1 Rider 101 Scope of Work Project Management Solution for Clinical Applications and Support Projects Overview Clinical Applications and Support (CAS) has a need for an interim project management solution to augment existing project management staff in order to implement an ever increasing number of approved projects assigned to CAS. Contractor will provide a project management solution consisting of one or more project managers to provide interim project management for one or more projects. Additional project management resources may be added as required to provide project management for new projects as they are approved and assigned to CAS. Representative projects may include, but are not limited to, the following: Nurse Call System; HD Video Patient Education and Informed Consent; Fax Order Systems (FOS) Rewrite; Inpatient Vocera Communications Rollout; Interactive Voice Recognition (IVR) System Replacement; Interactive Voice Recognition (IVR) Appointer Reminder System; Institutional Quality Management System; Smoking Cessation Web Application. Project Descriptions Nurse Call System The goal of the Nurse Call System Upgrade/Replacement project is to select and implement a vendor-provided software system that supports the needs of an inpatient facility. The system selected should be scalable and upgradeable to a large, multicampus inpatient and outpatient complex. M. D. Anderson Cancer Center has installed six (6) different nurse call systems from four (4) different vendors. M. D. Anderson Cancer Center is seeking to replace three (3) of the six (6) existing nurse call systems. Implementation of the new nurse call system is targeted to occur in three (3) phases with an approximate implementation time of 6 months per phase. HD Video Patient Education and Informed Consent The goal of the HD Video Patient Education and Informed Consent project will be to develop a High-Definition (HD) video presentation to be utilized by patients when Page 1 of 5 11/2/2007

2 obtaining informed consent for procedures and surgery. This HD video technology will also be utilized for patient education purposes, such as teaching patient procedures, how to change dressings, etc. Fax Orders System (FOS) Rewrite The Fax Orders System (FOS) has been in existence for approximately seven (7) years. FOS was intended as a bridge solution until an order entry system was put in place. FOS is used by a number of departments to receive orders for chemotherapy and other treatments, patient needs assessments, consultations and referrals and other documents. FOS was originally written using Oracle Designer, which is no longer widely used. The goal of the Fax Orders System (FOS) Rewrite project is to rewrite the existing in-house developed application in.net to provide for much-needed enhancements. Inpatient Vocera Communications Rollout The Vocera communication system has been successfully implemented at M. D. Anderson Cancer Center in multiple outpatient centers. The goal of this project is to implement wireless Vocera communication devices throughout the inpatient units and specialty areas, to support future integration with nurse call systems, telemetry monitoring, infusions pumps, etc. Interactive Voice Recognition (IVR) System Replacement The goal of the Interactive Voice Recognition (IVR) System Replacement project is to select and implement a vendor-provided or in-house developed software system to provide information that can be used to improve cancer treatment and therapies. The current in-house developed system cannot accommodate the need for notification to the researchers nor allow for expanding research with the use of branching questions. Interactive Voice Reminder (IVR) Appointment Reminder System The goal of the IVR Appointment Reminder System project is to select and implement a vendor-provided software system that provides appointment reminders to patients coming to the Prevention Center (and potentially all outpatient Centers) for diagnostic testing and research purposes. The IVR Appointment Reminder System will decrease the missed appointment rate in the Centers; improve utilization of scarce resources (ex. diagnostic mammograms), enable reallocation of human resources currently calling patients with reminders and potentially decrease printing costs of Patient Appointment Lists (PALs). Institutional Safety Reporting System Replacement The goal of the Institutional Safety Reporting System Replacement project is to select and implement a vendor-provided software system to provide safety reporting capabilities to support institution-wide variances. This new system would be a robust safety reporting system that includes incident reporting, root cause analysis (RCA), FMEA, tracking of plans of action resulting from RCA's, close call reporting, etc. New features would include improved reporting capabilities, improved tracking of incidents Page 2 of 5 11/2/2007

3 and resolution plans, and enhanced data analysis, ultimately leading to improved patient safety and quality of care. The new system would replace the in-house developed solution currently in production. Smoking Cessation Web Application The goal of the Smoking Cessation Web Application project is to modify the current PDA-based application to be an interactive web-based application accessible to patients via the Internet. Future phases of the project will include an SQL database to deliver smoking cessation behavioral treatment to and collect smoking information from M. D. Anderson Cancer Center patients and research participants via a cell phone application. Time Frame and Work Hours The engagement will begin November 1, 2007 and will be open-ended, with no specified termination date. A maximum contracted rate for professional services will be negotiated for all contract project managers selected for this engagement. The maximum contracted rate for professional services will not increase for the duration of the engagement. Onsite work time for the contract project manager(s) each week should be from Monday afternoon (half day) through Friday morning (half day), exclusive of institutional holidays and previously scheduled time off. Responsibilities The contract project manager will oversee one or more projects as needed until an M. D. Anderson s will oversee one or more projects, until an M. D. Anderson project manager can be assigned. The contract project manager(s) will be responsible for the following activities: 1. Managing the quality, schedule and budget of these projects. 2. Working with technical and functional analysts from multiple IT departments to successfully define and complete the activities required for multiple projects. 3. Developing and maintaining standard M. D. Anderson project documentation. 4. Coordinating with the executive sponsors and the Project Support & Coordination Services Office to meet governance requirements, such as committee appearances, documentation reviews and status reports. 5. Providing effective issue resolution to ensure project success. 6. Managing relationships and maintaining effective communication with the executive sponsors and stakeholders of these projects. 7. Maintaining effective communication with the management of Clinical Applications & Support. 8. Providing oversight for multiple projects, with responsibility to deliver quality implementations. 4 Reporting Relationships Each contract project manager will oversee the work of their respective project team while maintaining collaborative, peer relationships with project team members. The contractor project manager(s) will report to Allison Holtkamp, Manager of Enterprise Applications, for all assigned projects. Assignment and Replacement If at any time during this engagement the performance of any contract project manager is deemed unsatisfactory by M. D. Anderson, upon the request from Clinical Applications & Support management, the contract project manager will be replaced by the vendor with an individual with similar skills as soon as possible. What percentage of your project management resources have been removed from an engagement due to unsatisfactory performance? 8. What percentage of your project management resources are PMI, CAPM or PMP certified or in process of becoming certified? 9. Please describe your company s ability to provide project management resources with IT healthcare or clinical software system experience in each of the following scenarios: (a) immediately; (b) within 10 business days; (3) within 30 days. 10. Pricing It is M. D. Anderson s goal to utilize the awarded vendor for multiple resources for the various projects identified Project Descriptions section. M. D. Anderson would like the suppliers to provide a flat rate for all resources utilized in this engagement. Please provide your company s flat rate for the resources it intends to provide to M. D.
