1 ALABAMA COMMUNITY COLLEGE SYSTEM SHORT-TERM CERTIFICATE PROGRAM APPLICATION NEW PROGRAM Use this application when requesting approval for a short-term certificate (<=29 hours) in a program CIP code for which the college is not currently approved to offer the certificate or associate degree. I. State below other appropriate information indicating need for short-term certificate award in program. Alabama Department of Industrial Relations Labor Market Information for Workforce Development Region 8 is attached (Exhibit 1). The data covers base year 2008 through projected year Exhibit 2 lists the estimated employment and wages for protective service occupations in the Auburn-Opelika, AL MSA. Total estimated employment in the MSA is 540. Region 8 data for the same occupational group indicates 100 new job openings with 70 of those due to replacement needs. United States Bureau of Labor Statistics Quick Facts for Police and Detectives (Exhibit 3) cites the employment change at
2 an increase of 58,700 for due to a projected growth rate of 7%. Data from the same source places the percent change of the following related occupations in the 3% to 8% increase range as follows: detectives and criminal investigators 3% (58,700); fish and game wardens 5% (400); police and sheriff s patrol officers 8% (54,600); transit and railroad police 6% (200). College records indicate that since 2009, 169 students have enrolled in at least one criminal justice course. All of the criminal justice courses included in the proposed short certificate are already taught at Southern Union. All of these courses may be articulated to a four-year college in either Areas I, IV, or V. Therefore, students may complete the Criminal Justice Short Certificate while working toward the Associate in Science degree. Those seeking early employment that do not wish to earn the associate degree may stop out upon earning the short certificate. Neither new instructors nor facilities will be required to offer the short certificate initially. C. List below specific occupations for which this short-term certificate award would prepare students to enter and/or advance. Academic advisors will also make students aware of the opportunity to earn the short certificate. College recruiters will include information about the short certificate in their presentations to high school students, teachers, counselors, and parents. Instructors teaching criminal justice classes will provide information to their students about the short certificate. B. Southern Union s proposed Short Certificate will include instruction in English composition, computer science, psychology/sociology, political science, and physical education as well as criminal justice.
