4 The objectives for 2020 The objectives of the German federal government for 2020 : - 40 % of the CO2 emissions of % of the electricity renewable - 14 % of heat needs covered by renewable sources - Significant but controlled expansion of bio-fuels - Doubled energy efficiency Shall be reached and monitored on a communal level
5 Why the communes? The federal policy is implemented legally on a communal level The communes control the essential levers : - Buildings (urbanism, regulations, standards) - Networks (infrastructures of all type) - Transport (in particular public transportation) - They are often (co-) owners of utility companies
6 The comptetion : Competition open to all German communes : To present an implementation plan to reach the government objectives for 2020 The project-team had be composed of : - Communal authorities (administration) - Utility companies (public or private) - University Institutes (and consultants) Supporting research for coaching the teams

8 Energy related service (examples) R &D Service (Energy harvesting, new technologies, assessments) Consulting /Education Service (new technologies, support clients) Metering Benchmarking service (energy, climate etc.) Financial and insurance services (contraction, leasing, BOT etc.) Services (monitoring, deconstruct, trouble shooting etc.) Process management services (peak sharing, smart metering etc.) Logistics and Organisation (local distribution) Marketing and Sales (cooperation of firms) Maintenance services (buildings, batteries for cars) Transport related services (network operation)
9 Results of the first phase of the competition In the first phase 72 teams participated : Communes from to 1.5 Mio inhabitants Large cities with dense infrastructure, as well as shrinking rural communities 15 teams were selected for the second phase 7.BMBF-Forum für Nachhaltigkeit
10 Result of the second phase of the competition In the second phase 15 teams worked for one year (partially funded) and presented a detailled implemenation plan 5 teams were selected on the following criteria : - System appoach - Efficiency - Local implemenation - Transferability - Innovation The 5 winning cities will be funded substantially during 5 years

Benchmarking and monitoring will be crucial If the results are rapidly positive other communes will follow
