3 New organization in line with developments of naval industry in Brittany Bretagne Pôle Naval, Western France shipbuilding repair & conversion cluster presented last January 2010 the new operation of the association that meets advantage of market realities and opportunities for development of the sector. Now, the cluster of players in the naval industry works with five operational committees and three transverse committees. The operational committees have been set based on industries that are today the development and diversification of the naval sector in Brittany: The Committee "ship repair and conversion," chaired by Stephane Gautard, DCN Brest Commercial Engineering works on the development of repair activity and conversion of vessels up to 130m, The Committee "Ships and military equipment," chaired by Bernard Corvaisier, president of NAVTIS helps to maintain and develop partnerships between companies and major contractors, The Committee "Marine renewable energies", chaired by Philippe Drian, Director of Launaval will aim to develop the contribution of businesses, their skills and initiatives in achieving production facilities for offshore energy: wind posed and offshore floating tidal turbines, ocean thermal energy, The Committee "Yachts and yachting, The Committee "Oil & Gas chaired by Pascal Gaior, responsible for Oil & Gas at SOFRESID West. The three transverse committees are kept: Port industrial infrastructure, chaired by Raymond Cosquéric elected at the ITC of Quimper Employment and Training, chaired by Bruno Pivain, Director of Timolor-Leroux and Lotz, Promotion and communication actions, chaired by Jean-Daniel Fourdrinier. Bretagne Pôle Naval in 2010 includes 70 members representing about people. Major Naval industry players of the Region have joined in this association created in The objective of Bretagne Pôle Naval is to develop, integrate and organize the naval and the Marine Renewable energies sectors in Brittany. The Chairman of BPN is Jacques Dubost, Director of SOFRESID Engineering. The Vice President is Christian LAURENT, Director of DCNS Brest The treasurer of the association is Yann Pouleriguen, Director of SOLORPEC

4 BPN activities: COMMITTEE REPAIR AND CONVERSION OF SHIPS The committee has set targets and action program for the year 2010: Develop repair activity and conversion of vessels to 130 meters for customers outside the region. Make the promotion of industrial sites and companies involved in the activity. Liaise with the GICAN Ship repair Committee. To fall within this approach, sets BPN works different actions: Conduct media presentation and promotion of industrial sites and businesses: PowerPoint, brochure, website Reference or update the listing of infrastructure in international business directories. Undertake promotion and marketing with various commercial targets (ship-owners, shipmanagement companies...) in accordance with the strategy of BPN Company concerned. Participate in trade shows (SMM in Hamburg in September and MARITIMA in Paris in December) and specific missions in France and abroad to meet potential clients or networks, visiting exhibitions and industries. Publishing advertisements and send press releases to specialized magazines. Committee Military ships and equipments The objectives of the committee are: To develop the entrepreneurial activity in the sector. To ensure the interface and relationships with contractors, Share expectations and strategies, Identify market opportunities and promote partnership relations. Identify key success factors and conditions for competitiveness. Encourage the formation of grouping to respond to global offers. The Committee also provides the link between Bretagne Pole Naval and GICAN (group of shipbuilding and shipping Industry) to develop the know-how of the companies of the association: safety committee / safety / marine environment, SME Committee, Facilities Committee and the Committee for the new construction for military ships. In 2010, the Committee urges action to outsourcers (DCN, DGA, Navy, other shipyards, navies...) to: Promoting the companies, their products and services Discuss the business outlook Identify market opportunities Stimulate partnerships Bretagne Pôle Naval takes attends GICAN Committees and EURONAVAL exhibition.

5 COMMIttee MARINE renewable energies The objectives of the committee: Contribute to the development of offshore energy production facilities onshore and off Brittany. The projects mainly concern: installed offshore wind, floating offshore wind, tidal energy. Ensure participation of companies of the region in the industrial organization of these projects. Develop skills of the companies of this sector. Develop their activities towards international projects and projects outside the region. The main projects in Brittany are 3 types of facilities Installed offshore wind (up to 30 meters deep): among the companies promising project, the company Nass & Wind in Lorient, Bretagne Pole Naval member Floating offshore wind (more than 50 meters deep): 2 draft prototypes in Brittany are outstanding with member companies of Bretagne Pole Naval: The project WINFLO (Wind offshore deepwater floating platform on semi-submersible) controlled by Nass & Wind with DCNS and Sofresid (group Saipem) The project DIWET (Deepwater Wind Energy Innovative Technology "deepwater floating wind turbine platform on semi-submersible anchor tense") controlled by BLUE H with Timolor Leroux and Lotz. Tidal energy: 2 projects in Britain also: Paimpol-Brehat driven by EDF SABELLA is driven by Hydrohélix and Sofresid engineering, both members of BPN. To carry out its mission and achieve its goals, Bretagne Pole Naval already implemented a program of actions: Meet the regional bearers of project in order to publicize their industrial organizations in particular installed offshore wind (engines, pole, blade, quayside assembling, foundations, structures, offshore installation, electrical connection, platform processing power, operation and maintenance). Also position Britain companies as vendors, service providers, or subcontractors. Bretagne Pole Naval is linked to the institutional and professional bodies that drive action in this field: Brittany Business Development Agency, French Maritime Cluster, Union of Renewable Energies. The group participates in institutional meetings organized by the Regional Council and is now a member of the all-new Technology Platform for Marine Renewable Energies based in Brest. Finally, to represent the strength of industrial companies of the Region in the field of MRE and monitor technological and commercial center Bretagne Pôle Naval attended, together with International Brittany export organization to EWEC exhibition (20 to 23 April 2010 in Warsaw, Poland)

6 Committee yachts and leisure market This new commission, set up in 2010, for yachts larger than 20 meters. Bretagne Pôle Naval wants to develop and create a pool with the companies in the sector such as the shipyard JFA in Concarneau. Committee Oil & Gas This new committee set up in 2010 aims to develop diversification activities in this sector. COMMIttee industrial port INFRASTRUCTURES Having adapted industrial port infrastructure is an absolute necessity to maintain or develop naval activities. These are means for dry docking, deep water quays able to stand heavy loads, with means of handling, easements and adjoining spaces needed to attract new companies. Actions underway or planned relating to the renovation and modernization of existing infrastructure: dredging and environmental standards set, and necessary works for marine power production units. COMMIttee EMPLOyment and training Employment The new website of Bretagne Pole Naval proposes a space "Jobs" Training and promotion of businesses: To meet the training needs of businesses, according to businesses specificities, BPN organizes training of common interest to the naval industry. At the beginning of 2010 an agreement was signed "Commitment for Employment and Skills Development" (French EDEC) between the State, represented by DIRECCTE (Regional Affairs of Business, Competition, Consumer, Labor and Employment), the OPCAIM (financial organization of Industrial Metallurgy) and UIMM Brittany (Union of Industries and Businesses of Metallurgy). This agreement covers the major training needs defined in the second half of 2009 during a study on this subject by the Observatory of the Metallurgy businesses: - Transmission of knowledge through mentoring, with mentors training - Skills adjacent to core business acquisition - Adapting to new technologies - Foreign Languages - Training in early and active management of HR - Supervision of work - Actions of engineering The total funding by the State for these actions amounted to Euros. Through the Committee for Employment and Training, Bretagne Pole Naval promotes the convention EDEC, significant support for the development of employment and skills of the naval sector in Brittany. Bretagne Pole Naval, in partnership with AFPI Brittany (Industrial Training Professional Association) participates in the action on transmission of knowledge through mentoring, the most important and innovative action.

7 The management of this agreement is covered by the ADEFIM / OPCAIM and UIMM Committee PROMOTION and COMMUNICATION activities It aims to convey the messages of a shared vision of Bretagne Pole Naval and promote companies and their know-how and expertise in this cluster of excellence in Naval and Marine Renewable Energy sectors in Brittany. A new website has been online since December 2009 BPN also has a terminal and an interactive screen that can broadcast information about the group and its members during participation in trade shows. In 2010; the cluster of naval industry players in Brittany attends the following exhibitions: - EWEC in Warsaw, Poland from 20 to 23 April SMM in Hamburg, Germany from September 7 to 10, EURONAVAL in Paris from 25 to 29 October MARITIMA in Paris from 8 to 11 December 2010 BRETAGNE POLE NAVAL extends its network of exchanges in communicating through other groups and associations of the maritime world BPN joins GICAN, and participates in its committees "new construction" and "Naval repairs." BPN joined the Marine Renewable Energy union, France Energie Eolienne (France wind energy) and participates in committees Marine Renewable Energies and Offshore Wind. BPN also works in conjunction with sea activity competitiveness cluster Pôle Mer Bretagne, cluster which supports innovative projects and contributing research and development activities: in particular for BPN, on the topic of ship of the future. BPN is also a member of French Maritime Cluster BPN is also a member of CMF (French Maritime Cluster)

8 Infrastructures Companies of Bretagne Pole Naval work on all construction and ship repair sites in Brittany: - The port of Saint-Malo - The port of Saint-Brieuc - The port of Brest and the Naval Base - The ports of DOUARNENEZ and LE GUILVINEC - The port of CONCARNEAU - The ports of Lorient: Repair area of Keroman fishing port, ROHU on Blavet River, DCNS facilities and the Left bank of SCORFF - St Malo St Brieuc Brest Douarnenez Le Guilvinec Concarneau Lorient DCNS Lorient Repair Area of Keroman

9 SAINT MALO The Port of Saint-Malo is particularly well protected, including its historical walls, and is accessible at all times thanks to its deep-water basins. It offers a range of equipment and services for construction, maintenance and repair of all types of vessels that can access the docks. These facilities are managed by the ITC of SAINT-MALO. Since 2007 a major restructuring of the port area is being undertaken: modernization of the dock, quay construction and installation of a boat lift of 400 tons over an area of 2500 sqm. Today, construction and ship repair activity has 2 dry docks(long 110m - width 17m - 6m High Water / Long 134m - width 17,60 m) a careening area with water treatment, a mobile lift of 400T and 140m fitting-out quays. These facilities are located near the docks for loading and unloading of ships. SAINT-MALO is notably one of the sites the company Socarenam does business. SAINT-BRIEUC The port of Légué in Saint-Brieuc is managed by the ITC of COTES D'ARMOR. It is divided into two technical areas: The ships area has a 350T lift for boats 10 to 30m long and 9m wide. It also has a painting hall The boating zone is composed of a careening area of 1,300 meters, a 20t lift and spaces totaling 5000 square meters for storage, maintenance and repair of boats. The ITC of COTES D ARMOR also operates the port of Paimpol 70t lift. BREST First French center for ship repair, port of Brest has an expertise recognized by the ship-owners of the world. The center hosts more than 100 vessels per year. The main activity is based on the repair of civil and military vessels of all sizes and complexity. The port is equipped with sophisticated equipment, operated by ITC of BREST: 3 Drydocks ((Length 225m High wide 27m - High water 4.60m (With water treatment) / lenght 338m - width 50m - High water 7m. / Length 420m - width 80m - High water 6.10 m.) of 720m fitting-out quays, 3-rail Cranes (25T till 18m / 80T till 25m. / 150T till 38m.) and 4 servicing cranes. Maintenance of naval vessels is made inside the naval base with availability of dry-docking of civilian vessels for the private companies. The largest of these basins can accommodate vessels up to 313 meters long and 35 meters wide. IDCNS, SOBRENA, NAVTIF, SNEF and SOBEC operates in this site

10 DOUARNENEZ The Port of DOUARNENEZ, managed by the ITC of QUIMPER, is a deepwater port located in the heart of a vast bay, allowing the docking of ships of any draft. It has 750 meters of quay, and a 420t slipway for ships up to 47 meters (4 garages). That is the shipbuilding place of GLEHEN shipyard. LE GUILVINEC The Port of GUILVINEC also managed by the ITC of QUIMPER has just been fitted in 2010 with a 350t boat lift. It also has a docking area with water treatment and fitting-out quays. CONCARNEAU CONCARNEAU has significant careening resources managed by SEMCAR (Careening means operating company): - A slipway able to lift 6 boats up to about 35m and 400T. - A side-lift for boats up to 95m and 2000T. It is connected directly to the PIRIOU and JFA shipyards - A dry-dock 130 meters long and 27 meters wide - A warehouse for sandblasting, ventilated and humidity level controlled (Height 13m - Length 36m - Width 20m) - CONCARNEAU is the location of PIRIOU (shipbuilding and repair) and JFA (construction and refit of sailing and motor yachts) and has forty companies grouped in the IPC (Professionals Port of Concarneau Association) offering comprehensive operations for shipbuilding and repair LORIENT Infrastructures are spread in 5 sites - Naval Repair Area of Keroman It features the Brittany Biggest boat lift of 650 tons, and an area of careening with modern and efficient water treatment. This is where TIMOLOR-LEROUX ET LOTZ and businesses related to ship repair are operating. This site is located near the new boating space and offshore racing pole developed by AUDELOR (planning and development agency of the conurbation of Lorient) - ROHU (on Blavet River) in LANESTER This is the implantation site of STX EUROPE and since 2010, of ALLIAURA shipyards. - DCNS area Left Bank, are the shipbuilding docks and the fitting-out quay Right bank are the forms of making dry-docks and quays. Dry-dock 2 can accommodate vessels 170 feet long and 26 meters wide, and dry-dock 3 ships 210 feet long and 36 meters wide. - The left bank of SCORFF This area is under renovation and development to allow work on the quayside

11 Shipbuilding repair and conversion cluster of experts A network of excellence in shipbuilding and repair The 70 companies grouped in the cluster have complementary and diversified skills in all professions. The companies forming the pole performance, offer package deals and a wide range of skills and capacities to respond to large, high tech and high added value projects. Naval Architecture, - Mastery of work achievement, - Shipbuilding, - Repair and modernization - Design and supply of equipment, - Integrating onboard systems - Testing and commissioning of equipments, - Logistics, maintenance and associated services. Cluster of excellence in all sectors of engineering, shipbuilding and naval repairs - Passenger ships and cruise ships - Yachts - Offshore supply vessels and workboats - Safety and rescue boats and military vessels - Oceanographic and research vessels - Merchant ships - River boats - Fishing Boats Skills and holders of approved projects for the development of marine renewable energy in Brittany Companies are specialists with expertise on all types of vessels and are organized in a cluster of experts who can answer all types of contracts. Through BPN, companies develop their skills and share their strengths and resources, thereby enhancing the industrial naval sector in Brittany.

12 some References SABELLA: This project, labeled by the Pôle Mer Bretagne is driven by Hydrohelix Energies, company based in Quimper.This Company has positioned itself on the development of tidal turbine technology, and is the pilot project with SOFRESID ENGINEERING, company based in Lorient and Brest and working in the sectors of Oil & Gas and Shipbuilding. WINFLO project (Deep-water offshore wind turbine floating on a semi-submersible platform anchored using catenary mooring cables) is managed by the company Nass & Wind based in Lorient, in charge of project direction, development, financing, construction and operating wind farms. DCNS Brest and Lorient are developing design and makes the float. IN VIVO Environnement realizes marine diagnostics and impact analysis. SAIPEM, with its subsidiary SOFRESID Engineering realizes associated engineering.. In April 2010, NAVTIS just finished off the technical stopover of the Hydrographic and Oceanographic vessel Pourquoi Pas : drydocking for careening, mechanical, electrical, boiling and painting works. End of 2009 and begining of 2010, PNS (Piriou Naval Services) worked on upgrading to meet new standards and modernisation of two passengers ships belonging to the shipping company Penn Ar Bed The Enez Sun III and the Enez Eussa III benefited from large scale renovation and back fitting work to meet the European regulation 223 regarding safety governed by the Maritime Authorities.
