Ruffini & Ulrich Santa Alpine Space Energy Forum: Prospects for a common energy strategy, EURAC Research The macro-regional strategy The 'macro-regional strategy' means an integrated framework endorsed by the European Council, to address common challenges faced by a defined geographical area relating to Member States and third countries located in the same area. The 'macro-regional strategy' may be supported by the ESI Funds among others. The participating States and Regions thereby benefit from strengthened cooperation contributing to achievement of economic, social and territorial cohesion. 4 EUSALP Strategy EUSALP process was originally launched by the regions, therefore a "bottom-up" approach Aim: to ensure that the Alpine Region remains one of the most attractive and competitive areas in Europe Integrated approach: through coordination of actions across policy areas it is expected to achieve better results than individual initiatives EUSALP puts particular attention to the relationship and solidarity between the mountainous regions in the centre of the macro-region and the surrounding lowlands and metropolitan areas EUSALP is: transnational or transregional multilevel connecting on an equal basis mountain and metropolitan areas The three No - rules, but also three Yes NO YES New funds Synergies and harmonisation between existing funds New laws Better institutional coordination New european istitutions More common strategies and projects 4
