5 Speaker Bios Joan Pan, Co-Chair, AmCham-Beijing Export Control Working Group Joan Pan is the vice president of the HP Networking Compliance Office. In this role, Joan is responsible for ensuring that HPN, including HP s wholly owned foreign subsidiary, H3C, is compliant with all U.S. and local trade regulations, and FCPA requirements. She is also responsible for facilitating the implementation of policies and guidelines issued by HP s Ethics and Compliance Office, minimizing disruption to HP Networking s business and revenue in the Chinese market and providing support in leveraging H3C R&D capabilities across HP to enhance global business opportunities. Joan is a highly qualified compliance executive with broad internal control skills in setting up internal control program. She also has extensive anti-corruption and global trade experience in the U.S. and many other countries. In addition to compliance, Joan also has working experience in global logistics, distribution, procurement, OEM account management and the management of other supply chain functions. She comes to HP from Avnet, where she was vice president of Global Trade Compliance. Prior to that, she built and led the global trade compliance program for Merck & Co. She also led the establishment and the improvement of global trade compliance programs, supply chain security and duty management programs in the different companies, such as Ricoh Corp. and AEC/Rolex Co. Before coming to the USA, Joan was a staff member in the Foreign Affairs Bureau, Ministry of Culture in Beijing, and has taught and translated at Hubei University in Wuhan, China. Joan is currently co-chair of the Export Compliance Working Group and also a US licensed Customs broker and a certified US Export Compliance Officer by IIEI. Joan was awarded a Six Sigma Black Belt by Merck & Co., Inc. She holds a master s degree in English from College at New Paltz, State University of New York and a MBA from Baruch College, City University of New York. Ken Montgomery, Vice President, International Trade Regulation, TechAmerica Ken Montgomery is the Vice President of International Trade Regulation for TechAmerica. Based in Washington, DC, he acts as lead regulatory and policy analyst for trade regulation issues, focusing on customs and export controls. He currently serves as the International Chamber of Commerce Observer at the World Customs Organization Harmonized Systems Committee and Review Subcommittee meetings in Brussels. During the past two years he has led TechAmerica s efforts in support of the U.S. Export Control Reform (ECR) Initiative. He also organizes and facilitates best practices in trade compliance seminars in the U.S. and China. During his career Ken has held engineering, management and consulting roles in the logistics and trade compliance organizations of high tech companies including IBM, Amdahl and Hewlett-Packard. Ken is a Licensed U.S. Customs Broker. He received his bachelor s degree in Industrial Engineering from Purdue 5

6 University, an MBA in International Business from Golden Gate University and a Master s degree in International Customs Law and Administration from the University of Canberra, Australia. Li Jing, Director of Trade Compliance, LTI Li Jing joined LTI s Beijing Office in July of 2007 and is the Director responsible for the Chinese Customs and Standard portfolio. In Customs capacity, Li Jing assists clients with all matters related to China Customs. This includes but is not limited to assistance in classification under the Chinese HS Code, Chinese Customs clearance requirements, import licensing requirements, and classification of Import/Export Enterprises for China Customs. In standard capacity, Li Jing has a complete understanding of standards development, implementation, and enforcement in China and has an excellent relationship with various Chinese government agencies and industry associations involved in Chinese standards. Li Jing has also assisted clients in meeting Chinese standards requirements and obtaining Chinese certifications and standards related import licenses such as the China Compulsory Certificate (CCC) from the China Certification Center. Matt Roberts, Managing Director, USITO Matt Roberts is the Managing Director of USITO, the leading policy-focused trade association representing the U.S. information and communications technology (ICT) industry in China. Prior to joining USITO in January 2011, Matt served as General Manager of the launch team for the About.com China site ( and Chief Representative of Dow Jones in China, spearheading business development. Matt has also served as an investment consultant, assisting multinational online media companies with China entry strategy and providing Chinese online media companies with strategic advisory services. Matt has lived and worked in China for 20 years. He is a native of Pennsylvania, USA, and holds a BA degree in Asian Studies from Dartmouth College. Sean Wang, China Logistics Development Director, Intel Sean Wang, Logistics Development Director from Intel, Sean developed extensive knowledge with respect to regulatory administrations and governing jurisdictions related to international trade, customs compliance and regulatory advocacy in China in the past 11 years; he has served several multi-national companies: 3M, Delphi, TRW. Sean is currently chair of Trade Compliance Working Group of USITO and also an invited independent inspector for Shanghai customs. Taylor Sholler, Manager, Public Policy, SEMI Taylor Sholler is the manager of public policy for Semiconductor Equipment and Materials International (SEMI), the global trade association representing the semiconductor supply chain. Taylor heads SEMI s trade policy team in Washington, D.C., focusing on export controls, trade and investment matters, and advocacy efforts. 6

7 Prior to joining SEMI, Taylor worked at the U.S. Chamber of Commerce, leading advocacy efforts on international trade issues for the Asia Department. Taylor previously served as an aide to U.S. Senator Judd Gregg (R-NH), managing defense, foreign policy, and trade issues. Taylor holds a B.A. in politics from St. Anselm College and a M.A. in National Security from the U.S. Naval War College. Xiyun Gu, Policy Manager, USITO Xiyun manages USITO's trade compliance, standards and conformity assessment policy advocacy portfolios. Xiyun joined USITO in March 2014, bringing diverse experience from both the private and public sector, including well-rounded research and consulting experience at the World Bank, the United Nations, Jack Faucett Associates, and BP China. Xiyun also worked for U.S. and Chinese municipal governments, and has nonprofit experience in rural China. She holds an MPA degree in International Development Studies from Cornell University, a BA degree in Public Policy from Shanghai Jiao Tong University, and spent two semesters in the School of Business Management of the Technische Universität München (Technical University of Munich) in Germany. Yuke (Nic) Cao, Director of Trade Compliance, LTI Yuke (Nic) Cao joined LTI in 2009 and is the Director responsible for LTI s Export Compliance portfolio. Working from LTI s Beijing office, he leads export control and compliance projects for Chinese and multinational clients, mostly in high-tech manufacturing industries. Nic Cao uses his expertise in Chinese dual-use export control laws and regulations and their implementation and enforcement to offer innovative solutions for LTI s clients. He develops and delivers trainings for clients on U.S. and Chinese Export Controls, writes Internal Compliance Programs (ICP) and helps clients in their implementation, and trains professionals to classify products under both Chinese and U.S. export control regulations. Nic Cao has also assisted clients in meeting U.S. export compliance requirements by conducting comprehensive due diligence research on parties involved in export transactions, preparing export license application, and auditing internal compliance programs (ICPs). 7
