The project was finished in 1975 resulting in one main report and a number of special studies, including for example forecasting methods, cost benefit analysis methods, financing, principles for different public transport services, a licence scheme for private car traffic. Storstockholms lokaltrafik, SL (Stockholm Transport ), i) Evaluation of various computerised packages for analysis of public transport, ii) introduction and extensive use of the VIPS system, iii) Analysis of different public transport pricing systems, iv) Development of a direct demand forecasting model. VTS Systems, 1978 (parallel to SL) A three month initial study on bus network and traffic in the Peruvian cities, Lima and Trujillo, also including use of the computer system VIPS for network planning. 3 a) Cost/Benefit Analysis concerning upgrading local train operations vs. expanding the Metro system supplemented by bus operation. b) Cost/Benefit Analysis, concerning local and inter-city train operations vs. inter-city bus operation. c) Forecasting revenue from ticket sales. Research Project for the Swedish Ministry of Transport, 1984 (parallel with SL). Marginal costs in local and regional public transport. The project develops a model suitable for local and regional public transport operators in Sweden. The aim of the model was to constitute a base for decisions on Public Transport capacity and costs during different parts of day for all operators in Sweden. The final report was published in December VTS, Jan-Feb (parallel with SL) Participating in a project for the state-owned company ENATRU in Lima, Peru. Responsibility for two reports, written in Spanish: a) "Productividad y costos". The cost structure was analysed and the effects of a number or measures aimed at increasing efficiency were evaluated. b) "Sistema de tarifas". The fare structure was analysed and modifications proposed. Various alternatives for fare collection were evaluated with regard to costs, speed and security. SL, April September 1991 a) A joint project VTS-Stockholm Transport. Development of the next generation of the computer system, VIPS II. b) Logit analysis to find parameters for different factors influencing modal and spatial choices including value of time. c) Cost-benefit analysis of various projects. d) Analysis of various fare structures for Stockholm. The Swedish National Road and Traffic Research Institute (VTI), VTI had the main responsibility and has the co-ordinating role between the Swedish Road, Railway, Shipping and Air authorities, with respect to long-term forecasts and assessments of various investment policies within the inter-city transport sector. Examples of responsibilities: Discussion of input data and methods for studies of inter-city passenger transport projects. Method for evaluating investments in inter-city roads, requested by The Swedish National Road Authority. Assignment techniques and cost/benefit analysis for the Swedish national inter-city private and public passenger transport systems. Independent consultant work, a) Linköping Community. Proposals and evaluations concerning bus network and fares. b) Gothenburg Community. Development of new fares system. c) Stockholm Transport (SL). Passengers' valuations of travel time components and information plus cost/benefit analysis of alternative public transport modes from Stockholm to Arlanda airport. d) Trains in the Mälarregion (TIM AB). Cost/benefit and pricing analyses for inter-city railway and inter-city bus systems (joint project with SL). e) The city of Tallinn, Estonia, in the "Tallinn Public Transport Reorganisation project". Partly responsible for "Organisation of Public Transport in Tallinn", "Education in Up-todate Planning Methods" and "Rationalisation of the Public Transport Network". Main responsibility for "Education in Basic Transport Economics" and "Transport Economic Analysis". Financed by the Swedish Committee for International Economic-Technical Cooperation (BITS). f) Flygbussarna AB. Evaluation of new routes for the Arlanda airport buses and consequences for the buses of a possible competition from an airport railroad (joint project with SL). g) Economic assessment of private rapid transit (PRT) in Gävle, Sweden. Financed by KFB. h) Stated-preference work in order to find values of travel time components and information in the Stockholm area (joint work with SL). Financed by KFB. 5 Responsibilities: a) Principles for economic analysis of the national transportation long-term planning (costbenefit analysis, investment policy, pricing policy) b) Managing a project aiming at finding parameter values of external effects etc. c) Participation in two Fourth Framework European Commission transport research projects (DGVII). d) Managing the principle studies aiming at providing a basis for a new Swedish transport policy, with special emphasis on environmental and energy issues. e) Principle studies concerning organisation of the transport sector (private vs public, coordination vs competition etc.) f) Analysis of the Swedish long-distant passenger transport system with respect to organisation, external effects and subsidies. The aim is to find appropriate policy changes using welfare analysis, taking into account travel times, environmental and energy consumption effects, consumers and producers surplus and distribution impacts. g) Economic welfare analysis of deregulation of coach services, including concern with network effects and implications for the railway services.
