Create vision, together with an implementation strategy often lacking and no relation with adoptation programme 2. Not reducing CO2 as goal in itself should be linked to innovation capacities and increase of attractive values 3. Necessity to anchor the programme, so public and political support sustains presently Climate Change is hot, however this can change
