Scenarios for Projections Moderate Scenario Pessimistic Scenario Optimistic Scenario 75% Proportion of homemakers that will join the Social Security System 25% 50% IAA Oslo Colloquium - PBSS - R.Ibarra - June
Results Current Optimistic Moderate Pessimistic Deficit Deficit Deficit Deficit $ 5.1 billion $ 6.4 billion $ 7.4 billion $ 9.0 billion IAA Oslo Colloquium - PBSS - R.Ibarra - June
Conclusions 25
Conclusions With their voluntary affiliation, homemakers from around the country will be able to receive well-needed disability, retirement, and death benefits. There is a serious concern for the long-term financial stability of the IESS. The deficit of the General Pension Fund requires an urgent need for additional funding. The future of the IESS is in serous danger due to the decreasing birth rate and the increasing life expectancy. A lower number of active affiliates will have to support a higher number of pensioners IAA Oslo Colloquium - PBSS - R.Ibarra - June
Conclusions There was a $ 5.1 billion USD actuarial deficit in the General Pension Fund, as of December 2010 (taken from the most up-to-date approved actuarial report). The incorporation of homemakers into the system will increase the deficit to $ 6.4 billion USD in the best case scenario and to $9.0 billion in the worst case scenario. Without the 40% government subsidy, the actuarial deficit in the current situation would reach $71.0 billion USD. With the incorporation of homemakers into the system, and without the 40% government subsidy, the deficit will increase to $72.2 billion USD in the best case scenario, and to $74.8 billion USD in the worst case scenario. We believe the best solution to this problem would be to create a separate fund specifically for homemakers and find other sources to finance it. IAA Oslo Colloquium - PBSS - R.Ibarra - June
