3 Intrductin and Overview: Teacher and Leader Preparatin Prgram Registratin Prcess Prcedures Cmmn t all Prpsals The Office f Higher Educatin assesses the cmpliance f public, independent, and prprietary degree-granting institutins and the prgrams f study they ffer with the standards f quality set frth in laws, rules, and regulatins. This includes assessing applicatins t establish new higher educatin institutins, majr changes t the missins f existing higher educatin institutins, prpsed prgrams f study and changes t currently registered prgrams. New Yrk State Educatin Department (NYSED r Department) apprved prgrams are listed n the Department s Inventry f Registered Prgrams (IRP). The Department registers individual curricula ( prgrams ) rather than an institutin as a whle. Hwever, the registratin prcess takes int cnsideratin all significant aspects f an institutin s educatinal enterprise as it relates t a prpsed prgram. Prgram registratin is the Department s chief means t ensure that clleges, universities, and prfessinal schls maintain quality standards. What Requires Registratin? Registratin f a curriculum (prgram f study) indicates its apprval based n quality standards in the Regulatins f the Cmmissiner f Educatin (Cmmissiner s Regulatins). Sectin 50.1 (i) f thse regulatins defines curriculum r prgram as the frmal educatinal requirements necessary t qualify fr certificates r degrees. A curriculum r prgram includes general educatin r specialized study in depth in a particular field, r bth. Sectin 52.1 requires registratin f the fllwing types f curricula at clleges, universities, and prfessinal schls befre thse institutins may ffer them: every curriculum creditable tward a degree ffered by institutins f higher educatin; every curriculum leading t a certificate r diplma bearing credit twards a degree; every curriculum leading t licensure in a prfessin; every curriculum fr which registratin is required by statute, the Rules f the Bard f Regents, r any ther sectin f these regulatins; and every curriculum leading t a certificate r diplma ffered by a nn-chartered prprietary institutin authrized by the Regents t grant degrees, except nncredit curricula apprved by anther State agency fr the purpse f licensure by that agency. Examples f Prgram Registratins nt included in this prcess: Dctral Prgrams ITI Prgrams (Intensive Training Institutes) in Bilingual Educatin Prgrams leading t prfessinal licensure Clleges and universities within the State University f New Yrk (SUNY) and City University f New Yrk (CUNY) systems shuld cntact their respective system administratins fr the apprpriate prpsal submissin prcess. Cmpleting the Prpsal Applicatin After a prpsal has been submitted t the New Yrk State Educatin Department, Office f Cllege and University Evaluatin, a preliminary review is cnducted. This preliminary review checks t see if the crrect applicatin has been cmpleted as well as fr inclusin f certain basic infrmatin, such as purpse f the prpsal, cntact persn, and signature f apprved institutinal designee. 4
5 Once the preliminary review is cmpleted and the infrmatin is cnfirmed, the prpsal is lgged in and assigned t an OCUE reviewer. The Office is cmmitted t reviewing prpsals within 30 wrking days f their submissin, when the submissin is cmplete and n the crrect applicatin frm. If issues are raised, the institutinal cntact persn identified in the prpsal will be ntified f the specific prblem areas, questins and issues. Once cntacted, institutins will have 30 wrking days t prvide a cmprehensive respnse that addresses all prblem areas, questins and issues identified by OCUE staff. If the prpsal is nt resubmitted within the required 30 wrking day perid with all the requested infrmatin, and/r if any f the prblem areas, questins and issues have nt been fully addressed in the institutin s respnse, the prpsal will be withdrawn frm further cnsideratin. In this case, the institutinal cntact will be ntified via a letter citing the regulatry deficiencies in its submissin and resubmissin/respnse. Therefre, institutins are urged t read this guidance dcument t have a clear understanding f what the expectatins are regarding prgram review criteria, submit the prpsal n the crrect applicatin frm, check t ensure the applicatin is cmpleted thrughly and ensure that all additinal attachments and submissins are included. Again, institutins are encuraged t read this guidance dcument in its entirety. If mre infrmatin is needed after reading the guidance dcument, [email protected]. There may be instances when, as a result f a unique prpsal r ther special circumstances, additinal time is needed t engage the institutin and cnfirm cmpliance with quality standards. In such cases the OCUE evaluatr will cntact the institutin s liaisn, explain the cncern and ask fr the apprpriate additinal infrmatin t mve the review prcess frward. In additin, institutins are asked t limit the ttal number f prpsals they submit within a three mnth perid f time. As a general guide, institutins shuld nt submit mre than five new prgram registratins in any single three mnth perid, and nt mre than ne Master Plan Amendment in any six mnth perid. If an institutin submits mre than five prpsals in three mnths, the Department expects that the institutin has submitted the prpsals in pririty rder and will review them accrdingly. Applicatins fr Prgrams Leading t Classrm Teacher, Educatinal Leadership, and Pupil Persnnel Services Certificatins There are five different applicatins fr prgrams leading t teacher, educatinal leadership r pupil persnnel services (PPS) certificatin, discussed belw. I. The Applicatin t Register New Prgrams Leading t Initial r Initial/Prfessinal Classrm Teaching Certificates/Extensins/Anntatins Use this applicatin t register a traditinal undergraduate prgram leading t initial classrm teaching certificatin r a graduate level prgram leading t initial/prfessinal classrm teaching certificatin. Use this applicatin t register a traditinal prgram leading t an extensin, including bilingual extensin fr teachers, r anntatin. D nt use this applicatin fr Transitinal B prgram registratin, please see belw. II. The Cre Applicatin fr Registratin f a New Prgram Leading t Prfessinal, Transitinal B, r Transitinal C Certificatin. Applicants fr a prgram leading t the Prfessinal, Transitinal B, r C Certificatin, must cmplete the Cre Applicatin and applicable Supplement (A, B r C). Use this applicatin t register a traditinal graduate prgram leading t prfessinal certificatin nly. Prgrams leading nly t prfessinal certificatin require candidates t hld initial certificatin in the same certificatin subject area as the prpsed prfessinal prgram. 5
6 These prgrams cannt be used as a secnd certificate pathway as they d nt require field experience r student teaching (Supplement A). Use this applicatin t register an alternative graduate prgram leading t Transitinal B classrm teaching certificatin, r Transitinal C classrm teaching certificatin (Supplement B r C). III. The Educatinal Leadership Applicatin Use this applicatin t register a graduate prgram leading t initial schl building leader certificatin, prfessinal schl district leader certificatin including alternative Transitinal D r prfessinal schl district business leader certificatin. This applicatin includes the ptin f a bilingual extensin fr these certificate titles. IV. Pupil Persnnel Services (PPS) Applicatin Use this applicatin t register a prgram that leads t certificatin as a schl psychlgist, schl scial wrker, r schl cunselr. This applicatin includes the ptin f a bilingual extensin fr these certificate titles. V. The Applicatin fr Changes in a Currently Registered Prgram Leading t Certificatin in Teacher r Educatinal Leadership Certificatin. Use this applicatin t make changes t currently registered prgrams leading t classrm teacher r educatinal leadership certificatin. Instructins fr Cmpleting a Prpsal Applicatin 1. Review the instructins and tasks required fr each applicatin befre actual submissin. Each applicatin frm can be dwnladed and cmpleted fr hard cpy submissin. 2. Please nte that all SUNY and CUNY clleges and universities shuld cntinue t prepare and submit prpsals as required by their respective system administratins. SUNY and CUNY clleges and universities please cntact yur system administratin fr directin regarding prcesses, prcedures, timelines and applicatins. 3. Use the Instructins, Resurces, Guidance and Relevant Regulatins assciated with each applicatin and task. This Teacher, Leader and PPS Guidance Dcument fr Prgram Registratin can be dwnladed and printed. 4. Incmplete applicatins r applicatins that d nt use the apprpriate frms, will be returned t the institutin and withdrawn frm further cnsideratin. Please ensure that yu understand the applicatins and frms that are required fr yur particular prpsal. 5. An applicatin that has been returned may cunt tward the five prpsal limit within a three mnth perid fr each institutin, depending n the reasn fr the return. 6. Prpsals that represent a significant change in the institutin's academic missin may require a master plan amendment. Fr mre infrmatin n master plan amendments, see 7. Certain actins may require an amendment t the institutin's charter r certificate f incrpratin. Fr mre infrmatin see 8. If the change invlves establishing an existing registered prgram at a new lcatin, this is cnsidered t be a new prgram, nt a change t an existing prgram. A new registratin applicatin fr the prpsed prgram is required, with all requisite accmpanying materials. 6
7 9. Fr prgrams that are registered jintly with anther institutin, all institutins invlved in the jint registratin must cnfirm their supprt fr the changes by signing the required dcuments. 10. T change a registered prfessinal licensure prgram r t add a license qualificatin t an existing prgram (e.g., Schl Psychlgist, Speech & Language Pathlgy), please cntact the Office f the Prfessins (OP) fr guidance. 8 External Prgram Reviews When is an External Prgram Review Required? An external review f a prpsed teacher, educatinal leadership r pupil persnnel services prgram is required if the prgram falls int ne f the fllwing tw categries: 1. The prgram leads t a graduate degree and is in a new certificate area in Teaching r Educatinal Leadership. When an Institutin f Higher Educatin (IHE) mves t a new certificate area at the graduate level (adlescence educatin when they have nly physical educatin), an external review is required. 2. An external review is requested by the Department. The Department reserves the right t request an external review f a prgram leading t teacher, educatinal leadership r pupil persnnel services certificate at any time. Such instances include, but are nt limited t, when pass rates fall belw 80% n the New Yrk State Teacher Certificatin Exams (NYSTCE), lw graduatin rates, cmplaints and/r evidence f ineffective candidate preparatin. If an external review is required, the new prgram prpsal must include the submissin f: A cpy f either the riginal External Review fr Teacher Educatin Prgrams frm, the External Review fr Educatinal Leadership Prgrams r External Review f Pupil Persnnel Services Prgrams frm, cmpleted and signed by a recgnized expert in the field and certificate area. IMPORTANT: The expert must be apprved by OCUE in advance f the External Review ccurring. A cpy f the frm the State Educatin Department (OCUE), indicating that advanced apprval f the external evaluatr was received prir t the external review ccurring. A cpy f the institutin s respnse t the external evaluatin, including hw the institutin s prpsal has been mdified in respnse t the external reviewer s cmments and recmmendatins. Wh Qualifies as an Acceptable External Reviewer? The prpsed external reviewer is expected t be a recgnized expert in the field f the prpsed prgram, as demnstrated by apprpriate educatinal credentials, prfessinal experience, academic teaching and/r administrative experience in similar prgrams, r publicatins in the field in peer reviewed jurnals. A terminal degree in the field f study is preferred. The prpsed reviewer must nt have a cnflict f interest r the appearance f a cnflict f interest with the institutin r prgram under review. What Cnstitutes a Cnflict f Interest? There is a cnflict f interest when the ptential reviewer: is a present r frmer emplyee, student, member f the gverning bard, wner r sharehlder f, cnsultant (past r present) t the institutin r in a partnership with the institutin that is prpsing the new prgram; this includes thse persns wh may have cnsulted r helped develp the prpsed prgram. is a spuse, parent, child, r sibling f an individual r persns listed abve; has expressed an pinin fr r against the prpsed prgram; is seeking r being sught fr emplyment r ther relatinship with the institutin prpsing the prgram; 8
9 has a persnal r prfessinal relatinship with the institutin that might cmprmise bjectivity; and/r has a cmpetitive relatinship with the institutin that might cmprmise bjectivity. Hw is Apprval f an External Reviewer Obtained? Prcess Once Apprval is Obtained? What is the Review External reviewers must be apprved befre the review takes place. The apprval f an external prgram reviewer, and the external review prcess, includes the fllwing steps: 1. Ensure there is n cnflict f interest with the prpsed reviewers (see list abve). 2. Submit t the institutin s OCUE liaisn, via , the names and CVs r bigraphies f prpsed reviewers (usually three). 3. Include a brief descriptin f the prgram. 4. The OCUE liaisn reviews the credentials f the prpsed reviewers and advises the institutin. 5. An external reviewer cmpletes the review. 9
10 What is a Master Plan? Prpsals Requiring Master Plan Amendment A cllege r university states its missin, gals and bjectives in its master plan. The master plan describes the institutin s philsphy, purpses and directin; the characteristics f the peple it seeks t serve; the level and range f prgrams it ffers; the research it cnducts; and the services it prvides. This plan may be mdified by amendment as the institutin evlves. What is a Master Plan Amendment? When an institutin seeks t expand its academic missin (e.g., by ffering a degree at a new level f study r in a new disciplinary area), it must submit a master plan amendment applicatin fr review and apprval by the Bard f Regents. The Regents must apprve an amendment f an institutin s master plan befre the institutin can undertake the prpsed activities. The main purpse f this prcess is t permit public review f significant changes in an institutin s academic missin. What Requires a Master Plan Amendment? Apprval f a master plan amendment is required when the institutin seeks initial authrizatin t award a degree; ffers its first prgram at a new level f study; establishes a branch campus r inter-institutinal prgram ( see Sectin I: General Infrmatin fr definitins); r establishes at each degree level its first prgram in each f the 10 general disciplinary areas. Under certain circumstances, prpsed prgrams may require amendment f the institutin s master plan and/r charter r certificate f incrpratin, in additin t prgram registratin. Additinal infrmatin abut master plan amendment is available nline: Prpsals Requiring Charter Amendment r Similar Authrizatin The Bard f Regents incrprates independent, nt-fr-prfit clleges and universities by issuing a charter, which defines the institutin s legal authrity and the lcatin and scpe f its prgrams f study and the degrees it may award. Charter amendments may be needed fr such actins as initial authrity t award degrees, new degree titles, including degrees at new levels, change f lcatin r establishment f a branch campus, and peratin beynd the specified limitatins in the existing charter. A prpsal fr registratin frm a prprietary cllege may require amendment f the cllege s certificate f incrpratin n file with the Department f State. Such amendments require the cnsent f the Cmmissiner f Educatin. Additinal infrmatin abut charter amendments and similar authrizatins is available nline at: 10
11 Imprtant Plicy Infrmatin T strengthen the preparatin f teachers and leaders and t supprt the Regents Refrm Agenda, please take nte f the fllwing: The Department will n lnger register, as ne prgram, a teacher preparatin prgram with a track that leads t teacher certificatin and a track that des nt lead t certificatin. These tracks have different career utcmes and bjectives, and shuld be designed, administered and implemented differently. Tracks that d nt lead t teacher r leader certificatin shuld be submitted using the applicatin fr general academic prgrams. Educatinal leadership cmpanin prgrams are an exceptin. See Registratin f Cmpanin Prgrams. If the prpsed prgram leads t initial and/r prfessinal certificatin fr library media specialist, the prgram must lead t a master s r higher degree. Cmmissiner s Regulatins, Part 52.21(b)(3)(xiv) require that prgrams leading t the library media specialist certificatin shall lead t a master s r higher degree. As such, the Department will n lnger register new library media specialist prgrams leading t an advanced certificate, since an advanced certificate is nt a degree title. Sectin 3.50 f the Rules f the Bard f Regents lists all degree titles in New Yrk State, fund at: ereddegrees. Existing library media specialist prgrams leading t an advanced certificate shuld cnsider a change t a master s degree t be in cmpliance with Cmmissiner s Regulatins and Regent s Rules. If the prpsed prgram leads t initial and/r prfessinal certificatin in teaching Literacy Birth-Grade 6 r teaching Literacy Grades 5-12, the prgram must lead t a master s r higher degree. Cmmissiner s Regulatins, Part 52.21(b)(3)(xi) require that prgrams leading t the teaching literacy certificatins shall lead t a master s r higher degree. As such, the Department will n lnger register new literacy certificatin prgrams that lead t an advanced certificate, since an advanced certificate is nt a degree. Sectin 3.50 f the Rules f the Bard f Regents lists all degree titles in New Yrk State, fund at: rees. Existing Literacy Birth- Grade 6 and Literacy Grade 5-12 prgrams shuld cnsider a change t a master s degree t be in cmpliance with Cmmissiner s Regulatins. Prgrams that lead t multiple, unrelated certificates (i.e., Childhd Educatin, Adlescent Educatin (Chemistry 7-12) and Specific Subject Educatin (Health)) r certificates at different levels (i.e., initial/prfessinal with a secnd track fr prfessinal) shuld be registered as separate prgrams. Prgrams shuld nt be designed t lead t a list f certificate titles. Cmbining multiple certificate tracks and levels may lead t a curriculum that is diluted and diffused. A fcus n ne r tw certificate titles at the same level will help maintain the fcus and integrity f the prgram s that candidates are fully prepared t meet their specific career bjectives. Advanced certificates leading t a base teaching certificate shuld minimally be 15 credits fr teachers already hlding an initial certificate. The institutin shall take int accunt the capacity f the student t undertake a curse f study and the capacity f the institutin t prvide the instructinal and ther supprts the student needs t successfully cmplete the prgram. Lw institutinal retentin and graduatin rates can be indicatrs that the supprts necessary fr student learning are ineffective r insufficient. These rates will be cnsidered when the applicatin is submitted. 11
12 Department Expectatins: General Institutinal Infrmatin Cmplete Fr All Teacher, Educatinal Leader, and Pupil Persnnel Services Prgram Prpsals The infrmatin requested in this General Infrmatin sectin pertains t all prpsals and prvides directins fr cmpleting the Institutin and Prgram Infrmatin Task in OCUE s Prpsal Submissin prcess. I. Institutinal Infrmatin Institutin Name Institutin name is the registered fficial name f the institutin. Institutin Address Institutin address is the registered fficial address f the institutin. Related Regulatins n Authrizatin f Institutins Sectin f Educatin Law states that n individual, assciatin, cpartnership r crpratin nt hlding university, cllege r ther degree cnferring pwers by special charter frm the legislature f this state r frm the regents, shall cnfer any degree r use, advertise r transact business under the name university r cllege, r any name, title r descriptive material indicating r tending t imply that said individual, assciatin, cpartnership r crpratin cnducts, carries n, r is a schl f law, medicine dentistry, pharmacy, veterinary medicine, nursing, ptmetry, pdiatry, architecture r engineering, unless the right t d s shall have been granted by the regents in writing under their seal. Applicatins fr apprval f an extensin center r branch campus are available n line at: Related Regulatins n Off-Campus Instructin: Branch Campus Sectin 50.1 Definitins. As used in this Subchapter (r) Branch campus means a unit f an institutin lcated at a place ther than the institutin s principal center r anther degree-granting institutin, at which the institutin ffers ne r mre curricula leading t a certificate r degree. Sectin 54. Apprval f Off-Campus Instructin. (a) Branch Campuses. (1) N independent institutin shall establish a branch campus unless the institutin is authrized t establish such branch campus by its charter and master plan, as apprved by the Regents. (2) N public university r cllege theref shall establish a branch campus unless the university is authrized t establish such branch campus by its master plan as apprved by the Regents and the Gvernr. (3) N degree-granting prprietary institutin shall establish a branch campus unless the institutin has the permissin f the Regents t establish such branch campus. 12
13 Related Regulatins n Off-Campus Instructin: Extensin Center Sectin 50.1 Definitins. As used in this Subchapter (s) Extensin center means a unit f an institutin lcated at a place ther than the institutin s principal center r anther degree-granting institutin, at which the institutin des nt ffer any curricula leading t a certificate r degree, but at which the institutin either cnducts mre than 15 curses fr credit r has mre than 350 curse registratins fr credit in any academic year. Sectin 54. Apprval f Off-Campus Instructin. (c) Extensin centers. 1) N institutin shall begin t perate an extensin center after September 2, 1980, and n institutin shall, after September 2, 1981, cntinue t perate an extensin center existing prir t September 2, 1980, unless the institutin has applied fr and btained specific apprval f the cmmissiner t perate such extensin center. They define any specific candidate backgrund, knwledge, r technical skills needed t undertake and successfully cmplete the distance prgram, and describe in layman's terms any technical equipment and/r sftware required r recmmended. The institutin prvides distance learners adequate academic supprt, including academic advisement, technical supprt, and ther student supprt services nrmally available n campus. Prgram materials clearly describe hw candidates btain these supprt services. The institutin prvides adequate library and infrmatin resurces, services, and supprt fr academic prgrams, including training in infrmatin literacy. These resurces and services are accessible at a distance n a timely basis. Administrative prcesses such as admissins and registratin are readily accessible t distance candidates, and prgram materials clearly describe hw access is btained. The institutin prvides rientatin pprtunities and resurces fr distance learners that are apprpriate t the technlgies used, the cntent, and the learners. Field Experience and Student Teaching in Distance Educatin Prgrams Principle: The fllwing are guiding principles in fieldwrk, student teaching and/r practica fr distance educatin: Field experience and student teaching/practica must be cnsistent with the prgram s philsphy, purpses and bjectives, and carefully selected and planned by prgram faculty, with learning utcmes specified and the achievement f utcmes regularly evaluated. Field experience and student teaching/practica are accmpanied by cursewrk r seminars. In additin, they are supervised by ne r mre IHE faculty wh participate actively in the prgram and its develpment, and wh pssess training and skills in supervisin and the expertise t prvide supervisin related t cntent and pedaggy. Full-time faculty participates in supervising candidates during their student teaching and/r practicum. Candidates are prvided with experiences in a variety f cmmunities and acrss the student develpmental range f the certificate. Experiences include: practicing skills fr interacting with parents and ther caregivers; wrking with students and ther staff in high 28

Operatinal Criteria (cmmn t all prgrams): Curses that require field experience(s) and student teaching/practica are listed. Instructrs (i.e., supervisrs) fr field experiences and student teaching/practica are included in the Faculty Table. Instructrs invlved with supervising field experiences and student teaching/practica have the subject area expertise t prvide supervisin related t cntent and pedaggy. The supervising (cperating) teacher is apprpriately certified, and has been identified as a trained, effective teacher mentr. The supervising (cperating) teacher is supprted by the institutin and prgram. The time requirements fr field experiences and student teaching are minimally 100 clck hurs f field experience, f which 15 hurs must be in understanding SWD. Student teaching/practica must meet the minimum standard f tw twenty-day supervised placements. Fr candidates preparing fr tw certificates simultaneusly, the secnd certificate is required t meet a reduced standard f 50 clck hurs in the secnd certificate area, with 20 days f student teaching/practica. All ther requirements fr the first certificate apply. There is active and nging cllabratin between IHE faculty and the supervising teacher that includes regularly scheduled meetings held face-t-face r using ther meeting frmats. Operatinal Criteria (specific t Distance Educatin Teacher Preparatin prgrams): Candidates in the fieldwrk and student teaching/practica and seminar are fully engaged; they are fully supprted within the distance educatin frmat and curriculum. The technlgy fully supprts the required interactins between faculty and student teachers needed fr delivery f curriculum, nging supervisin, candidate evaluatin and skills assessment. Face-t-face interactins between supervisrs and teacher preparatin prgram candidates, t discuss their placements and experiences, are held with sufficient frequency. Available technlgical resurces are sufficient t cver the current and planned prgram curricula in distance educatin. Operatinal Criteria (specific t Distance Educatin Educatinal Leader Preparatin prgrams): Candidates in the fieldwrk, educatinal leader internship and seminar are fully supprted within the distance educatin frmat and curriculum. The technlgy fully supprts the required interactins between faculty and educatinal leader interns that are needed fr nging supervisin, candidate evaluatin, and skills assessment. Operatinal Criteria: Distance learning prgrams are expected t prduce the same learning utcmes as cmparable classrm-based prgrams. These learning utcmes are clearly identified - - in terms f knwledge, skills, r credentials -- in curse and prgram materials. All aspects f the distance learning prgram are cnsistent with and shaped t achieve the demnstrable learning utcmes. The means chsen fr assessing student learning are apprpriate t the cntent, learning design, technlgies, and characteristics f the learners. Prgram Evaluatin Principle: The institutin evaluates the effectiveness f its distance learning prgrams and uses the findings t imprve the prgrams and services. Operatinal Criteria: The institutin has a prcess in place t mnitr and evaluate the effectiveness f all aspects f its distance learning prgrams n a regular basis. The evaluatin results are used fr cntinuus prgram imprvement. Prgram evaluatin prcedures include a determinatin that distance learning prgrams result in learning utcmes apprpriate t the rigr and breadth f the cllege degree r certificate awarded. Determining Time n Task in Distance Educatin Discussin: Time n task is the ttal learning time spent by a student in a cllege curse, including instructinal time as well as time spent studying and cmpleting curse assignments (e.g., reading, research, writing, individual and grup prjects.) Regardless f the delivery methd r the particular learning activities emplyed, the amunt f learning time in any cllege curse shuld meet the requirements f Cmmissiner's Regulatin Sectin 50.1 (), a ttal f 45 hurs fr ne semester credit (in cnventinal classrm educatin this breaks dwn int 15 hurs f instructin plus 30 hurs f student wrk/study ut f class.) "Instructin" is prvided differently in nline curses than in classrm-based curses. Despite this difference in methdlgy and activities, hwever, the ttal "learning time" nline nrmally can be measured. Rather than try t distinguish between "in-class" and "utside-class" time fr students, the faculty member develping and/r teaching the nline curse shuld calculate hw much time a student ding satisfactry wrk wuld take t cmplete the wrk f the curse. This includes: reading curse presentatins/ "lectures" reading ther materials participatin in nline discussins ding research writing papers r ther assignments cmpleting all ther assignments (e.g. prjects) 30

In determining the time n task fr an nline curse, useful infrmatin includes: the curse bjectives and expected learning utcmes the list f tpics in the curse utline r syllabus; the textbks, additinal readings, and related educatin materials (such as sftware) required statements in curse materials infrming students f the time and/r effrt they are expected t devte t the curse r individual parts f it a listing f the pedaggical tls t be used in the nline curse, hw each will be used, and the expectatins fr participatin (e.g., in an nline discussin, hw many substantive pstings will be required f a student fr each week r unit?) Related Regulatins n Distance Educatin and Prgram Cmpletin Sectin 50.1 Definitins. As used in this Subchapter () Semester hur means a credit, pint, r ther unit granted fr the satisfactry cmpletin f a curse which requires at least 15 hurs (f 50 minutes each) f instructin and at least 30 hurs f supplementary assignments Sectin 52.1 Registratin f Pstsecndary Curricula. Faculty in educatin cllabrate with arts and sciences faculty t develp curriculum and ensure that teacher preparatin and educatinal leadership candidates are f cnsistent high quality, equivalent t that f higher educatin students in ther fields. Faculty in educatin cllabrate with P-12 teachers and leaders t imprve the preparatin f P-12 educatrs in understanding diversity and the issues facing high need schls. At least ne faculty member teaching in each curriculum at the baccalaureate level hlds an earned dctrate either in the discipline r certificate area f the prpsed prgram. Faculty members teaching at the graduate level hld earned dctrates r ther terminal degrees in the field f the certificate sught. (2) T fster and maintain cntinuity and stability in academic prgrams and plicies, there shall be in the institutin a sufficient number f faculty members wh serve full-time at the institutin. (3) Fr each curriculum the institutin shall designate a bdy f faculty wh, with the academic fficers f the institutin, shall be respnsible fr setting curricular bjectives, fr determining the means by which achievement f bjectives is measured, fr evaluating the achievement f curricular bjectives and fr prviding academic advice t students. The faculty shall be sufficient in number t assure breadth and depth f instructin and the prper discharge f all ther faculty respnsibilities. The rati f faculty t students in each curse shall be sufficient t assure effective instructin. (4) At least ne faculty member teaching in each curriculum culminating in a bachelr s degree shall hld an earned dctrate in an apprpriate field, unless the cmmissiner determines that the curriculum is in a field f study in which ther standards are apprpriate. (5) All faculty members wh teach within a curriculum leading t a graduate degree shall pssess earned dctrates r ther terminal degrees in the field in which they are teaching r shall have demnstrated, in ther widely recgnized ways, their special cmpetence in the field in which they direct graduate students. (6) The teaching and research f each faculty member, in accrdance with faculty member s respnsibilities, shall be evaluated peridically by the institutin. The teaching f each inexperienced faculty member shall receive special supervisin during the initial perid f appintment. Part 52.21(b) f Cmmissiner s Regulatins (2) General Requirements states: (i) Standards fr all prgrams (b) Institutins shall demnstrate hw faculty in the arts and sciences and faculty in educatin cperate fr the purpse f ensuring that prspective teachers receive academic preparatin f high quality, equivalent t that f students in ther fields. (c) Institutins shall demnstrate effrts t recruit qualified faculty and student bdies fr teacher educatin frm grups histrically underrepresented in such prgrams. (d) Institutins shall demnstrate effrts t recruit and retain qualified faculty wh understand the prblems f high need schls and have prfessinal experience in such schls. (g) Institutins shall demnstrate hw they prmte faculty invlvement with public r nnpublic schls fr the purpse f imprving the preparatin f teachers with regard t understanding diversity and issues facing high need schls. (h) Faculty. (1) Institutins shall prvide sufficient numbers f qualified, full-time faculty in rder t fster and maintain cntinuity and stability in teacher educatin prgrams and plicies and ensure the prper discharge f all instructinal and ther faculty respnsibilities. Institutins shall meet the requirements fr faculty set frth in sectin 52.2 f this Part. (2) Staffing requirements. (i) Except as prvided in item (ii) f this subclause, institutins shall meet the fllwing staffing requirements: Institutins shall ensure that the majrity f credit-bearing curses in the prgram are ffered by full-time teaching faculty. Faculty teaching assignments shall nt exceed 12 semester hurs per semester fr undergraduate curses, r 9 semester hurs per semester fr graduate curses, r 21 semester hurs per academic year fr faculty wh teach a cmbinatin f graduate and undergraduate curses, while still prviding sufficient curse fferings t allw students t cmplete their prgrams in the minimum time required fr earning the degree. Individual faculty members shall 34
35 nt supervise mre than 18 student teachers per semester. Supervisin f field experiences, practica, and student teaching shall be cnsidered by the institutin in determining faculty lad, and institutins shall demnstrate hw such supervisin is cnsidered in determining faculty lad. (ii) Waiver and exceptin. (A) Waiver. The cmmissiner may grant a waiver frm ne r mre requirements f item (i) f this subclause upn a shwing f gd cause satisfactry t the cmmissiner, including but nt limited t a shwing that the institutin cannt meet the requirement because f the nature f the prgram, which therwise meets the requirements f this Part. (B) Exceptin. Institutins that meet the standard fr student perfrmance n the New Yrk State teacher certificatin examinatin set frth in clause (iv)(b) f this paragraph and are accredited in accrdance with clause (iv)(c) f this paragraph shall nt be required t meet the staffing requirements prescribed in item (i) f this subclause. (i) Institutins shall demnstrate that participatin in relatinships with lcal schls is a valued cmpnent f the respnsibilities f the faculty with primary appintments t teacher educatin. (j) Institutins shall prvide sufficient resurces and equipment and adequate facilities and physical space, as prescribed in sectin 52.2(a) f this Part, t supprt effective teaching and schlarship by faculty and effective learning and schlarship by students in the prgram. (ii) Standards fr prgrams leading t an initial certificate. c) Pedaggical cre. (2) Field experiences, student teaching and practica. (ii) The field experiences, student teaching and practica shall: (A) be cnsistent with the prgram's philsphy, purpses and bjectives and carefully selected and planned by prgram faculty, with learning utcmes specified and their achievement regularly evaluated; (B) be accmpanied by cursewrk r seminars and supervised by ne r mre faculty wh participate actively in the prgram and in prgram develpment, and wh have training and skills in supervisin and the expertise t prvide supervisin related t cntent and pedaggy. Fulltime faculty shall participate in supervising students during their studentteaching r practica experiences; 35

The New Resurces Table includes infrmatin abut the specific resurces t supprt the prgram, such as: Labratries Clinical facilities Technical and ther equipment Studis Meeting spaces Office space Student study space Technlgy and equipment t supprt candidate s preparatin fr P-12 technlgy Supprt staff Field Experience, Student Teaching, and Internship Sites The institutin shall take int accunt the capacity f the student t undertake a curse f study and the capacity f the institutin t prvide the instructinal and ther supprts the student needs t successfully cmplete the prgram. Lw institutinal retentin and graduatin rates can be indicatrs that the supprts necessary fr student learning are ineffective r insufficient. These rates will be cnsidered when the applicatin is submitted. The academic supprt services include infrmatin abut access t resurces fr students with disabilities and academic supprt (i.e., tutring, writing center services, ther). If n new library resurces are identified, a descriptin is prvided detailing the current library resurces t supprt this prpsed prgram. The institutin has budgeted a satisfactry amunt t launch, implement and sustain the prpsed prgram at a strng qualitative level. The institutin prvides adequate academic advice and academic supprt services fr teaching and educatinal leadership candidates thrugh faculty and ther apprpriately qualified persns. Library Resurces Review Criteria The descriptin f library resurces and/r plan fr library develpment includes educatinal and research materials in an apprpriate print and nn-print mix in depth and breadth t supprt the prpsed new curriculum. The institutin demnstrates that students attain thrugh instructin and practice the advanced infrmatin literacy skills apprpriate t the achievement f the general educatin and prgram skills gals. 36

Prfessinal library staff pssesses a minimum f a master's degrees frm accredited library schls. The institutin shall: (1) pssess the financial resurces necessary t accmplish its missin and the purpses f each registered curriculum; (2) prvide classrms, faculty ffices, auditria, labratries, libraries, audivisual and cmputer facilities, clinical facilities, studis, practice rms, and ther instructinal resurces sufficient in number, design, cnditin, and accessibility t supprt the curricular bjectives dependent n their use; (3) prvide equipment sufficient in quantity and quality t supprt instructin, research, and student perfrmance; and (4) prvide libraries that pssess and maintain cllectins sufficient in depth and breadth t supprt the missin f the institutin and each registered curriculum. Libraries shall be administered by prfessinally trained staff supprted by sufficient persnnel. Library services and resurces shall be available fr student and faculty use with sufficient regularity and at apprpriate hurs t supprt the missin f the institutin and the curricula it ffers. Related Regulatins n Academic Supprt Services Part 52.2 Standards fr the registratin f undergraduate and graduate curricula. (d) Admissins. This prgram includes: A cntent cre with a minimum f six semester hurs in mathematics, English language arts, scial studies, and science. The prgram shall include a requirement that the candidate cmplete study in a pedaggical cre that prvides the candidate with the pedaggical knwledge, understanding, and skills as set frth in subclause (1) f this clause and field experiences, and student teaching and/r practica as set frth in subclause (2) f this clause. (iii) means fr understanding the needs f students with disabilities, including at least three semester hurs f study fr teachers t develp the skills necessary t prvide instructin that will prmte the participatin and prgress f students with disabilities in the general educatin curriculum. The three semester hur requirement shall include study in at least the fllwing areas: the categries f disabilities; identificatin and remediatin f disabilities; the special educatin prcess and state and federal special educatin laws and regulatins; effective practices fr planning and designing c-teaching and cllabratin with peers; individualizing instructin; and applying psitive behaviral supprts and interventins t address student and classrm management needs. When such requirements cannt be cmpleted in three semester hurs, the remaining study requirements may be included in ther curses. This three semester hur requirement may be waived at the discretin f the cmmissiner, upn a shwing that the prgram prvides adequate instructin t prepare candidates n understanding the needs f students with disabilities thrugh ther means; Part 52.21(b)(3) Specific requirements. T be registered as a prgram leading t certificatin, the prgram shall meet the specific requirements f this paragraph fr the particular certificate title. This includes [fr prgrams leading t certificatin in the classrm teaching service] the pedaggical cre shall fcus n 1) study in the fllwing: (i) prcesses f grwth and develpment in [apprpriate t the certificate] and hw t prvide learning experiences and cnduct assessments reflecting understanding f thse prcesses; (ii) teaching the literacy skills f listening, speaking, reading, and writing t native English speakers and students wh are English language learners in [apprpriate t the certificate], including methds f reading enrichment and remediatin; and (2) field experiences and student teaching experiences in settings [apprpriate t the certificate]. Sectin 52.2 Standards fr the registratin f undergraduate and graduate curricula. c) Curricula and awards. (1) In additin t the requirements f sectin 53.3 f this Subchapter, the bjectives f each curriculum and its curses shall be well defined in writing. Curse descriptins shall clearly state the subject matter and requirements f each curse. Special Regulatins Related t Pedaggical Cre fr SWD Generalist 7-12 Certificate Part (b)(3) Specific Requirements. (vi) Prgrams leading t initial certificates valid fr teaching students with disabilities in early childhd, childhd, middle childhd fr prgrams registered prir t September 2, 2011, r adlescence. (a) Cntent Cre (ii) Students with disabilities in adlescence (generalist). In additin t meeting the general requirements fr the cntent cre prescribed in clause (2)(ii)(b) f this subdivisin, the cntent cre shall include a majr, cncentratin, r the equivalent, in ne r mre f the liberal arts and sciences. Within the curse f study, the prgram shall ensure that the candidate has cmpleted a minimum f six semester hurs in each f the fllwing subject areas: mathematics, English language arts, scial studies and science and the candidate has sufficient pedaggical skills t teach these subjects. These requirements, in cmbinatin with the general educatin cre and pedaggical cre, shall ensure that the candidate has a knwledge base fr teaching students with disabilities at the adlescence level the State learning standards as prescribed in Part 100 f this Title. b) Pedaggical cre. In additin t meeting the general requirements fr the pedaggical cre prescribed in clause (2)(ii)(c) f this subdivisin, the pedaggical cre shall include the preparatin fr meeting the pedaggical cre requirement fr the general teaching certificate at the same develpmental level and shall fcus n develping cmprehensive knwledge, understanding, and skills fr teaching students with mild, mderate, severe, and multiple disabilities at the student develpmental level f the certificate and include 44

Admissin Criteria Candidates admitted t the prgram have cmpleted requirements fr an initial teaching certificate in the same certificate title. Curriculum The Pedaggical Cursewrk Chart in Supplement A includes all requested infrmatin and shws 12 semester hurs f graduate level study linking pedaggy and cntent. Such ntificatin shall als make candidates aware that ther pathways may be less cstly and/r time intensive and that they shuld review all their alternatives befre entering the prgram. (iii) A prgram leading t a transitinal B certificate authrizing the teaching f English t speakers f ther languages, students with disabilities, students wh are deaf r hard-f-hearing, students wh are blind r visually impaired, r students with speech and language disabilities, which may als lead t a bilingual educatin extensin f ne f thse certificates, shall meet the clck hur and field experience requirements as prescribed in item (ii) f this subclause r the fllwing requirements: pedaggical cre study f at least 100 clck hurs, including field experience apprpriate t the certificate title sught f at least 40 clck hurs, with at least 6 f these 40 clck hurs fcusing n meeting the needs f students with disabilities, under the supervisin f a certified teacher, prvided 58

Befre the end f the first eight weeks f teaching the institutins shall execute a secnd written agreement with the emplying schl r schl district by which the schl r schl district assures cntinued mentring by certified schl persnnel during the remainder f the time that the candidate is enrlled in the prgram and teaching. The secnd agreement shall: include a schedule fr cntinued mentring during the remainder f the time that the candidate is enrlled in the prgram and teaching and shall be designed t meet the individual learning needs f the candidate. be signed by the principal r designee, prgram faculty, the mentr, and the candidate befre the end f the first eight weeks f teaching. It shall specify times, peridically thrughut each schl year, fr the candidate and mentr t engage in planning, bservatin, advisement, and evaluatin; specify dates fr meetings f prgram faculty, the schl principal r designee, the mentr, and the candidate at least nce every three mnths during the first year f mentred teaching and peridically thereafter, t prvide the candidate with advice fr imprving teaching practices. Such ntificatin shall als make candidates aware that ther pathways may be less cstly and/r time intensive and that they shuld review all their alternatives befre entering the prgram. 2. Pedaggical Cre Cursewrk The curriculum meets the general Pedaggical Cre Requirements (PCR) and prgramspecific pedaggical cre requirements specified in the Cmmissiner s Regulatins (Refer t The curriculum prepares candidates fr successful cmpletin f the Department s teacher certificatin exams, including the Educating All Students (EAS) Test, and the perfrmance-based Teacher Perfrmance Assessment (edtpa). The curse descriptins fr curses identified as meeting the pedaggical cre requirements shw alignment with requirements in Cmmissiner s Regulatins. Specific requirements pertaining t curse syllabi: Curse syllabi fr new curses are submitted. Syllabi demnstrate that at the curse level the requirements fr expected time n task (seat time) meet the requirements f Cmmissiner s Regulatins Part 50.1(), that all wrk fr credit is cllege-level, f the apprpriate rigr, and that credit will be granted nly t students wh have achieved the stated learning bjectives. The design f each curriculum, and degree prgram as a whle, is cherent, implements the philsphy, purpses and educatinal bjectives f the prgram and institutin, and is cnsistent with prfessinal expectatins in the field. Curriculum cntent prceeds frm intrductry level t advanced level in lgical sequence with apprpriate breadth, depth, and currency; apprpriate prerequisite knwledge and skill is required. This may be illustrated by the sequence f curses as listed in the Sample Student Schedule and cntent f syllabi and statements f prerequisites. Instructrs are included in the Faculty Table and each instructr is qualified t teach the assigned curses. The ther requirements f paragraph (2) f this subdivisin shall nt be applicable, except t the extent that the general requirements fr the pedaggical cre are applicable pursuant t clause (b) f this subparagraph. (b) Pedaggical cre. (1) The prgram shall include undergraduate r graduate pedaggical cre study required fr the initial certificate in the area f the candidate' s transitinal certificate, as prescribed fr the certificate title in this paragraph, that is integrated int an intensive and streamlined prgram f study, except that the field experience, student teaching r practica requirement shall nt be applicable. The prgram shall result in the award f a degree r the award f a certificate signifying prgram cmpletin, as defined in sectin 50.1(j) f this Title. The prgram may permit a candidate t meet a prtin f the cursewrk requirements in the pedaggical cre thrugh assessment methds used by the prgram that shall ensure that the candidate has the knwledge, understanding, and skills that wuld be acquired in such cursewrk. These assessment methds may include, but need nt be limited t: testing, prtfli reviews, and demnstratin f pedaggical knwledge and skills. (2) The prgram shall require the cmpletin f tw schl years f mentred teaching under the supervisin f a faculty member f the prgram. The institutin shall be required t execute a written agreement with the emplying schl r schl district t establish a plan fr tw years f mentring and assistance fr the candidate by a supprt team cmprised f a faculty member f the prgram, the schl principal r designee, an experienced certified teacher, and a schl curriculum supervisr r specialist. The agreement shall specify that daily mentring shall be prvided by the experienced certified teacher during at least the first 20 days f the candidate's teaching. 71 strategies and techniques. Institutinal Accuntability fr Prgrams Leading t Educatinal Leadership Certificatin. (i) Regular prgram evaluatins by the institutin. Institutins shall be accuntable fr the quality f their prgrams leading t certificatin f educatin leaders and the candidates wh cmplete such prgrams, and shall demnstrate that their prgrams are evaluated regularly and that such evaluatins are cnsidered fr making prgram imprvements. (ii) Candidate perfrmance n New Yrk State teacher certificatin examinatins. (a) The department shall cnduct a registratin review in the event that fewer than 80 percent f the students wh have satisfactrily cmpleted the institutin's prgram preparing schl building leaders during a given academic year and have als cmpleted the examinatin required fr a schl building leadership certificate pass such examinatin. Fr purpses f this clause, students wh have satisfactrily cmpleted the institutin's prgram shall mean students wh have met each educatinal requirement f the prgram, excluding any institutinal requirements that the students pass the required examinatin fr a schl building leader certificate in rder t cmplete the prgram. Students satisfactrily meeting each educatinal requirement may include students wh earn a degree r students wh cmplete each educatinal requirement withut earning a degree. Fr determining this percentage, the department shall cnsider the perfrmance n each certificatin examinatin f thse students cmpleting an examinatin nt mre than five years befre the end f the academic year in which the prgram is cmpleted r nt later than the September 30th fllwing the end f such academic year, academic year defined as July 1st thrugh June 30th, and shall cnsider nly the highest scre f individuals taking a test mre than nce. (b) The registratin review initiated by nt meeting the percentage prescribed in clause (a) f this subparagraph shall require the institutin t submit a crrective actin plan within fur mnths f being ntified by the department f nt meeting the percentage. If the department apprves the plan, the department shall define a timeframe fr its implementatin and shall assess the effectiveness f the plan within three years f initiatin f the plan. If the department des nt apprve the plan r determines that the institutin is nt meeting the terms f the plan, and determines that the institutin is nt meeting the ther requirements f this Part, the institutin shall be subject t denial f re- registratin. (c) By January 15, 2007, and annually by January 15th thereafter, each institutin with registered prgrams preparing schl building leaders shall prvide the department with a list f all students wh satisfactrily cmpleted each such prgram in the preceding year, July 1st thrugh June 30th. (iii) Accreditatin. (a) The accreditatin requirements f clause (b) f this subparagraph shall be met by December 31, 2013, fr prgrams leading t certificatin as schl building leaders, schl district leaders, r schl district business leaders, except fr such prgrams registered fr the first time after December 31, 2006, in which case the accreditatin requirements shall be met within seven years f the date f first registratin. (b) Prgrams shall be accredited by either: (1) a prfessinal educatin accrediting assciatin determined by the department t have equivalent standards t the standards set frth in this Part; r (2) the Regents pursuant t the Regents accreditatin prcess. 71

The length f the Culminating Leadership Experience (internship) is a full-time experience f at least 15 weeks that is structured t prvide leadership respnsibilities apprpriate t the leadership area f the certificate that is f increasing breadth and depth. In the event a candidate is nt able t successfully pass the State assessment the candidate des nt qualify fr the degree award nr the Schl District Leader and/r Schl District Business Leader certificate. Cmmissiner s Regulatins, therefre, stipulate the registratin f a cmpanin prgram fr the Schl District Leader and Schl District Business Leader title areas. If a candidate cannt successfully cmplete the State assessment, an institutin with a registered cmpanin prgram may elect t transfer the candidate int the cmpanin prgram. The cmpanin prgram will nt lead t certificatin but will allw the institutin t cnfer upn the candidate an award. Fr Schl District Leader Prgrams Requirements fr cmpanin prgrams in schl district leadership nt leading t the prfessinal certificate: Institutins that ffer a registered Schl District Leader prgram leading t the prfessinal certificate may register a cmpanin prgram t the existing prgram that des NOT lead t the prfessinal certificate, fr candidates nt seeking New Yrk State certificatin. Educatinal Leadership Regulatins Cmmissiner s Regulatins Part (c) (c) Prgrams leading t certificatin in the educatinal leadership service. The requirements f this subdivisin shall be met by September 1, (1) General requirements fr all prgrams preparing educatin leaders. (i) Prgram prviders. Prgrams fr the preparatin f educatin leaders shall be graduate prgrams ffered by institutins f higher educatin, r by institutins f higher educatin cllabrating with schl districts r with educatinal r leadership assciatins. (ii) Cnceptual framewrk. Prgrams shall demnstrate a cmmitment t: (a) preparing candidates t be educatin leaders wh understand child and adlescent develpment and learning and wh fcus n student achievement, including meeting State learning standards; (b) recruiting candidates frm grups histrically underrepresented in educatinal leadership; and (c) preparing candidates t be educatin leaders wh demnstrate the fllwing nine essential characteristics f effective leaders: (1) leaders knw and understand what it means and what it takes t be a leader; (2) leaders have a visin fr schls that they cnstantly share and prmte; (3) leaders cmmunicate clearly and effectively; (4) leaders cllabrate and cperate with thers; (5) leaders persevere and take the lng view; (6) leaders supprt, develp and nurture staff; (7) leaders hld themselves and thers respnsible and accuntable; (8) leaders never stp learning and hning their skills; and (9) leaders have the curage t take infrmed risks. (iii) External relatinships. Prgrams shall establish and maintain frmal relatinships with distinguished practitiners and schlars in the field f educatin and in ther fields, such as business r the prfessins, fr the purpses f prgram develpment, leadership preparatin, prgram evaluatin, and prgram imprvement. (iv) Other requirements. (a) Prgrams shall ensure that candidates cmplete tw clck hurs f cursewrk r training in schl vilence preventin and interventin, in accrdance with sectin 3004 f the Educatin Law. Such cursewrk r training shall include but nt be limited t, study in the warning signs within a develpmental and scial cntext that relate t vilence and ther trubling behavirs in children; the statutes, regulatins and plicies relating t a safe nnvilent schl climate; effective classrm management techniques and ther academic supprts that prmte a nnvilent schl climate and enhance learning; the integratin f scial and prblem slving skill develpment fr students within the regular curriculum; interventin techniques designed t 75
76 address a schl vilence situatin; and hw t participate in an effective schl/cmmunity referral prcess fr students exhibiting vilent behavir. (b) Prgrams shall ensure that candidates cmplete tw clck hurs f cursewrk r training regarding the identificatin and reprting f suspected child abuse r maltreatment, in accrdance with the requirements f sectins 3003 and 3004 f the Educatin Law. (2) Schl building leader. Specific requirements fr prgrams preparing candidates fr the initial certificate as a schl building leader (principal, husemaster, supervisr, department chair, assistant principal, crdinatr, unit head, and any ther persn serving mre than 10 perids per week f the assignment in an administrative r supervisry psitin, except schl district leader r schl district business leader). (i) General requirements. Prgrams shall meet the general requirements fr all prgrams preparing educatin leaders prescribed in paragraph (1) f this subdivisin. (ii) Admissin requirements. (a) Prgrams shall require candidates t hld a baccalaureate frm an accredited institutin f higher educatin r frm an institutin authrized by the Bard f Regents t cnfer degrees. (b) Prgrams shall require candidates t pssess a permanent r prfessinal certificate in the classrm teaching service r pupil persnnel service, r t demnstrate the ptential fr instructinal leadership based n prir experiences that are evaluated using criteria established by the prgram and unifrmly applied. (v) Leadership experiences. (a) Prgrams shall require candidates t successfully cmplete leadership experiences that shall: (1) include leadership experiences in districts serving students at different develpmental levels and with a variety f characteristics and sciecnmic backgrunds; (2) be carefully selected and planned by prgram faculty in cllabratin with schl district leaders, with learning utcmes specified that are cnnected t prgram cmpetencies and with the achievement f thse utcmes regularly evaluated by prgram faculty; and (3) be supervised by certified schl district leaders and by prgram faculty wh have preparatin and expertise in supervisin related t schl building leadership. (b) The leadership experiences specified in clause (a) f this subparagraph shall ccur thrughut the prgram f study. In additin, they shall culminate in a full-time experience f at least 15 weeks that is structured t prvide leadership respnsibilities f increasing breadth and depth. (c) Alternatively, the leadership experiences specified in clause (a) f this subparagraph may ccur in a cmpetency-based frmat different frm that prescribed in clause (b) f this subparagraph, prvided that the prgram demnstrates that such frmat is substantially equivalent t the frmat prescribed in clause (b) f this subparagraph. (vi) Requirements fr prgram cmpletin and recmmendatin fr initial certificate. (a) Candidates shall have met all prgram requirements established by the institutin f higher educatin and required fr prgram registratin. (b) Candidates wh have nt earned a master's degree prir t admissin shall qualify fr a master's degree upn prgram cmpletin. (3) Schl district leader. Specific requirements fr prgrams preparing candidates fr the prfessinal certificate as a schl district leader (superintendent f schls, district superintendent, deputy superintendent, assciate superintendent, assistant superintendent, and any ther persn having respnsibility fr general districtwide administratin, except thse respnsibilities defined fr schl district business leaders). 77
78 (i) General requirements. Prgrams shall meet the general requirements fr all prgrams preparing educatin leaders in paragraph (1) f this subdivisin. (ii) Admissin requirements. (a) Prgrams shall require candidates t hld a baccalaureate frm an accredited institutin f higher educatin r frm an institutin authrized by the Bard f Regents t cnfer degrees. (b) Prgrams shall require candidates t pssess a permanent r prfessinal certificate in the classrm teaching service r pupil persnnel service, r t demnstrate the ptential fr instructinal leadership based n prir experiences that are evaluated using criteria established by the prgram and unifrmly applied. Prgrams shall infrm applicants in writing prir t admissin that the State Educatin Department requires fr the prfessinal certificate as a schl district leader that the candidate shall have successfully cmpleted three years f classrm teaching service and/r educatinal leadership service and/r pupil persnnel service experience in public r nn-public schls N-12. (c) Prgrams shall require candidates t demnstrate the ptential t becme educatin leaders pssessing the nine essential characteristics f effective leaders as a result f their prir experiences, including experiences as a teacher, administratr, r pupil persnnel service prvider. (iii) Credit fr prir learning. Prgrams may grant graduate credit fr prir learning, as determined thrugh assessment, and develp individual plans f study t assist candidates in acquiring all prescribed knwledge and skills. Prgrams shall state n a candidate's academic recrd all graduate credit that the prgram has granted fr prir learning determined t be equivalent t a cntent requirement f the prgram. (iv) Cntent requirements. Prgrams shall require candidates t cmplete studies sufficient t demnstrate, upn prgram cmpletin, the knwledge and skills necessary t perfrm the respnsibilities f the chief executive fficer and instructinal leader f a schl district, including but nt limited t the fllwing: (a) design and execute district-wide systems t prmte higher levels f student achievement; (b) develp and implement an educatinal visin, r build and sustain an existing ne, t assist all district students, pre-kindergarten, elementary, middle level, and high schl, in meeting State learning standards; (c) interact and cmmunicate effectively with schl bard members in develping and implementing district plicies, managing change, and managing district affairs; (d) create the cnditins necessary t prvide a safe, healthy, and supprtive learning envirnment fr all students and staff; (e) cllabratively identify gals and bjectives fr achieving the educatinal visin, seeking and valuing diverse perspectives and alternative pints f view, and building understanding thrugh direct and precise questining; (f) cmmunicate and wrk effectively with parents, students, building and district leaders, teachers, supprt staff, State leaders, cmmunity leaders, and ther cmmunity members frm diverse backgrunds, prviding clear, accurate written and spken infrmatin that publicizes the district's gals, expectatins, and perfrmance results, and builds supprt fr imprving student achievement; (g) develp building and district staff capability fr addressing learning needs f all district students by effective supprt, supervisin and evaluatin f teachers, schl building leaders, and district leaders, by effective staff assignments, supprt, and mentring, and by prviding staff with pprtunities fr cntinuus persnal and prfessinal develpment; (h) lead cmprehensive, lng-range planning, infrmed by multiple data surces, t determine the present state f the district, identify rt causes f prblems, prpse slutins, and validate imprvements with regard t all aspects f the district, including but nt limited t: (1) curriculum develpment; (2) instructinal strategies and the integratin f technlgy; (3) classrm rganizatin and practices; 78

(c) Candidates shall have cmpleted successfully the New Yrk State assessment fr schl district leadership. The requirement f achieving a satisfactry level f perfrmance n the New Yrk State assessment fr schl district leadership shall be waived if the candidate cmpletes 79
80 the registered prgram prir t the availability f such New Yrk State assessment. The department shall determine the date n which such assessment is available and required. Cmpanin Prgrams (vii) Requirements fr cmpanin prgrams in schl district leadership nt leading t the prfessinal certificate. Institutins that ffer a registered prgram in schl district leadership leading t the prfessinal certificate may have registered a cmpanin prgram t that prgram, fr students wh d nt seek certificatin in New Yrk State, which cmpanin prgram des nt lead t the prfessinal certificate. The cmpanin prgram in schl district leadership shall require the candidate t meet all requirements prescribed in this subdivisin fr a prgram in schl district leadership that leads t the prfessinal certificate, except the requirement that the candidate shall have cmpleted successfully the New Yrk State assessment fr schl district leadership. (4) Alternative schl district leader certificatin prgram. Specific requirements fr prgrams preparing candidates fr the prfessinal certificate as a schl district leader (superintendent f schls, district superintendent, deputy superintendent, assciate superintendent, assistant superintendent, and any ther persn having respnsibility fr general districtwide administratin, except thse respnsibilities defined fr schl district business leaders). Such alternative prgrams are fr exceptinally qualified candidates wh d nt have three years f classrm teaching service, and/r pupil persnnel service, and/r educatinal leadership service. (i) General requirements. Prgrams shall meet the general requirements fr all prgrams preparing educatin leaders in paragraph (1) f this subdivisin. (ii) Admissin requirements. Prgrams shall require candidates t demnstrate the ptential t becme educatin leaders pssessing the nine essential characteristics f effective leaders as a result f the candidates' prir service fr at least three years in an exemplary fashin in a leadership psitin in an rganizatin r rganizatins that demnstrated strng perfrmance. The criteria fr admissin shall include the fllwing: (a) Degrees. Prgrams shall require candidates t hld a graduate degree (academic r prfessinal) frm an accredited institutin f higher educatin r frm an institutin authrized by the Bard f Regents t cnfer degrees. (b) Demnstrated ptential thrugh prir leadership experiences. Prgrams shall describe in detail the criteria that will be used and unifrmly applied t identify exceptinally qualified candidates with the substantial equivalent f three years f experience as a teacher, administratr, r pupil persnnel service prvider in schls. Thrugh this equivalent prir experience, candidates shall demnstrate the fllwing accmplishments: (1) develped and prmted a visin fr an rganizatin; (2) cllabratively identified gals and bjectives fr achieving that visin; (3) cmmunicated effectively t prmte gals; (4) led cmprehensive, lng-range planning, infrmed by multiple data surces, fr achieving gals; (5) effected any needed change thrugh ethical decisin-making based upn factual analysis, even in the face f ppsitin; (6) established accuntability fr achieving gals and bjectives; (7) develped staff capability fr their rles in achieving gals; (8) supervised establishment f a budget supprting achievement f gals; (9) supervised the management f finances and facilities t supprt achievement f gals; and (10) applied statutes and regulatins in accrdance with law, and develped and implemented plicies in accrdance with law. (iii) Requirements fr recmmending candidates fr transitinal D certificates. (a) The prgram may recmmend that the department issue transitinal D certificates t admitted candidates wh als meet the fllwing requirements: 80

Candidates shall hld a written cmmitment frm a schl district r BOCES fr district-mentred and cllege-supervised emplyment as a schl district leader, with mentring f candidates fr superintendent f schls t be prvided by the reginal BOCES District Superintendent r the New Yrk City Reginal Superintendent, r a superintendent identified by the reginal BOCES District Superintendent r New Yrk City Reginal Superintendent, subject t the apprval f the emplying authrities. (2) Prgram endrsement. Candidates shall have the prgram's endrsement fr the transitinal D certificate, including the prgram's descriptin f hw the candidate met each criterin used by the prgram t determine that the candidate had exceptinal qualificatins fr becming a schl district leader with the substantial equivalent f three years f experience as a teacher, administratr, r pupil persnnel prvider in schls. (3) State assessment. Candidates shall pass the New Yrk State assessment fr schl district leadership, prvided that such assessment is available at the time the candidate applies and upn applicatin qualifies fr the transitinal D certificate. The department shall determine the date n which such assessment is available and required. (b) While serving as a schl district leader under a transitinal D certificate, candidates shall cmplete all remaining prgram requirements, including but nt limited t the mentred leadership experience and supervised experience requirement fr the prfessinal certificate as a schl district leader, as prescribed in subparagraph (vi) f this paragraph. (iv) Credit fr prir learning. Prgrams may grant graduate credit fr prir learning, as determined thrugh assessment, and develp individual plans f study t assist candidates in acquiring all prescribed knwledge and skills. Prgrams shall state n a candidate's academic recrd all graduate credit that the prgram has granted fr prir learning determined t be equivalent t a cntent requirement f the prgram. (vi) Mentred and supervised experience. (a) Mentred leadership experience. Prgrams shall require candidates t successfully cmplete ne f the fllwing types f leadership experiences: (1) ne year f district-mentred and cllege-supervised emplyment as a schl district leader serving with a transitinal D certificate; r (2) mentred leadership experiences shall: (i) include leadership experiences in districts serving students at different develpmental levels and with a variety f characteristics and sciecnmic backgrunds; (ii) be carefully selected and planned by prgram faculty in cllabratin with schl district leaders, with learning utcmes specified that are cnnected t prgram cmpetencies and with the achievement f thse cmpetencies regularly evaluated by prgram faculty; and (iii) be supervised by certified schl district leaders and by prgram faculty wh have preparatin and expertise in supervisin related t schl district leadership; (3) the leadership experiences specified in subclause (2) f this clause shall ccur thrughut the prgram f study. In additin, they shall culminate in a full-time experience f at least 15 weeks that is structured t prvide leadership respnsibilities f increasing breadth and depth. (4) alternatively, the leadership experiences specified in subclause (2) f this clause may ccur in anther cmpetency-based frmat different frm that prescribed in subclause (3) f this clause prvided that the prgram demnstrates that such frmat is substantially equivalent t the frmat prescribed in subclause (3) f this clause. (b) Supervised experience requirement fr the prfessinal certificate. Prgrams shall require the candidate t successfully cmplete the experience requirement fr the prfessinal certificate f three years f educatinal leadership service and/r classrm teaching experience and/r pupil persnnel service experience in public r nn-public schls N-12, which must include at least ne year f service as a schl district leader under the transitinal D certificate, as prescribed in sectin (b)(3) f 82

Such experience shall include but nt be limited t mentred experience as prescribed in clause (a) f this subparagraph and additinal experience while under the transitinal D certificate needed t meet the experience requirement fr the prfessinal certificate as a schl district leader. The prgram shall prvide the candidate with supprt and supervisin while the candidate btains such additinal experience under the transitinal D certificate. (vii) Requirements fr prgram cmpletin and recmmendatin fr the prfessinal certificate as a schl district leader. (a) The candidate shall meet the fllwing requirements fr prgram cmpletin leading t the prfessinal certificate as a schl district leader: (1) Candidates shall have successfully met all prgram requirements established by the institutin and requirements fr prgram registratin. (2) Candidates shall have successfully cmpleted at least 60 semester hurs f graduate study that may include graduate study cmpleted prir t admissin and the graduate study required t develp knwledge and skills fr schl district leadership, as specified in the prgram's cntent requirements. (3) Candidates shall hld the transitinal D certificate. (4) Candidates shall have successfully cmpleted the experience requirement fr the prfessinal certificate as a schl district leader, as prescribed in sectin (b)(3) f this Title. (b) Fr the candidate t be issued a prfessinal certificate as a schl district leader, the prgram must recmmend t the department that the candidate be issued the prfessinal certificate. In rder t be recmmended, the candidate must meet the requirements fr prgram cmpletin prescribed in clause (a) f this subparagraph. (5) Schl district business leader. Specific requirements fr prgrams preparing candidates fr the prfessinal certificate as schl district business leader (deputy superintendent f schls fr business, assciate superintendent f schls fr business, assistant superintendent f schls fr business, and any ther persn having prfessinal respnsibility fr the business peratin f the schl district). 84 (d) administer emplyment agreements and financial and peratinal resurces in accrdance with State and Federal laws and regulatins, including cllective bargaining; manage and evaluate district payrll peratins; (e) effectively and ethically manage the peratinal functins f a district, including but nt limited t: develping data-driven facilities plans; managing and tracking inventries, equipment, and capital assets; identifying, assessing, and cmmunicating a district risk management prgram; (f) assist in implementing, mnitring, and evaluating a district strategic plan; mnitr and assess prgrams that supprt instructin; assist with the allcatin f resurces fr instructinal prgrams; and (g) effectively present financial data in multiple frmats; direct a management infrmatin system; and implement effective mass and interactive cmmunicatin strategies and techniques. (v) Leadership experiences. 85 Department Expectatins: Changes t Currently Registered Prgrams Leading t Teacher Certificatin r Educatinal Leadership Identificatin and Explanatin f a Prpsed Changed When there is a change in prgram title (e.g., frm Teaching Students with Disabilities at the Childhd Level t Inclusive Childhd Educatin) An explanatin is given regarding the prgram change. The certificate title(s) t which the prgram currently leads is identified. The new title is indicated. When a prgram is being discntinued An explanatin is given regarding the prgram change.
