1 Career and Technical Education Advisory Committee (CTEAC) Meeting Minutes December 5, 2012 The regular meeting of the Career and Technical Education Advisory Committee(CTEAC) was called to order at 6:14 PM on December 5, 2012 at Austin High School, Café Austin, Room 206, 1715 W. Cesar Chavez, Austin TX by Annette Gregory. Present Carol Adams-Means, Mary Angel, Melvin Capler, Joey Crumley, Davelyn Forrest, Pamela Foster, Kefren Greenstreet, Annette Gregory, Laura Griebel, Rosario Guerra, Tamu King, Charla Merrel, Carol Pazera, Benny Ridge, Andrew Sowder, Chelsey Thomas, Carol Wright, Bob Skrobarczyk, Melinda McKenna, Dan Pacatte, Mark Nibbelink, Amanda Angel-Dohoney Approval of Minutes NA Citizens Communications NA Introductions/Greetings Annette Gregory introduced herself and welcomed everyone. A. Gregory introduced Esther Joucken, Culinary Arts Instructor at Austin HS and thanked her and her students for hosting and providing refreshments. E. Joucken gave a brief overview of her culinary program. Everyone in attendance introduced themselves. A. Gregory explained the necessity of having the Career and Technical Education Advisory Committee (CTEAC) and how we have converted to an official Austin ISD Advisory Group with the help of Joey Crumley, Coordinator of the District Advisory Bodies. Introduction of Bylaws/Policy BDF Local Joey Crumley explained his duties as the Coordinator of the District Advisory Bodies. Austin ISD Board passed Policy BDF Local in June. General idea of implementing this policy is to provide standing Advisory Bodies with more structure, formality, status, and to keep operations consistent and expectations clear. CTEAC is a standing Advisory Body. CTEAC will report to the Superintendent. J. Crumley explained the umbrella website for Austin ISD Advisory Bodies and the standard guidelines for Citizens CTEAC Meeting Minutes 12/5/2012 Page 1 of 5

2 Communications and visitors. CTEAC will be expected to follow the Open Meetings Act. CTEAC Meetings will be open to the public (anyone is welcomed to visit and observe). Policy brings transparency and openness. J. Crumley pointing out that during Citizens Communications, visitors can talk but the advisory group cannot have dialog with the visitor. Open Meetings Act is real strict (only talk about what is on the posted agenda). J. Crumley explained the meaning of Other Business. Other Business is limited to announcements, very factual information. J. Crumley suggested at next CTEAC meeting to have a motion and second to adopt the Bylaws. By adopting the Bylaws, the group is acknowledging the Bylaws have been read, understood and the group commits to following them. J. Crumley explained Bylaws structure and language. Everyone in attendance received a copy of the Bylaws. A. Gregory expressed if anyone has any questions or concerns with regards to the Bylaws, send her an . CTEAC Membership Information Form Annette asked if anyone is interested in remaining a member of the advisory group, complete the CTEAC Membership Information Form. Overview of CTE Programs A. Gregory gave an overview of Career and Technical Education and presented a presentation of Austin ISD CTE with background information. Potential Activities for Advisory Committee Members Form A. Gregory wants to respect what activities members want to participate in. Annette asked each person to review and check off interests. A. Gregory spoke about CTE Program Development Workgroup. A. Gregory told group if anyone is interested in serving on the CTE Program Development Workgroup, check interest on the CTEAC Membership Information Form or write on the bottom of the Potential Activities for Advisory Committee Members form. A. Gregory asked the group for any questions. Discussion included: Question: If for example you are going to have students come and do an on-site and/or shadow, what are the mechanics of doing that? Answer: Start at A. Gregory s staff level (CTE District Office) and get matched up with a Teacher. Teacher would get involved and be responsible for setting up the particulars of the day, discuss the outcomes (discuss what the students will walk away with) to have a pre-lesson prior to students going. Depending on the situation (target group), there is preplanning that CTE District office can assist with. Question: Is there a general guideline with regards to how much time the preplanning takes? Answer: No, depends on if you know exactly what you can offer us. We can determine which class it matches with. Normally, we will send out an to teachers so that everyone will have an opportunity. 3 Question: Is there a place that we can actually go to figure out what schools offer what program? Answer: Yes, we have one pager that shows what clusters are offered at each school. Annette will electronically. Lanier Program Evaluation Recommendations Mary Angel gave an overview of the Lanier Program Evaluation. M. Angel reviewed the Lanier High School program evaluation recommendations document. M. Angel pointed out the program evaluation process take-a-ways: For the CTE Teachers: -Understanding that CTE is bigger than what they teach (teachers see the whole picture). -Assist the teachers in forming the bonds and relationships with industry. -Gives the teachers clear expectations of what we want in the CTE program. For the Campus Administrators: -Knowledge of what is going on in the CTE classrooms. -Helps the school to promote the CTE programs. Mary reviewed letter asking for assistance at the next program evaluation at Crockett High School. Mary explained CTE Program Evaluation process for Crockett. Tentative Dates: March 5 or 7, (4 hour time commitment) A. Gregory thanked Carol Pazera for her work with CTE. C. Pazera takes data and puts into a report. From report, we pull the recommendations. CTE District Office shares the recommendations with the campuses. Everybody has a responsibility of making sure our CTE programs are adequate, moving forward, and the teacher has what they need. AAFR CTE Parity and Equity A. Gregory explained Annual Academic Facilities Recommendation (AAFR) for Parity and Equity in CTE. Currently, if a student has an interest in a program that is not offered at their high school, they have to apply for a transfer. Once or if they receive a transfer, they have to provide their own transportation. A. Gregory reviewed a one page document, Preliminary, Potential Annual Academic and Facilities Recommendation (Parity and Equity in Career and Technical Education (CTE). 4 A. Gregory identified CTE Focus Group Members in attendance. A. Gregory reviewed in detail the 4 Scenarios for AAFR CTE Parity and Equity. A. Gregory asked everyone present to take AAFR CTE Parity and Equity Survey on the Austin ISD website, Next Community Engagement Meeting will be on December 12, 2012 at Bowie HS at 6:30 PM in the Cafeteria. Discussion topic: Capital Metro/Transportation Bus passes are available. State funds will reimburse the District for taking a student to a CTE program. Transportation and working with Business/Industry conversations have been a part of discussions with the scenarios. Next Steps after Recommendation: What would go into a Magnet? What would go into a CTE Center? CTE Focus Group will meet on Dec 17, 2012 to review survey results and discuss a recommendation to move forward. CTE College Readiness and Cost Effectiveness Report Carol Pazera made 3 points about the CTE College Readiness and Cost Effectiveness Report. Students who are in CTE are just as college ready as students that are not in CTE. Hispanic and Low Income students are more likely to be college ready if they were in CTE. CTE was more cost effective this last year than it was the year before, based on data of students that have been in CTE for the past 3 years. Announce Co-Chairs A. 5 Next Meeting February/March 2013, CTEAC Meeting Austin ISD CTE Teachers will be invited. Business/Industry Partners will have an opportunity to connect with CTE Teachers. Let A. Gregory know, if you know of other people you want to invite. June 2013, CTEAC Meeting review CTE plan and talk about federal guidelines and components.
