ABOUT THE NIH INSTITUTIIONAL TRAINING GRANT GUIDE This document is intended to help you complete proposal submissions for the Ruth Kirschstein National Research Service Awards (NRSA) Institutional Research Training Grants (T32, T34, T35 and T90) in Coeus. This guide highlights the elements that are specific to the NRSA T Series opportunities. It does not give step by step instructions on how to complete a proposal in Coeus; therefore it should be used in conjunction with the Coeus Proposal Development User Guides located at: In addition, for detailed instructions specific to the Ruth Kirschstein National Research Service Awards (NRSA), please refer to the Funding Opportunity Announcement and the Supplemental Instructions to the SF424 (R&R) for Preparing Institutional Ruth L. Kirschstein National Research Service Award (NRSA) Application, Section 8 located at: Prospective applicants are encouraged to review the T Kiosk for the most current program information. COEUS SPECIFIC ELEMENTS TO NRSA INSTITUTIONAL TRAINING OPPORTUNITIES o PROPOSAL DETAILS TAB In the Proposal Details Tab, be sure to select the appropriate Activity Type and Anticipated Award Type. 1. For NRSA Institutional Training Opportunities, from the Activity Type drop-down, please select Instruction (Institutional Training Grants). Selecting this will ensure that Coeus Budget will automatically apply an 8% F&A Rate. 2. For NRSA Institutional Training Opportunities, from the Anticipated Award Type drop-down, please select Training Grant X NIH Training Grant Guide - V 4 Page 4 of 21
5 o ORGANIZATION TAB In the Organization Tab, list all of the locations where training, program management, and the research training experiences described in the Research Training Program Plan will be performed as Other Organization. o INVESTIGATOR TAB In the Investigator Tab, include the PD/PI. The PD/PI will be responsible for the selection and appointment of eligible trainees to the NRSA Training Grant, for the overall direction, management and administration of the research training program, program evaluation, and the submission of all required forms in a timely manner. Enter the appropriate effort in the Effort % field. Multiple PD/PIs: More than one Training PD/PI (or multiple PD/PIs), may be designated on the application for training programs that require a team approach and therefore clearly do not fit the single PD/PI model, e.g. interdisciplinary or multidisciplinary training. ***Please Note *** Applicants with multiple Training PD/PIs must provide a Leadership Plan that emphasizes how leadership by multiple PD/PIs will benefit the research training program and the trainees. o KEY PERSON TAB Training faculty and any other individuals whose contributions are critical to the development, management and execution of the Research Training Program Plan in a substantive, measurable way (whether or not salaries are reimbursed) should be identified as senior/key persons and included in the Key Person Tab. These would include co- Director(s), if applicable, and program staff. Since these efforts are not project related research endeavors, they should not be identified in Other Support information. Do not include proposed mentors and training faculty members (other than senior/key persons) in this section. OSP NOW maintains the most current stipend levels in the Stipend Cost Elements (Stipend Post Doc, Stipend Pre-Doc, and Stipend Undergrad) and in the Questionnaire. The Current Enhancement provides the ability to: Select federally defined NRSA Stipend Levels in the Proposal Budget; Multiply the stipend amounts times the number of individuals assigned at each Stipend Level Once added to the budget period, the stipend cost line items will generate to all periods, and can be modified in each budget period. Coeus is programmed with the current NRSA Stipend amounts selectable in the Coeus Budget ( X NIH Training Grant Guide - V 4 Page 7 of 21
8 The following Coeus Cost Elements are set-up with the pre-defined NRSA Stipend levels: F Stipend Post Doc F Stipend Pre Doc F Stipend Undergrad To budget for Student Stipends: PROCEDURE 1. In Period 1 Tab, select Items Add Line Item from the menu bar -. You can use the keyboard shortcut <Ctrl> + <A> (or <Command> + <A> for Mac users) to add a line item without having to use the mouse. This can be a big time saver since you will be adding many line items per budget. A blank line item will display in the Period 1 Tab, highlighted is yellow. 2. Select Items Select Cost Element from the menu bar or double click on the CE field to display the list of Available Cost Elements. The Cost Elements Window will open. 3. In the Cost Element Window, click on one of the f) Stipend - cost element you want to include and click the [OK] button. For example, select the f) Stipend Post-Doc cost element and click the [OK] button. The selected Cost Element will display in Period 1 Tab, highlighted in yellow. 4. Select the item and go to Items Edit Details (Alternatively you can double-click in the Cost Element Description field to open the Formulated Cost Line item details) Formulated Cost Line Item Detail Window will open up X NIH Training Grant Guide - V 4 Page 8 of 21
9 5. In the Formulated Cost Line Item Detail Window click on the [Add] button to generate a detail line in the window. 6. From the Formulated Type drop-down, select the Post-Doc Stipend Level you want to budget for from the list. Once selected, the Unit Cost will populate with the appropriate amount. 7. Complete the remaining fields as may be required based on the following definitions: Formulated Type drop down select the NRSA Stipend Level you want to add Unit Cost field will automatically populate with a cost based on the Stipend Level selected in the Formulated Type drop-down Count field enter the number of individuals you want to budget for at this particular stipend level Frequency field enter the number to indicate how often within the particular project period (e.g. Period 1) will each individual receive the stipend (most likely 1 should be entered in this field as the stipends are per year) Calculated Expenses field will automatically populate the total expense based on the variables entered in the other fields (i.e. Unit Cost X Count X Frequency) X NIH Training Grant Guide - V 4 Page 9 of 21

Add other formulated type lines to this cost elements if they fall under the same cost element selected (in our example other stipend amounts if the fall under the Stipend Post-Doc cost element) by following the steps outlined above. ***NOTE*** You can add multiple Stipend Levels that fall under the same Cost Element into the same Formulated Cost Line Item Details Window [e.g. Levels 0-7+more would all fall under the Stipend Post Doc cost element]. 9. Use the: a. [Calculate] button in the Formulated Cost Line Item Detail Window to calculate the OH rates, as maintained for the cost element; b. [Delete] button to remove any of the maintained types; c. [OK] button to save and close the Formulated Cost Line Item Detail Window; d. [Cancel] button to close the Formulated Cost Line Item Detail Window without saving. 10. Repeat these steps as necessary to add other Stipend Cost Elements. Budgeting for & Fees and Fees are budgeted as one Cost Element for Training Grants. 11 Budgeting for Trainee Travel Some NIH awarding components pay a flat rate per trainee for trainee travel for all long-term trainees. See the appropriate FOA and/or contact the awarding component to determine the amount provided for travel. Based on the number of trainees at the predetermined rate, enter the total dollar figure. The allowable TRE amount will be awarded as a lump sum. No further itemization or explanation is required. ***Please Note *** Health Insurance is programmed to inflate at 4.5%. If you do not want to inflate insurance you must turn off inflation in the Budget Line Item Details Window. 13 o QUESTIONNAIRE SECTION Completing the Questionnaire To answer some of the questions that appear on the PHS 398 Training Budget Form, you must complete the Questionnaire in Coeus. The questionnaire is a NEW function in Coeus Proposal Development to assist with the creation of your proposals. It is mapped to the sponsor form and directly populates the form based on the answers provided. All sets of questions within a questionnaire must be answered in order to pass validation checks prior to submission. You will receive a Grants.gov error message that prompts you to the questionnaire if it is needed. To view a list of all the Questionnaire questions please visit To Navigate to the Questionnaire: 1. Select Edit Questionnaire from the menu bar. The Proposal Questionnaire Window will open. 2. Select the PHS 398 Training Budget Form V1-0 Questionnaire. You will be prompted to answer a series of questions. As you complete each section, click the [Save & Proceed] button to move onto the next screen of questions. You will be prompted to answer questions about the number and level of trainees for each budget period. The Questionnaire repeats the questions to support the form capability of up to a five (5) period budget. If the selected opportunity only allows three (3) years of support, when presented with the questions Are you requesting funds for budget period 4? And Are you requesting funds for budget period 5?, answer NO to these questions to leave those budget periods blank. See additional budget creation tips in Appendix C. When completing this questionnaire, there is the option to Print Previous Answers, Modify Answers and Start Over. These links are on top of the questionnaire screen. The Questionnaire must be completed in full before any modifications can be made. All data will be lost if you try to go back and modify previous answers before it is saved. For detailed instructions, please refer to the Proposal Finalization and Approval User Guide, Section II. Users must prepare a document containing the required information and upload it as a pdf file. Select Agents are hazardous biological agents and toxins that have been identified by DHHS or USDA as having the potential to pose a severe threat to public health and safety, to animal and plant health, or to animal and plant products. CDC maintains a list of these agents. Explain the programmatic, fiscal, and administrative arrangements to be made between the applicant organization and the consortium organization(s). Faculty Biosketches for participating faculty should follow the Additional NIH and other PHS Agencies Instructions for a Biographical Sketch, except that a personal statement is not required for participating faculty. These should be attached as a single document to avoid having to upload large numbers of separate documents. Instructions for Data Tables 1-12 are located on the OER website at the following URL tm#datatableinstruct. These instructions include an Introduction to the Data Tables that provides instructions applicable to all tables, specific instructions for each table, and Sample Data Tables. The Sample Data Tables illustrate the kind of data to include in each table for Kirschstein- NRSA training grant applications. This webpage also includes an explanation of how this information is used by reviewers and NIH staff during peer review and in reaching funding decisions. Blank Data Tables are available to download. Modification of these instructions for use in non-kirschstein-nrsa training grant applications will be included in relevant FOAs. Attach appropriate letters here from all individuals confirming their roles in the project. Users must prepare a document containing the required information and upload it as a pdf file. The Narrative Type requires Description Title in the Module Title Field. (Do NOT use any special characters or spaces in make you type in COEUS) Combine all the appendix items and upload the attachment in COUES. A maximum of 10 PDF attachments is allowed in the 15. Appendix PHS_ResTrainingPlan_ Appendix. If more than 10 appendix attachments are Appendix needed, combine the remaining information into attachment #10. Note that this is the total number of appendix items, not the total number of publications. A summary sheet listing all of the items included in the appendix is encouraged but not required. 18 APPENDIX B: MAPPING OF THE PHS 398 TRAINING BUDGET FORM ***NOTE *** This form can NOT be printed from Coeus until the Questionnaire section is complete and all the required attachments are uploaded in Coues. Trainees: The number of Trainees in this form s categories (Undergraduate, Predoctoral, Postdoctoral, short term, full term, single degree, dual degree, non-degree seeking, degree seeking) utilizes the Questionnaire for the data to populate the PHS 398 Training Budget form. Stipends: Because the stipend rates are regulated by NIH, a data table has been created using the current fiscal year NIH rates to calculate and populate this form based on the entries in the Questionnaire. The exception is for Other trainees, in which case the stipends and tuition are taken from the questionnaire; user must still input these expenses in their detail budget. 21 APPENDIX C: BUDGET CREATION TIPS The Training Budget form cannot be printed/previewed until stipend expense line items are entered in the Coeus budget to match the trainee numbers and stipend levels answered in the Questionnaire. At print/preview, a Grants.gov validation error will alert the user of the budget deficit for the annual and cumulative requirements. Example Validation Error for Questionnaire answered with 1 Single Degree Predoctoral Trainee for 1 period and NO budget information entered: Once the minimum stipend expense for each budget year has been entered in the Coeus Budget for the appropriate period ($21,180), the form can be previewed: Notice that the fields have no funds entered; expense MUST be entered in the budget, using the f-series /Fees Cost Elements.
