1 LRI Hidden Valley Acceptance Criteria for Asbestos and Asbestos Contaminate Waste Material Asbestos Policy and Criteria Policy: Pierce County Recycling Composting and Disposal (LRI) has established an acceptance protocol for asbestos waste generated from within Pierce County. The purpose of this policy is to ensure that wastes from these types of disposal activities are dealt with in a proactive manner which does not adversely impact employees, customers and normal Transfer Stations and Landfill operations. Hidden Valley accepts asbestos waste from home owners only. Puget Sound Clean Air Agency exempts from most asbestos abatement requirements. A homeowner is someone who removes asbestos from their own property they reside in and self-transports it to the site. The homeowner must provide a Good Faith Asbestos Survey and Asbestos Waste Material Shipment Record if the asbestos containing material exceeds the exempt qualifications of homeowners. The survey will state whether the material is asbestos containing (or assumed asbestos containing) or non-asbestos containing. From there it will break it down to friable and non-friable containing asbestos. If the homeowner declares that all the demolition material is friable asbestos, the Good Faith Asbestos Survey is not required. A homeowner is not required to have an abatement company perform a Good Faith Asbestos Survey on a remodel or demolition project if they are doing the project themselves. A homeowner is required at a minimum to perform a Good Faith Asbestos Survey themselves. Asbestos Waste Material Shipment Record is not required for homeowners having less than 10 linear feet of friable asbestos-containing material on pipes and/or less than 48 square feet of friable asbestos-containing material on other components (per structure, building or vessel per calendar year). It is also not required for non-friable asbestos containing material.
2 If the homeowner has a contractor remove the asbestos containing material, all business or commercial requirements apply. Also, if the homeowner has a waste hauler or Abatement Company transport the asbestos containing material, an Asbestos Waste Material Shipment Record is required. When reviewing an Asbestos Waste Material Shipment Record ensure that it is filled out correctly, the homeowners address and signature are there and a Puget Clean Air Agency stamp is on the top of the page. If there are any discrepancies or questions about the documents, contact the site manager.
3 Requirements for Accepting Asbestos Containing Material from Homeowners 1. Asbestos must be accompanied with a Good Faith Asbestos Survey and an Asbestos Waste Material Shipment Record (unless meeting the exempt requirements). 2. The homeowner must be present with the asbestos material. 3. The asbestos material must be from the homeowner s residence and be from Pierce County. 4. The homeowner must bring it in a private vehicle. If the homeowner has a commercial hauler or Abatement Company bring it in it is considered commercial (regardless if the homeowners is present) and will be rejected. 5. Non-friable and friable asbestos must be wetted and double bagged in 6mil Polyethylene (removing as much air as possible) and sealed with tape. 6. All asbestos containing bags must have the address of the homeowner legible on each bag. 7. All Asbestos containing bags must be light enough to be hand unloaded. 8. If the asbestos material is too long to fin in a bag, (such as pipe), the material must be wrapped and sealed on both ends with the address written legibly on it.
4 Definitions: Asbestos: means the asbestiform varieties of actinolite, smosite (cummingtonite-grunerite), tremolite, chrysotile (serpentinite), crocidolite (Riebeckite), or anthophyllite. Asbestos Containing Material (ACM): Means mill tailings or any other waste that containes commercial asbestos and is generated by a source subjected to the provisions of the Code of Federal Regulations [40 CFR 61, Subject M.] This term includes filters from control devices, friable asbestos waste material and bags or other similar packaging contaminated with commercial asbestos. As applied to demolition and renovation operations, this term also includes regulated asbestos containing material waste and materials contaminated with asbestos including disposal equipment, clothing and other personal protective equipment. Asbestos Survey: Means a written report describing an inspection using the procedures contained in EPA regulations [40 CFR ], or an alternate method that has received prior written approval from the Control Officer, to determine whether materials or structures to be worked on, renovated, removed, or demolished (including materials on the outside of structures) contain asbestos. Demolition: Means wrecking, razing, leveling, dismantling, or burning of a structure, making the structure permanently uninhabitable or unusable. Friable, Asbestos-Containing Material: Means asbestos-containing material that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure or by the forces expected to act upon the material in the course of the demolition, renovation, or disposal. Such materials include, but are not limited to thermal system insulation, surfacing material, sheet-vinyl flooring with asbestos backing, and cement asbestos products. Homeowner: An individual that resides in a single family dwelling that the individual legally owns. Leak-Tight Container: Means a dust-tight and liquid-tight container at least 6-mil thick that encloses asbestos-containing waste material and prevents solids or liquids from escaping or spilling out. Such containers may include sealed plastic bags, metal or fiber drums, and sealed polyethylene plastic. Nonfriable, Asbestos-Containing Material: Means asbestos containing material that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure or by the forces expected to act on the material in the course of demolition, renovation, or disposal. This includes asbestos roofing, vinyl asbestos tile, mastic, and caulking.
5 Single-Family Residence: Means any non-multiple units building containing space for uses such as living, sleeping, preparation of food, and eating that is used by one family who owns the property as their domicile. This term includes houses, mobile homes, trailers, detached garages, houseboats, and houses with a mother-in-law apartment or guest room. This term does not include rental property or multiple-family units, nor does this term include any mixeduse building, structure, or installation that contains a residential unit.
