3 NCMS Overview Portal Dynamics has recently re-joined NCMS and is currently under an NCMS contract to support PM-LAV. This collective effort is the Product Data Management (PDM) / Technical Information Architecture (TIA) Project. 6 Risk Mgmt Overview
7 TIA Overview Efforts are ongoing at PM-LAV to develop and build a Product Data Management (PDM) / Technical Information Architecture (TIA). The purpose of the PDM/TIA Project Task is to: 1.Further define PM-LAV s PDM requirements 2.Further define PM-LAV s TIA s detailed system design Provide an analysis of technical alternatives 3.Identify actions necessary to ensure the synchronization and leveraging of PM-LAV PDM/TIA initiatives with other organizations.
8 Problem Statement Accomplishing the systems integration required to enable expanded access to the accurate, current, highquality product data, residing in many disparate information systems, which is needed to efficiently and effectively meet mission objectives. Data sharing across functional domains of design, acquisition, resource management, and operational logistics is absolutely essential to support of Total Life Cycle Management (TLCM) and Total Life Cycle Systems Management (TLCSM) decisions.
9 Opportunity Statement 1. FACT: TLCSM is not new to PM-LAV. Many stakeholders are already engaged, including suppliers, Product Support Managers (PSMs)/Product Support Integrators (PSIs), inventory control points, and the war fighter. 2. FACT: PM-LAV has made significant progress in technical data management. It has sponsored initiatives and achieved results relevant to PDM in S&RL, Configuration Management (CM), Integrated Electronic Technical Manuals (IETMs), Item Unique Identification (IUID), Reliability Centered Maintenance (RCM), and Performance Based Logistics (PBL). PM-LAV has an opportunity to synchronize with the Marine Corps overarching PDM efforts. By providing PDM / TIA innovation at the PM-LAV level, the Program Manager is positioned to shape and influence the emerging Marine Corps PDM policy. Additionally, it will enable the sponsors of Marine Corps technical data management to leverage PM-LAV initiatives to ensure that the real operational requirements of weapons programs are satisfactorily supported by PDM efforts.

11 Challenges Begin development of a Master Product Data Management Database which will aggregate data from across multiple sources and provide centralized access. Develop a vehicle level WBS that can integrate CM and IETM data and produce various BOMs. Develop an automated system to propagate data changes throughout the system.

19 Overall Benefits The PDM / TIA will generate important needed benefits: Improved mission readiness--repairs can be made sooner with relevant information; program acquisition decision making and operational planning will be enhanced; planning efforts will be facilitated Cost-savings based on improved decision-making capabilities, standardization, and increased collaboration among managers and users Better understanding of all aspects of the USMC Family of LAVs and all data associated with this weapon system

21 Technology Deployment PM-LAV is the design and implementation source partner for the TIA. TIA concepts have been prototyped. Capability requirements and alternative analysis activities are currently being conducted. Detailed system design and an initial capabilities development will be a phase one deliverable. Continued functionality will evolve in subsequent project phases.
