Krantz and Members of Council Linda Leeds, Director, Corporate Services and Treasurer Date: December 5, 2008 Report No. CORS Subject: RECOMMENDATION: EXECUTIVE SUMMARY Purchasing Various December THAT the single source 2009 requests be awarded as per the list of suppliers in the body of this report and attached as Schedule A; AND THAT the contract with MHPM Project Management Inc. for Project Management Services for the Town Hall Expansion be extended at a total increase of $60,000 (exclusive of GST); AND THAT the contract with Heale Consulting and Management Inc. for Consulting service for Security and Audio Visual equipment be increased by $45,000 (exclusive of GST); AND THAT the contract with Meridian Planning Consultants Inc. for Official Plan mapping be increased by $11,500 exclusive of GST; AND THAT the Manager, Purchasing be authorized to execute contracts and the Mayor and Clerk be authorized to sign any and all required paperwork. This report is being submitted to have Council s authorization on the various items listed below. On the following projects it was determined that the open market purchasing process outlined in Purchasing by-law # would not result in the best buy for the Town. Outlined below are the suppliers that the Town would like to enter into direct negotiation with for the goods/services described, have delegated authority to award a bid and/or extend a current contract.

3 Page No. 3 CCSI Technology Solutions Telus Microsoft licences Cellular services Community Services Contract Extension Project Management THE C MHPM Project Management Inc. $60,000 (exclusive of GST) MHPM Project Management Inc. are providing project management services for the Town Hall Expansion project. Staff is recommending the contract with MHPM Project Management Inc. be extended until June 2009 to provide services until contract completion. Contract Increase Consulting Services THE C Heale Consulting and Management Inc. $45,000 (exclusive of GST) Heale Consulting and Management Inc. are providing contract administration and design for aspects of the Town Hall Expansion related to IT, Security and AV. Staff is recommended that contract with Heale Consulting and Management Inc. be increased to provide these services for the development of the Emergency Operations Centre. Planning and Development Contract Increase Official Plan Mapping C Meridian Planning Consultants Inc. $11,500 (exclusive of GST) Meridian Planning Consultants have the contract to provide consulting services for the Official Plan review. Due to the poor state of the official plan mapping and the mapping cannot be produced in-house because of the timing and quality requirements. Staff is recommending the contract increase to Meridian Planning Consultants for the Official Plan mapping requirements. Relationship to the Strategic Plan A responsible, cost effective and accountable local government. Financial Impact The following table shows the variances to capital accounts as a result of the awards as described in this report.
