3 1 The Securities Depository Center (Background) The Securities Depository Center (SDC) of Jordan is a public utility institution established in the Kingdom by virtue of the Securities Law No (23) of The Securities Law of 1997 separated the functions of the Amman Financial Market (AFM) and created the Jordan Securities Commission (JSC), the Amman Stock Exchange (ASE) and the Securities Depository Center (SDC). The SDC commenced operation in May 1999 and is the only entity in Jordan that is legally empowered to oversee the following responsibilities: Registration of securities Deposit of securities Transfer of ownership and safekeeping of securities Clearance and settlement of securities transaction The SDC is one of the most important institutions in Jordan's Capital Market as it holds the ownership register of all issued shares. It has been assigned, in cooperation with the JSC and the ASE, the task of bringing about a qualitative leap in market efficiency. The Securities Law No. (76) Of 2002 specified the responsibilities of the SDC to include the registration, safekeeping, transfer of ownership, deposit and clearing and settlement of securities. 4 2 Executive Summary The SDC is in the process of implementing the next phase of the Disaster Recovery and Business Continuity Solution (DR & BCS) with regard to its Auxiliary Systems. The infrastructure of the DR & BCS has been applied and implemented successfully between the SDC three main sites: Site A (Production Site) : AMMAN - SDC Head office Site B (Resumption Site) : AMMAN- SHMEISANI Site C (DR Site): IRBID In addition, the DR & BCS has included a main core application SCORPIO and the solution was successful in replicating data between the sites (Site A + Site B). However, the auxiliary systems were not part of the implemented DR & BCS ; therefore this tender is mainly focuses on implementing the remaining infrastructure and applications platforms that belong to the auxiliary systems to be part of a complete Disaster Recovery and Business Continuity Solution. 3 SDC Current Infrastructure & Environment The following points describe in details the main information of the Current Applied Solution: 3.1 SDC Sites (General Description) The SDC Information Technology environment is composed of the below three sites: 1. The Production Site A where two IBM System p 55A with Oracle RAC 10g R2 installed are connected to the IBM SAN Storage DS8100 to support the main SDC Application systems SCORPIO and individual Intel based servers to support the auxiliary systems. 2. The Resumption Site B, where another two IBM System p 550 with Oracle RAC 10g R2 installed are connected to the IBM SAN Storage DS8100 support the main SDC Application systems SCORPIO and individual Intel based servers to support the auxiliary systems. 3. The DR Site C, where a single IBM System p 550 with Oracle RAC 10g R2 installed and connected to the IBM SAN Storage DS8100(Site C has been mentioned to be considered in your proposed solution for future assumptions and not to be a part of the solution in terms of the Hardware purchase). Cisco 36xx. Extreme Switch. FCIP Router. 3.4 Applications Software Most used software products are based on the Open Source Software, in addition to internally developed applications. Other applications use Microsoft and Oracle technology software. The core system application is SCORPIO which is the backbone for the SDC critical business and user services. It is based on Oracle technologies and AIX operating system. IBM TSM (Tivoli Storage Manager) is being used for the backup purposes of all applications and software products. Most of the applications are coupled in terms of connectivity and data retrieving, so there is a dependency factor between applications. Tender 9 / 2010 Page: 10

11 4 Scope of Work 4.1 Overall Scope The purpose of this RFP is to procure a Turn-Key Solution to guarantee Business Continuity and Disaster Recovery Plans for the Auxiliary Systems. The proposed required solution shall: Provide a consistent, efficient, and secure online data replication and switching services between sites (Site A + Site B) based on IBM SAN replication technology. Restructure the individual servers in sites (Site A + Site B) in a way to guarantee the high availability, fail-over, SAN connections, and minimal downtime. Provide a fail-over capability between sites (Site A + Site B) and having same subnet between sites with minimal downtime while switching between sites, in addition to a remote management feature on each site. Provide SAN booting via IBM BladeCenter technology. Include the installation and configuration of the operating systems (Redhat Linux and Microsoft Windows Server) to ensure the SAN booting features. 4.2 Requirements Description Proposed solution system architecture. Network infrastructure (for example: same subnet between Site A + Site B, remote management). Operating system design (SAN Booting, multi-paths, driver installations). Implementation of the solution: o SAN Booting (Operating System image, data files) o Solution Configurations (such as SAN zoning, LUNs creations and management, redundancy of blades, firmware upgrade, license implementations, SAN switches feature activations) o SAN to SAN Replication (bidirectional replication sessions) o Centralized Tape library using TSM o Hardware Implementation & Configuration. o Software Installation & configuration. 12 The acceptable ranges of the Recovery Time Objective and Recovery Point Object as below: Item Server Fail-over Recovery Site Recovery Recovery Time <= 5 minutes Less Than 1/2 Hour Objectives (RTO) Recovery Point Objectives (RPO) Zero Loss of Transactions No Data Loss Zero Loss of Transactions No Data Loss The SDC is responsible for providing the following specified items prior to the completion of the initial acceptance : 1- The applications infrastructure diagram that shows all SDC auxiliary systems and their physical servers those are subject to the proposed business continuity solution 2- Expected configurations settings for the solution that are needed as pre-requisites preparations (i.e. hardware settings, operation systems settings/configurations, and SAN LUN sizes) All the above shall be delivered by the SDC within a week after the acceptance of the hardware delivery phase. It is a bidder responsibility to deliver, install, configure, implement, activate, and test the whole solution components such as: Complete installation of all hardware components, for example: BladeCenter chassis, blade servers, network zoning, SAN switches. Complete installation and configurations of the operating systems and their drivers, SAN switching, SAN booting, network zoning, BIOS configurations, MultiPath (high availability), provided IBM software (ex:tivoli Provisioning Manager, IBM Systems Director, BladeCenter Open Fabric Manager), fail-over between blade servers. All software and operating systems are based on 64-bit mode. Active MultiPath (AMP) by allowing all uplink ports to be active/active. Assigning LUNs (expand/shrink) with supported RAIDs Bi-directional session replication and their fail-over tests (planned/unplanned). 10 blade servers must be delivered with full installation and configurations including the operating system. Redundancy of blade server hardware components. IBM TSM software upgrade and reconfigurations. Activation of SAN licenses. Tender 9 / 2010 Page: 12

13 The below table contains a high-level overall view of what would be proposed of Hardware equipment in both Sites (site A+ site B). However, our proposed hardware equipment list is not definite (not final), and it is subject to change by the bidder based on the SDC objectives and project scope. Therefore, the bidder can do any changes or update in the list to meet the expectation of the tender s requirements for the suggested solution. 14 4.3 Deliverables To ensure a successful implementation of the project, the bidder's proposal shall include a detailed and comprehensive end to end project plan inclusive of auxiliary systems requirements and BC&DR solutions. Testing o High availability of systems located in same site o Expandability & reliability of systems connected to the SAN o Failover to site B o Failback to site A o Testing the Disaster Recovery Plan. o Testing Scenarios (fail scenarios and success scenarios). Training: o Sessions/courses on all implemented software products and hardware components. o A sufficient training solution for the proposed Hardware and Software Solution. Documentation of o The whole solution. o The implementation phase o Hardware Implementation & Configuration o Software Installation & configuration Disaster Recovery Plan that covers all essential and critical infrastructure elements, systems, network, and backup strategy and plan). 4.4 General Notes The SAN-to-SAN replication and SAN booting are key factors in this proposal and RTO & RPO should be provided. During the project implementation, any downtime is not acceptable for the production site (Site A) within the period (8:00 81:00). A vendor may be asked by SDC to make a presentation and/or arrange a meeting to clarify any portion of his response and/or to further explain how SDC s requirements will be met. Acceptance of each milestone, the bidder is expected to demonstrate accomplished objectives per milestone. In addition, the acceptance of the solution is based on fulfilling all the requirements of the scope of work. Software License, Maintenance & Warranties: o Vendors must clearly define the licensing schemes available. o Warranty expectations should be outlined. All warranty details should be explicitly covered in the resulting contract, along with performance expectations. Tender 9 / 2010 Page: 14

15 o Any relevant maintenance charges should be based on a percentage of the total price paid and must be clearly shown. 5 Trade in option The SDC suggests a trade-in of the following hardware parts Three IBM pseries 660 with SSA Storage and tape drives Five IBM xseries Two IBM Netfinity 7600 with expansion storage. IBM Netfinity 5000 Two IBM 232 other (bidder suggested base on the bidder sites Study) The interested bidder can propose a cost for the aforementioned hardware parts and separately delivered within the bidder's offer. 6 Vendor Profiles Bidding vendor must demonstrate: 6.1 Vendor Viability The Bidder must have at least 2 qualified trained technical resources that have a minimum of three (3) years of hands on experience in implementing a similar size of storage solution as given in this RFP for a local organization similar in size to the Securities Depository Center (SDC). The bidder should include all Technical team Training Certification and Qualification. The Bidder should enclose a certificate stating that he is an authorized distributor or dealer of the proposed solutions. 19 8 General Terms and Conditions All information made available to prospective Vendors including information collated during the preparation and evaluation phase shall remain the property of SDC and shall be handled as confidential and restricted to authorized persons having a need to know within SDC and the authorized Vendor. Furthermore, this RFP document and any information contained herein may be neither in whole nor in part made accessible or forwarded to any third party without prior, expressive, written consent from SDC. Only the SDC representative is authorized to communicate with Vendors during the evaluation process. The Vendor shall not ask for or accept instructions, directions, and/or advice from any other person unless specifically authorized by the SDC designated representative. SDC may reject any proposal that does not agree to or comply with any of these terms and conditions and/or does not follow the required response outline and/or does not provide required information as softcopy Subsequent to submission of proposals Vendors shall be prepared to discuss any aspect of the proposal, deliver presentations, arrange client reference, etc, at the expense of the Vendor. Having received final Vendor proposal submissions it is SDC s intention to select the most appropriate solution and award a contract to the successful Vendor(s) based on the most suitable technical solution irrespective of the proposed solution prices. However, SDC reserves the right to reject any or all the proposals received in response to this RFP. SDC has no obligation to explain to unsuccessful Vendors the reasons for rejecting their proposals. SDC reserves the right to partition the work into sub projects and offer it to one or more Vendors, whom the company considers are most suited to undertake the work. In such cases the selected Vendors are required to fully co-operate with other selected Vendors to collectively fulfill the objectives and requirements for the project. SDC reserves the right to cancel the project at any time prior to signing a contract for any reason and without penalty. Vendors are not permitted to sub contract any part of the project without SDC s prior written agreement. SDC have the right to amend the project plan and the content of phases, if necessary, before or during the project. Vendors proposals must be valid for 90 days from the closing date of submission of proposals. SDC reserves the right to extend this period for a further 30 days with the same terms and conditions. 20 Prices quoted in Vendor proposals must be in Jordanian Dinar and must be fixed for the validity period of the proposal. Vendors should note that SDC will apply penalties for delays or failure to complete work in accordance with the contractual agreements between both parties. SDC shall not be liable for any cost incurred by Vendors in preparing their responses to this RFP or for any additional information, demonstrations or presentations during the course of the proposal evaluation process. SDC shall not be liable for taxes, accommodation, equipment, transportation, traveling, and any other expenses that are required and/or incurred by the Vendor's staff during the contract execution. Contracted staff is required to be in attendance on SDC premises Sunday to Thursday (08:00 to 18:00) inclusive. Additional working hours and days can be negotiated. SDC shall have all ownership of and title to all software and/or files developed, modified or adapted for SDC in the course of this project, and all associated documentation of the complete system, including any and all plans, drawings and Vendor's special utilities. SDC shall have the sole right to produce, publish, or otherwise use, such software, modifications and documentation within SDC provided it is only for its own internal purposes. Upon completion of the project the Vendor shall turn over all SDCprovided documents as well as all material, reports, product documentation and work in progress documentation relating to this project. The laws and regulations of The Hashemite Kingdom of Jordan shall apply to awarded contracts. Tender 9 / 2010 Page: 20
