1 REQUEST FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES PARKVIEW ELEMENTARY SCHOOL October 2014 I. PROJECT INFORMATION A. Name: Bellingham School District Parkview Elementary School B. Location: 3033 Coolidge Dr., Bellingham, WA C. Project Description: Parkview Elementary, with a current enrollment of approximately 300 students, currently utilizes a 3,000 square foot space as a cafeteria and gymnasium space. The project includes the construction of a new gym or cafeteria and to use the existing space as a gym or cafeteria. Conducting a facility assessment and analysis of which type of space to construct is part of the work. Further, it is anticipated that a future bond issue will provide funds for the complete renovation or rebuilding of Parkview Elementary. This may impact which type of space to construct and the location of the new space. With the new addition, it is anticipated that some renovation or improvements of the current kitchen and serving area will need to be considered as part of the project. (A copy of an aerial view of the site, site plan, and existing floor plan provided) D. Planning and design, construction documents, construction cost estimates, contract administration, and warranty compliance. E. Schedule: Construction documents shall be completed in time to allow permits to be obtained prior to opening of bids in May Construction work shall be complete to allow Owner to occupy the facility in August II. GENERAL SCOPE OF SERVICES General scope of services required by the selected architectural firm shall be as follows: A. Provide planning, architectural, civil, landscape, structural, mechanical, electrical, acoustical, and all other architectural services necessary for completion of the project. B. Design project and prepare construction contract documents. C. Oversee and coordinate project bidding. D. Administer construction contract. E. Monitor and assist in warranty compliance. Page 1 of 5

2 III. GENERAL ARCHITECTURAL FIRM REQUIRMENTS Architectural firms shall comply with the following requirements to be considered for selection. Qualifications submitted by firms failing to meet these requirements may be considered nonresponsive: A. State of Washington License: Architectural firms shall be licensed to practice in the State of Washington. B. Office Location: Local office providing services shall be located within 100 driving miles of Bellingham, Washington. C. School Experience: Local office performing work shall have designed an elementary school and/or project similar to the proposed project in the State of Washington within the last six years. D. Professional Liability Insurance: Architectural firm shall carry and plan to maintain a minimum of $1,000,000 professional liability insurance coverage. This level of coverage shall be provided at no additional cost to the Owner. E. Schedule Compliance: Architectural firms and their consultants shall be capable of meeting the Project Schedule. Firm and consultants shall have resources available to begin and complete each phase of work as identified in this Schedule. F. Contract Documents: All contract documents prepared by consultants shall be produced in an electronic format utilizing AutoCAD Release 2012 or later version as required by the Owner. G. Form of Agreement: The selected firm should be prepared to enter into a form of agreement substantially the same as the District s draft form of Owner-Architect Agreement, copies of which may be obtained from the Finance and Operations Office. This form of agreement includes: lump sum pricing of Basic Services; minimization of Additional Services compensation; Owner s right to designate a Construction Manager; detailed budgeting guidelines; and other important features. IV. QUALIFICATION REQUIREMENTS Prepare and submit qualifications as described below: A. Format and Submittal Information: 1. Qualifications shall comply with all requirements and provide all information identified in this Request for Qualifications document. Qualifications found to be incomplete or failing to comply with these requirements may be considered non-responsive. 2. Qualifications shall not exceed 10 pages. Architect Project History Forms (refer to details in section IV.B.d Architect Project History Forms) are in addition to the 10 page maximum. 3. Submit qualifications in an 8 ½ x 11 format. 3 B. Provide information as identified in the following four sections. Prepare qualifications according to the sequence and format identified in this section. To comply, the outline of the qualifications shall be as follows: a. Section 1: Confirmation of Architectural Firm Requirements i. State of Washington license: Confirm architectural firm is licensed to practice in the State of Washington ii. iii. iv. Office location: Confirm the local office performing the work is located within 100 driving miles from Bellingham, Washington. School experience: Confirm architectural firm has designed an elementary school and/or project similar to the proposed project in the State of Washington within the last six years. List names of each applicable project designed during time period. Denote which projects, if any, incorporate green building standards such as the Washington Sustainable Schools Protocol (WSSP), the Leadership in Energy and Environmental Design (LEED) for Schools design silver standard, or the Living Building Challenge. Professional liability insurance: Confirm architectural firm carries a minimum of $1,000,000 professional liability insurance and plans to maintain this level of coverage at no additional cost to the Owner. v. Schedule compliance: Confirm architectural firm and all proposed consultants have reviewed the Project Schedule (refer to section I.E.) and are able to complete the project, including each individual phase of work, on schedule. b. Section 2: Architectural Firm Information i. Name and address: Identify name of firm and address of local office performing the work. ii. iii. iv. Number and type of employees: Identify total number of employees working at the local office. Also, identify the number of principals, project managers/architects, designers, draftspersons, and clerical, or other type of employees. Firm history and information: Provide brief history and general information about firm. Recent project history: List all projects designed by your firm over the past six years with a construction value exceeding $1,000,000 and below $5,000,000. v. Project participants: Identify the following individuals assigned to the project and include the educational degree for each member: v.1 Principal in Charge v.2 Project Manager v.3 Project Architect or Designer v.4 Draftspersons v.5 Specifications Writer Page 3 of 5

4 vi. v.6 Construction Administrator Special qualifications: Describe attributes that distinguish your firm from other firms offering similar services and how selecting your firm will benefit the District. c. Section 3: Consultant Information Provide the following information for each consultant proposed to assist in the architectural firm with this project. As a minimum, provide information regarding civil engineer, landscape architect, structural engineer, mechanical engineer, and electrical engineer. i. Name and address: Identify type of consultant, firm name, and address of local office. ii. iii. iv. Number and type of employees: Identify total number of employees working at local office. Also, provide the number of employees for each position within the firm. Firm history and information: Provide brief history and general information about the firm. Recent project history: List all applicable projects designed during the past six years by the local office proposed for the work. v. Project participants: Identify the Principal in Charge and Project Engineer/Primary Designer assigned to the project. vi. Special qualifications: Describe attributes that distinguish consultant from other firms offering similar services and how utilizing this consultant will benefit the District. d. Section 4: Architect Project History Forms i. Provide the following information for all elementary schools and/or projects similar to the proposed project designed during the past six years by the local office proposed for the work: i.1 Name and description of Project i.2 Date Completed i.3 Total Construction Cost i.4 Owner i.5 Owner s Representative and Telephone Number i.6 Principal in Charge i.7 Project Architect or Primary Designer C. Submit four (4) copies of qualifications to Curtis Lawyer, Capital Projects Manager, 1306 Dupont Street, Bellingham, WA Deliver qualifications on or before 5:00 p.m., November 6 th, Page 4 of 5

5 D. All qualifications submitted remain the property of Bellingham School District and shall not be returned. V. ARCHITECTURAL FIRM SELECTION PROCESS A. The following information identifies the process to be used by the Bellingham School District in the review and selection of architectural firm for the project: 1. To be considered, architectural firm shall submit qualifications that provides all information and complies with all requirements of the Request for Qualifications document. 2. To be considered, four (4) copies of an architectural firm s qualifications shall be delivered to Curtis Lawyer, Capital Projects Manager, Bellingham School District, 1306 Dupont Street, Bellingham, WA 98225, on or before 5:00 p.m., November 6th, Qualifications shall be reviewed by members of a Bellingham School District selection team. Based upon this review, final candidates shall be identified. There is no minimum or maximum number of final candidates eligible for consideration. Final candidates shall be those considered to be most highly qualified to perform the services required. 4. Architectural firms shall be evaluated based upon content and quality of qualifications, experience, performance on past projects, personnel assigned to the project, consultants assigned to the project, ability to meet schedule, references, and other factors the Bellingham School District wishes to take into consideration. 5. In depth review and evaluation of final candidates shall be conducted by a team comprised of Bellingham School District staff and others as the District deems appropriate. This evaluation may include, but not be limited to, review of references, review of past projects, office/past project visitation, interviews, and review of additional requests for information sent to final candidates. 6. Upon completion of the architectural firm evaluation process, the Bellingham School District shall recommend the top candidate to the Board of Directors for further review and contract negotiations. 7. Final selection is anticipated to be completed no later than December 11, B. The Bellingham School District shall have the right to modify the selection process; waive any informality and irregularity; and make a selection, which in its judgment, is in its own best interest. VI.
