2 Background While authorities are proceeding with planning and implementation of Metros in cities, my aim in this presentation would be to focus on aspects, which have been recognised in various policies, but getting neglected in the pace of sanctioning and completing these projects. Due to this we are missing on the best opportunities available for a better living in future. 2
3 Background Urban areas support industry and service sector contributing to India s economic growth Urban population of India projected to be about 473 million by 2021 and 820 million by 2051 Projected Urban Population, India 1000 Population (In Millions) India s urban population is about 30% of its total population Year Problems faced by urban areas include Explosive growth in the number of vehicles leading to traffic congestions Cost of travel has increased considerably Increased road accidents leading to a risk to life Personalized transport causing higher air pollution and associated health risks 3
4 Authorities are trying to fix these problems. Courtesy successful implementation of MRTS in Delhi, States are encouraged and rushing towards catching up the shortfall in rail based urban transport. The key focus as of now is on providing transit infrastructure. 4

7 As of now core emphasis is on the Technological aspects of the project There have been debates and galvanising of ideas on technical aspects, such as: Gauge UG Vs Elevated MRTS Vs LRT Modern light weight AC Rolling Stock Contact less smart card/ Automatic fair collection Usage of Lifts and Escalators in stations ATO/ATP/CBTC signalling system etc. These aspects are now practically settled. On many issues guidelines are also issued by the Government of India 7
8 Urban Transport is inherently multimodal. NUTP requires that public transport system is coordinated and well integrated with efficient inter-change infrastructure and should offer a seamless journey to the users The important aspects of Multimodal integration are : Physical integration Network integration Interchange facilities Fare integration Integrated ticketing Information integration Institutional integration. Facilities for handicapped 8
9 Some of the observations and recommendations of the Working Group on Urban Transportation in its report of March,2012 are: Urban transport should grow along a sustainable path to support the desired economic growth, protect the environment and to improve the quality of life A shift from personal vehicles to other mass transit and non-motorized modes is necessary to reduce energy demand from cities. Share of public transport on the average should be aimed at 60% of motorized trips and 35% of total trips including walk. Contd 9
10 By 2030, it is envisaged that cities would have taken full charge of their own urban transport needs. The Central Government would take care of issues such as financing, PPP, capacity building, developing a data base and R&D. State Government would empower the city with an institutional framework, legislation, a resource generation policy and professional staff. 10
11 With this background and the fact that the technological issues are broadly settled, the focus should now extend to issues which make these infrastructure more meaningful to the users to holistically improve the quality of travel and thereby quality of life. 12 Factors Influencing Commuter Experience The issues that would enhance commuter experience can be clubbed into the following: Within the Metro system In the close vicinity of the system Further around the System City Level Facilities Within the System Facilities Outside the System Enhancing Commuter Experience 12
13 1. WITHIN THE METRO SYSTEM Provisions of Platform Screen Doors (PSD s) Increased provision of Lifts and Escalators Improved Architectural Finishes and Use of Station Premises for Cultural Activities 13
14 Platform Screen Doors (PSD) for the U/G and Elevated Stations Safety and comfort for the passengers on the station Comfort for the operator Enhances the performances Higher entering speed in the station No risks of unforeseen, like passenger on tracks or suicide attempts Passengers can occupy the whole space of the platform Saving of AC s energy consumption in case of U/G stations Suicides in the system could be very depressing to the users and operators 14
15 Increased provision of Lifts and Escalators However provisions in the DPR and budget estimate do not provide for large number of Lifts and Escalators 6.3 m 19 m UG Stations could be quite deep. Some of the elevated stations are also very high MML-3 : 7 out of 26 stations are deep with Rail Level > 24 m below ground. Vertical distance to be traveled by these station users would be equivalent to 78 storey building. Some of the other stations are also quite deep. Situation in other Metros could also be similar. There is a need for adequate number of lift and escalators for comfortable vertical circulation. 15

17 Improved Architectural Finishes and Lightings for Stations Lighting in a Metro Station Food Courts on the station Improved architectural finishes, better lighting coupled with smart use of station and subways space for shops, food courts and cultural activities would enhance commuter experience and quality of travel Shopping malls inside the Metro Station 17

38 CONCLUSION Focus on integration must increase to meaningful levels in project proposal(dpr) itself Works with in system and close to the system to be implemented as a part of the MRTS project. Nodal coordination at state level be effective for planning, coordination and in making land and budget available. Respective turf protection be overcome. Separate and sufficient budget to be provided to ongoing MRTS projects for big ticket integration works to make travelling seamless and urban living better. 38
