11 Draft Investment Objectives 1) To support reporting against the measures in the Outcomes Frameworks 2) To support current and emerging commissioning and NHS wide performance management information needs 3) To enable the capture and linkage of person-centred health and care data in pathways across care settings providing information relating to the health care provided to patients and supporting the assessment of the health and wellbeing of local populations. 4) To facilitate greater transparency and openness by providing open access to secondary uses and comparative data for a wide range of users 5) To offer a range of core national services and to enable the potential for additional services at a sub-national or local level 6) To build a platform for a flexible, responsive and scalable system, adaptable to future data and functional requirements 7) To maintain continuity of essential existing services, both during the transition and as a core component of the new services

19 Things to Consider Think beyond what you have already be creative! Start from the business needs of your organisation How does the service need to develop over time? What must the ODP provide nationally and what should be handled locally?
20 Group Work 1: Business Needs Questions to consider: What are the key success criteria for the ODP? What business needs and benefits does the availability of comprehensive, centrally available secondary-use data support? What are the short-term requirements that must be met What is the need in the longer-term Where can general duplication in data management activity be reduced (datasets, processing etc)? What do you think ODP should NOT do?
21 Group Work 2: Functional Scope Questions to consider: Central collection and distribution of data sets - What are the key characteristics of such a service? What additional functionality would be needed both initially (e.g. pseudonymisation, data validation, PbR and RTT algorithms) and in the longer term? Central processing of data - What data and processing functions should be carried out at a national level and which are better managed locally? Linkage of records in different data sets What are the business activities that require this and what are the benefits of doing this centrally?
