WELCOME AND INTRODUCTION Malaysia welcomes all participants to the Global Seminar on Disaster Risk Financing: Towards the Development of Effective Approaches to the Financial Management of Disaster Risks. This seminar is coorganised by the Organisation for Economic Cooperation and Development (OECD), the ASEAN Insurance Training and Research Institute (AITRI), Bank Negara Malaysia and the Asian Development Bank (ADB), with sponsorship by the Government of Japan. The seminar will be attended by officials and experts from OECD, APEC, ASEAN and other invited economies in Asia and elsewhere, regional and international organisations and the private sector. This information note provides as an overview of the administrative arrangements and preliminary program for the seminar, including details on administrative procedures and seminar logistics and requirements for participants. Requests for clarification or additional information can be sent to the organisers via the addresses provided below in paragraph 4. REGISTRATION Please note that participation is by invitation only. Delegates must register for this conference. Please return the registration form (attached to your invitation letter). 6. ACCESS TO MEETINGS Registered participants will receive badges at the Registration Desk. To obtain the badges, participants must provide a photo identification: passport or diplomatic identity card. Participants are required to wear their seminar ID badges at all times while in seminar venues. 7. ACCOMMODATION Participants are encouraged to make arrangements for their accommodation at Bank Negara Malaysia residential complex, which is located 5 minutes walk from the seminar venue. This accommodation is very comfortable, set in a pleasant environment with an outdoor swimming pool and gym facilities and has kindly been made available to participants of this event at a very advantageous rate. A complimentary shuttle service will be provided for guests to and from the seminar venue. The coach will leave at exactly 8.15am from Lanai Kijang. Time of departure from the seminar venue will depend on time of completion of the last session of each day. Guests may also walk to the seminar venue which is 5 minutes from this residential complex. 3

In the event of late check-out after 1400hrs, guest will be subjected to additional charges. Accommodation Each of Lanai Kijang s 120 guest rooms is designed to provide either serene views of lush greenery or the spectacular skyline of Kuala Lumpur. For the comfort of guests, each room offers a 32 inch LCD TV, high-speed internet access, international direct dialing, ergonomic chair with a working table, individually controlled air-conditioning, private shower, coffee and tea making facilities, mini refrigerator and in-room safe. Additional amenities include bathrobes, hair dryer and toiletries. There is a restaurant available, providing all-day dining. A Business Centre (self-service) providing photocopying/fax and computer/internet facilities is also available. Sport & Recreational Facilities- A variety of sports and recreational facilities are available for guest use. Among the facilities are the outdoor swimming pool, gymnasium, tennis/street soccer courts, and badminton / sepak takraw courts. Location: About 12km from city centre and close to public transportation i.e. Commuter & LRT Stations (1.2 5km) About 62km from the Kuala Lumpur International Airport (KLIA) 60 minutes drive. Please see paragraph 9 for information about airport arrivals and departures. Alternatively, participants may choose to stay at off-site commercial hotels. A list of nearby hotels and approximate rates is provided below. These hotels are a short train ride away from the seminar venue (the train station is very close), or a 5-10 minute taxi ride away. Please note that participants choosing to stay at these hotels will need to arrange their own transportation to and from the seminar venue as no shuttle service will be provided. Participants who choose not to stay at the Bank Negara Malaysia residential complex are kindly asked to inform the organisers where they will be staying. Thank you. Reservation Procedure Room reservations for the Lanai Kijang residential complex should be made by filling in the Hotel Reservation Form (attached to your invitation letter) and sending it to AITRI Secretariat, as indicated on the form. Please do not contact Lanai Kijang directly about your reservation, thank you. Room reservations for the Lanai Kijang residential complex must be made by no later than 1 September After this date, the special accommodation rates may not be applied. Participants will be responsible for paying for their room and for any additional ordered services directly with Lanai Kijang. Room reservations at other hotels must be made by participants directly with the hotel. Please note that each participant is personally responsible for the reservation and payment of his/her hotel room and all incidental charges by his/her credit card. The organisers are not able to make reservations for you and cannot be responsible for any costs associated with participants hotel rooms. 8. VISAS, CUSTOMS INFORMATION & INSURANCE Participants are strongly advised to contact your local Malaysian embassy or consulate to verify if you require a visa to enter Malaysia. AIRPORT ARRIVALS AND DEPARTURES Kuala Lumpur International Airport (KLIA) is located at the top of the southern corridor of Peninsular Malaysia, bordering the states of Selangor and Negeri Sembilan. Situated in the Sepang district, it is approximately 50km from the capital city, Kuala Lumpur. The IATA code for KLIA is KUL. Airport Transfers: Taxi Prepaid taxis (premier and budget), limousines and vans are available from the various counters at the KLIA arrival hall. Coupons can be purchased, via cash or credit card, from the counters at the KLIA arrival hall located near the Baggage Claim area. Rates are approximately RM100 (depending on the time of day) to the Lanai Kijang accommodation. Please visit KLIA airport limo for details: Train KLIA Express offers a non-stop journey between KL Sentral and KLIA. Fare is RM35 for a one-way journey and the non-stop journey only takes 28 minutes. 6 10. LOCAL TRANSPORTATION - Public Transportation and Taxis Bus There are many bus and coach companies operating across Malaysia from deluxe express buses to shuttle services. Bus fares vary depending on the route but most minibus rates are fixed. Taxis It is easy to get a taxi in Malaysian towns and cities. Taxis can be hailed in the street and there are also taxi ranks at shopping centres and train stations. Shared taxis also operate on busy routes and between cities. Most Malaysian taxis are metered. However, during busy times, drivers may ask for a fixed fare, which may be negotiated. A 50 percent surcharge is applicable for taxi journeys between midnight and six o clock in the morning. 11. INTERNET & WIFI Internet and wifi will be available for participants at the conference venue. There will be an internet corner equipped with computers and printers. Free Internet access will be provided. 12. HALF-DAY SIGHTSEEING CITY TOUR on Wednesday 16 September, 1.30pm 5.30pm: BNM is kindly organizing a half-day sightseeing tour for participants, in the afternoon of Wednesday 16 October, from pm. Please indicate your participation via the Registration Form. 13. LUNCHES AND DINNER Lunches: Thursday 17 and Friday 18 September: Buffet lunch for all participants will be provided by the hosts. The venue will be confirmed. Please confirm your attendance via the Registration Form (attached to your invitation letter). Dinner: Thursday 17 September: A dinner reception will be held in the evening, exact time and venue will be confirmed. Please confirm your attendance via the Registration Form (attached to your invitation letter). The organisers regret that no programme can be arranged for spouses/partners. Unless presenters advise otherwise, all presentations will be posted on the organisers websites, after the event. 15. ADMINISTRATIVE GUIDE AT LANAI KIJANG ACCOMMODATION All guests/participants are kindly asked to observe and adhere to the Lanai Kijang s rules and regulations. DRESS CODE During the seminar, participants may wish to be attired in smart casual (suggested for office attire without jacket/coat). Smart casual wear will be required during dining at the Residential Café. Please note that sleeveless shirts, round neck t-shirts, short pants, slippers or soiled sportswear are not allowed during dining. 6

7 FOOD AND DINING Stay-in guests can dine at the Staff Centre Café (all day dining, last orders 9.30pm). However, non-staying in guests, such as resource persons/participants (high level officials or VIPs) are allowed to have breakfast, snack, dinner at the Staff Centre Café but must be accompanied or introduced by the event owner/coordinator. Outside food is not allowed to be taken into the Residential Café/Staff Centre Cafe Eating within the wellness center, swimming pool area and courts is not permitted. No room service food or beverages are served in the guest rooms, with the exception of disabled guests. However, guests can bring food from outside and have their food in their respective rooms. SMOKING Smoking is not allowed in Lanai Kijang except at the designated areas: two spots along the stretch of road between Multipurpose Hall and Staff Centre. BUSINESS CENTRE The Business Centre at Level 4 is open all day to stay-in guests and participants (on a self-service basis). It provides photocopying/fax and computer/internet facilities. SAFETY AND SECURITY Since Lanai Kijang is located in a quiet neighbourhood, stay in-guests/participants/visitors should liaise with the reception of Lanai Kijang for shuttle or taxi services. Guests should provide advance notice to the reception of Lanai Kijang for taxi service (at least two hours before departure time). OTHER Please alert the reception of Lanai Kijang or event secretariat immediately if guests/participants face any health problem or emergency situation. 16. GENERAL INFORMATION Kuala Lumpur Kuala Lumpur is a busy city with ordered skyscrapers, six-lane highways, colonial architecture and lots of greenery. Home to the Petronas Twin Towers, it is a shopping paradise with some of Southeast Asia s largest shopping malls, housing the world s top brands, and street markets where you can find one-of-a-kind items. Bukit Bintang is the most visited part of Kuala Lumpur as there are many shopping malls and eateries in the area. Tourists are also attracted to visit the Chinatown (Petaling Street) of Kuala Lumpur as it is a great place to try local street food and find some inexpensive goods. Shopping can also be done at the Central Market Kuala Lumpur, Chow Kit Market, Ain Arabia Kuala Lumpur and Little India Kuala Lumpur. These are also great places to watch and experience the local culture of our multi-racial society. Other commonly visited places are the Merdeka Square, KLCC Park and the 88-storey Petronas Twin Towers. Weather Kuala Lumpur has a tropical climate, specifically a tropical rainforest climate. The average temperature ranges from 23.4 to 31.7 degrees Celsius, which makes it a pleasant destination to visit all year round. Time Time zone of Kuala Lumpur is UTC/GMT +7. Electricity and Water Supply The supply voltage in Malaysia is volts and two-pronged plugs. Please check before using an appliance. 7

Credit Cards Major credit cards are widely accepted at hotels, restaurants, shops, etc. Visa, MasterCard, American Express, Diners Club can be used at establishments, however, some restaurants and small shops accept cash payments only. Currency and ATMs The official currency of Malaysia is Ringgit (MYR). All payments on the territory of Malaysia must be done in Ringgit. Credit card payments will also be carried out in Ringgit. Currency exchange points are located at Kuala Lumpur International Airport, main hotels, banks, money changers throughout the city. Major currencies are accepted for exchange. Currency exchange rates vary depending on the policies of a bank. Banks usually take commission for money exchange and participants are advised to take it into consideration. When making a currency exchange, some banks also ask to provide a passport or other identity document. It is also possible to use the ATMs located in banks, hotels, large shopping centers. Information about the location of ATMs is available at the information desks. Exchange rate of Bank Negara Malaysia as of 7 July 2015 is approximately: USD 1 = MYR 3.83 EUR 1 = MYR 4.19 Travel Health Insurance Medications and any medical services provided by clinics, hospitals, pharmacies or other health care institutions must be paid by the participants or charged to health insurance policies. The participants are encouraged to clarify the policy provisions with their chosen insurance company. 8

9 Mobile Phones Information Local phone services are reliable. Both GSM and CDMA mobile phone systems are in operation. Most modern cell phones can work in several settings that can use roaming services in different networks. Most of the GSM-phones in use in Malaysia, supporting the protocols of GSM-900 and GSM-1800, or in networks GSM-850 and GSM Long distance calls within Malaysia may be made by direct dialing through International Direct Dial (IDD) in major cities or through operated assisted calls. Telex and Fax services are readily available in major hotels and large cities. 17. SPECIAL NEEDS The organisers are committed to ensure that all participants have a fruitful and pleasant stay in Kuala Lumpur.
