2 Austin Community College District Dr. Richard M. Rhodes, President/CEO Rhodes served for 10 years as president of El Paso Community College (EPCC). A native of Alamogordo, N.M., he received his Bachelor of Business Administration in Accounting and a Master of Arts in Educational Management and Development (Higher Education) from New Mexico State University, and his Ph.D. in the Community College Leadership Program (CCLP) at the University of Texas at Austin. He is a certified public accountant in both Texas and New Mexico. Prior to his presidency at EPCC, Rhodes served as vice president of business services at Salt Lake Community College. He previously served with EPCC as interim president and as vice president of financial and administrative services, as well as comptroller and accountant at New Mexico State University. In addition to numerous other statewide and national organizations, Rhodes roles include past-chair of the Texas Association of Community Colleges and the Texas Association of Community College Trustees and Administrators. Rhodes is a Distinguished Graduate of the CCLP, and among other awards was named to the El Paso Business Hall of Fame. Mr. Ben Ferrell, Executive Vice President for Finance and Administration Ferrell has over 20 years experience in community college financial administration, and currently serves as the Executive Vice President for Finance and Administration at Austin Community College. His responsibilities include finance, budgeting, environmental health and safety, risk management, human resources, facilities construction, and facilities maintenance. He holds a Bachelor s of Business Administration in Accounting from the University of Texas at Tyler, and a Master s in College Student Development from St. Edwards University in Austin. He is currently pursuing his doctoral degree in Community College Leadership at The University of Texas at Austin. He has been a Texas Certified Public Accountant since Ferrell has worked in the public accounting and the non-profit accounting sector, served on numerous financial advisory committees for the Texas Higher Education Coordinating Board, is a past President of the Texas Association of Community College Business Officers, and was recognized by the National Community College Business Officers organization as the Outstanding Chief Business Officer for Region 7. Mr. Stan Gunn, Associate Vice President of Information Technology Stan Gunn is the Associate Vice President of Information Technology at Austin Community College. He received his Bachelor of Science in Journalism from the University of Texas at Tyler and his Master s in Information Science at The University of Texas at Austin. Prior to ACC, Gunn was a computer training coordinator for the University of Texas System, a freelance journalist, a systems analyst, programmer, network manager, Chief Information Officer for a state agency, and a project manager for IBM. Mr. Gunn has served as adjunct faculty member at The University of Texas since 2001, where he teaches a graduate course in Database Management.
3 Temple College Dr. Glenda Oates Barron, President Barron served the Texas Higher Education Coordinating Board for 20 years, as Associate Commissioner for Participation and Success, and Assistant Commissioner for Community and Technical Colleges. She has taught at Lamar State College-Port Arthur, Austin Community College, and The University of Texas at Austin. Barron earned a Certificate from Panola College, a Bachelor of Science in Education degree from the University of Houston, a Master of Education degree from McNeese State University, and a Doctor of Philosophy degree from The University of Texas at Austin. Mr. Donnie Carpenter, Senior Director, Information and Technology Services Carpenter has over 30 years Data Center and I/T Management experience. Prior to coming to Temple College, he was with Wilsonart International for 20 years and held the position of Director of the Corporate Data Center before entering the higher education environment. Carpenter was originally hired as the Project Manager of Temple College s Student Information System and then came on board in a management position at the end of the project. He has now been with Temple College for 10 years and is responsible for the daily operations of the IT department.
4 Texas Higher Education Coordinating Board Dr. David W. Gardner, Deputy Commissioner for Academic Planning and Policy/ Chief Academic Officer As Deputy Commissioner for Academic Planning and Policy/Chief Academic Officer, Gardner leads the Board s Planning and Accountability Division, the Academic Affairs and Research Division, and the Division of P-16 Initiatives, coordinating the Board s efforts toward Closing the Gaps through academic excellence and research at Texas institutions of higher education. Previously, Gardner served the agency as the Associate Commissioner for Academic Excellence and Research and as the Assistant Commissioner for Planning and Information Resources. Gardner provided leadership for statewide initiatives such as Texas higher education plan Closing the Gaps by 2015, the college and university electronic library resource sharing consortium, the Texas Accountability System for Higher Education, and the Texas Public Education Information Resource. Prior to joining the Coordinating Board, Gardner taught in the master s and doctoral programs in the Administration and Policy Studies Department, at Hofstra University. While at Hofstra, he was director of the master s program, chaired the university s planning committee, and served on the graduate council and the scholarships committee. He has been a visiting professor at Texas A&M University, and is currently an adjunct professor of Higher Education at The University of Texas at Austin. Dr. Melinda Valdez-Ellis, Associate Program Director for Academic Planning and Policy Valdez-Ellis is an Associate Program Director for Academic Planning and Policy at the Texas Higher Education Coordinating Board and a senior postdoctoral fellow at The University of Texas at Austin, where she earned an Ed.D. in educational administration and was active on the P-16 Dialogues Committee and Education Council. While completing her doctoral studies, she interned with the U.S. Department of Education in the Office of Vocational and Adult Education, worked as an academic advisor at Austin Community College, consulted for the Coordinating Board, and served as a Graduate Research Assistant at The Center for Community College Student Engagement. Valdez-Ellis holds certifications in General Education, Special Education, English as a Second Language, and PK-12 Principal. She blended her background in K-12 and higher education by basing her final doctoral research on the role of early college high schools in P-16 success to champion the cause of student success at both educational levels. She has been recognized as a Jesse H. Jones and Edmund J. Gleazer, Jr. Scholar; Teacher of the Year; presented at national and international conferences to K-12 and higher education audiences; and co-authored a book on community college best practices.
5 Texas State Technical College System Michael L. Reeser, MBA, Chancellor As Chancellor of the Texas State Technical College System (TSTC), Reeser leads the only statesupported technical college system in Texas, including: TSTC Harlingen, TSTC Marshall, TSTC Waco, and TSTC West Texas. Prior to becoming Chancellor, he served as president of Texas State Technical College in West Texas, in various roles at the college including vice president and dean of instruction. Reeser served the TSTC system as chief financial officer. Prior to joining TSTC, he served as president of Compass Bank in Waco, Texas, and had banking executive and management roles in Houston. Reeser has been active in community organizations and currently serves on the board of The Texas and Oklahoma Plains Girl Scout Council and the Executive Committee and the Board of Directors of The Texas Midwest Community Network, and chairs the Texas Higher Education Regional Council, Region 2. He is the past president and director of the Sweetwater Chamber of Commerce, a past director of the Greater Waco Chamber of Commerce, and past chairman of the Waco Chamber of Commerce Workforce Development Regulatory Subcommittee. Reeser also taught banking and finance for The American Institute of Banking. He earned a Bachelor of Science degree from Texas A&M University and a Master of Business Administration degree from The University of Texas at Arlington. Mr. Rick Herrera, Vice Chancellor/Chief Technology Officer Herrera is Vice Chancellor/Chief Technology Officer of the Texas State Technical College System. Prior to this appointment, he served as the Chief Technology Officer for Texas State Technical College System, Associate Vice President Technology Management. Coming to TSTC from the manufacturing industry, Herrera had served as a computer programmer, Director of Computer Services, and General Manager of a Maquiladora Manufacturing facility in Mexico. Herrera holds an Associates degree from TSTC and plans to pursue other educational goals.
6 The University of Texas at Austin Norma Cantú, JD, Department Chair, Department of Educational Administration, College of Education Cantú brings practical and policy-making experience to her new joint appointment in the education and Law Schools at UT. She served as the Assistant Secretary of Education for Civil Rights in the Clinton Administration, where she oversaw a staff of approximately 850 in implementing governmental policy for civil rights in American education. Her office increased the number of illegal discrimination complaints resolved by 20%; more than a third of the cases were disposed of without adversarial proceedings based on voluntary corrective action. By her final year in office, the number of cases resolved each year had risen almost another 20%. Prior to her current positions, she served 14 years as regional counsel and education director of the Mexican-American Legal Defense and Educational Fund, where she litigated cases affecting educational funding, disability rights, student disciplinary policies, access to special services for English-language learners, and racially hostile environments. Professor Cantú graduated summa cum laude from the University of Texas-Pan American at 19, taught high school English, then enrolled at Harvard Law School, where she graduated at 22. Dr. John E. Roueche, Professor and Director, Community College Leadership Program (CCLP), and Sid W. Richardson Regents Chair in Community College Leadership A community college graduate (Mitchell Community College (NC), 1958), Roueche served as a high school history and English teacher, community college dean of students, instructional dean, and faculty member at UCLA and Duke University, before joining the Texas faculty. He has received national recognition for his research, teaching, and service including The University of Texas Teaching Excellence Award in 1982, the AACC National Distinguished Leadership Award in 1986, the League for Innovation B. Lamar Johnson Leadership Award in 1988, The University of Texas Distinguished Faculty Award in 1994, The University of Texas Career Research Excellence Award in 1998 (the University s highest research prize), the 2011 O Banion Prize for Leadership in Teaching & Learning from ETS (with Suanne D. Roueche), and more than a dozen research awards from national organizations. Since 1970, John Roueche has spoken to more than 1,300 colleges and universities on topics of teaching and leadership excellence. He is the author of 36 books and more than 150 articles and chapters focused on leadership, teaching, and learning. He currently serves as Principal Investigator for more than $25 million in community college initiatives funded by major American foundations.

Dr. Evelyn Waiwaiole, Suanne Davis Roueche NISOD Director Waiwaiole came to NISOD from the Community College Bridges to Opportunity Initiative, where she served as project manager. She also has served as NISOD associate director; MetLife Foundation Initiative on Student Success project manager; Community College Survey of Student Engagement (CCSSE) college relations coordinator; and Center for Community College Policy, Education Commission of the States (ECS) policy analyst. A Associates Fellow with The National Center for Public Policy and Higher Education, Evelyn was recognized for her keen awareness of policy leadership and its impact on higher education. She serves on the Community College Survey of Student Engagement Advisory Board and has authored articles related to student success, retention, and persistence. In 2009, Evelyn was recognized as a Distinguished Graduate of the Community College Leadership Program, at The University of Texas at Austin; she holds a master s degree in economics from The University of Oklahoma, and a bachelor s in psychology and math from Texas A&M University. Dr. Coral Noonan-Terry, Interim Director, National Institute for Staff and Organizational Development (NISOD) Noonan-Terry has served as the Associate Director for the National Institute for Staff & Organizational Development (NISOD), providing long-range strategic planning for all aspects of NISOD s membership, conference, special projects, corporate partnerships, and outreach. She serves as Editor-in-Chief of NISOD s monthly e-newsletter, Hook Em Up, and spearheads NISOD s annual International Conference on Teaching and Leadership Excellence. She serves as Lecturer with the Department of Educational Administration in the College of Education at The University of Texas at Austin, on the national advisory board member of the Community College Leader. Prior to her NISOD affiliation, she directed the Technology Leadership Academy, a Preparing Tomorrow s Teachers to Use Technology $2 million Catalyst grant, and was a bilingual early childhood (special education) teacher; she also served as lead evaluator for the Adult Education portion of a U.S. Department of Education Star Schools grant; and an adjunct faculty member at Huston-Tillotson University and the University of Texas at San Antonio. Her teaching experiences range from early childhood to graduate levels, with specialization teaching limited English proficient students with disabilities. Noonan-Terry earned her Ph.D. in Educational Administration specializing in Community College Leadership, a Master of Arts degree in Multicultural Special Education; and a Bachelor of Science degree in Applied Learning and Development (Education) with specializations in elementary, bilingual, and special education all at The University of Texas at Austin.
