2 Authority: 14 December 2011 Page 2 Welcome, introduction and apologies Lord Clark welcomed Peter Hensman as representative from the Lake District National Park Partnership Business Task Force (BTF. Lord Clark advised that this was the last meeting for Andrew Forsyth who was moving on, paying tribute to his wisdom and experience over the last six years on the Partnership and wished him well on behalf of the Partnership. 2 Minutes of meeting held on 27 June 2011 Agreed. 3 Matters arising Item 4(c BTF (page 3 - Mark Holroyd of South Copeland Tourism had now joined the BTF. Item 5(b Annual Report (page 6 a suggested communication plan for the Annual Report was included in the covering to Partners on the 27 July 2011 Item 6(b Proposed Natural England extensions to the LDNP (page 7 Natural England had confirmed proposed details of the extensions to the LDNP and YDNP. The next stage is for Natural England to draft variation orders which would be placed on deposit for 28 days.. If objections were raised this would then trigger a public inquiry. Item 7(b Defra Natural Environment White Paper, Local Nature Partnership and Nature Improvement Areas an approach for Cumbria (page 7 A bid for a Cumbria Local Nature Partnership had been unsuccessful but there was an opportunity to bid again in October. A bid had been submitted for a North Lakes Nature Improvement Area. Action: Steve Ratcliffe to report outcome at the next Partnership meeting. 4 Partnership Sub-Groups who, what, why, when? (a Farming and Forestry Task Force note the outcomes of the second meeting of the Farming and Forestry Task Force and the proposed agenda for the next meeting on 5 October (b Land Management Strategy Sub Group Thanks was expressed to Jack Ellerby and Anne Casey for their work on this report. note the progress report. (c Business Task Force (BTF note the outcomes of the September meeting of the Business Task Force.
3 Authority: 14 December 2011 Page 3 (d Lake District Still Waters Partnership The Partnership noted the report from Michelle Donoghue, Environment Agency. (e Climate Change Group Carbon budget action plan The Partnership noted the report from Rebecca Willis, Climate Change Adviser, LDNPA.. (f Partnership Plan sub-group No report for the Partnership as their work is covered in the main agenda (see item 5d below (g WHS PMG The Partnership noted Mike Clarke s report. Attention was brought to actions 2 and 44 of the proposed Partnership s Plan review and in particular to the cultural edge and broader range of partners, e.g. Ruskin Museum and Wordsworth Trust. WHS nominees were to meet DCMS on 9 January Peter Hensman and Keith Hitchen stressed the need to change perceptions to provide a broader offer. 5 Partnership Monitoring good, bad, ugly (a External Funding Group (Action 11.32: LDNPA and Nurture Lakeland presented a paper :highlighting: The need to identify opportunities to attract new sources of funding to implement the aspirations and actions in the Partnership s Plan. Nurture Lakeland and Rebanks Consulting is to be commissioned to create a framework. The need to work together on funding bids greater than 250,000. CCC to join the external fundraising group. English Heritage offered to provide information on suitable EH grants. The question was raised about competitiveness and attention was drawn to pages 4 and 5 of Annex 1 highlighting that there may be times when an organisation required to disengage from a particular bid. (a endorse the Shared Fundraising Framework and Action Plan Annex 1; and (b set up an External Fundraising Group to support the delivery of actions in the Partnership s Plan. Action: Marie Fallen to identify CCC representative for group Action: The group to report back to the Partnership. (b Holiday Homes in Lake District (Action LDNPA and SLDC outlined proposals that had formed the basis of discussion between them and the Department of Communities and Local Government (DCLG. Cumbria Tourism were broadly supportive, advising that it was important to retain an opt in clause. CCC recommended involving the Homes and Communities Agency to provide important credibility as part of the lobbying process. (a support the Lake District National Park Authority s request for the Department for Communities and Local Government (DCLG to take forward the introduction of opt in planning controls for holiday
4 Authority: 14 December 2011 Page 4 houses; (b support South Lakeland District Council to develop and coordinate an advocacy approach on behalf of the Partnership and (c includes a new action within the Partnership Plan to reflect this activity. Action: David Sykes to coordinate progress, involve the Homes and Communities Agency and report back to the Partnership. (c TIC s and Public Toilet provision (Action 7.20 Cumbria Tourism presented a paper outlining proposals and discussions to date. Eden District Council confirmed they had saved eight toilets due for closure and were providing more support to TIC s: The National Trust suggested considering the role of car parks too. Richard Greenwood confirmed this formed part of a proposed new action in the Partnership Plan. SLDC confirmed that the consultation process referred to in recommendation b(4 was to close at the end of October Agreed recommendation: The Partnership to endorse the following in relation to: a information centres across the Lake District; 1. That the LDNPP seeks to maintain a network of four strategic Tourist/Visitor Information Centres across the Park with digitised and linked information about accommodation, attractions and things to do. 2. Where possible to support and advise the second tier of more localised information centres and points across the National Park. 3. Seeks to co-ordinate and promote the information services provided by warden and ranger services across the different providers in the park. 4. Urges partners to work together in the provision of websites, smart phone apps and digital information networks across the park. b public toilet provision across the Lake District; 1. Collective agreement from all partners to the network of public toilets which they would like to see maintained. 2. Agreement to re-investment where necessary to ensure that the standard of provision is adequate given their location in a National Park 3. Sharing of best practice across the National Park to avoid duplication and expense in negotiating the future of toilets and the best financial models for doing so. 4. A joint approach to Government pressing for parish councils and community groups to be exempt from the payment of non domestic rates in respect of public toilets which inhibits their adoption at a local level. 5. More attention to signposting (both vehicular and pedestrian for the toilet network (d Review of the Partnership s Plan A paper was presented with thanks expressed to all Partners for their work particularly through the Partnership Plan Sub Group. Particular thanks to Kate Harnott and Clive Wickham (LDNPA. Steve Ratcliffe took The Partnership through the details of Parts Three and Four, particularly the proposed Action Plan for each theme.
5 Authority: 14 December 2011 Page 5 Lord Clark thanked those who had been involved in the review for their excellent work. Agreed recommendation: The Partnership:- (a(i agrees the significant updates, shown as Annex 2 and revised actions, shown as Annex 3, which together comprise Part Three of the Partnership s Plan and (a(ii agrees the revised indicators of success (part 4.3 of the existing plan shown as Annex 4; (b delegates any final editorial changes to the Partnership Plan sub group and (c agrees to present the final version of the Partnership s Plan to their own organisation for endorsement. 6 This we should know about happening now or on the horizon (a LDNPA Allocations of Land A paper was presented along with confirmation that this subject had been included in the Partnership Plan as a new action. Steve Ratcliffe stressed the paper was not seeking Partnership endorsement it was just sharing information on the current consultation process Following consideration of all response received LDNPA will submit its Allocation of Land Development Plan Document to the Secretary of State in the Summer of note that consultation will be taking place between 26 September and 30 November 2011 on the preferred options for the LDNPA Allocations of Land Development Plan Document. Action: LDNPA to check whether a link can be put on home page of LDNPA website 7 Any Other Business (a (b Annual Partnership Survey This would be carried out in the coming months as part of an evolving Improvement Plan for the Partnership, which would then be discussed at the Partnership meeting in December. Action: Clive Wickham to follow up. Updates Keith Jones reported that under the Forestry Commission reorganisation Cumbria would come under an extended area headed up by Graham Gill, based in Bellingham. Keith Jones confirmed that there were three to four confirmed cases in Cumbria of Phytopthera ramorum which was found in rhododendrons. This caused a devastating effect on larch requiring that area plus 200m to be felled. Andrew Forsyth commented that it was amazing to see the high level of commitment to the Partnership and secretariat. Lord Clark thanked Andrew Forsyth for his comments.
