1 ReMilNet Service Experience Overview ReMilNet s knowledge across all functional service areas enables us to provide qualified personnel with knowledge across the spectrum of support services. This well rounded knowledge and direct experience allows ReMilNet and our Team to address a range of opportunities across the Seaporte contract. This knowledge across Engineering, Systems Engineering, Information Technology, and Programmatic support areas results in ReMilNet s ability to leverage best practices and lessons learned to improve operational efficiencies. ReMilNet s specific support experience across Seaport-e functional areas within the last three years is outlined in more detail on the following pages. Engineering, System Engineering and Process Engineering Support (Seaport-e Functional area 3.2) ReMilNet has provided a range of process and system engineering expertise to support and enhance Navy and Joint Warfighter systems. Our personnel leverage industry best practices, to include Capability Maturity Model Integration (CMMI), Lean Six Sigma (LSS), ISO (no acronym), Information Technology Infrastructure Technology (ITIL), and Risk Management Frameworks to develop plans, monitor performance, analyze results, and recommend areas for improved performance. Specifically, ReMilNet has provided project management, system engineering, documentation development, risk management, and technical writing supporting multiple Space and Naval Warfare Command (SPAWAR) programs and initiatives. ReMilNet has supported the development of risk management frameworks, developed program and quality assurance plans, developed test plans, analyzed information for improved performance and root cause analysis, assisted in the development of new communications technologies, and documented a range of Life Cycle Sustainment Management (LCSM) program processes and functions. Prototyping, Pre-Production, Model-Making, and Fabrication Support (Seaport-e Functional area 3.4) ReMilNet has provided prototyping, pre-production, and fabrication support for SPAWAR Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) satellite communications (SATCOM) equipment and systems. ReMilNet identifies the new requirement, conducts research into available hardware and software, evaluates equipment obsolesce, collaborates with sponsor agencies, and provides initial designs and prototypes with recommendations during the development process. Pre-production development includes fabricating casings and components that will meet customer needs with respect to environment, transportation, and location concerns, participation in technical reviews, and performing testing and analysis of systems prior to final design acceptance. System Design Documentation and Technical Data Support (Seaport-e Functional area 3.5) For both developed and existing systems, ReMilNet contributes design and technical data documentation across a range of areas to ensure systems and equipment can be operated and maintained during its lifecycle. ReMilNet s support across a range of SPAWAR programs and platforms, technical and system documentation development has included the development of plans and reports across a range of areas that include: Architecture Frameworks, Asset Management, Build and Patch Tests, Configuration Management, Data Management, Fielding 1
2 Plans, Information Assurance, Integrated Master Schedules, Life Cycle Sustainment, Requirements Management, Risk Management, Sustainment, Systems Engineering, Testing, Training, and Work Breakdown structures. With more than 50 different systems and technical documents developed, ReMilNet is well versed in applying agency and customer directives and policies across a range of data and documentation. Software Engineering, Development, Programming, and Network Support (Seaport-e Functional area 3.6) When ReMilNet has been tasked with developing a system or software, multiple stakeholder meetings are conducted during the design, development, and testing phases to ensure all requirement s and needs are addressed prior to implementation. Recommended and designed solutions are compliant with agency and customer requirements with respect to CMMI, network compatibility, and accreditation requirements. In support of United States Marine Corps (USMC) order tracking tool, ReMilNet supported the initial design, testing, training, and reporting evaluation during system development and deployment. For C4ISR efforts, ReMilNet has supported software implementation across systems, subsystems, and design, code, test, integrate, analyze, and support systems as they are developed and deployed. Reliability, Maintainability, and Availability (RM&A) Support (Seaport-e Functional area 3.7) ReMilNet s support across SPAWAR C4ISR engagements includes determining reliability, maintainability, and availability of components, subcomponents and equipment. ReMilNet uses an extensive RM&A process to test, troubleshoot, analyze, and report on fielded equipment to uncover root cause issues and develop and deploy corrective action to prevent and/or reduce future issues. ReMilNet s support across RM&A includes providing Tiers 1-3 help desk support for fielded users, coordinating information from trouble tickets and repairs with technicians and systems engineers, conducting analysis to isolate root cause issues, and provide recommendations and lessons learned to leadership for use by local and fielded personnel with respect to design, deployment, fielding, training, and troubleshooting areas. Information on RM&A is reported and evaluated by leadership to apply lessons learned across future capabilities to prevent similar issue recurrence. Human Factors, Performance, and Usability Engineering Support (Seaport-e Functional area 3.8) For C4ISR efforts, ReMilNet continually incorporates feedback and lessons learned into future training and system designs to reduce and/or eliminate issues that can impact data integrity and system performance requirements. In addition, for a specific USMC customer, ReMilNet designed multiple training modules for each intended audience with an emphasis on required data input, reporting, and issue identification and resolution. ReMilNet has also conducted an exhaustive beta testing of an order tracking tool to ensure that operators at multiple user levels can complete tasks and data inputs correctly based on permission and reporting level requirements. Support within this task has been for SPAWAR and USMC programs. Configuration Management (CM) Support (Seaport-e Functional area 3.10) ReMilNet s support across the CM discipline uses CMMI, ISO, and LSS best practices and guidelines in addition to customer and agency specific requirements to properly baseline, track 2
3 and monitor system configurations over the equipment life cycle. Information is collected and documented with respect to establishing baselines and diagrams, identification of configuration items, track and controlling configuration changes, reporting and developing documentation for configuration control boards, and maintaining configuration management records. ReMilNet aids in the collection and reporting of CM information in compliance with CM review checklists, policies, and directives. Quality Assurance (QA) Support (Seaport-e Functional area 3.11) Effective quality assurance, through the development and utilization of a quality assurance plans ensure systems and efforts are properly managed, documented, and audited against effort requirements. ReMilNet s experience with QA engagements includes the development of QA and Risk Management Plans, following up with stakeholders at major milestones to review progress and quality concerns, and conducting analysis on existing data to identify areas for improvement. ReMilNet has also developed Internal Control documentation with respect to Risk Assessments, Testing Reports, and Corrective Action Plans to aid customers in the identification, isolation, and resolution of issues as they arise, and has provided training on these best practices to operators and managers with various skill levels. As part of these efforts, ReMilNet has aided in the proactive identification and remediation of issues before they arise, and developed methods to track and retest issues identified prior to issue closure. Support within this task has been for SPAWAR and USMC programs. Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support (Seaport-e Functional area 3.12) ReMilNet uses best practices and approaches from CMMI, ITIL, Risk Management Framework (RMF), and specific hardware and software applications (including web based systems) and applies them to a range of IS, IA, and IT support engagements. ReMilNet has supported a USMC customer engagement and developed a web based IS to meet fielded order tracking and processing needs that were previously a paper generated process. We have also supported code development and system integration for United States Special Operations Command (USSOCOM). ReMilNet has supported IA engagements for more than 10 years, and currently provides IA expertise for new and existing SPAWAR C4ISR systems. Interoperability, Test and Evaluation, Trials Support (Seaport-e Functional area 3.14) ReMilNet supports several SPAWAR joint C4ISR programs and routinely works to support the platforms, systems, components, and subcomponents are tested and maintained across the products lifecycle. This is achieved through the development and management of documentation and reports that include, but are not limited to: Build and Patch, Fielding, Life Cycle Management, Life Cycle Sustainment, Refresh, Requirements, Risk, and other Test and Evaluation Plans and reports. Depending on the system and equipment managed, ReMilNet documents and manages information and communicates this information formally and informally to stakeholders. Information, troubleshooting, and lessons learned from fielded equipment is reviewed and analyzed and recommendations for improvements are provided when applicable. Logistics Support (Seaport-e Functional area 3.16) To support logistical efforts, ReMilNet leverages industry best practices and ISO, CMMI, and LSS in order to achieve programmatic successes. ReMilNet s system and component support across 3
4 SPAWAR logistical efforts includes design, development, fielding, sustainment, and program management. From a non-systems perspective, ReMilNet has developed ISO compliant quality instructions and procedures for a USMC program, and have also developed user guides, standard operating procedures, and training packages for Material Requirements Planning as well as Sales, Inventory, and Operational Planning engagements. Supply and Provisioning Support (Seaport-e Functional area 3.17) ReMilNet s expertise within supply and provisioning efforts includes inventory control, item management, shipping and receiving, quality control, and WMS data analysis. ReMilNet s staff supports equipment delivery, record management of repairs, material troubleshooting, repair, and cleaning of equipment returned from fielded users and other lifecycle sustainment management actions. ReMilNet has created user guides, standard operating procedures, and training packages for Material Requirements Planning as well as Sales, Inventory, and Operational Planning engagements. Support within this task has been for SPAWAR and USMC programs. Training Support (Seaport-e Functional area 3.18) ReMilNet s technical training support expertise includes development of courseware, classroom instruction, training aids, and conducting training to fielded users on C4ISR systems and equipment. Students with the same knowledge, skills, and abilities are trained in the same sessions to ensure that the right message and learning objectives are achieved with the target population. ReMilNet has developed training packages (including course concept cards, briefs, student and instructor user guides, course exams, and certificates), across IT, business, finance, supply chain, and logistics programs, polices, and initiatives. Support within this task has been for SPAWAR, USMC, and USSOCOM programs. Program Support (Seaport-e Functional area 3.20) ReMilNet uses risk management, internal control, and quality assurance applications to effectively support efforts across cost, schedule, risk, performance, resourcing, safety, and quality parameters. ReMilNet has supported the establishment of a new major Command s Comptroller organization from Initial Operational Capability to Final Operational Capability, and was responsible for the documentation of policies, procedures, tables or organization, and development of timelines during this 18 month process while full time staff and resources were assigned to the organization. ReMilNet has also aided in the development of strategic and operational roadmaps to more efficiently implement changes in programmatic, equipment, and agency initiatives, and has evaluated how these potential changes may impact existing infrastructure, operational tempo, and mission objectives. Support within this task has been for SPAWAR and USMC programs. Functional and Administrative Support (Seaport-e Functional area 3.21) From a clerical and administrative support perspective, ReMilNet has provided office assistants, junior analysts, and administrative personnel to coordinate the collection of data calls, resource scheduling, and completion of reports. ReMilNet has also supported analytical and organizational assessment functions. ReMilNet s analysts have worked with USMC Commands to evaluate, extract, and develop methodologies to standardize and streamline reporting across regional and subordinate units to increase data accuracy and provide a method to collect and transmit lessons learned across the organization. ReMilNet has also conducted a USMC command wide initiative 4
5 of documenting processes and instructions across multiple divisions in compliance with in-place ISO policies. Public Affairs and Multimedia Support (Seaport-e Functional area 3.22) Supporting public affairs across the lifecycle includes initial communications planning, development of messages, plans and communication methods, through end-user follow up to ensure the message has been understood is of critical importance. ReMilNet has worked on formal and informal communication strategies to include development of communication plans for new program initiatives, development of talking points for senior leadership with respect to agency missions and goals, stakeholder engagement plans that provide methods for reporting and communicating information, development of strategic visual maps that aid command personnel in understanding how they fit within the organization, and visual and online communication publications, and contributions on program successes in agency newsletters. Support within this task has been for SPAWAR and USMC programs. 5
