2 PREFACE 1. PURPOSE This manual is published to inform inmates and staff of the rules and standards which have been established for persons incarcerated at the Dallas County Detention Center. This manual is designed to inform inmates of privileges afforded them while incarcerated and to provide information on discipline and penalties for violations. 2. RESPONSIBILITIES The Dallas County Detention Center staff has the responsibility of housing, clothing, feeding, providing reasonable medical attention, and assuring custody and control of the inmates confined. Members of the staff are not attorneys and will not render legal advice nor assume disposition of an inmate s case before the court. During an inmate s stay at the detention center he/she will be responsible for obeying the rules and regulations contained in this manual. MEDICAL/DENTAL 1. MEDICAL ATTENTION In the event of a medical emergency, medical attention will be immediately available. If it is not an emergency, medical treatment will be scheduled with a local medical treatment office during business hours. All medical treatment and medications will be at the expense of the inmate. 2. DENTAL ATTENTION Inmates will be taken to a dentist according to the severity of their dental needs due to the detention center s limited access to dental facilities. Inmates will be taken at times when access can be granted. No corrective or appearance enhancing type of dental service will be provided. All dental treatments will be at the expense of the inmate. 3. TRANSPORT OF INMATES TO OUTSIDE MEDICAL FACILITIES A. Inmates being transported to any medical or dental facility outside of the jail will be placed in full restraints prior to exiting the jail. Inmates will remain in the restraints until returned to the jail. The only exception to this is when medical personnel requests the restraints be removed so they can administer appropriate medical treatment. B. Inmates will not converse with anyone other than the escorting officer or medical/dental personnel directly involved in that inmate s treatment. 4. MEDICAL DISBURSEMENT A. Prescriptions will be the only medication permitted in the detention center. Out dated prescriptions are prohibited. B. Medication is administered on a schedule determined by the physician and according to normal prescription requirements. C. Prescription medication brought to the jail by the inmate or his/her family will be administered until the next doctors visit and will be continued if approved by the doctor. D. Inmates are required to take medication immediately upon issuance and in the presence of the issuing officer. (NO EXCEPTIONS). E. All medical and dental expenses will be deducted from inmate monies. This includes the cost of all medications. All remaining balances will be added to the inmate court cost as per of Missouri Revised Statutes. CELL ASSIGNMENT Inmates will be assigned to a cell by the booking officer. No inmate will move to another cell unless authorized by Dallas County Detention Center personnel. Inmates are prohibited from entering another inmate s assigned cell.

3 DAYROOM PRIVILGES 1. TELEVISION Television will be provided in the dayroom. No televisions or radios will be allowed in inmate cells. These privileges will be controlled by the Sheriff/Jail Administrator. Failure to abide by the rules will result in the loss of this privilege. 2. TELEPHONE The uses of inmate telephones are available during non-lock down hours. Witness/victim tampering by use of the telephone system will not be tolerated. Use of the telephone for obscene or threatening purposes will not be allowed. All calls are collect. Any complaint from outside sources may result in the loss of telephone privileges. Detention Center staff may allow one phone call upon arrival for the purpose of posting bond. All other calls will not be permitted. 3. READING MATERIAL A. Inmates will have access to reading material when available. One book, besides the Bible, may be taken to the cell for reading but should be returned after use to the library. Books are not to be damaged and used for other purposes such as (but not limited to) covering the lights/windows. Failure to comply may result in the loss of this privilege. B. Inmates will have access to an adequate law library (Missouri State Statutes). To obtain books from the law library, the inmate must request it from the officer. These should be read in the DAYROOM and returned to the officer so he/she can return it to the library after use. These books will not be taken to the cell. INMATE MEALS 1. INMATE DINING Inmates will be served three meals per day that are nutritionally balanced and meet all recommended daily allowances. Meals will be served and eaten in the dayroom unless the inmate(s) is in lock down. Meals will then be served and eaten in the cell. 1. DINING FACILITY RULES At mealtime, inmates will be seated at the dining tables in the dayroom. Inmates will conduct themselves in an orderly manner. Trays/plates are prohibited from leaving the dayroom and all food must be consumed in the dining area. Any food, trays or plates found in the inmate cell area will be disposed of by Detention Center Staff. (Commissary items are excluded from this rule.) 2. SPECIAL DIET Inmates requiring a special diet due to a medical condition must have an order or prescription for that diet from a physician. INMATE MAIL 1. OUTGOING MAIL A. Mail will be collected once each day when officers make their rounds. Mail will then be placed in the proper mail receptacle by the officer. All letters must have the proper postage applied and be addressed appropriately. This includes the inmate s full name on the return address. Letters addressed to another jail or penal institution will not be mailed unless special approval has been granted by either the Sheriff or Jail Administrator.

4 C. Gang symbols or obscene language will not be allowed to be displayed on the envelope. D. All outgoing mail is subject to inspection. 2. INCOMING MAIL A. All mail will be opened and inspected for contraband articles and/or items. The only exception to this is correspondence from attorneys, judges, or congressman which can be opened and inspected in the presence of the inmate. B. Any contraband found will be confiscated and placed in the inmate s property provided it is lawful. Any unlawful articles mailed to or brought to the Dallas County Detention Center to an inmate will be seized as evidence and the person mailing or bringing the item(s) will be filed on by the prosecuting attorney for a felony. C. Due to limited storage, packages and other articles may be returned to the sender if the Sheriff/Jail Administrator so decides. 3. MAIL LIMITATIONS A. No more than three (3) photographs per each inmate in the cell. Pornographic photographs are prohibited. B. It will be at the discretion of the Sheriff and Jail Administrator if reading material mailed in will be allowed in the inmates cell, put in the inmates property, or returned to sender. C. Mail that has already been read by the inmate will either be thrown away or put into the inmate s property to maintain a clean cell. COMMISSARY Commissary is a privilege, not a right. Inmates are prohibited from selling, trading or purchasing commissary from or for other inmates. In order for an inmate to receive commissary, $40.00 must be in their inmate bank account. Forty dollars is the maximum amount that can be purchased weekly. Commissary is delivered every Thursday. SANITATION OF INMATES AND DETENTION VENTER 1. PERSONAL HYGIENE A. Jail issued clothing, shoes and linens are to be collected for cleaning two times per week. (Monday and Thursday) All issued clothing and shoes will be worn in the normal fashion. There will be no alterations of the uniform of any kind. Inmates are to be fully dressed in their orange uniforms when outside of their cell. Necessities will also be distributed at these times. In order to receive a new roll of toilet paper, you must present the officer with the empty roll. Toothpaste will not be provided. However, it is available for purchase on commissary. B. Showers are mandatory on the same day that clean uniforms are issued. Razors will be provided at the discretion of the Sheriff and Jail Administrator. They will be dispersed at the same time the clean uniforms are issued and will be returned no later than 10:30 a.m. the same day. C. Hair clippers will be passed out on the first Monday of the month by the Jail Administrator. If the first Monday of the month falls on a holiday, the clippers will be passed out on the following day(s.) 2. DETENTION CENTER A. Officers may inspect each cell daily to make sure cells remain clean and free of contraband. B. Personal property is not to be left in the dayroom during lock down. Cleanliness and neatness are to be observed in the Detention Center at all times. Failure to observe these rules will result in privileges being taken away from the inmates. VISITATION FOR INMATES 1. PERSONAL VISITATION Personal visitation is a privilege, not a right and will be allowed as follows : A. Inmates are allowed to receive up to three (3) visitors for a total period of fifteen (15)

5 minutes, unless determined otherwise by the Sheriff /Jail Administrator. B. Inmates are allowed to choose 3 visitors per week for visitation. Visitor must not have any open cases/ex-partes involving the inmate visited. Visitors must be approved by the Sheriff or Jail Administrator. Visitors can be asked for identification and must sign the visitors log. All personal visits will be done via video visitation. NO EXCEPTIONS! NOTE: Any person 16 years of age or younger must be accompanied by a parent or legal guardian before they are allowed to visit and this will count as one of the three visitors. C. Special visits may be granted by the Sheriff/Jail Administrator in cases of emergency. 2. ATTORNEY VISITATION A. Attorney visitation is the only contact visitation allowed by the Dallas County Sheriff s Office. B. Attorney visits are allowed during reasonable hours as long as it does not cause disruption or threaten the security of the jail. Reasonable hours are from 8:00 a.m. to 4:00 p.m., unless authorized by the Sheriff or Jail Administrator. Attorneys should notify the Detention Center or make an appointment to visit inmates. CONTRABAND 1. Contraband is any item that has not been approved by the Detention Center. 2. Personal items that Inmates are permitted upon book in are as follows: 3 Pictures 1 Bible Legal Documents needed for case preparations Medical Supplies (Must be approved by Sheriff/Jail Administrator.) 1 Pair White Socks Women are allowed one white bra without an underwire and one pair of underwear for hygiene purposes. *Additional items may be purchased from inmate commissary. Inmates caught with contraband may have felony charges filed on them for bringing, or attempting to bring, these items into the jail. Any inmate s family or friends who attempt to smuggle or bring in any prohibited item to any inmate may have felony charges filed on them by the prosecutor of Dallas County. PERSONAL PROPERTY AND MONEY OF INMATES A. When inmates are booked into the Dallas County Detention Center, all personal property not permitted by the Detention Center is seized and logged onto a personal property form by the booking officer. The Dallas County Detention Center will supply each inmate with the following items: 1 Inmate uniform 2 Blankets 1 Drinking Cup/Spork/Toothbrush 1 Mattress 1 Towel 2 Bars Soap B. Inmates personal property and money may be released to a person outside the jail, but this transaction may only be done through an officer with written permission from the inmate. When this transaction is done, it is to be recorded in the jailers log and added to the inmates personal property form signed by the receiving party. C. When the inmate is released, his/her personal property is returned to them. At this time, the inmate will sign the property form. Any property left at the jail will be discarded 30 days after release. D. Personal property sent in the mail will be put in inmate s personal locker. E. NO inmate items will be permitted to enter the Detention Center from any outside sources. Friends and families of inmates may purchase approved items for the inmate off commissary.

6 DESTRUCTION OF DALLAS COUNTY DETENTION CENTER PROPERTY 1. Destruction of jail property is a felony in the State of Missouri. Any inmate destroying, marking, altering without permission, or defacing any jail property will be charged with a felony. NO EXCEPTIONS. 2. Jail property will be classified as any part of the building, cells, showers, light fixtures, doors, tables, bunks, telephones, and mattresses. This also includes all property issued to inmates by the Detention Center. 3. If any inmate is found to have stored any form of issued medications in either his/her cell or on their person, disciplinary action will be taken. The storage, trading, or sale of medications is strictly prohibited. GRIEVANCE/COMPLAINT PROCEDURE 1. Inmates having a complaint that they wish to be known must put it down in writing. A grievance form should be requested from the officer on duty. The grievance form should be signed by the inmate making the complaint, and state what remedy he/she is seeking. When the inmate has done so, the request is to be given to the officer on duty. 2. If the complaint requires immediate attention, the officer will contact the Sheriff as soon as possible. Otherwise, the complaint will be reviewed by the Sheriff/Jail Administrator at their convenience and at that time will decide if any action will be taken. walls or for use in any other manner besides the brushing of one s teeth. EXERCISE AREA A. Privileges of the exercise area will be determined by the Sheriff/Jail Administrator. The exercise area will be supervised by Detention Staff during use. B. There will be no profane language, or lewd gestures allowed in the exercise area. C. All inmates must wear the jail clothing completely and properly at all times while in the exercise area. D. There will be no arguing or fighting among inmates in the exercise yard. E. Inmates will obey orders given by detention personnel. F. Inmates will not engage in games in which there will be physical contact. G. Inmates will not leave any items in the exercise area after exiting the area. H. Failure to comply with the above rules will result in the termination of privileges or discipline action being taken. Inmate Release 1. Inmates will be released from custody when all paper work is received and processed by Detention Center Staff. 2. Inmates released from court will be held until court paperwork is received at the Detention Center. This may take up to 24hrs. Once paperwork is received, the inmate will be released immediately. SECURITY OF THE JAIL No windows, lights, or cameras will be covered with paper or other items. The Sheriff/Jail Administrator may remove the privileges of these items for security violations. Toothpaste is to be used to brush inmate s teeth ONLY; not as glue to paste items to the
