2 Department of Education What is a current approved First Aid qualification for services licensed under the Child Care Act 2001? The Tasmanian Licensing Standards for Centre Based Child Care 1 state that licensed child care services must ensure that at least one staff member on the premises holds approved qualifications 2 in first aid, CPR (including child CPR), emergency asthma management and anaphylaxis management. Similarly, the Tasmanian Licensing Standards for In Home Care state that all carers, and any staff member who has regular contact with children, must hold all of these qualifications 3. The first part of this information sheet outlines the accredited courses and units of competency that are recognised as current approved qualifications at the time of publication. The second section contains details on what information must be included in Statements of Attainment awarded by Registered Training Organisations (RTOs), as well as historical information on First Aid qualifications that are no longer approved. 4 Notes First Aid qualifications HLTAID004: Provide an emergency first aid response in an education and care setting has been designed specifically for those working with children in an education and care or child care setting, and satisfies all requirements for First Aid, CPR, emergency asthma management and anaphylaxis management. Please note that where staff members choose to obtain the required first aid qualifications by completing this qualification, they will still need to renew their CPR qualification annually by completing one of the qualifications listed under CPR on page 3. CPR qualifications 1) Some First Aid qualifications, such as HLTAID003 and HLTDAID004, contain the CPR elements required to work in a licensed child care service. However, even though these certificates are recognised as valid for three years from the date of attainment, the CPR component of these qualifications must be renewed annually by completing one of the qualifications listed under CPR on page 3. 2) The requirement to update CPR qualifications annually is not included under the National Quality Framework (NQF). Therefore, licensed services may need to consider compliance with CPR qualification requirements for staff members moving between services approved under the NQF and services licensed by the State. Asthma and Anaphylaxis qualifications 1) Although it is acknowledged that general First Aid qualifications such as HLTAID003, HLTFA311A and equivalent courses may cover some information on asthma and anaphylaxis, these are not considered to be comprehensive enough for the needs of the child care sector. 2) Annual updates for emergency asthma management and anaphylaxis are recommended but not required. Superseded, expired and deleted qualifications In general, statements of attainment for qualifications that have expired or been superseded or deleted (marked with a * above) will continue to be recognised as valid for three years after the date that the statement of attainment was awarded (one year for CPR qualifications). However, these qualifications may no longer be offered by registered training organisations (RTOs) as RTOs are required to stop enrolling new students into these qualifications within specified timeframes. 5 Additional Information When assessed as competent, the individual receives a Statement of Attainment. To be recognised as valid by the Education and Care Unit, a Statement of Attainment must include: the Nationally accredited logo; Provider registration number; the words Statement of Attainment ; The date the statement of attainment was issued; and a list of relevant national training package codes to reflect those competencies in which the student has been assessed as competent. Note: Where a person has renewed their qualification, the RTO must provide documentation that the person has done so and is assessed as currently competent. Where RTOs choose to streamline the delivery of the above courses into the provision of one course, the Statement of Attainment must still identify each of the course codes above. Where staff members hold qualifications in a course other than listed above, they must be able to provide documented evidence that this qualification is a nationally accredited equivalent. It is expected that this documented evidence will be provided by the RTO that awarded the qualification.
