3 1 DEVELOPMENT CRITERIA NARRATIVE AND DOCUMENTATION FLC GEOGRAPHIC INFORMATION SYSTEMS (GIS) CERTIFICATE OF ACHIEVEMENT Criteria A. Appropriateness to Mission 1. Statement of Program Goals and Objectives This certificate is designed for end-user GIS professionals in the FLC service area and transfer students looking to enhance their geosciences education. 2. Catalog Description A Geographic Information System (GIS) is an assemblage of computers, software, and workforce personnel collecting, managing, analyzing and displaying spatial data. GIS is used to make informed decisions regarding an array of disciplines including Real Estate, Land use Planning, Business and Marketing, and Natural Resource Management. This interdisciplinary certificate provides the theoretical and technical skills necessary to begin using GIS in a wide variety of applications. Skills obtained include GIS software application, GPS use, spatial data analysis, data management, programming and cartography. 3. This certificate of achievement (CoA) is the result of several years of ongoing consultation with the other Los Rios Community College District (LRCCD) GIS programs. This certificate is designed for end-user GIS professionals in the FLC service area and transfer students looking to enhance their geosciences education. b. As a community college serving both incoming high school graduates and those in search of a new career, this interdisciplinary certificate provides the theoretical and technical skills necessary to begin using GIS in a wide variety of applications. Skills obtained include GIS software application, GPS use, spatial data analysis, data management, programming and cartography. c. Upon completion of this program, the student will be able to: i. demonstrate proficiency in the application of GIS software and related technologies. ii. demonstrate proficiency in the collection, management, organization and manipulation of spatial data. iii. adeptly employ the principles of cartography in a GIS environment. iv. demonstrate proficiency in the application of spatial analysis skills. v. describe and assess the role and appropriate application of GIS and related technologies in interdisciplinary applications. vi. apply the principles and applications of GIS software. d. A sample of reported job titles include: Geographic Information Systems Analyst (GIS Analyst), Geographic Information Systems Specialist (GIS Specialist), Geographic Information Systems Technician (GIS Technician), Cartographer, Geographic Information Systems Coordinator (GIS Coordinator), Technical Support Specialist. Most of these occupations require a four-year degree, but some do not. Criteria B. Need 5. Enrollment and Completer Projections a. It is conservatively estimated that there will be at least six (6) program completers annually. However, that number is expected to grow with time as the college markets the approval of the new program upon acceptance by the system wide office. 6. Place of Program in Curriculum/Similar Programs
5 3 a. This program is the first GIS Career and Technical Education (CTE) certificate at Folsom Lake College and in alignment with Geography program directions. The certificate features existing catalogued courses, one new course, and interdisciplinary connections with existing catalogued courses in Computer Information Sciences (CIS). In addition, GIS, Geology, and Geography faculty at FLC worked with Innovation Center faculty in the development of the certificate. The Innovation Center faculty provided linkages to the college s existing Engineering program, student Robotics Club, and assisted GIS faculty in program development components. 7. Similar Programs at Other Colleges in Service Area a. The development of this certificate was completed in consultation with American River College and Cosumnes River College and is supported by GIS and Geography faculty at those colleges by a series of meetings that occurred beginning in Faculty exchanges plotted out a complimentary, supplemental direction of the FLC GIS program so as not to cause undue harm on those existing programs. b. For this study, an inventory of relevant education and training programs was compiled from community colleges in the Greater Sacramento Region, limited to career technical education application (TOP ) and excluding A.S. or A.A. degrees in Geography TOP Also excluded were programs at the Bachelor, Master s and Doctoral level offered by public 4-year universities in the region California State University, Sacramento and University of California at Davis. c. In the region, four community colleges provide GIS training to students American River, Cosumnes River, Folsom Lake and Sierra. In the table below, degree and certificate completion data is included for the three most recent years as well as an average of those years. 6 4 8. Labor Market Information & Analysis (CTE only) a. The current job market for graduates with a GIS certificate is favorable in the Sacramento- Arden Arcade-Roseville Metropolitan Statistics Area (MSA). The four-county (El Dorado, Placer, Sacramento, and Yolo) MSA projects an 18% increase in employment demand for the occupations listed below. With an estimated 14 annual openings in the four-county MSA, seventy (70) new jobs are expected to be created by b. Nationally, the increase in demand for GIS-related jobs is even brighter. Geographic information systems technicians (SOC ) is listed as new and emerging bright outlook occupations (OnetOnline, 2013) with median wages (2011) of $38,43 hourly and $79,930 annually. Projected growth through 2020 is 9% nationally (OnetOnline, 2013). Top employers include state and federal government agencies, and professional, scientific, and technical services firms. c. In the following table, several occupations are profiled that may require knowledge and/or application of GIS skills to perform tasks and analysis. The occupations included were chosen using O*NET Online and searching occupational descriptions for those that included the term GIS and also detailed GIS-related tasks, skills, knowledge or technology as a requirement. See Appendix B for further occupational details. In some cases, where the data is not available specific to a GIS-related occupation, the occupational data totals represent a bundle of occupational titles; in these cases, caution should be used in assessing demand for the GIS-related occupation as there is no way to approximate its share of the demand/employment (Employment Development Department, 2013). To better understand the labor market for students/workers with knowledge and experience working with geographic information systems (GIS), Folsom Lake College, in collaboration with the Northern California Center of Excellence, examined demand signals from multiple sources and using various methods. These included: 1) identifying current and projected employment for GIS occupations relevant to community college coursework; 2) identifying employer groups more likely to employ GIS professionals or require employees to develop or utilize GIS skills (less than full-time); 3) gathering regional input on GIS employment needs from an informal survey of local employers, and 4) reviewing job posting data regionally (real-time LMI). The attached report summarizes this information. b. In reviewing industry classifications for those most likely to employ GIS-related professionals, the two industry sectors with the highest concentration of GIS occupations were: i. Professional, Scientific and Technical Services (NAICS 54) specifically, the subsector Architectural, Engineering, and Related Services (NAICS 5413). ii. Local, State and Federal Government, also known as Public Administration (NAICS 92) c. Online research of real-time LMI, occupational forums, career exploration and professional activities related to GIS, confirmed that these are the most frequently cited employer groups for full-time employment or official job classifications. However, frequent mention of GIS as a part-time requirement of regular employees in other industries, such as publishing or financial services, indicates an increase in demand for the knowledge and application of GIS as a part-time duty integrated into another job title/position (referred to in this report as less than full-time ). d. To gain insight directly from GIS employers on their immediate hiring and training needs, the research team conducted a brief, informal survey of area employers. Sixteen (16) employers completed the online questionnaire. Key findings include: i. 75% of employers have a current need to provide GIS training to existing staff. ii. 69% of employers anticipate hiring new staff with GIS skills in the next two years potentially creating 13 to 18 new jobs in the region. e. In addition to traditional labor market data, real-time LMI (online job posting data) was reviewed for the Sacramento MSA (Sacramento, Placer, El Dorado and Yolo counties). From March 9 through June 6, 2013, 11 job announcements were posted in the four-county region
9 7 where GIS was both part of the job title and GIS-related work or knowledge was significantly featured in the job description. The employers who participated in the survey outreach effort represented public and private sector organizations from a cross-section of personal and group fitness facilities, physical therapy, retirement communities, medical providers, private sector vendors, and wellnessfocused community based organizations within FLC s service area. 12. List of Members of Advisory Committee a. Appendix A identifies members of the new GIS advisory board. The board meets each fall and each spring to assess and evaluate existing programs and to recommend development of new course(s) and/or programs to respond to their identified needs. 13. Recommendations of Advisory Committee a. The ability to work with, develop and analyze software and technology utilizing Geographic Information Systems (GIS) is increasingly in demand from employers. GIS has many applications in various fields today. Some of which include traditional geographically related fields like urban planning and cartography, but also environmental impact assessment reports and natural resource management. b. In addition, GIS is now finding its place in business and related fields. Business GIS is an effective tool for advertising and marketing, sales, and the logistics of where to locate a business. With the rapid expansion and production of big data, understanding and working with GIS has a bright outlook. As identified in this report, there are several traditional occupations that are known to require an understanding of GIS as well as many more jobs that likely require a worker to attain or utilize GIS skills on a part-time basis. Local employer demand, based on the informal survey, seems on par with the average annual demand of the traditional occupation group. This is an early indicator that demand will continue in the region and that the region can support multiple short-term certificate programs. However, due to the complexity of the relationship between GIS skill sets and occupational titles, it is not feasible to conduct a one-to-one supply-demand analysis at this time. d. Folsom Lake s GIS certificate will be the fourth program in the Greater Sacramento Region. While demand for the certificate can likely be sustained by the supply generated at these four colleges, it is recommended that all regional colleges pursue more information about where graduates are finding employment job titles, wage data, etc. For GIS programs, an emphasis on those who are skill builder students (incumbent workers seeking an expanded skill set or promotional opportunities) would also be useful considering the integration of GIS into local, state and federal government positions.
