Discussion/Action/Timeline Special thanks to Pat for volunteering to chair the meeting Welcome to Tavia Laliberte, CEO, North West Regional College, and new to the RIC table Business Arising from Meeting Minutes, August 17, 2013 Pat reviewed highlights from meeting minutes confirmed that RICs/SIMS Forum for Oct. 3/13 was postponed by SIMS a. Review/accept meeting minutes Herb/Karen M. moved to accept meeting minutes. Carried. Karen to circulate Tamara s contact information to RIC members b. Building Partnerships to Reduce Crime Herb advised that the proposed application to Northwest RIC for funding is on hold pending support from the province; and, provided a verbal update regarding the North Battleford HUB - No further action required by Northwest RIC re: application for funding - Collection of human service agencies meeting every Tuesday/Thursday from 9 2:30 huge time commitment - very impressed with the the HUB table, strong relationships, very professionals, situations get dealt with outside of the HUB and ensures risk factors are addressed - working with the provincial people to have access to data/to understand the impact of the investment (time/resources) completed re-orientation training, hosted a barbeque to promote awareness, relationship building within agencies - Kevin Steinborn (Municipal Fire Dept.) has replaced Jim Toye as co-chair for the HUB - Lloydminster and Meadow Lake HUBs - Orientation training has been provided by the province - Deferred to next meeting when Gary is available - Lloydminster/Meadow Lake HUBs are welcome to contact Herb if they have any questions about the Battlefords HUB Page 1 of 5

Early Childhood Development: - Dr. Jean Clinton, Lloydminster May 12 & Spiritwood May 13 - Northwest RIC has committed to fund Spiritwood, however, reduced $s due to the changes to the CIF adjudication process Spiritwood Literacy has applied to the CIF to fund Dr. Clinton (confirmation 1 st week of April) community planning committee interested in hosting Dr. Clinton as well as offering supper Karen W. to touch base with the Sask. Prevention Institute - telephone conferencing with other communities & Dr. Clinton is planned for January 28 - Lloydminster & Area Early Years Coalition Mary advised that the SEED grant from the province of Alberta was used by the end of September the group will continue to meet once/month (except for the summer months) focusing on promotion/awareness including signage on bus stops outstanding results from hosting Dr. Clinton and looking forward to hosting again - NW Early Childhood Coalition (NWECC) Forum, February 4, Battleford d. Review October December, 2013, ¼ report and finalize format Note: the ¼ report included the following parking lot questions. What leeway/what authorities do RIC members have regarding complex needs cases? How might Northwest RIC strengthen a regional framework for complex needs cases? Business Arising from Planning Meeting, November 18, Herb/Pat moved to have the Muttart Foundation, Children and Families in the New Saskatchewan: A Discussion of Early Learning and Child Care be used to guide discussion at the NWECC Forum. Carried - the target population is for RIC members for sharing with agency staff (members are following through) and for RIC to use as a resource to complete the one-pagers for SIMS the format connects to the provincial goals and tells us what is being done interest in outcomes and like the preamble use the draft format including the 4 SIMS Goals, plus, a 5 th Goal: Communication and Relationship Building and add the website address good conversation inclusive of new members - process for sharing of information what is an agency s responsibility to respond to the complex needs case protocol who is included - what is the purpose (agencies should have already been involved & efforts exhausted) Moose Jaw RIC has managed approx. 40 complex needs cases Discussion deferred for Karen to discuss with co-chairs a. Review/accept planning meeting minutes no identified concerns with minutes as circulated b. Review the evaluation results what stands out for you? 3.75 rating of 5.00 that Northwest RIC values itself as a backbone agency (positive outcome) discuss more concrete topics (attention to drilling down & listing common action) Page 2 of 5

Explore Poverty Reduction (#1 priority) Deferred to the next meeting for discussion (i.e.) what does poverty reduction mean, how to articulate action to reduce poverty and how to measure outcomes - Vikki will help facilitate the discussion using the Hoshin Kanri model (A3s) New Business a. Linking the Ministry of Education s strategic plan to Northwest RIC Herb provided an overview of the draft strategic plan using Hoshin Kanri model - the draft plan has been shared with principals/etc., (the communication step is called catchball ) - the handout as provided was created in 4 days with School Divisions - reviewed enduring strategies and connected the strategies to the Sask. growth plan the strategic plan will change the way School Divisions operate the A3s (detailed strategic plan) will be finalized September 2014 the S.D.s plan will need help from other agencies need to figure out ways to work together including the Sask. Child and Family Agenda join forces to create A3s support to do work differently what s different is the commitment from the province - Rivers West for Sport, Culture & Recreation recognizes a fit with the S.D. s strategic plan and with their efforts to connect families to sport/to the arts/to recreation activities for more information about district dream brokers go to the SaskSport b. Community Initiatives Fund (CIF) Program Changes - members received a copy of the letter via from the Co-chairs to Darlene Bessey, Chairperson, CIF Board of Directors c. Memorandum of Understanding Northwest RIC Working Together (MOU last approved Sept. 2009, however, continued to apply the agreement) Thank you Herb & Mary for sharing information regarding Education s strategic plan. Agenda item to be deferred to next meeting RICs are no longer doing the regional grant adjudication review and grant funding in the amount of $17,284 to Northwest RIC will not be provided in The decision has been made with no further action required by Northwest RIC budget does not look good with the loss of the CIF grant adjudication funding flagged the office supplies as a pressure with the changes to the regional boundaries, Ministry of Education Pat will explore one-time in-kind contributions and discuss with Karen. Agencies to be prepared to sign the MOU as circulated at the next RIC meeting. Agenda item deferred to next meeting. Page 3 of 5

4 d RIC Meetings - Accepted recommendations based on results from survey completed by RIC members January 15, Meeting dates for are: April 14, 2014 June 9, 2014 August 11, 2014 December 8, RICs/SIMS Spring Forum, April 3, 2014, Regina Round Table Herb - Education plan is a priority right now, excited about the sector plan - will be retiring, June 30, 2014 Kathleen - Janice Kennedy, Director, retired December 31, 2013 Vikki (joined the 3:00 p.m.) - maternal mental health is key - early childhood development really starts with Mom Karen M. - looking forward to hosting Dr. Jean Clinton Mary - schools mobilized around the theme, Hockey Day in Canada Kerry - working with communities to have recreation boards up and running (i.e.) Red Pheasant target date January 29, supporting the Sask. In Motion Moving Together Symposium, Meadow Lake, January 30, 2014 Adjournment Recommendations are: - Meet 4x/year with opportunity to call special meetings as needed - Meeting times: 1:15 3:30 p.m. - Meet the 2 nd Monday of the month - Meet face-to-face 3 of 4 meetings and 1 of 4 try video conferencing RIC Members asked to prioritize meeting dates Karen has volunteered to help with the logistics RIC Co-Chairs/Coordinators are invited to attend Round Table cont d Donna - current focus is the Saskatchewan Winter Games, February 16 22, 2014, Prince Albert Tamara - Urban Aboriginal Funding Strategy ends March 31, 2014 and await future direction - going on maturity leave, May 2014 Tavia - Meadow Lake campus is in its 2 nd full year of providing student housing - excited to participate in forums like Northwest RIC great to make the connections thank you for including the College Pat - attention to the Labour Market Agreement with Federal Government & to supporting employment (i.e.) #s of jobs, matching skills sets with what employers want, etc. Page 4 of 5
