2 Report by Mr Guido Gluschke Chair of the International Nuclear Security Education Network (INSEN) IAEA Headquarters, Vienna August 2015 The Annual Meeting of the International Nuclear Security Education Network (INSEN) was held at the International Atomic Energy Agency (IAEA) Headquarters, Vienna, Austria, August Attendance included 97 participants from 70 educational institutions from 37 member states, and five other stakeholders and observers. (The list of participants is included as Attachment 2). BACKGROUND The need for human resource development programmes in nuclear security was underlined at several IAEA General Conferences and Board of Governors Meetings. Successive IAEA Nuclear Security Plans (the Plans), the most recent of which was approved by the Board of Governors in September 2013 give high priority to assisting States in establishing educational programmes in nuclear security in order to ensure the sustainability of nuclear security improvements. The current IAEA Nuclear Security Plan covering emphasizes the importance of considering existing capacities at regional, national and international levels, while designing nuclear security academic programmes. Equally, the Ministerial Declaration from the 2013 International Conference on Nuclear Security emphasized the importance of collaborative networks in nuclear security education, particularly INSEN. In the course of implementing the Plans, the IAEA developed together with academics and nuclear security experts from Member States a guide entitled Educational Programme in Nuclear Security that consists of a model of a Master of Science (M.Sc.) and a Certificate Programme in Nuclear Security. This guide was published as IAEA Nuclear Security Series No. 12 Educational Programme in Nuclear Security 1 (NSS 12) in April 2010 and aims at assisting universities or other educational institutes to develop academic programmes in nuclear security. In order to better address current and future requests for assistance in this area, the IAEA organized a workshop in March The objectives of the workshop were to discuss current and future nuclear security academic programmes/courses of different universities worldwide, to share lessons learned in the development and implementation of nuclear security academic programmes and to establish a collaboration network among universities which are providing nuclear security education or which are interested in starting an academic programme/course(s) in nuclear security. During that workshop the participants agreed to facilitate the collaboration among universities, research institutes and other stakeholders and established the International Nuclear Security Education Network (INSEN), a collaboration network for higher education in nuclear security. The network has met once per year ever since. 1 For download: 2
3 OPENING The meeting was opened via a video message by Mr Khammar Mrabit, Director of the IAEA s Division of Nuclear Security, who welcomed the participants to this Annual meeting, which is held in the fifth year since the establishment of INSEN. Mr Mrabit congratulated the members of the Network on their accomplishments, thanked them for their commitment and contributions to the nuclear security education, and encouraged them to strive to improve continuously in their endeavours. Then, the incoming INSEN Chairman, Mr Guido Gluschke (Brandenburg University, Germany) extended his welcome to all participants, outlined the objectives and introduced the draft agenda for the meeting, which was adopted as presented. The meeting agenda is attached to this report as Attachment 1. The new INSEN members then had an opportunity to introduce themselves to the Network. OBJECTIVES OF THE MEETING The overall objectives of the meeting were: - To review the progress of the action plan set out at the last annual and working group meeting - To develop a plan for the next year, for the network and for the working groups - To discuss future and ongoing collaboration among network members, and with other entities, such as the NSSC Network - To become familiar with some programme and modalities for the NS education support - To learn about the impact of INSEN, some its activities, and review the preliminary results of the periodic INSEN survey - To discuss the proposal for the operation of INSEN, and - To adopt the Terms of Reference ITEMS DISCUSSED, FINDINGS AND RECOMMENDATIONS After an introductory session, chairs of WGs delivered short status updates on the implementation of their respective action plans, including development of new and revision of current teaching materials, ongoing and planned professional development courses, and achievements in the promotion of nuclear security education and INSEN. The Chair thanked all outgoing Chairs for their contribution and commitment, and welcomed the incoming vicechairs for the Network and for the Working Groups. Ms Oum Keltoum Hakam (University of Ibn Tofail, Morocco) was nominated as the new INSEN Vice Chair. Mr Edward Waller (University of Ontario, Canada) was nominated as the new Vice Chair of WG I. Ms Sebnem Udum (Hacettepe University, Turkey) was nominated as new Vice Chair of WG II. Vice Chair for WG III remained unchanged due to the previous mid-year change in leadership. Mr Dmitriy Nikonov (IAEA) provided a briefing, prepared at the previous request of INSEN, on the roadmap for Nuclear Security Series Publications, and update in the process for the revision of the NSS 12 Educational Programme in Nuclear Security guidance document. The panel presentations and a discussion after lunch included speakers from the IAEA (Ms Natalie Colinet, NACA) with a briefing on Coordinated Research Activities; US Department of State (Mr Scott Bruce) with an update on the activities and opportunities at Partnership for 3
4 Nuclear Security; and the European Commission-Joint Research Centre (Mr Paolo Peerani) describing opportunities and the progress of NS support programmes through the CBRN Centres of Excellence programme. The panelists then answered numerous questions from the audience. The IAEA (Ms Heba Negm) then provided a short briefing on the aggregated educational needs analysis based on the Integrated Nuclear Security Support Plans (INSSP), which was previously requested by INSEN members. The last presentations of the day were focused on the impact of INSEN activities (particularly PDCs). Messrs Matthew Moran and Daniel Salisbury (KCL, United Kingdom) presented the results of their impact study. Mr Dmitriy Nikonov (IAEA) briefed the members on the preliminary results of the INSEN annual survey, which looked into INSEN members teaching practices, use of teaching materials and textbooks, participation in, and utility of, PDCs, and opportunities for outreach and promotion of nuclear security education. The final report on this survey will be available on the NUSEC portal after completion of data analysis. During day 2 of the meeting, INSEN Working Groups deliberated in individual sessions, which concentrated on the discussion of the implementation of their respective action plans developed during the 2014 Annual Meeting and updated at the 2015 Working Group Meeting. The Working Groups also considered additional actions to be included in the action plan for the next year. The items from the WG deliberations, including status reports and actions planned for the future, are represented in Attachment 3 to this Report and were presented in the meeting. The final agenda item for Day 2 was the panel on the status of nuclear security education programmes in Bulgaria (Mr Dimitar Dimitrov, UNWE), Egypt (Ms Hanaa Hassan Abou Gabal, University of Alexandria), and Thailand (Ms Supitcha Chanyotha, Chulalongkorn University). In the morning of Day 3, the members briefly considered and adopted the INSEN Terms of Reference, taking account of a number of comments and suggestions in the last two years, which have been resolved or addressed. The next two presentations focused on the logistics and modalities of INSEN operation. Mr Dmitriy Nikonov (IAEA) proposed a new structure for INSEN meetings. The rationale for the new structure is the rapid growth of the network and its working groups, and greater maturity of the Network, manifested in growing number of collaborative activities of its members, projects, partnerships and information exchanges. The new structure includes a switch to a one annual meeting of the network per year, one leadership meetings per year (mid-year), and several focused small group meetings for the facilitation of ongoing projects and activities. The proposal also includes increased use of video conferencing and virtual meeting technologies to facilitate the work of INSEN and its members. The new arrangement will take effect in A number of comments and proposals from the members focused on potential challenges of the new arrangement, particularly on the need to maintain the momentum of the ongoing activities and ensure better information exchange among members. Greater emphasis will have to be placed on WG and Network chairs, who will need to devote more time and effort to the communication with members, and implementation of project tasks. Several proposals focused on the possibility of holding regional INSEN activities (member meetings or nuclear security education workshops), or additional events, 4
5 such as a possible research conference on nuclear security organized and implemented by INSEN members. Ms Alessia Durczok (IAEA) then briefed members on the procedure for the nomination of INSEN meeting participants, funding and visa support procedure, which would help ensure efficient processing of the related paperwork by the Secretariat. The panel before lunch included presentations and discussion on implications of the IAEA nuclear security culture work on related fields (chemical and biological) by Mr Igor Khripunov (CITS-UGA, USA); on the curriculum development for a Master programme in nuclear security and safeguards on the basis of the existing programme on nuclear energy (Mr Sihana, GMU, Indonesia); on the new International Journal of Nuclear Security by Mr Russel Hirst (UTK, USA); and on the use of multidisciplinary approaches on the development of new courses, using the example of remote detection technology by Mr Amitava Gupta (Jadavpur University, India). The INSEN leadership met on Day 3 for a working lunch with the leadership of the NSSC network to discuss ongoing initiatives and plans for the future. The afternoon session was conducted jointly with the NSSC Network in the form of joint regional meetings from Middle East and Africa, Asia and the Pacific, Europe, Latin America, and North America. The members discussed within these regional groups the opportunities of collaboration between members of both networks on meaningful projects. The results were presented to the members of both networks. The members briefly considered the timing of the next INSEN Annual meeting. The proposed dates for this meeting are August The dates of the proposed 2016 INSEN Leadership meeting are to be set separately. At the end of the day, INSEN Chair, Mr Guido Gluschke, briefly presented his report of the meeting. The report will be published on the NUSEC portal and, subsequently, on the IAEA website. CONCLUSION The 2015 INSEN Annual meeting completed the tasks with which it was charged. Work progress was reviewed and assessed, Action Plans were developed by each WG and included prioritization of tasks with responsible participants and deadlines for completion. INSEN Terms of Reference was adopted as planned. Members considered opportunities for support of nuclear security education, the impact and use of network activities and resources, as well as plans for the continued operation of the Network and the implementation of its meetings. They also met with colleagues from the NSSC network to advance collaborative activities and plan for the future. After the summary by the INSEN Chairman, Mr Dmitriy Nikonov of the Division of Nuclear Security, thanked the Chairs and the participants for their fruitful discussions and contributions on behalf of the IAEA.
