2 This pamphlet is intended to assist you in better understanding the rules & regulations pertaining to visitation at The Drug Abuse Correctional Center (DACC). No person(s) or animals are permitted to be left unattended in vehicles. No tobacco products are permitted. If you have any questions, please feel free to ask the Sergeant on duty. 4 Labor Day Thanksgiving Day Christmas Eve Christmas Day New Year s Eve First Monday in September Last Thursday in November December 24 th December 25 th December 31 st VISITING 1. Inmates are permitted to visit once a day, three times a week, with each visit limited to 3 hours in duration, unless having prior approval for additional visits or time. 2. Visiting hours may be shortened due to space availability but all efforts will be made to accommodate all visitors. Generally, first visitor in, first visitor out rule applies. 3. The maximum number of visitors allowed per visit is ten (10). Five of which may be children seventeen years of age or younger. More than
5 five may be allowed if all the children are the inmate s biological or adopted children. 4. No inmate movement is permitted ten minutes prior to count, until count is cleared. 5. Visitors may participate in more than one visit with different inmates on the same day, should space permit but not at the same time with more than one inmate, unless having prior approval for a special visit. A. Visitors Requirements 1. All visitors must be on the approved visiting list. Any person(s) not allowed to visit shall not wait in the lobby or parking lot areas and are required to leave state property. 2. An adult who is on the approved visiting list will accompany visitors who have not attained their 18 th birthday, unless the minor visitor is the spouse of the inmate.
6 3. Visitor Entrance: A. Identification 1. All visitors age sixteen (16) or older must provide photo identification. 2. Acceptable forms of identification are: a. Valid State driver s license. b. Valid passport or visa. c. Valid Department of Transportation ID. d. Valid military ID. e. Valid tribal ID (if it provides photo). 3. Amish visitors who do not possess photo identification will need to provide a signed and notarized affidavit form their Bishop. Affidavit must include a physical description of the proposed visitor. B. Visitor Attire 1. The following clothing is considered unacceptable and will result in denial of entrance to DACC:
7 a. Transparent/translucent clothing. b. Shorts that are shorter than fingertip length with the visitor standing with proper posture, arms straight down, fingers extended. c. Skirts and dresses shorter than fingertip length plus three inches with the visitor standing with proper posture, arms straight down, fingers extended. d. Tops and dresses that are strapless, tube or halter style. e. Tops and dresses that expose the midriff (front and/or back). f. Spandex or Spandex-like and Lycra or Lycra-like clothing (any). Tights or leggings of this material may be worn under attire of appropriate length as identified in this section. g. Exposed underwear. h. Clothing with revealing holes, tears or slits. i. Clothing or accessories with obscene or profane writing, images or pictures. j. Gang-related clothing headwear, shoes, logos or insignias.
8 k. Any clothing that may have the potential to cause a disruption. l. Camisoles and tank tops are only permissible when worn under other attire. m. Acceptable attire must be worn at all times. 2. Footwear must be worn at all times. 3. No watches allowed. C. Money/Property for Inmates 1. Absolutely no money or property is allowed to be brought in on a visit for inmates. No money or other personal items will be accepted by facility staff or left in the visiting area for inmates. 2. All money orders must be mailed to: Wisconsin Correctional Center System Business Office PO Box 7959 Madison, Wisconsin Include the inmate s first name, last name and DOC# on the money order
9 3. Inmates are not allowed to handle money during visits and cannot use the vending machines. Only visitors can use the vending machines. 4. DACC is not responsible for any vending machine issues or refunds. Issues are strictly between the user and the vending machine company. D. Allowed Items: 1. The following items are allowed to be brought into DACC by inmate visitors, should they pass inspection and are the only items allowed: a. Money, not to exceed $20.00 (twenty dollars) for each visitor. b. Comb, pick or brush, limited to one for each visitor. c. Up to two (2) baby blankets for each child. d. Up to four (4) diapers for each child. Diaper bags are not allowed. e. Up to two (2) plastic baby bottles for each child.
10 f. One (1) hand-held baby seat for each child. g. Diaper wipes. Must be kept in a clear plastic bag. h. One (1) pacifier for each child. i. One (1) coat and one (1) pair of gloves for each visitor. j. Headwear (provided it does not conceal identity). k. One (1) institution locker key. If lockers are available. 2. Visitors are permitted to bring in medically necessary medications such as but not limited to, inhalers, nitro pills (may bring in prescription bottles), EPI pens, etc. Must be shown to the visiting room Sgt prior to and at the end of the visit. General Visiting Warning to all persons entering this Center Oral communications and activities may be monitored and recorded inside DACC.
11 Any person who introduces or attempts to bring into DACC or to deliver to any inmate anything the DACC rules or laws forbid can be prosecuted. Entry into DACC will be considered an individual s consent to be searched. If you do not consent to be searched, do not enter this institution. (SEC Wis. Stats.; DOC Wis. Admin. Code) 1. Any abuse of visiting policy and procedures, either by inmates or visitors, may result in termination of the visit and suspension of future visits. 2. Upon arriving at DACC, the visitor will complete form DOC-176 Request to Visit Inmate. The Visiting Room Sergeant will then review DOC-176 for compliance with DACC policy and procedure (on visiting list, proper identification). When a visit is denied, the sergeant will fill out a DOC-1089 Denied Visit Justification.
12 3. The sergeant will notify the inmate s via the all call or by contacting his unit that he has received a visit. 4. The visitor will check in at the officer s station. Seating will be assigned by the Visiting Room Sergeant. Inmates must check in at the Sergeant s station before the start and at the end of their visit. 5. Inmates or their visitors are not permitted to change seats, once assigned. 6. If a visitor has waited more than 15 minutes for an inmate to arrive at the Visiting Room, staff will make a call to the unit to inquire as to the reason for the delay. 7. Inmates are responsible to inform their visitors of all the rules governing their visit. 8. No visitors will be allowed to leave the visiting area/facility and return once a visit commences. 9. The maximum number of visitors allowed to visit an inmate is ten (10) of which five (5) may be children.
13 More than five may be allowed if they are the biological or adopted children of the inmate. 10. Only visitors may purchase items from the vending machines, inmates are not allowed to handle money at any time. VISITING RULES 1. The inmate is responsible for the action of his visitors. 2. Inmates and visitors are not permitted to pass any items during visitation, with the exception of DACC provided games, materials or vending machine products. 3. Inmates and their visitors will be allowed to embrace and kiss at the beginning and end of their visit, only. 4. Any embracing or kissing during the visit or other indiscreet, inappropriate or unauthorized contact and/or conduct will lead to individual disciplinary action which may include the removal of visiting privileges.
14 5. Inmates are required to sit directly across the table from their respective visitor(s). 6. Inmates and visitors must keep both hands above the table at all times. Holding hands is allowed. This is the only physical contact allowed during the duration of the visit. 7. The visit will be terminated for inappropriate behaviors/actions or if the visitor leaves the visiting room, for any reason. 8. Inmates are not allowed to leave the visiting room for any reason while on a visit. Inmates must remain seated during the duration of the visit with the exceptions of restroom use or photos. 9. Visitors are responsible for making sure children are not disruptive in the visiting room. Inmates are not allowed to change diapers, take children into restrooms or interact disruptively with children. Visitors must change their child s diapers in restrooms only.
15 10. A mother with child is permitted to breastfeed in the visiting room within an available privacy area. 11. Visiting with other inmate s or visitors is not allowed. 12. Visitors are required to use the designated bathroom facilities that are in the visiting area. Inmates are NOT permitted to enter those bathrooms for any reason. 13. Inmates are to use ONLY the inmate bathroom and ONLY with permission of staff. 14. All packages and containers will be checked by security staff 15. Laps of inmates or visitors are not to be covered at any time during the visit. 16. No property items for inmates may be brought in on visits 17. No money orders or certified checks are to be brought in on visits 18. Visitors are NOT allowed to bring in any food, beverages, tobacco products or ignition devices.
16 19. All food items from the vending machine must be consumed during the visit. 20. No personal property (including cellular phones, pagers, PDA s, or cameras - *No Smart technology or electronic recording equipment*) are allowed in DACC. 21. The use of offensive, loud, or vulgar language will result in the termination of your visit. 22. Combing or hair braiding is not permitted by anyone, at any time, during visitation. 23. Inmates and visitors will keep their shoes on during the duration of the visit. 24. Children of an inmate who are age five (5) or under, may be permitted to be held and/or sit on the inmate s lap, provided there are no risk factors as determined by facility staff.
