Butler Assistant to the Director, Subcontracting And Mentor Protégé Programs U.S. Army, Office of Small Business Programs, Office of the Secretary of The Army As the Assistant to the Director for Subcontracting and Mentor Protégé Programs in the U.S. Army, Office of Small Business Programs for the Office of the Secretary of the Army, Ms. Butler is responsible for increasing industries awareness of the Army s small business subcontracting and Mentor Protégé program initiatives. She influences new policy updates to existing Subcontracting and Mentor Protégé acquisition regulations and solicits innovative Mentor Protégé technology transfer agreements from industry to support the real time needs of the war fighter. She actively participates on the Electronic Subcontracting Reporting System (esrs) working group panel and manages the Summary Subcontract Report validation process. In addition, she manages twenty-six (26) active Mentor Protégé contracts, ensures the participation of small businesses in new DoD acquisitions valued over $250 million and validates the soundness of subcontracting targets. Ms Butler also participates on Army Strategic Sourcing panel reviews. Prior to accepting her current position, Ms. Butler was a senior Procurement Analyst at Headquarters, U.S. Army Contracting Agency (ACA) and Contracting Officer at the Information Technology E-Commerce and Commercial Contracting Center. Ms. Butler is an acquisition professional with over 30 years of experience in contracting. Ms. Butler is Level III certified in acquisitions and is a member of the Army Acquisition Corps. She has received numerous civilian awards for exceptional performance through out her acquisition career.

3 Biographies Ms. Joan Davidson SBLO / UTC Diversity Council Member, Joan has been with Hamilton Sundstrand since 2000 in a various high performing positions including GP Commodity Specialist, Chief Site Buyer for Engine & Controls Pratt & Whitney and had over 33 years of purchasing experience when she was appointed to the position of SBLO for Hamilton Sundstrand. The respect that she has developed for the small business classified suppliers with who she had done business with over the years is the foundation for the for the HS Small Business Program. Joan resides in Wilbraham, Mass with her husband of two years and enjoys her now large family of 6 children, 2 grand children with a new addition coming in December 09. Mr. Glenn Delgado Assistant Administrator, Office of Small Business Programs Mr. Glenn A. Delgado is the Assistant Administrator of the National Aeronautics and Space Administration s (NASA) Office of Small Business Programs. As the Assistant Administrator, Mr. Delgado provides executive leadership and policy direction for developing and implementing policies and initiatives throughout NASA, to ensure that all categories of small businesses are afforded opportunities to compete for agency contracts. Prior to his appointment to NASA, Mr. Delgado served as the Acting Director of the Department of the Navy s Office of Small Business Programs. He was the Department of Navy s Mentor- Protégé Program Manager for the six years he was assigned to the Navy s Small Business Program Office. Other responsibilities included conducting statistical analyses of the Navy s Small Business Program targets, monitoring the Navy s Veteran-Owned Small Business Program, and undertaking several special projects. Mr. Delgado also served as the Director of Small Business for the Naval Air Systems Command (NAVAIR). He has over 25 years of acquisition experience. While at NAVAIR he worked on several major weapon system programs and served as the Procuring Contracting Officer (PCO) for the A-6, EA-6B, and F/A-18 C/D aircrafts. Mr. Delgado received his MBA from Marymount University and graduated from NAVAIR s Senior Executive Management Development Program. He is Level III certified in the Acquisition Professional field of Contracting and is a member of the Acquisition Professional Community. Mr. Delgado was awarded two Department of the Navy Meritorious Civilian Service medals, for his innovative approaches in the acquisition process while serving as a PCO for the EA-6B aircraft and for his performance as the Director of Small Business at NAVAIR. In September 2006 Mr. Delgado was awarded the Superior Civilian Service medal for his exceptional service to the Navy Small Business Programs Office.

Dempsey Director, Socio Economic Programs, BAE Systems Ms. Dempsey s career spans over twenty five years in the field of procurement, subcontracts and supplier diversity. Ms. Dempsey has been a small business advocate for the Hughes Corporation, Northrop Grumman, DynCorp, CSC and currently, Director Small Business Relations, BAE Systems. She is active in the small business community serving on several boards of directors and committees for organizations that advocate for small business. She has also received several awards for her advocacy of small business. Ms. Dempsey was an adjunct professor teaching a variety of business and acquisition classes at Northern VA Community College and Stratford University. She received her B.S. from Mary Washington College, Certificate in Contracts & Procurement from UVA and MBA from the University of Maryland. Mitchell Foundation Enjoys reading, boating & jet skiing Ms. Nancy Deskins Director for Supplier Diversity, Lockheed Martin Corporation Nancy H. Deskins serves as Director for Supplier Diversity of Lockheed Martin. As the corporation s primary advocate for supplier diversity, Ms. Deskins is responsible for establishing corporate policy, goals, and objectives to maximize Lockheed Martin s utilization of small businesses through subcontracting and partnering initiatives. This role focuses on internal corporate initiatives as well as outreach efforts associated with small and minority businesses organizations, political contacts, and government entities. Ms. Deskins is responsible for all categories of supplier diversity, which includes small disadvantaged business concerns, women-owned small business concerns, historically black colleges and universities and minority institutions, HUBZone small business concerns, veteran-owned small business concerns, and service-disabled veteran-owned small business concerns. Ms. Deskins has held a variety of increasingly responsible positions with the Corporation, including Senior Manager, Systems & Services, Corporate Internal Audit and Electronic Systems Senior Manager, Ethics, Compliance and Supplier Diversity throughout a career that has included experience in diversity, ethics, procurement, and quality. Ms. Deskins holds a Bachelor of Science degree in Liberal Studies: Political Science and Public Administration, from West Chester University of Pennsylvania. Ms. Deskins, her husband David and son D.J. reside in Phoenixville, Pennsylvania.

5 Biographies Biographies Ms. Janette Fasano Area Director for Government Contracting, Area 1, Small Business Administration Ms. Fasano manages the delivery of service for the SBA prime contracting,subcontracting, certificate of competency and size programs in Area 1. Mr. Tim J. Foreman Navy Director, Small Business Programs Mr. Foreman is the Navy Director for Small Business Programs. He is responsible for setting the overall small business policies, objectives and strategies designed to enhance small business prime and subcontracting performance within the Department of the Navy. He is the U.S. Navy leading small business authority and is a direct report to the Secretary of the Navy on all small business matters. Prior to his appointment to the Navy, Mr. Foreman had extensive experience in the Office of the Secretary of Defense, Office of Small Business Programs, to include leading many Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) cases to implement statutory and regul atory changes to the small business prime and subcontracting programs. He also acted as the office lead for legislative initiatives, GAO and DoD IG cases involving various small business issues. Mr. Foreman is the current and past President of the Washington DC Chapter of the National Contract Management Association (NCMA). NCMA is a professional organization designed to brings together government contracting and contractor personnel to discuss current and proposed legislative and regulatory issues. NCMA provides a forum for government and contractors to openly discuss how legislative and regulatory issuances affect each party. Mr. Foreman is a recipient of the 2004 Patriot Administrator Award by the Association of Service Disabled Veterans on April 7, 2005 in a Capital Hill ceremony. He is a graduate of the Brookings Institution s LEGIS FELLOW PROGRAM program, the Federal Executive Institute s (FEI) Leadership for a Democratic Society Program and the prestigious Senior Officials National Security (SONS) program from Harvard University. Mr. Foreman has worked for the Senate Committee on Small Business as the Committee s Senior Procurement Advisor. He worked closely with Committee members and their staffs to develop small business procurement policy issues. Mr. Foreman served as a senior price analyst in the Office of the Secretary of Defense. He also served on the Defense Acquisition Regulation Contract Cost Principles Committee. His responsibilities included policy development in the cost principles area, as well as special studies and other accounting issues. Specifically, Mr. Foreman drafted the Historically Underutilized Business Zone (HUBZone) and the Anti-Bundling legislation which can be found in Public Law Mr. Foreman holds a Bachelor of Science degree and a Masters in Business Administration degree from the University of Dayton and a Masters of Accounting degree from American University in Washington, DC. He also successfully completed the Contemporary Executive Development program, George Washington University. Mr. Foreman was commissioned a second lieutenant in the U.S. Army in After completion of his active duty military obligation he began his civil service career as a financial analyst in the Defense Contract Administration activity in Dayton, Ohio.

6 BIOGRAPHIES Ms. Benita Fortner Director of Supplier Diversity Raytheon Company Benita Fortner is the Director of Supplier Diversity for Raytheon Company. She assumed that position in September of 2000 after serving as the Socioeconomic Program Manager for Raytheon Systems Company. Prior to that she served as the Corporate Liaison Officer and manager of Socioeconomic Programs for Hughes Electronics Corporation wherein she held numerous management positions over a twenty eight year career. Ms. Fortner currently serves as one of three co-chairs of TRIAD (an aerospace and defense industry group focused on small, minority, women veteran and hub zone issues) and was recently appointed as Chair of the Advisory Board for Minority Business Executive Programs at the Tuck School of Business at Dartmouth. She chairs the board of directors for Diversity Information Resources and serves on the boards of the National Minority Supplier Development Council, the New England Minority Supplier Development Councils, the Women s Business Enterprise National Council, the Business Consortium Fund and the National Center for American Indian Enterprise Development. She has been involved in minority and women business outreach and development for over seventeen years. Mr Fortner served as the National Chair for MED Week and was named Chair Emeritus in She is a past chair of the National Minority Supplier Development Council s Chair Person s Committee, the Southern California Regional Purchasing Council, and past Executive Committee Member of NMSDC. She has participated in a myriad of supplier diversity and development conferences and seminars from planning and facilitating to speaking and conducting workshops. In her previous position as procurement manager at Hughes Aircraft Company, she was instrumental in significantly increasing the number of corporate agreements awarded to minority suppliers, implementing supplier customer feedback sessions, second tier alliances, and electronic data interchange as a corporate agreement purchasing vehicle. Ms. Fortner is a native Californian, and the mother of two adult children. She was born in Los Angeles and grew up in the inner city, working in her father s family owned business. She served on the Youth Motivation Task Force as a volunteer for over twenty years. She has also served as an Advisory Board Member to Yo-San University (School of Traditional Chinese Medicine). Ms. Fortner holds a B.S.L. and Jurist Doctors Degree from Golden West University.

7 Biographies Ms. Melissa Holland Supplier Diversity Manger/Small Business Liaison, Supplier Diversity Program Bell Helicopter Textron, Inc. Melissa Holland was appointed the Supplier Diversity Manager/Small Business Liaison for Bell Helicopter Textron Inc. in November Melissa is an ambitious individual who strives for improvement and building relationships between Bell Helicopter Textron Inc. and diverse suppliers. Bell Helicopter was recognized in 2007 by National Veteran-Owned Business Association (NAVOBA) as one of the top 10 Best Companies for Veteran Owned Businesses. Melissa has been with the Textron family since January 1999 holding various high performing positions throughout her Textron career including Operations, Six Sigma and Supply Chain. Melissa graduated with her Bachelor of Business Studies Degree in May 2006 from Dallas Baptist University in Dallas, Texas while working full time. She is also a certified Textron Six Sigma Green Belt and has attended Textron s Creating Futures Leadership program. A native of Providence, Rhode Island, Melissa currently resides in Keller, Texas with her son. She enjoys watching her son play sports including hockey and basketball as well as volunteering at local area shelters and schools. Ms. Linda Bithell Oliver Deputy Director, Office of Small Business Programs Office of the Secretary, U.S. Department of Defense Ms. Oliver became the Acting Director of the U.S. Department of Defense Office of Small Business Programs on January 21, 2009, serving in the position for the second time. (She also acted from December 2006 until May 2007.) She began her tenure at the office as Deputy Director in December She is responsible for establishing and enforcing DoD policies that encourage the Department to provide opportunities for small businesses to successfully compete for Defense contracts. In this capacity she works with the Military Services and Other Defense Agencies to ensure that the policies and programs established by the Defense Department are properly carried out. She is also responsible for providing advice on proposed legislation. She and her staff suggest legislation that will help small businesses, and they analyze legislative proposals for potential effect on small businesses, negotiating changes and improvements where possible.

8 BIOGRAPHIES Mr. Lee R. Rosenberg Director for Small Business Programs Missile Defense Agency Lee R. Rosenberg is the Director for Small Business Programs at the Missile Defense Agency (MDA). He has responsibility for the development and oversight of MDA s small business program and acts as an advocate for the utilization of small businesses throughout the Agency. His responsibilities also include oversight of MDA s Small Business Program, the Agency s small business outreach efforts, the Agency s Historically Black College and University/ Minority Institution (HBCU/MI) Program and The Agency s Mentor-Protégé Program. Prior to assuming his current position, Mr. Rosenberg was assigned within the MDA Contracts Directorate as part of the Acquisition Support Cadre, where he assisted various MDA program offices in developing innovative acquisition strategies to satisfy program requirements. Mr. Rosenberg spent 21 years as an Army Officer serving in a variety of operational and acquisition positions including holding an unlimited warrant as a contracting officer and buying section chief with the U. S. Army Troop Support Command; serving as the competition advocate for the Defense Contract Administrative Region-St. Louis; performing duties as a Defense Information Systems Agency procurement staff officer responsible for migrating legacy systems into an integrated open system architecture; assignment as an investigative officer and acquisition advisor to the U.S. Army Inspector General; and assignment as an acquisition reform staff officer within the Office of the Assistant Secretary of the Army for Research, Development and Acquisition.

9 Biographies Ms. Joan Robinson-Berry Director- Strategic Work Placement & Small Business Liaison Officer The Boeing Company Joan is responsible for ensuring that IDS clearly defines and executes sourcing requirements to fulfill contractual obligations for small and small disadvantaged businesses and international offset purchase contract awards. Driving an enterprise work placement strategy Joan helps ensure IDS fulfills its contractual obligations both domestically and internationally, while also creating business agreements that deliver the best value to our customers and to Boeing. In addition, she is the Small Business Liaison Officer (SBLO) for The Boeing Company which involves integrating the over $5 billion dollar Small Business program across Boeing Commercial Airplanes, Phantom Works, Shared Services and Integrated Defense Systems Business Units. In addition, Joan is responsible for maintaining and improving Boeing relationships with the federal government on matters related to small business subcontracting and supplier diversity. She works with external affiliations and outreach groups including the Department of Defense, NASA, Office of Defense Contract Management Agency (DCMA), Small Business Administration, and Veterans Affairs office. Additionally, Joan is responsible for developing strategies and integration plans to enhance our relationship with HBCU s, Industry Affiliations, and Minority Institutions; specifically focusing on innovative research partnerships which are key to IDS future business objectives. Joan most recently was director, Technical Workforce Excellence, overseeing Technical Affiliations, Fellowship Programs and University Technical Relationships. Prior to holding this position, Robinson-Berry was director, Engineering Processes, Tools and Skills for the Space and Communications business unit from 1999 to 2001, responsible for developing strategies to achieve improved Engineering performance and quality. From 1998 to 1999, she was program manager of the MD-80/-90 Twinjet Programs for the Commercial Airplanes business unit, responsible for program unit cost, change board oversight and customer commitments. Robinson-Berry joined McDonnell Douglas in 1986 as a senior engineer in production after working in design and manufacturing engineering for General Dynamics and co-founding and operating a small/disadvantaged engineering company in Los Angeles, CA. Robinson-Berry has an M.S. in Engineering Management & Business Administration and a B.S. in Engineering. For her achievements over the years, she has been recognized with The President s Quality Award, the AES Women of Achievement, Women making a difference in technology and a Congressional Black Caucus Top Blacks in Technology 2003, Women Opening the Pipeline Award in 2005, Black Engineer of the Year- Career Achievement 2007, 2008 Boeing Diversity Change Agent Award. In addition to serving on several advisory boards and committees, she is also an AIAA Associate Technical Fellow, African Scientific Institute Fellow. Most recently she represents Boeing on the Billion Dollar Roundtable (BDR) Board of Directors.

10 BIOGRAPHIES Mr. Jerry D. Smith Director, Small Business Utilization Center General Services Administration (GSA), New England Region Jerry D. Smith Sr. assumed the position of the GSA s New England Regional Director, of the Small Business Utilization Center (SBUC), in December of Mr. Smith joined the GSA team in May 2005, as an IT Project Manager. In Dec 2005 he was re-assigned as the Manager of Regional Network Services Operations and Regional Coordinator for Emergency Communications, located at Hanscom AFB, MA. Mr. Smith is an Air Force Veteran who served 24 years on active duty, Communications Systems Manager, Secure Communications Systems Engineer, Combat Communications and IT Systems Installation Team Chief, Secure Switch Technician/Engineer, Quality Assurance Manager, NATO Survival to Operate (Emergency Management) Trainer, and as a United Nations Emergency Communications Planner. After retiring from the Air Force, he worked in the wireless communications industry as an Advance Wireless Technology Trainer for SPRINT Mobile Communications. He also spent time in the IT industry as an IT Project Manager, Training Consultant, Value Added Reseller (VAR) Relations Manager, Business Line Developer and a Special Events Coordinator for several small business IT start-ups in Oklahoma City, OK. In this capacity, he provided professional IT Consulting Services and engineering design of Voice over Internet Protocol (VOIP) telecom systems for customers which included Department Of Defense, Drug Enforcement Agency, and the Federal Aviation Administration. In his capacity as Director of the New England Region s SBUC, Mr. Smith manages GSA small business outreach and educational programs through out the region. The SBUC acts as advocate for businesses presently doing business, or interested in doing business, with GSA and other Federal agencies. The SBUC also acts as a liaison to the Small Business Administration (SBA) and the state Procurement Technical Assistance Centers (PTAC) located in New England. Mr. Smith holds an AAA in Electronic Systems Technology from the Community College of the Air Fore; a BAAS in Electronic Engineering Technology from Texas State University; a MS in Human Relations, specializing in workplace diversity, from the University of Oklahoma; and is a 2010 PhD candidate, in Organization and Management with Capella University. He also holds advance training certificates in Process Improvement, Contract Administration, Project/ Program Management, Federal Workplace Mediation, IT & Telecommunications Operations Management, DOD IT Network Design Engineering, DOD Academic Instructor, and National Security Agency (NSA) Cryptographic Systems Installation and Maintenance Team Chief.

11 Biographies Ms. Elizabeth Torres Outreach Program Manager, U.S. Department of Veterans Affairs, Center for Veterans Enterprise Ms. Torres performs quantitative, qualitative and legislative analysis for the organization. She develops data measurements for the CVE, the program in general and agency or corporate utilization of Veteran-owned small businesses. Ms. Torres coordinates CVE s efforts in developing State programs for Veterans in business. She is also Content Manager for the VetBiz.gov web portal. Additionally, Ms. Torres is the project lead for the VetBiz Initiative for National Sustainment, an interagency partnership to promote manufacturing, as well as the Federal Contractor Certification program. She joined CVE in 2005 following a diverse career as a professional musician, corporate buyer and program manager. Ms. Torres is Veteran of the U.S. Army, serving nine years on active duty. She continues to serve as a Sergeant First Class in the 42nd Infantry Division Band of the New York Army National Guard. Ms. Torres has earned a Bachelor s degree in Horn Performance from Butler University; a Master s degree in Music History, also from Butler; and a Master s degree in Business Administration, with concentrations in Finance and the Management of Global Information Technology, from American University. In June 2007, Ms. Torres received her certificate in Small Business Management from George Mason s Office of Continuing Professional Education. To remain current on all procurement issues, she maintains her membership in the National Contract Management Association. Ms. Thosie Varga, CPM Supplier Diversity Liaison Officer L-3 Integrated Systems Thosie Varga is the Supplier Diversity Liaison Officer for L-3 Integrated Systems headquartered in Greenville, Texas. L-3 Communications is the sixth largest defense contractor in the US and is recognized as a major Systems Integrator, specializing in aircraft modernization and maintenance (AM&M), along with design, development and installation of Intelligence, Surveillance and Reconnaissance (ISR) systems and mission equipment for US government, DoD approved Foreign Military Sales and commercial customers worldwide. Ms. Varga is responsible for development, implementation and maintenance of the Comprehensive Small Business Subcontracting Plan, increasing awareness to all departments within L-3/IS, counseling suppliers, establishing initiatives that will enhance subcontracting bidding opportunities for small business concerns and ensuring L-3 s performance to all Small Business goals. Prior to her current position, Ms. Varga has served various positions as SBLO and Lead Logistics Supply Specialist for a Bell Helicopter Textron subsidiary, Purchasing for Northrop Grumman and Production Control Manager for a Veteran Owned Small Business specializing in Machining and Metal Fabrication.
