2 ESCO What is it? An energy service company or energy savings company (acronym: ESCO or ESCo) is a commercial or non-profit company providing a broad range of energy solutions including design, implementation and financing of energy saving projects, retrofitting, energy conservation, energy infrastructure outsourcing, power generation and energy supply, and risk management. A qualified ESCO can help you to: 1. Identify and evaluate energy-saving opportunities; 2. Develop engineering designs and specifications; 3. Manage the project from design to installation to monitoring; 4. Supply energy at the best costs; 5. Arrange for financing; 6. Train your staff and provide ongoing maintenance services; 7. Guarantee that savings will cover all project costs; 8. Better understand and apply standards, laws and incentives. 2

7 European energy policy The Treaty of Lisbon (2007) places energy at the heart of European activities. It effectively gives it a new legal basis which it lacked in the previous treaties The aims of the policy are supported: 1. by market-based tools (mainly taxes, subsidies and the CO2 emissions trading scheme), 2. by developing energy technologies (especially technologies for energy efficiency and renewable or lowcarbon energy) 3. by Community financial instruments. 7

9 The Italian context The National Energy Strategy (SEN ) identifies seven priorities with concrete goals and specific measures to support Energy Efficiency is the first of them. 15,5 MToe 9

10 White Certificates market Italy, the first country in Europe, has developed since 2004 a system of incentives for energy efficiency: the market for white certificates (also known as Energy Efficiency Certificates - EEC); In this market an ESCO can realize energy efficiency initiatives and at the same time can gain ECC and can sell them; Currently the value of each EEC is 110. In the projects of electricity savings for each saved MWh you earn an incentive of 3-5 Euros; 5 euros are so many? Are few? 5 euros for each saved MWh, in any case, help the business model! 10

11 ESCO s critical points In Italy there is a very large market for energy efficiency ESCOs are called upon to play a key role in the development of energy efficiency but the ESCO certified (according to the Italian standard UNI 11352) are only a hundred So why ESCOs have not developed as they should and could? Some inspiration: 1. To operate as ESCO is not as simple as it seems 2. there is a gap of expertise in the field of energy efficiency 3. few ESCOs have skills to operate at the same time in different sectors (building, industriy, services ) 4. few ESCOs have sufficient capital to finance energy efficency activities and projects 5. few ESCOs have right background to work with the public administration 11

14 ESCO s business: some reflections The energy market in Italy is in deep crisis IREN is moving from the business of selling energy to the business of selling energy services But if you help your client to consume less, your business will be reduced! We want to help ensure that the "final customer" consumes better (not necessarily less) Iren wants to become the global consumer energy consultant With the energy services IREN will maintain customer loyalty, optimize the production and distribution of energy (double benefit) and finds new business! 14

15 Case study - Lighting of the City of Turin Turin has about one million inhabitant. The efficiency improvement project that we re realizing concerns the installation of new LED lamps to replace about 60% of the public lighting system of the city (100,000 points of light). There are about 24,000 light points that require specific engineering studies and 16,000 light points afferent decorative lighting which, for their peculiarity, require a study on time. 1 ottobre

17 Case study - Lighting of the City of Turin Iren finances the investment, receiving a share of the savings achieved in the first 12 years. After the City will benefit 100% of the savings generated. The fee of Iren remains constant throughout the duration of the contract (assuming the attainment and maintenance of the agreed performance starting after the end of the replacement of the lamps), with reference to the current price of electricity paid by the City. Iren will also benefit white certificates generated by the project. In addition to funding the project, Iren will anticipate to the City a significant share of total savings during the period of installation of the lamps to get a higher fee during subsequent years. 1 ottobre
