ANNUAL REVIEW 2004

8 REVIEW OF THE YEAR Richard Morris, Chief Executive, reflects on ABRSM activities during Introduction The scale of ABRSM operations continued to expand strongly in 2004 to new record levels. Candidate numbers for ABRSM exams worldwide rose by 4.2% to 635,000, of which 365,000 (+4.6%) entered in the UK and 270,000 (+3.8%) overseas. Within these figures, there was a marginal decline in the number of diploma entries, but at circa 3,000 worldwide these remain around 40% higher than the level of annual entries for post-grade 8 exams before the introduction of the new diplomas in Alongside these results, ABRSM Publishing turnover surged forward to a record 5.25 million. Despite all the political tensions across the world in 2004 there were no disruptions to ABRSM examining sessions, and we were particularly pleased to be able to resume exams across Indonesia. At the end of the year our thoughts were directed towards those countries where we work that suffered the tsunami disaster, in particular Indonesia, Sri Lanka and Thailand. There were no changes to the membership of either our Governing Body or our senior executive team (as listed on page 3) during However, at the end of the year, we said farewell to two key people overseas: David Goodyear, who had served for 19 years as ABRSM New Zealand Administrator, and Bill Thompson, who for the last five years had been based in Kuala Lumpur as ABRSM South East Asia Regional Consultant. I thank them greatly for their major contributions to our international work and warmly welcome their respective successors, Heather Gummer and David Young. During the year ABRSM continued to support around 50 scholars at four Royal Schools of Music. In February, we were delighted to hold a second Scholars Concert at our London offices, at which eight scholars performed a varied and highly enjoyable programme. ABRSM ANNUAL REVIEW

REVIEW OF THE YEAR 9 Exams A large number of new syllabuses was published in 2004 to take effect from These included new syllabuses for piano, violin and cello and a comprehensively revised syllabus for harp including non-pedal harps up to Grade 8. Minor revisions were also made to the diploma syllabuses and these were re-issued as separate documents for direction, performance and teaching, fully accredited by the Qualifications and Curriculum Authority. Membership of examining panels continued to grow, so that by the end of the year there were 630 members of the practical panel, 43 for jazz, 106 for theory and 249 for diplomas. ABRSM continues to attach the highest importance to the selection, training and moderation of its examiners and to ongoing quality assurance in all aspects of exam delivery. In 2004 we completed a review of our provision for candidates with learning difficulties and/or sensory impairment. Revised guidelines have been issued and examiner training material has been filmed and used in annual seminar presentations. The Jazz Syllabus, available in the UK for piano since 1998 and for instruments since 2003, was launched in Ireland in May. New arrangements were made with C F Peters in New York to support the work of our jazz representatives both there and in Canada. Meanwhile in the UK we offered substantial support to both actual and prospective jazz candidates and their teachers through a range of 17 seminars across the country. Professional Development and Seminars The 2003/04 CT ABRSM course in the UK was successfully completed by 136 teachers and celebrated at an awards ceremony held at the Britten Theatre at the Royal College of Music in July. The guest speaker was Roger Wright, Controller of BBC Radio 3. There are now some 140 students mid-way through the 2004/05 course in the UK at five centres, of whom 31 are enrolled on the new residential version of this acclaimed course. Equivalent courses were completed and are now under way in Hong Kong and Singapore. Marking the 10th anniversary of the launch of the CT ABRSM course, in 2004 we undertook a comprehensive review of our professional development services, which included the convening of a conference of 60 experts in this field in June. The outcome of this review will be the introduction of additional courses, particularly aimed at those at the start of their music teaching careers, from 2005 onwards. During the year ABRSM organised a host of seminars for teachers of piano, violin, viola and cello to support the introduction of the new graded exam syllabuses. The seminars were held at 12 venues across the UK and were attended by around 1,800 teachers. Alongside these, we conducted our normal annual series of examiner seminars at eight different locations, which included a stimulating presentation by the leading violinist and scientific researcher Paul Robertson about the relationships between music and the functions of the brain. A further series of seminars was held for Honorary Local Representatives (HLRs) and a record 175 HLRs attended these events. During the year the HLR Guide was revised and updated to include new information on ABRSM s Child Protection Policy, advice for selecting stewards and guidance about assisting candidates with access needs. International The continuing year on year growth in overseas exam candidates is remarkable and is now running at a cumulative 23% over the past five years. During 2004 new representatives were appointed in 13 countries, including the appointment of the Roland Foundation to help to develop our work in Japan. Reflecting the exceptional rate of growth in Hong Kong, we have introduced a second exam session to take place in the spring of each year in that territory. With these levels of international activity, ABRSM is now a major player in the field of international cultural relations. In 2004, 209 examiners spent a total of 12,500 days conducting ABRSM s work in international centres, and visits were made by members of ABRSM staff based in London to 25 overseas countries across Europe, the USA, the West Indies, India, the Far East and Australasia. In November, we held the first ever ABRSM conference for our ANNUAL REVIEW 2004

10 REVIEW OF THE YEAR representatives in the West Indies, bringing them together for three days of discussion in Barbados. There was a wide range of professional development and teacher support events throughout the world in Professional Development Programmes were held in Hong Kong, Macau, Malaysia and Singapore, focussing on the new Piano Syllabus for 2005/06, and the teaching of higher grades and of theory. As part of our Centenary Travel Grant programme, professional development conferences were also conducted in Malta and across five cities in India. Altogether during the year 57 overseas teachers meetings were organised and conducted by ABRSM. New Projects As foreshadowed in last year s report, 2004 saw the launch of Music Medals. This brand new programme, designed to provide individual assessment during the early stages of instrumental learning for pupils taught in groups, had been under development for the previous four years. During this time there had been wide-ranging consultation, primarily with Music Services, on the needs of such pupils, and major pilot programmes across the UK. There were in fact three launch events: a first launch to heads of Music Services and Music Service teachers at the annual conference of the Federation of Music Services in May; this was followed by the press and public launch in London in June, which was attended by David Miliband MP, then Minister for Schools Standards, who warmly praised and supported these new accredited qualifications; finally, there was a launch at the annual conference of the National Association of Music Educators in September. At each of these events Music Medals were demonstrated effectively (and sensationally) by the violin duo DUEL. While the Music Medals publications were available from May, the assessments themselves came on stream towards the end of the year. Initially available for 17 instruments commonly taught in groups, this range will be extended further in 2005 and beyond. The development, planning, promotion and administration of Music Medals have made exceptional demands on all ABRSM staff and I most warmly applaud the spirit of collaboration which my colleagues have shown and continue to show as we take Music Medals forward for wide dissemination in 2005 and beyond. In 2004 we were also hard at work on the development of the SoundWorlds project, funded by Culture Online, part of the Department for Culture, Media and Sport. As mentioned last year, the objective is to extend access to music and enrich musical understanding, exploration and creativity through the creation of a new website and CD-ROM resource. By the time the project is launched later this year, well over 200 people will have been involved in its development, including composers, performers, consultants, authors, editors and teachers, and IT developers, designers and technicians. We are all confident that this highly innovative and creative project will provide a rich experience of interactions between music, video, photography and text for teachers, young people in and out of school and many others. The redesigned website, launched at the end of 2003, was very well received in The site includes a large number of open access forums which have already attracted over 3,000 registered users, who have made more than 50,000 postings to the site. In total, well over one million topics have been opened and read by visitors. Publishing 2004 was always going to be a busy year for ABRSM Publishing. The publication of a new Piano Syllabus coinciding with a new Violin Syllabus involved eight graded Selected Piano Exam Pieces albums plus twelve volumes of Selected Violin Exam Pieces. In addition the Piano Syllabus was accompanied by the Teaching Notes on Piano Exam Pieces and recordings of all the pieces on the new syllabus for 2005 and 2006 on both CD and cassette. For only the second time, recordings of all the violin pieces on the new syllabus were produced (just on CD), though difficulties with production unfortunately delayed the publication of some of the violin recordings. ABRSM ANNUAL REVIEW

REVIEW OF THE YEAR 11 ABRSM Publishing also published, only two months before the new piano and violin syllabus products, the first suite of Music Medals books. Twenty volumes of ensemble pieces at five levels for flute, violin, clarinet and treble clef brass instruments, plus Option Practice Books for those same instruments, were launched in May to support the major Music Medals presentations. Later, in the autumn, Option Practice Books for further instruments (guitar, cello, saxophone, recorder, viola, bass clef brass and trombone) plus ensemble books at five levels for guitar were issued. Meanwhile, plans for further ensemble books (recorder, saxophone) were in hand for publication in Alongside this already extensive programme, ABRSM Publishing had been supervising a major new book, All Together! Written by a wonderful collection of experts in the field of group teaching, All Together! was warmly received by teachers, educational administrators and critics alike. Recognition of the original and pioneering nature of both this book and the whole Music Medals resource came in the form of the Music Industries Association s Innovation in Printed Music Publishing award for ABRSM Publishing s year had begun in upbeat fashion with the launch of Spectrum for Cello. This collection of 16 newly-commissioned works for cello and piano was enthusiastically welcomed by cello teachers and professional cellists in an entertaining presentation at 24 Portland Place. Members of The Violoncello Society of London, including Sebastian Comberti, Steven Isserlis and Raphael Wallfisch, were on hand to bring the new works to life for the first time with many of the composers also present. A CD recording of all the pieces was included in the cello album. This book brought the total number of composers commissioned for the Spectrum series to 70 and the total number of Spectrum pieces published to 91. A further innovation was the release of Achieving Success, a film designed to help those preparing for a diploma in performance. Made available in three formats, the film includes interviews with a diploma examiner and some successful candidates as well as exemplar performances on a variety of instruments. The DVD version also contains Chinese subtitles and a commentary in Cantonese to help candidates and teachers in South East Asia. Visits to Australia, the Caribbean, Cyprus, Germany, Hong Kong, India, Malaysia, New Zealand, Singapore, Spain, Taiwan and the USA were undertaken by ABRSM Publishing staff, involving product presentations to retailers, exhibitions and trade shows, meetings with distributors and support for ABRSM seminars. Sales internationally in 2004 were boosted by the simultaneous release of the new piano and violin albums but, nevertheless, all-round growth was evident worldwide with remarkable increases in Hong Kong and the USA. In the latter case, the first full year of distribution by C F Peters in New York clearly showed the benefits to both ABRSM and its customers of having an efficient, dedicated partner in such a large and important territory. During 2004, charitable donations of ABRSM publications were made to 46 beneficiaries in 28 countries. At home, three members of staff gained the Graduate Certificate in Music Publishing from the London College of Communication after a year s study supported by ABRSM Publishing. ABRSM Publishing also appointed its first Product Development Manager with a remit to develop innovative new products that will complement the output of exam-specific publications. Publishing marketing staff supported numerous UK seminars on new syllabuses and, underneath all this visible activity, the production team managed over 200 items of promotional literature and stationery. It was indeed a busy year! Administration The administrative departments of ABRSM had an equally busy time in Online entries continued to grow and now represent nearly 40% of all UK entries. In 2004, online entry procedures were also made available in Singapore and much of Malaysia and a Virtual Private Network was established between Singapore and London. Music Medals have been designed to be delivered to the greatest extent possible through online mechanisms. So, during the year, a comprehensive Music Medals system ANNUAL REVIEW 2004

12 REVIEW OF THE YEAR was developed and installed, along with a registration system for Music Services and others who will use and administer these assessments. Other IT developments in the year included a database of statistical information required to meet our statutory obligations to provide government with exam results, and an interface for the keying-in of practical exam component marks, which will have important implications in our quality assurance work. In 2004 a comprehensive human resources audit was undertaken and its outcomes will be taken forward in the current year. Music Education Throughout 2004, I and my senior colleagues maintained our close connections with a range of outside organisations concerned with music education in the UK, most notably the Department for Education and Skills, the Qualifications and Curriculum Authority, the Music Education Council, the National Association of Music Educators, Youth Music, the Music Publishers Association, the Federation of Music Services and Music for Youth. We continue to provide substantial sponsorship support for the last two organisations on this list, which are both vital to the future well-being of music education in this country. The strong expressions of support from the government for music education, which I mentioned in last year s review, were further endorsed in 2004 through the launch of the Music Manifesto in July by David Miliband MP and Estelle Morris MP. ABRSM was itself happy to sign up to this manifesto, whose very broad objectives are entirely in line with our charitable mission. Towards the end of the year the government s goodwill was demonstrated in more tangible form through the announcement of an additional 30 million in 2007/08 to be aimed primarily at giving every primary school pupil the opportunity to learn a musical instrument. Although insufficient to meet this objective, this extra funding is most welcome news and gives an opportunity for Music Services and others to demonstrate the added value that they can generate in terms of musical opportunities for young people. We can then hopefully look forward to an assurance from government that additional annual funding of at least this magnitude will be made available in subsequent years. It is also encouraging that one of the specific objectives of the Music Manifesto is to develop a world-class workforce in music education. At ABRSM we remain concerned that there is still no recognised pathway for instrumental teachers towards a status that is comparable with or related to Qualified Teacher Status. There is an urgent need for government agencies and employers to agree on a competency-based specification for the instrumental teacher, so that ABRSM and other awarding bodies can set about devising qualifications which will provide this enhanced status. Conclusion As is evident from this report, 2004 was a year in which ABRSM expanded strongly. I would like to pay particular tribute to the senior management team and all the staff at Portland Place for their dedicated efforts throughout 2004 in both expanding our core operations and developing the new products and services which will benefit teachers and learners of music and will contribute to our future success. With 124 full time members of staff currently working at Portland Place, we try very hard to break down departmental barriers, recognising that all aspects of our work ultimately interrelate. I believe that this spirit of collaboration has been fundamental to the substantial progress made by ABRSM in recent years. This spirit, moreover, extends well beyond Portland Place to the large and growing teams of examiners, course leaders, mentors, HLRs, international representatives and consultants, on whom ABRSM depends for the delivery of all its products and services. In all, this wider team consists of nearly 1,500 people, and I would like to express my warmest thanks to each and every one of them for their contributions to the achievement of ABRSM s charitable objectives over the past year.
