2 We are territories joined together by common interests, by complementary objectives and a similar social and economic situation, all of which hold great potential that is yet to be developed. If we work together, we will be more successful than if we work alone. 2
3 What is a macro-region? A macro-region comprises several administrative regions from different states that have sufficient matters in common to justify the use of one single strategy. 3
4 How about cross-border cooperation? Galicia Norte de Portugal Castilla y León RESOE is transnational and interregional cooperation. The previous cross-border structures are continuing to work, to prepare and to implement successful projects in common (with the contribution of the Operational Programme Spain-Portugal ). RESOE is open to the participation of new regions and territories. 4

6 Why Regions of Southwest Europe? PURPOSE: To foster economic, social and territorial cohesion on the basis or shared resources and common interests. Territorial cooperation and cohesion, a European objective in the Treaty of Lisbon. Second generation cooperation. Inter-regional vs. cross-border cooperation. Pioneering initiative that aims to be ahead of its time. Greater presence and protagonism in Europe in spite of its location on the periphery. FLEXIBLE formula with no new administrative structures; and OPEN to the participation of institutions, social and economical players and to the new territories that share the same interests and objectives. Cooperation strategy that arises from the initiative of the players themselves. The result of mature relationship. 6
