6 SECTION 1 INTRODUCTION 1.01 This document is issued by Vectren Energy Delivery of Indiana, Inc. as a reference and guide to Customers, Contractors, Electricians, Engineers, Architects, and others planning electrical installations for residential or small commercial and industrial properties to be supplied with electricity from the lines of the Company This manual is a supplement to, and is not intended to replace, the GENERAL TERMS AND CONDITIONS APPLICABLE TO ELECTRIC SERVICE as published by the Company, in it s tariff, and approved by the Indiana Utility Regulatory Commission The recommendations and rules set forth herein are generally sufficient to answer questions concerning a majority of the installations within its scope. When questions arise which are not covered by this booklet, the Company will be pleased to furnish information on them or any matter pertaining to its service When planning electrical installations for larger commercial or industrial establishments, it will be necessary to contact the Company for detailed information on service requirements All electrical installations shall be made in accordance with the specifications herein, which meet or exceed the requirements of the National Electrical Code (NEC) and the National Electrical Safety Code (NESC). Any State, county, or municipal laws and regulations that may be in effect in the area in which the installations are made must be followed The Company reserves the right to disconnect, or the right to refuse to connect any service that does not comply with any rules or regulations applicable to the Company s service or which it deems to be hazardous to persons or property. 5

7 1.07 The Company will not be responsible for the adequacy, safety, or satisfactory performance of the equipment and facilities installed by the Customer. 6

8 SECTION 2 DEFINITIONS COMPANY 2.01 The word Company as used throughout this booklet refers to Vectren Energy Delivery of Indiana, Inc. CUSTOMER 2.02 The word Customer means either a present or prospective user (or his representative) of the Company s electric service. OVERHEAD SERVICE DROP 2.03 The portion of the service installation consisting of the overhead supply conductors between the Company s last pole or other aerial support and the first point of attachment to the Customer s structure or support. UNDERGROUND SERVICE DROP 2.04 That portion of the Company s service installation from the point of last connection to the Company s transformer or secondary vault or pedestal to the meter socket consisting of supply conductors buried under the Customer s premises. SERVICE ENTRANCE 2.05 The conductors and other equipment in that portion of the service installation between the point that the Company s overhead or underground service drop is attached to the Customer s structure or support and the service equipment. 9 wire, cable, service raceways, meter mounting devices, fittings, etc. shall be considered as a part of the service entrance. 8

10 SERVICE EQUIPMENT 2.06 An approved service switch (or switches) or other approved protective and disconnecting devices, located near the point of entrance of the supply conductors to a building, constituting the main control and means of disconnecting the supply to that building. SERVICE HEAD 2.07 A device attached to conduit, other raceways or service entrance cable near the point that the service entrance conductors are attached to the service drop. The device is sometimes referred to as a Weather Head or Entrance Cap. READILY ACCESSIBLE 2.08 Capable of being reached quickly and safely for operating, renewal, or inspections, without the necessity of climbing over or removing obstacles or resorting to portable ladders, chairs, etc. RECREATIONAL VEHICLE 2.09 A vehicle for recreational use and not designed for year-round occupancy. Normally, special equipment is not required for towing. MANUFACTURED HOME 2.10 A home manufactured at a factory and then moved to a permanent home site. Generally, special equipment is required for towing. 9

11 SECTION 3 GENERAL INFORMATION APPLICATION FOR SERVICE 3.01 Application for service for either a new installation or additional service to an existing installation must be placed with the New Business Service Center of the Company at the earliest possible date, and before any work is started. An early application is necessary to assure that the type of service desired is available and to give the Company adequate time to determine the facilities required, to secure necessary Permits and/or Right-of-Way, and to construct the facilities required to provide the service requested by the Customer. CONTACT OF COMPANY REPRESENTATIVES 3.02 Initiation of contact with Company representatives regarding new or reworked service should be made by telephoning the Business Service Center. Followup contact should be directed to the representative assigned to handle the Customer s request. Business Service Center 20 N.W. Fourth Street Evansville, Indiana Phone: or DEPOSITS, CHARGES AND/OR CONTRACTUAL REQUIREMENTS 3.03 The Company may require that an applicant make a meter deposit, a contribution in aid of construction, or execute a contract setting forth the terms and conditions under which the service desired will be provided. In general, the 10

12 details of these matters will be explained at the time the Customer makes application for service. However, in many cases, costs to provide the service requested by the Customer will not be known at the time application is made. In this event, contract requirements will be completed later with the Customer and before service is extended. TEMPORARY SERVICE 3.04 The Company has special requirements for temporary service and must be consulted before each installation. After a period of time the service may be investigated by the Company to determine the status of its usage. The Company's structural requirements for temporary service installations to be used in conjunction with construction work (often referred to as temporary saw service ) are shown in Figure 1 for overhead service and Figure 2 for underground service. RECREATIONAL VECHICLE PARK AND MANUFACTURED HOME SERVICES 3.05 The Company has special requirements for service to recreational vehicle parks and manufactured homes, and should be consulted in each case. Before service will be supplied to this type of customer, the Customer s facilities must conform to State, County, or Municipal Codes that may be in effect. Refer to Section 7 and to Figures 11, 19, and 20 for construction details. INSPECTION 3.06 In some areas, local law requires that all new or additional wiring on the Customer s premises be inspected and approved by an authorized electrical inspector before being connected for service. It is the Customer s obligation to arrange and pay for whatever inspection is required and to ensure that the Company receives notification of inspection approval. 11

13 METERING TAMPERING 3.07 Tampering with the meters or with conductors carrying unmetered current, and the unauthorized breaking of the Company s seal is prohibited by law and will not be tolerated by the Company. Violators are subject to prosecution and statutory penalties. NUMBER OF SERVICES AND METERS 3.08 Ordinarily, the Company will install only one service drop to a building for each class of service rendered. If the building is occupied by one tenant, only one watthour meter for each class of services rendered will be installed. If occupied by several tenants, each one will become a customer of the Company and a meter will be installed for his respective class of service. In such cases all meters shall be grouped at a central location. Consult the NEC for appropriate service equipment. REPLACEMENT OF SERVICES 3.09 When a Customer desires to replace an existing service with a larger service or to relocate the attachment of the service drop on the Customer s premises, the Company shall be consulted before such work is started in order to ensure that the proposed changes shall conform to the latest editions of applicable codes or to the requirements of the Company relative to clearances, meter location, grounds, etc., as set forth in this manual. Permanent service connections shall not be made until such requirements are met. CONNECTIONS 3.10 All permanent connections between the Company s facilities and the Customer s wiring will be made by the Company, and unauthorized permanent connections will not be permitted. Temporary connections, subject to the terms 12

14 of Article 3.09, may be made by a licensed electrician to reduce the duration of service interruption to the Customer. Upon completion of the temporary connections, the Customer (or the Customer s electrician) shall ensure that the Company s Business Service Center representative handling the respective request receives notification of the completion of the temporary connections. The Company will then schedule installation of permanent connections. 13

15 SECTION 4 SERVICE AVAILABLE GENERAL 4.01 All electric service supplied by the Company is 60 Hertz alternating current. The voltage and the number of phases, which will be supplied, depend upon the location, character, and size of the Customer s load. The Customer should consult the Business Service Center regarding the type of service which will be provided before proceeding with the purchase of equipment and the installation of wiring. RESIDENTIAL AND FARM SERVICE 4.02 General, residential and farm services will be supplied single phase, three wire at a nominal 120/240 volts. Under special conditions, which must be established through consultation with Company representatives, other secondary voltage services may be supplied. COMMERCIAL AND INDUSTRIAL SERVICE 4.03 Service normally available to service commercial and industrial loads may be single phase, three-wire, or three phase, three- or four-wire. The Company should always be consulted concerning the exact characteristics of the type of service available. 14

16 SECONDARY VOLTAGE SERVICE 4.04 The following secondary voltage services are normally supplied by the Company: NOMINAL PHASE WIRES VOLTAGE SERVICE AVAILABLE FOR a.) /240 Small lighting and/or power loads. b.) /208 Small lighting and/or power loads. (Downtown Evansville Only) c.) /480 Small power loads. d.) Small and medium power loads. e.) /208 Large lighting and/or power loads. f.) /240 Small lighting and/or power loads. g.) Large power loads. h.) /480 Large lighting and/or power loads. PRIMARY VOLTAGE SERVICE 4.05 Service at primary voltage is available to customers using large amounts of energy. The Company s Business Service Center should be consulted regarding the availability of this service. 15

17 SECTION 5 OVERHEAD SERVICE GENERAL 5.01 Where overhead service is requested the Company will furnish and install an adequate overhead service drop from the Company s pole or other aerial support to the point of attachment on the Customer s structure. POINT OF ATTACHMENT 5.02 The Company shall be consulted and the point where the overhead service drop will be attached to the Customer s structure will be located by mutual agreement between the Company and the Customer. If the point of attachment is to be located on a Customer s building, then it shall be located on the building s exterior wall or on a support extending vertically above an exterior wall. The point of attachment should be located on the side of the building nearest Company facilities and shall be readily accessible to Company personnel. Where a Customer requests the connection of new service entrance conductors to an existing overhead service drop that crosses over the roof of the building, the connection will be allowed as long as the service drop meets or exceeds all NESC clearance requirements. If the existing drop does not meet or exceed NESC clearance requirements, then the Customer shall route the service riser(s) and service entrance conductors to an acceptable attachment point on an exterior wall of the building or on a supporting structure extending vertically above the exterior wall No more than one overhead service drop will be run to a building except as provided by Article of the National Electrical Code. Exceptions include fire pumps, emergency lighting, different voltages and other conditions. Where 16

18 two or more service drops are required for the delivery of different classes of service to a Customer s premises, they shall be installed at the same location unless otherwise specified by the Company The Customer shall provide a safe and adequate anchorage to support the overhead service drop. Figures 12, 13, and 14 show typical ways of providing this support The Customer shall install the necessary facilities for mounting and securing the service drop attachments. The Company normally will furnish the service drop attachment hardware for the Customer to install. SERVICE DROP CONDUCTOR CLEARANCES 5.06 The point of attachment of an overhead service drop to a structure shall be equal to or greater than the minimum height requirements specified in paragraph The minimum height at the point of attachment shall be increased as needed to provide the minimum clearances indicated in TABLE 5-1. The Company s Layout and Design representatives can provide the amount of sag in the service drop conductor to assist the Customer in determining the minimum acceptable height of attachment. The maximum height of such attachments should not exceed (30) feet unless a greater height is necessary to provide minimum clearances as listed in TABLE 5-1. NOTE: The clearances listed in TABLE 5-1 are per the latest edition of the National Electrical Safety Code (NESC). The clearances listed are a partial listing of the complete NESC that should be pertinent to most construction situations encountered. The Company shall be consulted regarding situations that are not addressed by TABLE 5-1. Footnotes recognizing significant exceptions to the basic clearances of TABLE 5-1 follow the tabular data. The Company may be consulted to identify other exceptions that might change the requirements listed and to clarify the application of the TABLE. 17

20 Supply Conductor Type Type I - Supply cables of 0 to 750V that are insulated, nonshielded, and supported on and cabled together with an effectively grounded bare messenger. Type II - Open supply cables of 0 to 750V. Footnotes (1) This rule does not apply to a pool fully enclosed by a solid or screened permanent structure. (2) This rule does not apply when the supply conductors are 10 feet or more from the edge of the pool, diving platform, or diving tower. CLEARANCE FROM EXISTING COMPANY FACILITIES 5.07 It is the Customer s responsibility to notify the Company of any clearance conflicts between existing Company facilities and the Customer s new or planned buildings and/or other structures. Figures 26 to 34 illustrate the basic National Electrical Safety Code clearance requirements. It should be noted that the horizontal clearances listed are to conductors that could be displaced by wind. Therefore, the Customer shall notify the Company before installing buildings or other structures at a distance of less than 20 feet from Company distribution facilities or 40 feet from Company transmission facilities so that the exact clearance requirement can be determined. ATTACHMENT POINT CLEARANCE 5.08 Customers shall position the service drop attachment point such that the service drop conductors (less than 600 V) will have a clearance of not less than 3 feet in any direction from windows, doors, porches, fire escapes, or similar locations. Exceptions allowing lessor clearances as illustrated in Figure 37 involving conductors above the top level of windows or near windows designed 19

21 not to open must be approved by the Company prior to installation of the attachment point by the Customer. Figure 35 illustrates the clearance requirements for attachment of service drop conductors to through-the-roof service masts for various service voltage levels and building construction configurations. AUXILIARY DEVICES 5.09 The Customer shall not attach auxiliary devices or supplemental equipment of any kind to the Company s service drop wires. CUSTOMER S METER POLE 5.10 Where the Customer s structure to which the service drop is attached is a pole furnished and installed by the Customer, such pole shall be properly treated with a wood preservative, set at least five feet in the ground, and be of sufficient height to provide the required service drop clearance as outlined in paragraph 5.06 (See Figures 4 through 11) Any connections to the meter pole by the Customer, except the service entrance wiring and pole top disconnect switches (See Figure 7), must be made at least 12 inches below the point of attachment of the Company s service drop. 20

22 SECTION 6 UNDERGROUND SERVICES UNDERGROUND RESIDENTIAL SERVICES 6.01 Where underground service is requested for a single-unit dwelling, the Company will furnish, install, and maintain an adequate underground service drop from the Company s overhead or underground source to a meter socket mounted on the Customer s building wall (See Figure 15). For farmsteads or other similar customers where a load-center metering point is desired by the Customer, the metering equipment may be mounted on a Company approved pedestal as shown in Figures 18 and Where underground service is requested for a multi-unit dwelling with two to six units between firewalls, the Company will furnish, install, and maintain an adequate underground service drop from the Company s overhead or underground source to the bus connection point of a gang meter socket mounted on the Customer s building wall (See Figure 16) Where underground service is requested for a multi-unit dwelling with more than six units between firewalls, the Company will furnish, install, and maintain an adequate underground service drop from the Company s overhead or underground source to the Customer s main disconnect switch connected directly ahead of a gang meter socket. The switch and gang meter socket shall be installed on the Customer s building wall (See Figure 17). 21

23 UNDERGROUND COMMERCIAL/INDUSTRIAL SERVICES 6.04 Where underground service is requested for small commercial developments for which the Company determines that self-contained metering is appropriate, the Company will furnish, install, and maintain an adequate underground service drop from the Company s overhead or underground source to the Customer s meter mounting equipment (<480 V service) or service disconnect switch (480 V service) mounted on the Customer s building wall. The metering equipment shall be arranged the same as the residential requirements listed in 6.01 through 6.03 depending on the number of metered units per service drop (See Figures 15, 16, and 17) Where underground service is requested for commercial/industrial customers for which the Company determines that instrument transformer metering is appropriate, the Company will furnish, install, and maintain an adequate underground service drop from the Company s overhead or underground source to the meter mounting equipment (or to the Customer s service disconnect switch if the number of services > six) mounted on the Customer s building wall or inside the Customer s enclosed switchgear (See Figures 22 and 24). As an option for certain classes of service the Customer may extend his service entrance conductors to the Company s pad-mounted transformer located outside the Customer s building wall. In such cases, instrument transformers shall be mounted inside the secondary compartment of the transformer and the watt-hour-demand meter shall be mounted on the building wall or optional pedestal supplied and installed by the Customer (See Figure 23). The Customer shall terminate each service entrance conductor with a one or two-hole lug as directed by the Company. The Company will complete the connection by bolting the lugs to the transformer secondary terminal spades. 22

24 LOCATION OF METERING EQUIPMENT 6.06 The Company shall be consulted and the metering equipment will be located by mutual agreement between the Company and the Customer. If the metering point is attached to the Customer s building, then it should normally be located on the side of the building nearest to existing Company facilities. The metering equipment shall be situated such that it is readily accessible to Company personnel. ROUTING OF UNDERGROUND SERVICES 6.07 The Customer will be responsible for locating all known Customer-owned underground facilities in advance of route selection of the underground service drop by the Company. The Customer shall also inform the Company of any planned future activities such as building additions, landscaping, swimming pool installation, etc. that may interfere with Company service drop cables The Customer shall extend conduit (size and number specified by the Company) from the metering equipment to an underground point not covered by a permanent structure (sidewalk, patio, driveway, etc.)(see Figure 15, 16, 17, and 22). INSTALLATION OF UNDERGROUND SERVICES 6.09 The Customer will be responsible for providing a grade within six inches of the final grade along the proposed underground service drop route prior to the Company s scheduled time of installation. The Customer shall also keep the service drop route clear of any building materials or other obstructions to Company installation equipment. 23

25 UNDERGROUND SERVICE IN THE DOWNTOWN EVANSVILLE BUSINESS DISTRICT 6.10 The downtown Evansville Business District, generally bounded by Sycamore Street, Eighth Street, Locust Street, and Riverside Drive, or as may be changed by future requirements, is serviced by underground distribution. Notification of new loads or changes in existing loads in this area should be made to the Company s Business Service Center before any equipment is ordered, purchased, or installed New services and replacement services in the downtown Evansville area shall be installed underground whenever it is practicable. The Company will install the necessary raceway to the property line of the Customer. The Customer will install raceway entrances through his building wall to the property line for connection with the raceway installed by the Company. The Company will furnish and install the service conductor to the Customer s service equipment. Service entrance locations shall be established by mutual agreement of the Company and the Customer. UNDERGROUND PRIMARY SERVICE 6.12 Where primary voltage underground service is requested by large commercial/industrial customers, the Company will furnish, install, and maintain an adequate source from the Company s primary distribution facilities to the Customer s metering structure or enclosed switchgear. The primary metering arrangement for this service will be determined by mutual agreement between the Customer and the Company on an individual basis. 24

26 SECTION 7 SERVICES TO RECREATIONAL VEHICLE PARKS AND MANUFACTURED HOME COMMUNITIES GENERAL 7.01 Services to Recreational Vehicle Parks and Manufactured Home Communities are subject to negotiation between the Developer and the Company. The Company should be consulted before plans are finalized in order to determine availability, type of service, and the extent of charges necessary to supply services. It will be necessary also, before such services are supplied, to confirm that the facilities to be serviced conform to existing State, County, and Municipal Codes. Meters are normally located away from the home on a meter pole or pedestal; however, a meter may be mounted directly on a manufactured home if either of the following is true: 1. The meter socket is attached to the home at the factory and the home meets HUD specifications before it is shipped. 2. There is a letter from the manufacturer stating that a meter mounted on the home exterior is permissible, a manufacturer s representative installs the meter socket at the building site, and the home meets HUD specifications. RECREATIONAL VEHICLE PARKS 7.02 Services to Recreational Vehicle Parks shall be furnished at one or more grouped metering locations which shall be determined by mutual agreement between the Company and the Customer and subject to conditions outlined in paragraph

27 MANUFACTURED HOME COMMUNITIES OVERHEAD SERVICES 7.03 When overhead services are desired in Manufactured Home Communities the services will be installed, subject to conditions outlined in paragraph 7.01, in easements provided by the Developer and accepted by the Company. Services will be extended to meter poles also provided by the Developer. Length of service drops shall not exceed 75 feet. Refer to Figures 5, 6, and 11 for pole and clearance specifications. MANUFACTURED HOME COMMUNITIES UNDERGROUND SERVICE 7.04 When desired by the Developer (Customer) and subject to conditions outlined in paragraph 7.01, underground services will be supplied from Company facilities. Primary voltage conductor will be buried in easements provided by the Developer and services will be supplied from pad-mounted transformers, which will be installed and maintained by the Company. Underground service drop conductor will be extended to meter pedestals, which shall be placed on fiberglass ground sleeves. The conductor and meters will be furnished and installed by the Company. The pedestals and ground sleeves will be supplied and installed by the Developer. Refer to Figures 19, 20, and 21 for specifications covering pedestal and ground sleeve installations. INDIVIDUAL MANUFACTURED HOMES 7.05 Where service is requested for an individual manufactured home, the Company will furnish, install, and maintain either an adequate overhead or underground service drop to a free standing metering point. Refer to Figures 5, 6, and 11 for pole and clearance specifications for an overhead service drop to a Customer owned meter pole. Refer to Figures 19, 20, and 21 for specifications regarding pedestal and ground sleeve installations for an underground service drop to a Customer installed meter pedestal. 26

28 SECTION 8 SERVICE ENTRANCE WIRING GENERAL 8.01 The Customer should consult the Company before determining the location of service equipment for new construction or for changes in existing buildings where a relocation of service equipment is proposed. This may prevent delay and expensive reconstruction. See paragraphs 5.02 and Service entrance conductors shall consist of: (a) Approved service entrance cable; or (b) Approved conductors in galvanized rigid steel conduit, intermediate metal conduit, aluminum conduit, electrical metal tubing or other service raceway meeting approval of the Company regulations and the National Electrical Code Unmetered conductors will not be permitted in any conduit, wiring raceways, pull box, distribution cabinet or other similar device containing metered conductors Where the Customer requests a class of service that is provided from a Company secondary voltage source of supply that has a grounded neutral, the Customer is obligated to extend a grounded neutral service entrance conductor sized in accordance with the NEC from the meter mounting device (or from the weatherhead point of connection on overhead services) to the Customer s service entrance equipment with each set of service entrance conductors installed. 27

29 8.05 The Customer s service entrance equipment shall include a means of disconnect of the Customer s load from the Company s distribution system. Such service equipment may be a fused switch or circuit breaker. It must be of a type listed by the Underwriters Laboratories, Inc., as suitable for service equipment. It shall be externally operable with an interrupting capacity sufficient for the voltage employed and for the fault current, which must be interrupted. The service entrance equipment shall be readily accessible and located near the point the service conductors enter the building. When located outdoors, the disconnecting means shall be of either weatherproof construction or mounted inside a weatherproof box A service entrance shall consist of not less than three (3) No. 3 AWG copper wires or equivalent, except: (a) (b) (c) Three (3) No. 6 AWG copper wires or equivalent will be approved where services are being changed from a 30-ampere service to a 60-ampere service. Three (3) No. 8 AWG copper wires or equivalent will be approved for service entrance to telephone booths, railroad signals, traffic signals, sign boards and other similar small installations. Three (3) No. 8 AWG copper wires or equivalent will be approved for the electric water heater circuit from the meter enclosure to the Customer s service equipment Service entrance conductors for new single family residences shall have not less than 100 amperes nominal capacity. Installations having only one branch circuit shall have not less than 60 amperes nominal capacity. For individually metered multi-unit complexes, conductors serving individual units shall also meet this requirement. 28

30 8.08 All meter sockets, meter boxes, instrument transformer enclosures, service equipment boxes, metal conduits and neutral conductors shall be permanently grounded by means of a ground connection, as required by the National Electrical Code. The Customer shall not extend a grounding conductor form the meter socket to provide a communications utility bond attachment point. Such bonds may be accomplished by attachments to grounded metal conduits, the service grounding electrode, or other grounded leads attached to the grounding electrode (See Figures 38 and 39). No external ground attachment to the meter socket is allowed. OVERHEAD SERVICES 8.09 The service entrance wiring shall be furnished, installed, and maintained by the Customer. The meter mounting device or meter socket for self-contained metering installations will be furnished and installed by the Customer. For instrument transformer metering installations, the meter enclosures and instrument transformer racks will be supplied by the Company and installed by the Customer When metering equipment is installed outdoors, the service entrance run from the service head to the metering equipment shall be installed entirely on the outside surface of the building wall, except a service riser or mast may be extended vertically through a projecting roof. Where the metering equipment is installed indoors, the service entrance run must be exposed as much as possible and never installed within the hollow spaces of walls. At such locations, the service riser must be extended to a service drop attachment point located on an exterior wall or on a support extending vertically above an exterior wall. Normally, metering will be installed outdoors For individually metered multi-unit complexes, service entrance conductors between the termination of the service drop and the group metering installation 29

31 shall be sized in accordance with the National Electrical Code and any State, County or Municipal requirements that may be in force in the area where the installation is made All service entrance conductors shall be continuous and without splice or tap between the connection at the service drop and the meter mounting device, and between the meter mounting device and the service equipment, except as provided by the National Electrical Code Service entrance cable, conduit or bus duct shall be securely fastened to the building or structure with non-ferrous or malleable galvanized straps and nonferrous or galvanized screws. Expansion shield or lead anchors shall be used to fasten the screws on masonry buildings. Straps shall be spaced so as to prevent sagging of cable, but in no case at intervals greater than three (3) feet Each service entrance shall be equipped with an approved service head. The service head shall be located not more than 18 inches from the point of attachment of any service drop. Each conductor of the service entrance, therefore, must extend no less than two (2) feet beyond the service head for wires smaller than No. 1/0 and not less than three (3) feet for wires No. 1/0 and larger to provide sufficient length for connection to the service drop wires Service heads shall be located such that the service drop can meet the grade clearance requirements specified in paragraph 5.06 throughout the span. The service head should be located above the service drop attachment point The minimum clearances for service drop connections shall be maintained for the service head and the open wires from the service head to the service drop (See Figures 4 through 14). 30

32 8.17 The Customer shall make the connections of the service entrance conductors in the meter-mounting device The Company will furnish and install the permanent connectors for connecting the service entrance conductors to the service drop if the needed connectors are of standard Company sizes. Under no circumstances shall the Customer make this connection without specific permission of the Company s Electric Meter Department or the Business Service Center. UNDERGROUND SERVICES 8.19 The service entrance wiring shall be furnished, installed, and maintained by the Customer. The meter mounting device or meter socket for self-contained metering installations will be furnished and installed by the Customer. For instrument transformer metering installations, the meter, meter socket, and instrument transformer enclosures will be supplied by the Company and installed by the Customer For individually metered multi-unit complexes with more than six units metered per service drop, service entrance conductors between the Customer s main disconnect switch and the group metering installation (See Figure 15) shall be sized in accordance with the National Electrical Code and any State, County, or Municipal requirements that may be in force in the area where the installation is made All service entrance conductors shall be continuous and without splice or tap between the connection at the Customer s main disconnect switch, if required, and the meter mounting device, and between the meter mounting device and the service equipment, except as provided by the National Electrical Code. 31

33 EMERGENCY GENERATORS 8.22 The Customer shall provide and install a transfer switch connected in accordance with Figure 25 in situations where the Customer wishes to install his own emergency generator system. 32

34 SECTION 9 METERING GENERAL 9.01 The Company will furnish, install and own the meter for the registration of all electrical energy used by the Customer. The meter will be sealed to insure that its accuracy will be maintained. The seals shall not be disturbed by anyone except a duly authorized employee or representative of the Company Meter and instrument transformer enclosures or instrument transformer racks, shall be furnished by the Company. Meter mounting devices (sockets) for selfcontained metering installations shall be supplied by the Customer. This equipment shall be installed by and at the expense of the Customer on all new service installations and on all existing installations where the Customer s service entrance wiring is to be replaced, altered or relocated The Customer shall provide a suitable place on his premises for the installation of metering equipment. The equipment, where practicable, shall be installed on the outside wall of the Customer s building or structure. It shall be so located that adequate space and unobstructed access shall be provided and maintained for the Company s representatives to read, test, maintain and exchange such equipment. The Customer shall consult the Company regarding the proper location of the equipment. Metering equipment shall not be located on buildings at the edge of driveways, alleys, streets, or similar exposed places where it can be damaged by moving vehicles unless the equipment is protected by a substantial guard rail or posts. When there is no suitable location either on the interior or exterior of a Customer s building or structure, the meter shall be installed on the Customer s pole or other mutually acceptable metering structure. 33

35 9.04 All rooms or places where meters are installed shall have a minimum height of seven (7) feet. A minimum of three (3) feet of clear working space shall be provided in front of all meters and instrument transformer enclosures. They shall not be installed in places near electric motors and belts or other moving machinery, which would endanger the safety of those reading or working on the meters If any of the facilities belonging to the Company are damaged or destroyed on account of negligence or misuse by the Customer or anyone under the Customer s direction or control, then, the cost of the necessary repairs or replacement shall be paid for by the Customer. The Company shall also seek recovery from any other persons responsible for damage to or destruction of Company facilities. SECONDARY METERING EQUIPMENT 9.06 All individual meter installations with service at 240 volts or less shall be connected in a meter-switch-fuse sequence. All individual meter installations employing metering transformers mounted either adjacent to an outdoor service weatherhead or on the secondary bushings of a pad mounted transformer shall be connected in a meter-switch-fuse sequence. All individual self-contained or cabinet-mounted transformer meter installations with service at 480 volts shall be connected in a switch-meter-fuse sequence. A meter-switch-fuse sequence is an installation where the metering equipment is connected on the source or line side of the service disconnecting means installed in conjunction with the meter. A switch-meter-fuse sequence is an installation where the metering equipment is connected on the load side of the service disconnecting means in conjunction with the meter. All residential multiple occupancy building meter installations (240 volts or less) with two (2) to six (6) meters shall be connected in a meter-switch-fuse sequence. All multiple occupancy building meter 34

36 installations (240 volts or less) with more than six (6) meters shall be equipped with a main disconnect switch proceeding all other metering and service equipment (main disconnect switch-meter-fuse sequence). Installations in multiple occupancy buildings requiring more than six (6) meters for service above 240 volts must be equipped with a main disconnect switch that precedes all metering and service equipment followed by an individual disconnect switch immediately preceding each self-contained or cabinet-mounted meter set (main disconnect switch-meter disconnect switch-meter-fuse sequence). Due to the flexible size and number of tenant spaces afforded by multiple occupancy commercial buildings, all service disconnect switches (maximum of six) to the building shall be mounted externally and grouped together in one location with the metering equipment. Where the building design will allow more than six (6) individual occupancies, then a main disconnect switch should be installed ahead of the metering regardless of the number of customers occupying the building initially A building with individual occupancy above the second floor, shall normally have all service equipment grouped in a common accessible location. On such service entrances, disconnecting means shall also be installed on the load side of each meter in a location readily accessible to each occupant In exceptional cases where it is physically impracticable to make outdoor installations, as in the case of large apartment houses or where there is not a suitable outdoor location, meters may be installed indoors. However, the Customer s service entrance must be enclosed in continuous metal conduit and consist of a continuous service cable to the metering equipment or to the service equipment located near the metering equipment. Company access to the metering equipment should not require contact with building security or maintenance personnel. When there is no suitable location either on the 35

37 interior or exterior of a Customer s building or structure, the meter shall be installed on the Customer s pole or other mutually acceptable metering structure. In cases where there are several floors and several customers on each floor making it impractical to install the meters in one location, meters may, with Company approval, be grouped in an accessible public space on each floor. In such installations the service equipment and the feeder switch for the unmetered circuit to the meters on each floor must be grouped at one accessible location. In general, only one service shall be installed for each type of service delivered to the building On large installations where the Customer installs a cubicle or bus structure, it is permissible to install the Company s meter instrument transformers in the Customer s cubicle or bus structure provided advance approval is obtained from the Company. A sealable compartment with a hinged door and suitable drilled mounting facilities for the instrument transformers shall be provided in the cubicle by the Customer. The bus shall be drilled for connections to the metering transformers. A standard meter socket or meter test block cabinet, furnished by the Company shall be installed by the Customer at a convenient nearby location for the meter or meters. A one and one-fourth (1-1/4) inch galvanized steel or aluminum conduit for the metering leads shall be installed by the Customer between the instrument transformer compartment and the meter box or meter socket. The meter and transformer compartment shall have a hinged door, which shall be sealable. Dimensions for the meter and transformer compartment for these installations will be furnished by the Company The Company will, unless otherwise expressly provided for, furnish all meter and instrument transformer cabinets, meters, and metering auxiliaries required for metering installations. All meters and other facilities furnished by the Company, which may be on the Customer s premises, shall be and remain the 36

38 property of the Company and the Customer shall protect such property from loss or damage. The Customer shall supply individual or pre-wired gang meter sockets for self-contained metering installations, subject to approval by the Company. Pre-wired gang meter sockets must feature independently removable meter socket covers. Each socket cover on Customer-supplied gang units shall cover only one meter socket position In case meters are installed indoors, they shall be mounted on a rigid wall or panel, which is free from vibration. They shall be located in a clean, dry and safe place as near as practicable to the point where the service entrance enters the building. They shall not be located in such places as sheds, attics, bedrooms, living rooms, bathrooms, toilets, restaurant kitchens, stairways, ventilating shafts, closets, coal bind, coal furnace rooms, etc., or in any location where the visits of Company employees will inconvenience either the Customer or the employee. Meters shall not be located in places such as basements or in other locations, which are not accessible by permanent stairs. A ladder cannot be accepted as a substitute for stairs Where instrument transformer meter installations are required, the conduit from the instrument transformer box or instrument transformer rack to the meter socket or enclosure of the Company s instrument transformer secondary leads shall be furnished and installed by the Customer. The Company will specify the size of such conduit if it is to be larger than one and one-fourth (1-1/4) inches, and it shall contain no junction or outlet boxes The service entrance conductors shall be connected by the Customer to the meter socket or connection block on self-contained meter installations and to the instrument transformers on instrument transformer meter installations. Service entrance conductors on window type current transformer installations shall be run through the window of the current transformers. All watt-hour 37

39 meters and instrument transformer secondary wires will be installed by the Company. Metered load conductors shall not pass through adjacent meter or instrument transformer enclosures Meter sockets and meter boxes shall be mounted in a plumb and level position with the center of the meter not over five (5) feet and not less than three (3) feet above permanent ground or floor level. Sufficient space shall be provided for the installation of demand meters in all installations of meter boxes, whether or not they are installed at the time the initial installations are made Where multiple meter installations are required, the Customer shall mark each meter enclosure and associated service equipment to identify the apartment, office or store for which the equipment is installed. Such marking shall be made with metal letters or numbers supplied by the Company and located such that they cannot be inadvertently changed (relocated) When metering equipment is installed on a wood pole, the Customer shall furnish, install and maintain a treated pine or cedar pole having a minimum top circumference of fifteen (15) inches, set at least five (5) feet in the ground and of sufficient height to provide the required service drop clearances (See Figures 4 through 11 and paragraph 5.06). The Customer must guy the pole when such guying is deemed necessary by the Company. Weather-proof service equipment shall be installed on the load center pole near the metering equipment. PRIMARY METERING EQUIPMENT 9.17 The Company will provide and install all primary metering equipment. If the metering is to be mounted on the Customer s pole, then the Customer must provide the minimum pole clearances shown on Figure 40 and Figure 41. If the primary metering will not be pole mounted, the Customer must provide a 38
