages the Oakland Maintenance Center Facility? Answer: Ensminger Consulting 14-15/27 Addendum No. 2 Page 1 of 7
2 2. Question: What is the current monthly cost for providing Management Services at the Oakland Maintenance Center and how many employees are under the current contract? Answer: The Port through this competitive RFP process is looking to decrease its Facility Maintenance cost. The current monthly cost is approximately $42,000.00, including reimbursable expenses. There are two on-site employees Monday-Friday each working 8 hours covering the hours of 6:00 AM to 6:30 PM. 3. What is the estimated annual budget for maintenance of the OMC facility? Answer: Approximately $500, Question: Please describe the current responsibilities of the current contractor and what services are being contracted out. Answer: Please refer to RFP Section II, Scope of Services, A. Typical Responsibilities and B. Compensation. It is expected that on-site employees will undertake maintenance, minor repairs and replacements to the best of their abilities and subconsultants/contractors will be used for more significant work. It is anticipated that Fire System servicing, fire bottle servicing, and significant plumbing, HVAC, roofing, mechanical, or electrical repairs will be undertaken by subconsultants/contractors and that these costs, along with the costs of any required parts and materials used by on-site staff or subconsultants will be reimbursed monthly. 5. Question: Is the copy of the OMC Mandatory Pre-proposal attendees available? Answer: Yes. A copy of the sign in sheet is posted on the Port s website. 6. Question: Will bonding be needed as part of the submission requirement of the project? How do we complete forms 4-C and 4-D since we don t know what unpredictable issues the building may have in the future? Are these just to fill out monthly for whoever wins the contract? Is there a specific cost breakdown sheet for having an employee on site every day? Answer: Bonding is not required for a submission. Attachment 4-C and D are required after the contract has been awarded and commencement of services. There is no cost breakdown sheet for on-site employees. Proposers are to submit their proposed cost structure as part of the response to this RFP. (See the Proposed Cost section under Section IV. Submission Requirements) 7. Question: How does OMC expects Proposers to complete mandatory ATTACHMENT 4-A and calculate associated costs, percentage of repairs, and identify sub-contractors and their trades without providing any information on sizes, nature and trades of repairs/service/projects. Answer: Proposers are expected to list the team member s information (prime and subs), and the nature and estimated percentage of the work to be performed by the whole team; the percentage of the work must add up to 100%. No need to provide specific detail information on sizes, trades of repairs/service/projects to Attachment 4-A. 8. As a Proposer on the OMC Maintenance contract, before submitting our proposal, can we review the OMC Maintenance and repair records for the last 2-3 years and the first quarter of 2015 to get an idea of the nature, frequency, scope and costs of work and trades involved? Answer: No, OMC maintenance and repair records are not currently available. 9. Question: Are latest records of Asbestos Containing Materials within the OMC facility maintained and available for review by the Proposer? 14-15/27 Addendum No. 2 Page 2 of 7
3 Answer: Yes, these records are available and will be provided to the successful Proposer. 10. Question: Are hazardous waste containers available on site by the Port of Oakland? Answer: No, other than a Port box used for discarded fluorescent lamps, there are no other hazardous waste containers on-site. 11. Question: Are there updated As Built drawings, updated and existing floor plans, specification and MSDS data of all installed materials used and fixtures installed in the building maintained and are they available for review by the Proposers? Answer: All available drawings will be provided to the successful Proposer. 12. Question: The fire sprinkler system is connected to the FCI panel with 393 Sprinkler devices. Are the three-(3) separate floors of OMC tenants on a separate deluge system? Are there plans available for the system? Answer: The A Core offices are on a domestic sprinkler system. No plans are available. 13. Question: Are the three (3) tenants floors on a separately-zoned fire protection system? Are there plans available for the system? Answer: All floors are zoned and identified separately on the Fire Panel. 14. Question: The fire suppression system requires periodic inspection/testing that has costs associated with it basis as a Proposers do we have access to these records? Answer: These records are not available to the Proposers as this will be a reimbursed expense. 15. Question: Fire extinguishers require periodic service that has costs associated with it as a Proposer, do we have access to the service records? Answer: These records are not available to the Proposers as this will be a reimbursable expense. 16. Question: Of the thirteen (13) building restrooms, how many of these restrooms are adjacent to the occupied spaces on the First, Second, and Third occupied floors. Are there plumbing and mechanical plans, fixtures/flushing mechanism spec details, sewer lines, drain lines etc. drawings available for the system? Answer: Eleven (11) restrooms are adjacent to occupied spaces. All available drawings will be provided to the successful Proposer. 17. Question: Are the costs for the supplies used in the restrooms reimbursed on usage basis or should these estimated costs be included in the cost proposal? If the estimated costs are to be included in the proposal as a Proposer, do we have access to the historical costs data? Answer: The cost of janitorial supplies and services if self-performed should be included in the proposal. Currently the supplies are included in the $2, per month third party janitorial services reimbursement. 18. Question: Is there a weekly (or monthly) collection of the trash from the OMC site? Or will the successful Proposer need to take it to the City dump weekly? Answer: Currently Waste Management removes collected trash from the OMC at a reimbursed monthly cost of $ /27 Addendum No. 2 Page 3 of 7
4 19. Question: Will any of the occupied area's floor carpeting need to be shampooed or tile floors waxed on a weekly schedule? What is the scheduled expectation? Answer: Currently carpets are vacuumed weekly by the janitorial service and tile floors are waxed as needed by on-site employees. A similar schedule is expected to be maintained. 20. Question: Are the two (2) generators on site, in good working order, and operated weekly and serviced monthly by any existing maintenance contractor as a Proposer, do we have access to such maintenance/repairs & frequency records? Answer: Both generators are operable but are not currently permitted so they may not be used. 21. Question: Emergency lights require periodic service that has costs associated with it as a Proposers, do we have access to the service/repair records? Answer: There are no repair records available pertaining to the emergency lights. 22. Question: Sample Hot water recirculation pump requires periodic service that has costs associated with it - as a Proposer, how do we have access to the service/repair records? Answer: When this pump fails it has been replaced by on-site employees and the cost of the pump was reimbursed. 23. Question: The roofing membrane on the OMC main structure, near the exhaust fan unit, was very worn. There are obvious areas of water leaks. Is it the Port's intention to repair or replace any areas of this roof within the next three (3) years? Are there any records of recent and/or past repairs? Any warranties in place? Answer: There are no plans to replace this roof and there are no warranties in place. It is intended for on-site personnel to undertake all minor repairs and Port personnel will undertake more serious repairs. 24. Question: The leaking restroom floor drain on the third floor, adjacent to a tenant office space was scheduled to be replaced? Has a new floor drain been already installed? Answer: The floor drain has been repaired and the tiles have been replaced. 25. Question: Are all five (5) of the roof sump pumps presently in working order? Answer: Yes. 26. Question: How many people are currently employed on site from 6:30 A.M. to 6:00 P.M by the present OMC Maintenance Contractor? Answer: See Question #2 response. 27. Question: Is the Water leak in the million gallon deluge tank going to be repaired in the next three- (3) year period? What is the extent of the water leakage from the Deluge Water Tank and what are the plans of OMC to address this issue? Answer: There are no plans to repair the deluge tank. The water level has reached the level of the fracture /27 Addendum No. 2 Page 4 of 7
5 28. Question: Are all 176 Electrical Panels, throughout the OMC facility, operating and up to the present electrical code standards? Are there any records available of their service and upgrades? Answer: All panels are operational and met current code when installed. No records are available. 29. Question: Of the 94 HVAC units installed at the building how many are in use and would require service, maintenance and repair? Is the manufacturer technical specifications, structural plans and calculations etc. available? Answer: There are four units typically in use. All available information will be provided to the successful Proposer. 30. Question: HVAC units require periodic service that has costs associated with it as a Proposer, do we have access to the service/repair records. Answer: Service and repair records are currently not available. The Contractor should have a general knowledge in maintaining HVAC systems. Any major service will require pre-approval of repair from the Project Manager and will be reimbursed as part of the monthly reimbursement expense. 31. Question: Are the Water Fountains, adjacent to the occupied spaces, on the first through third floors operational? Answer: Yes. 32. Question: Of the two (2) Elevators, one is out of service. Is it the Port's intention for this elevator to remain out of service? Or is it to be repaired under this OMC contract? Answer: The inoperable elevator is expected to remain out of service. 33. Question: Elevators require periodic service that has costs associated with it as a Proposer, do we have access to the service/repair records. Answer: No service records are currently available. Any major service will require pre-approval from the Project Manager and will be reimbursed as part of the monthly reimbursement expense. 34. Question: The Port of Oakland's scope of service Typical Responsibilities, Section A, requires a very knowledgeable on-site technician to maintain the facility boilers, refrigeration pumps, HVAC equipment, Plumbing lines/fixtures covering most of 23 items, etc. Does the Port expect the daily building attendant to be a qualified Mechanical Engineer, or will the Port accept the attendant to be a maintenance technician/manager with a cell phone? Answer: The Port wants the most qualified on-site employees as possible, however, it is not required that they be certified Mechanical Engineers. 35. Question: Will the successful low Proposer have to pay for parking for company trucks? Or will parking spaces for company vehicles be provided, i.e. parking passes, etc.? Answer: Free parking will be provided for on-site employees and any service vehicles. 36. Question: How long does it take for the Port to process payment on service/repair calls? Answer: Generally within 30 days upon receipt of required documentation /27 Addendum No. 2 Page 5 of 7
6 37. Question: What specific items are to be included in the "all-inclusive monthly fee"? A. Total maintenance manpower and management costs including off-shift call outs? Answer: Yes, to be included in all-inclusive monthly fee. B. Full cost of five day a week Janitorial work and all cleaning and paper supplies? Answer: The Proposer can choose to provide janitorial service with on-site staff and include it in the monthly fee or use a third party janitorial service and include it as a reimbursable expense. C. Cost for removal of all tenant generated trash and recycle materials? Answer: Yes, to be included unless provided by a third party janitorial service as a reimbursable expense for its removal to the trash and recycling bins. Waste Management will remove trash and recycling from the bins as a reimbursed expense. D. Cost for the replacement of all lighting, lamps and ballast? Answer: Any major service will require pre-approval from the Project Manager and will be reimbursed as part of the monthly reimbursement expense. E. Cost for routine Fire System Service and emergency call out? Answer: Any major service will require pre-approval from the Project Manager and will be reimbursed as part of the monthly reimbursement expense. F. Cost for annual and 5 year fire bottle servicing? Answer: Any major service will require pre-approval from the Project Manager and will be reimbursed as part of the monthly reimbursement expense. G. Some level of estimated call out for major plumbing repairs? Answer: Major plumbing will require pre-approval from the Project Manager and will be reimbursed as part of the monthly reimbursement expense, but all minor repairs should be included in all-inclusive monthly fee. H. All costs associated with emergency lighting and emergency exit sign repairs? Answer: It is expected that these repairs will be conducted by on-site staff and the cost of parts and materials will be reimbursed. I. Cost of removal of weeds in close proximity to the facility? Answer: Yes, to be included in all-inclusive monthly fee. J. Repairs to minor roof leaks that could be accomplished with assigned personnel? Answer: Yes, to be included in all-inclusive monthly fee. K. Additional Manpower costs for assisting in other than normal activities, such as Urban Shield, Sherriff training activities, Charter or VIP arrivals? 14-15/27 Addendum No. 2 Page 6 of 7
7 Answer: Yes, up to 4 hours per month. Special requests, in aggregate, exceeding 4 hours per month will be reimbursed. 38. Question: If some are not to be included in the all inclusive pricing in question 37, how will they be reimbursed? Answer: The Port shall reimburse the Contractor the cost of the approved subconsultants which is subject to pre-approval by the Project Manager. Invoices for reimbursable costs will be submitted to the Port on a monthly basis. All invoices shall be documented with receipts and any other customary supporting documentation. 39. Question: Is there a cost of money mark-up that will be allowed (15 to 18%) for subcontractor payments for approved, outside the scope, work required? Answer: No, however reasonable expenses such as miscellaneous parts, supplies, and/or materials required to maintain the OMC s machinery, equipment and process will be reimbursed upon approval of the Project Manager. 40. Question: RFP states payment at 30 days of invoice submittal. Is there a percentage up charge if the Port fails to make payment within the 30 day period? If so, is it 10% incremental fee payment for failure to meet the contract by the Port? Answer: No, late fees will not be accepted. The Port will work with the supplier or contractor to make sure payment is on-time. 41. Question: Can you provide a breakdown of the 393 devices that are tied into your FACP. Does this include the number of audible devices as well? Answer: No, the panel will show an area and then personnel must locate the faulting unit. 42. Question: There are 15 sprinkler control riser, but many are de-commissioned. How many are active, and which area s/building do you need a certified company to inspect annually and quarterly? Answer: Any major service will require pre-approval from the Project Manager and will be reimbursed as part of the monthly reimbursement expense. 43. Question: During the walkthrough, I noted 4 private hydrants that would need testing annually, can you confirm this count? Answer: Fire hydrants outside of the building are maintained by the Port. 44. Question: Are as built and floor layouts as-is available to calculate projected cost associated with maintenance of the area? Answer: The occupied spaces are the Ground, 2 nd, and 3 rd floors of the A Core. See representative plans attached. We are providing these plans without any guarantee of accuracy as they were provided to us by other parties. 45. Question: What are the vacant and occupied areas of the space portion? Answer: See Question #44 response. See representative plans attached.
