4 Extending transportation service into the county, connecting them to major employers (Inter-City) Expand and make more efficient transportation service with 20 minute commute time or less (Intra-City) Identify existing conditions to connect riders to services such as grocery stores, culture events, recreational and medical services Create a transportation workforce development strategy that creates a car ownership program Goals

5 Collaborating with the Richmond Regional Planning District Commission, RRPDC to create a report and map of primary corridors for future needs of a transit routes that best serve those in poverty. The report will include three layers of employment that will include entry-level to low-wage jobs within walking distance of an extended bus line Contacted The Brookings Institute for guidance. They recommended three cities that most closely resemble Richmond: San Antonio, TX Salt Lake City, UT Denver, CO Interviewed the CEO of San Antonio VIA Transit Service Interviewed GRTC based on report from San Antonio, VIA Service VCU MURP Interns researched HRT, Hampton Roads Transit Service. Researched various Car to Work Programs to collaborate having a car for transportation and workforce development Researched Cost to expand a fixed transit route from Willow Lawn to Short Pump Conducted a survey of transit riders to better understand their needs ~700 participants Collaborated with Job Creation work group Studies and Research

6 Analyze data from Richmond Regional Planning District Commission, RRPDC to confirm recommendations. Will invite members from GRTC and RRPDC to meet and discuss results of RRPDC report to make formal recommendations Report is due for release on Friday, January 13, The workgroup will meet on January 17, 2012 to review data and compile recommendations Conduct a second public focus group to vet recommendations. There will be two sessions one at Southside of Richmond location and another at CAPUP, a northside session. Next Steps

What is the public policy basis for the recommendation How is it structured and/or how is it advanced? 2. What legislation is necessary and how will it be implemented? Is there a cost associated with the legislation? 3. What populations are impacted by the recommendation (winners and losers)? 7
