The meeting was called to order and immediately went in to a closed-meeting executive session for attorney consultation. Nearly an hour and a half later, the commissioners reconvened to an open meeting. State s Attorney Kathleen Murray stated that there were no motions made during the executive session. No votes considered. She said the session only included liabilities and legal issues regarding the mailing from Lawson. The commissioners will hold a public meeting, later in March, with Lawson and Alex Schweim. The purpose of this meeting is to answer questions about the letters that were presented. by Sue Sitter The tale of the Princess and the Pea will be brought to the stage as Harvey High School s Music and Drama department will present, Getting to Know Once Upon a Mattress. The April 9 and 10 production is an abridged version of the popular musical Once Upon a Mattress, which appeared on stages from Broadway to Disney television studios, according to Harvey High Music Director Heidi Olson. We do this every two years, Olson told The Herald-Press, during a break between coaching singers and inspecting props that would represent the stack of 20 mattresses on Princess Winnefred s bed. Olson said Harvey High s musical plays are a tradition dating back to before she began her teaching career at the school. This is my thirteenth year teaching, and I want to say this is my sixth musical, she added. Harvey High students will present three shows which will take place in the school gym. On the 9th, we have a matinee at 2 p.m. and an evening performance at 7 p.m. Then, on Monday night, we have a performance at 7 p.m., she noted. The matinee performance will be sponsored by the Harvey Arts Council, with a unique opportunity for audience members to get into the spirit of the story. Anybody who comes dressed as a prince or a princess to that matinee will get in free, Olson smiled. She said the offer applies to both adults and children in the matinee audience with a costume. I actually do have a princess costume, Olson laughed. The Harvey Arts Council will make cupcakes available at the matinee performance. It s really neat for the Arts Council to do that. They re donating the proceeds, with a free will offering for the cupcakes, to the music department, Olson added. Pastor Greg Longtin of Faith Lutheran Church, and his wife, Judy, are also making contributions to the musical. Judy s a seamstress. She s been part of this production of (Once Upon a Mattress) before, in Cincinnati, and she had the props shipped here for us, said Olson, pointing to a roll of colorful quilts sewn together for the Princess bed. And Greg Longtin has a degree in Technical Theater, so he s going to help with the microphones and things. So, we ve just had lots of people step in and help, and it s been really fun, Olson smiled. The Herald-Press also received a copy of the material that was mailed to the commissioners. In them, Lawson challenges the commissioners firing of Alex Schweim, who Lawson had hired as a deputy sheriff on March 1. At a March 9 meeting, the commissioners called for the immediate termination of employment of Schweim under accusations of nepotism and lack of law enforcement training. In addition to the termination of his deputy, Lawson asks the commissioners to investigate and conclude a matter of a hostile work environment and assist him in restoring order to the sheriff s department. Lawson specifies in his letter that the hostile work environment has been created by the clerk of court and two Wells County commissioners. The commissioners will meet Tuesday, March 28, at 8:30 a.m. to discuss the topics. The cast will showcase their talent during three performances. HHS to present spring musical Drama Director Angel Opdahl said she was impressed with the quality of costumes for the play. I think we were lucky to rent costumes from the Sleepy Hollow Production Company out of Bismarck. They do a spot on fabulous job, she said. Olson and Opdahl said they were delighted with the community s response to the play and the dedication of the student cast members. I m so excited because this group is so fun. They re dynamic. Every day, they come to practice with energy. They have so much excitement. I don t think we could have asked for a better cast, Opdahl said. Alaina Olson will play the role of the main character, Princess Winnefred. Prince Dauntless will be played by Tyler Larson. Lindsey English will play the Queen; Andrea Buechler will play the part of Lady Larkin, and Alec Meranda has the role of Prince Harry. Actually, my husband (Danelle Olson) is the King. He s mute, throughout the play, Olson laughed. But I have lots of princes and princesses, and it s awesome, Olson smiled. Opdahl agreed saying, We come, and we re excited about every single practice, she nodded. Harvey FFA Agronomy wins State The Harvey FFA Agronomy team captured the state title at the N.D. FFA Winter State CDE Event which was held Tuesday, March 20, at the North Dakota State Fairgrounds, Minot. The chapter will now represent North Dakota at the National FFA Convention next October in Indianapolis, Indiana. Team members are Chantel Mertz (3rd); Brian Friedt (5th); Matthew Voeller (7th); Grace Schimke and Axel McKinven. All team members earned a gold rating. The Agronomy contest consists of identifying plants as well as seeds of the North Dakota weeds and crops, insect and machinery identification, interpreting a soils report; determining crop disorders, judging seed pans, market grading, and a team problem on fertilizer and chemical calculations. Penny House: The place to be Youth from St. Cecilia s Catholic Church spent an evening hanging out at the Penny House. If you re a teenager looking for something to do, check out The Penny House in Harvey. The Penny House opened February 5 and has a great selection of entertainment for boys and girls in grades 7 through 12. The purpose of The Penny House is to provide a place for kids to go after school if they don t have other things to do, said Tyler Larson, a senior at Harvey High School and president and CEO of the non-profit business. The Penny House is located at th Street West. The building most recently housed Patzer Truck Repair. The youth hangout is open Monday through Friday from 3:30 to 8 p.m. It features a large selection of X-Box games, Playstations, a Wii, TVs for streaming Netflix, air hockey and foosball tables, and a vintage pinball machine. In addition to computers for gaming, there are two computers in a separate room where students can do homework in a quiet area. And, coming soon, will be a new attraction. We are expecting to get the Oculus Rift, Larson said. It s a virtual reality machine, something that s very new. You get put right in the game it s very immersive. I have tried one, and it s very cool! The Oculus Rift carries a price tag of $900. Larson said he is awaiting word on a grant application through North Dakota Telephone Company to help with the purchase. Admission to The Penny House is $5 per day; however, students can purchase a monthly pass for just $20. We are looking into getting businesses and individuals, or maybe churches, to sponsor youth for a day or a month at a time, Larson noted. We have been hearing that the $5 is a drawback for some kids, so we are looking for ways to reduce or eliminate the fee altogether. Snacks are available for a small fee. They include chips, cookies, beverages and pizza. The snack bar has a fridge, toaster oven and pizza maker. Adult volunteers serve as chaperones. Chaperones, who must be 18 years old, are a need. I m here when I can be, said Larson, who is 18, but some of the other board members are not yet 18, so we need more adult volunteers. People can call The Penny House at to volunteer. We have a schedule. Other student board members are vice president Lindsey English, treasurer Chantel Mertz, reporter Alicia Hellman and secretary Brice Wakefield. Community board members are Ann Adams and Kathy Muscha. One more adult position needs to be filled, Larson noted. The Penny House operates primarily through donations. Some early funds were raised via a donation of old computers from Ted Sitz. Board members took apart the computers and were able to sell some components and metal. Some of our games were donations from people, Larson added. Chris Nyhus, an attorney, donated his time to get us state recognized as an organization and as a non-profit. We have 5013C status. Rod Marchand (Tom s Home Furnishings) donated some furniture and flooring, and other people donated chairs and couches. Larson said some money can be raised by hosting gaming tournaments, at which participants pay an entry fee. We ve had a couple tournaments, and we plan to do more of those. We ve also hosted a Super Bowl party and a going-away party, and we ve had a couple of church youth groups come on Wednesday nights. The Penny House building is owned by Tyler s father, Travis Larson. An exterior sign has been painted by his mother, Annie, and will be installed soon. Tyler encourages parents and community members to stop in and to encourage their children to take advantage of the youth center. Special events will be advertised on The Penny House Facebook page. Tyler chose the Penny House name The idea for was born in December, 2015, Larson noted, when he and friends Quincy and Spencer Marchand were hanging. W e t h o u g h t there was nothing recreational to do, especially in the winter, and we wanted to change that. I picked up on that idea and wanted to expand on it, Tyler Larson File photo but then in February, 2016, I was diagnosed with cancer. It was hard scheduling meetings and so on because I was at Mayo Clinic a lot; but, we worked through it. Larson was declared cancer-free in August, but the naming of the youth center is a result of his illness. The doctors had to do a biopsy to determine the type of cancer, and it (biopsy) was the size of a penny in my skull. So, I decided to call this place The Penny House.

2 2A The Herald-Press, March 25, 2017 Some addresses will be corrected As Wells County migrates to a Master Street Address Guide (MSAG) to aid in the implementation of NextGen 9-1-1, some errors in addresses are being discovered and will be corrected. According to Janelle Pepple, Wells County coordinator, most corrections are from an even or odd house number addressing error, depending on which side of the road a house is located. Letters are being sent to those residents identified as needing a correction and the postal authorities are notified, as well. Postal authorities have emphasized that mail service will not be interrupted during the transition to the corrected address. Pepple apologizes for the inconvenience that some may incur. You may wake up to a yard full of pink flamingos, or arrive to work with a flamingo pot on your desk, and a sign informing everyone who passes by that you have been a victim of a flocking! These pink birds will begin appearing in yards and desks in Harvey and Fessenden, Monday, April 3, and continue until all requests have been fulfilled. Don t despair! These beauties will only stay in one yard or desk a short time before they are moved to their next target. This unique fund-raising project, coordinated by the Wells County 4-H Explorers Group, is for an adventure to Minnesota from June 26 to July 2. Explorers will ask community members if they d like to flock a friend or co-worker prior to the first landings, to get their flamingos in a row and come up with a plan of attack. These flockings will be done in good spirits and is not meant to be mean. If you would like to specify the next victim, all we ask is a free-will donation to our group, said Explorers Group Chairperson Krysten McKinven. The removal of these flamingos will be done at no charge, so please don t hurt our pink feathered friends, said McKinven. The Explorers Group offers students an opportunity to explore places they may not otherwise have a chance to experience. This year s trip takes the group to Bemidji to see Paul Bunyan and the Big Blue Ox, to a Wolf Sanctuary and underground mine in Ely, Split Rock Lighthouse, Spirit Mountain Adventure Park and a cruise on Lake Superior in Duluth, then on to Valley Fair or Mall of America depending on weather. Sometime during our trip, either at the Wolf Sanctuary, or when we come back through Fargo, we will be doing a service project, McKinven said. Participating members are Colby Jones, Owen McKinven, Levi Opdahl, Jarrett Guthmiller, Andrew Weisser, Chloe Guthmiller, Madison Jones and Brianna Fike. They will be chaperoned by Explorer committee members McKinven, Julie Weisser and Kristen Jones. These trips give students an opportunity to work with others, to travel with each other, to explore ecosystems and cultures in regions beyond North Dakota, to give back to society and to do things they may not normally dare to do. said McKinven. Some past adventures have included going to Yellowstone National Park, Wisconsin Dells and Glacier National Park. Fundraising projects the Explorers have participated in are auctioning donated items at the annual Wells County 4-H Premium Livestock Sale during the fair, serving dinner at the Wells County Winter Show and crop tours, and catering private meetings or weddings. These trips are solely based off fundraising. We don t want there to be a financial strain on the family of a participating 4-H Explorer, added McKinven. A budget for the trip has been assigned; however, any money raised beyond the budget will be placed in the 4-H Explorers account for future trips. If interested in Flocking a friend, contact McKinven in Harvey at or Carrie Opdahl in Fessenden at We appreciate your sense of humor and your support, McKinven said. Burglaries, illegal dumping reported Sheriff Johnny Lawson reports that there have been burglaries throughout Wells County this past week. The majority of items stolen have been tools, he said. And one vehicle was stolen, north of Fessenden. Lawson cautions everyone, Remember to be mindful and aware of your surroundings, especially in rural areas and farmsteads. If a homeowner is gone for an extended period of time, look out for them, too, if you can. If you see suspicious activity, call the Sheriff s Department so we can check it out. Keep your house and belongings locked up. Times are changing and people are drifting through the area looking for a quick buck. Lawson also reported that, recently, some people are dumping refuse in rural areas or abandoned farms. This is a criminal offense, he said. If you see people disposing of material outside of legal dump grounds, call the sheriff s office immediately so that we can get involved. Thompson-Widmer investigation suspended At a Thursday, March 23, meeting, the Tri-County Social Services board learned that the investigation involving previous director Carrie Thompson-Widmer has been suspended. Wells County State s Attorney Kathleen Murray reported to the board that the decision was made by Ashley Lies, an attorney from New Rockford, who has been conducting the investigation. Thompson-Widmer resigned as director of Eddy, Foster & Wells County Social Services offices on January 18, after being placed on administrative leave. With records now available for public review, The Herald-Press will report further on this matter as details become available. 3 Norskes! Celebrate! the Old Country is happy Rise up and celebrate, Norskes. The Old Country may not have discovered the fountain of youth but it just won first prize as the happiest nation in the world. So plan an extra day at the North American Mecca for Scandinavians, the Hostfest in Minot September Heck! This is a big deal. Take two days. Share the joy. Take a lefse stuffed with lutefisk to your Swedish neighbor. Swing into a Norwegian square dance with the Bohemians down the street. Bring a big bowl of torsk to the crotchety troll from Trondheim in the nursing home. After all, the Old Country is on a roll. Happiness No. 1 is only one of its recent achievements. In 2016 or 2015, Norway ranked No. 1 in Human Development, in OECD Better Life, the Prosperity Index, the Index of Public Integrity and the Democracy Index. Meanwhile, our adopted United States ranked 14th on the happiness scale. The Norwegians who immigrated to the United States to find the American dream are going to pull up stakes and go back home where happiness is more Comments Busy with legislation, banquets and meetings Over the past six weeks or so, North Dakota has had a lot going on that relates to hunting, fishing, trapping and conservation that isn t always tied in directly with fishing on frozen water or hunting the first flocks spring snow geese in frozen fields. Since it s a legislative year, many North Dakota Game and Fish Department administrators are busy keeping track of all the outdoors-related bills, and providing committee testimony and other information to legislators before votes take place. February and March are also busy times when wildlife and conservation clubs, groups and organizations bridge a slower time for outdoor recreation with banquets and annual meetings that help provide the necessary funding for local, regional and national initiatives. Game and Fish is represented at many of these events by local staff or statewide administrators. Mixed in between the legislative activity and annual banquets is the annual rotation of sports and outdoor recreation shows. The Department has a presence at many of these shows, and my work in the eastern part of the state involves covering the big show in Fargo and this year also helping in Grand Forks. These shows are a great time to interact with a variety of people, talking, listening, discussing and sharing stories and a laugh or two along NDGF photo N.D. Matters by Lloyd Omdahl Former N.D. Lt. Governor and former professor of political science at UND ndmatters@q.com than a free quarter of land. To stop this emigration, we American-Norwegians need to ask ourselves: What has Norway got that we don t have in America. We should plan some remedial work before the next ranking comes out. There is no doubt that we have been working hard at being happy here in the U. S. In North Dakota, breweries are cropping up throughout the state with the hope that we can drown our unhappiness. Groping for happiness, we are opening our liquor establishments on Sunday mornings because church isn t cutting it. We have created such a strong market for drugs that the Mexican drug lords killing each other for our business. On the opiate market, the United States ranks 27th in the world while Norway stands at 47th. On the obesity scale, the United States ranks 19th, while Norway is 84th. While Americans are counting on comfort food, the Norwegians are snowshoeing across the mountains. Legislators and governors have been telling us for years that happiness can be found in low taxes. Well, happy high-tax Norway ranks ninth in the world on the tax scale while low-tax North Dakota ranks 33rd. We can only conclude that high taxes make a happier country. That s easy to understand. Norwegians don t have to worry about money because the government has all of it. Workers don t end up with take-home pay they get allowances. But high taxes make it possible for Norway to rank second in health care costs at $9,003 per capita while America spends $8,895. For the extra $108, Norway wins first place in the OECD Better Life Index. When it comes to religiosity, 78 percent of the Norwegians think religion is not important while only 31 percent hold that view in the United States. There is an explanation. For centuries, Lutheran was the official North Dakota Outdoors by Doug Leier, Biologist N.D. Game & Fish Department dleier@nd.gov the way. While several of the shows took place in late February and into mid-march, the question about winter and wildlife were hot topics. The answer was fairly consistent, in that much of the state experienced an early start to winter, with lots of snow and colder temperatures. The weather from the middle of January through February and into early March was more wildlife friendly and provided a welcome respite for resident species like deer and pheasants. The total impact, however, won t be known until surveys provide more accurate information on winter survival. Another important point was that some areas, like much of southeastern North Dakota, didn t get nearly as much snow as the majority of the state, and losses may not be as great in that region compared to other parts of the state. That s one of the advantages of the Game and Fish Department s system of managing deer in specific units, so license numbers can be adjusted to reflect population objectives on a more local basis. A lot of people who asked state religion, meaning that the government ran the church and paid the preachers without the involvement of the parishioners. So the citizenry didn t absorb a lot of theology. In the last few years, the Norwegian government has decided to get out of the church business. It wasn t working, anyway. People were being nice without religion. Since the happiest country in the world is low in religiosity, should the United States cut back on religion to be more competitive in 2018? Some patriotic parishioners would cheerfully give up their pews if it would help make America great again. By emulating the attitudes and lifestyles in Norway, we could become a happier country by But let s look at all other options first. about weather and wildlife also understand the benefits of winter moisture, which will add water to lakes and wetlands which will help fisheries and waterfowl in North Dakota with a fresh influx of water. As part of one discussion, with one angler was hoping his favorite new fishing lake would again produce the 13-inch perch he was catching a few years ago. When I asked what that same lake was like 30 years ago, he remarked it was pretty much a dry slough and void of fish. When I asked if he ever thought that shallow slough would produce 12-inch perch, his answer of no was an indicator of how fortunate we are in North Dakota. It was a good reminder for us all to enjoy what we are experiencing now as far as fishing in the state, as there s no guarantee for how long this current wet cycle will last. We d rather see anglers enjoy the bounties of these productive new lakes while they exist, and I know from many first-hand conversations over the last several weeks that a lot of people are looking forward to getting a line in those waters when the transition to spring is complete. The Herald-Press, Saturday, March 25, A This week s many topics Day 52 in the legislature and many things are coming together. Many committees have heard all assigned bills with just a handful of stickier issues left to be compromised on and moved along. There have been a number of gun bills introduced. Many are just housekeeping bills. Tuesday the Senate passed what we call the constitutional carry bill. This bill allows a North Dakota resident to carry a gun. They would need to have a North Dakota drivers license for a year and have no convictions that would preclude them from their right to carry. There was virtually no opposition. Even law enforcement said they were on board. Wednesday we honored past legislators who served in the House and the Senate. One honoree in the Senate was one of our own, Sebastian Buckshot Hoffner. Buckshot served in the House of Representatives from and , serving as Minority Leader in He also served in the Senate from Legislative Report by Senator Jerry Klein (R) Fessenden - District 14 as Minority Leader from before returning to the House from I did not serve with Buckshot, but I did serve with Senator Jim Pomeroy from The Memorial Service is a nice time for reflection on our own accomplishments and how we will be remembered. In 2016, there were 5,225 exposure calls with 52 percent of those calls for children under the age of six. Here are some prevention strategies to help prevent exposure. The NDDoH recommends the following poison prevention measures: Keep all medicines, household chemicals and other poisonous substances away from children and food; never leave them on the bedside stand, kitchen table or bathroom counter; and lock them up if possible. This is applicable for visitors as well. Warn children never to put medicines, chemicals, plants, or berries in their mouths unless an adult says it s okay. At an early age, teach children that some pretty things, such as vitamins and aspirin, can hurt them. Never call medicine candy to get a child to take it. Never store poison in food or beverage containers. Read all labels. Follow the instructions and measure carefully. Open medicines only when the lights are on so you can verify you are taking or administering the correct medicine. Only take medicines prescribed for you. Unused medications can be disposed of through the North Dakota Attorney General s Take Back Program. To find out more about the program visit: Do not carry medicine in your purse or diaper bags; children like to play with them. Keep windows and/or doors open or run fans when using strong cleaning products. Never mix cleaning products together. Have the national poison control phone number and other emergency contacts readily available. In case of a poisoning or a questionable episode: Call if the person is unconscious, having difficulty breathing or not breathing. Do not give the person anything to eat or drink. Call the Poison Control Center at immediately. Bring the product or bottle to the phone so you can read the label to the staff at the Poison Control Center. Explain what was taken, how much was taken, when it was taken and the age and weight of the person. Do not induce vomiting unless instructed to do so by the Poison Control Center or your physician. How many times do you encounter food in some form on a daily basis? As I drive to and from work, I see several restaurants, convenience stores and billboards. I m glad I have breakfast before I leave for work or I might not be able to resist temptation. If I am hungry after work, I could be tempted to call off cooking duty and buy take-out food. While I peruse websites looking for information, food ads pop up on occasion. While at work, I might be enticed by bowls of treats in offices or on break tables. Of course, my workdays consist of thinking, teaching and writing about aspects of food, nutrition and health. Think about your food encounters. We are influenced about what, how much and where to eat by many things. A growling stomach anxious for sustenance isn t always our main cue. Unfortunately, ads for healthful foods as snacks do not seem to gather the same results as ads for unhealthful foods as snacks. When children ages 5 to 11 are exposed to unhealthful foods, their desire for and consumption of those foods increase. Unfortunately, exposure to ads for healthful foods such as carrots and grapes did not prompt the children to make healthful choices. Adults also are influenced by their food environment, and even by how organized or disorganized the environment might be. Cornell University researchers conducted a study with 101 female students. The students were placed in a clean, organized kitchen or a messy, noisy kitchen. Then they were given a writing assignment about being in control or out of control. They were asked to taste and rate cookies, crackers and carrots, and they could snack on those foods. The students placed in the chaotic kitchen and who wrote about being out of control ate ST. Based on this research, I think I will do some spring cleaning in my kitchen after work. March is National Nutrition Month, according to the National Academy of Nutrition and Dietetics- a good time to think about what we eat and about the many influences on our eating, ranging from advertisements to clutter, and ways to make the most healthful food choices. Many shortchange ourselves on fruits and vegetables, whether at home or at work. Eating small, more frequent meals can help fill nutrition gaps while keeping our energy levels high. Eat healthful snack options, such as yogurt or portion-controlled packets of nuts or trail mix at home or work. Eating smaller, frequent meals can help prevent overeating later in the day. Provide yourself with proteinrich snacks such as Greek yogurt or part-skim mozzarella sticks. Protein helps stave off hunger. Staying well-hydrated helps you think clearly and can help prevent overeating. If eating crackers directly from the bag or box, you are likely to eat more than a serving. Enjoy a serving of whole-grain crackers. Consider single-serving packages of dried fruit, nuts or fresh tangerines that are easy to peel. Jeanna Thompson, Massage Therapist Healing Touch by Beth Huseth, RN 817 Lincoln Ave., Harvey, ND, Phone IN CHRIST WE HAVE REDEMPTION THROUGH HIS BLOOD, THE FORGIVENESS OF SINS CHAPEL CHATS Join the Family, Receive Christ Behold what manner of love the Father has bestowed upon us, that we should be called children of God! I John 3:1. What a joy to know that when we repent, believe God and receive Christ we become part of the family of God. We are born again by the Holy Spirit into that family; once in, there is security, peace and constant fellowship. It all begins when our eyes are opened to the truth of the Word of God and we begin to understand the seed of the gospel. In the parable of the seed (The Word of God) in Matthew 13, the seed on the roadside, in the weeds and among the rocks did not bear fruit but the seed on the good ground bore fruit. So it is with us, when we open up our minds and hearts to the good news of Christ, we become good ground and the Spirit can lead us to freedom from the domination of sin in our lives by repenting and receiving Christ as our Savior and Lord. What a glorious life to be forgiven, have the Spirit within us to direct us and Jesus Christ walking beside us to lead us on the way. John said, But as many as received Him, to them He gave the right to become children of God, to those who believe in His name: who were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God. John 1: Peter said, Whoever believes in Him will receive remission of sins. The gospel is simple and easy to understand. Jesus Christ has paid the extreme price that you might have eternal life with Him. What are you trusting? Trust Christ.
