1 INTELLIGENCE Description of the Field Work in the intelligence field may involve intelligence collection and analysis, sharing intelligence, security screening and sharing information with the public. Due to the new urgency of security issues facing government in a post-september 11 environment, jobs in the intelligence field have been growing tremendously. Many federal departments have intelligence units among them, Transportation, National Defence, Customs, Public Safety and Emergency Preparedness, Environment, and Citizenship and Immigration. Intelligence positions are often not advertised, and the units are not publicized. Major units are within the RCMP, CSIS, and the Communications Security Establishment (CSE). The exact nature of the work performed by intelligence officers can vary greatly and therefore employers seek officers with various educational backgrounds. Intelligence officers must often be willing to relocate periodically throughout their careers. Employees of DFAIT and CSIS often have the opportunity to move to other intelligence areas. Positions such as Risk Analyst and related job titles, will frequently lead to further intelligence oriented work. Knowledge of the international events and trends which have the potential to impact on the security of Canadian society and institutions. ADDITIONAL REQUIREMENTS / COMMENTS: An eligibility list may be established to staff similar positions with various linguistic requirements. Condition of employment: Candidate must work shifts, overtime on short notice and be willing to perform stand-by duties on a 24/7 basis. Written tests may be administered. Experience Experience in researching a wide range of primary sources of information on developments in the Latin America, hereafter characterized as "the assigned area," and in international relations. Experience in preparing, presenting and defending effectively oral and written positions. Experience working in or travelling in the assigned area. Challenge Support for senior government decision makers, including the Prime Minister, Ministers and officials of Privy Council (PCO), Foreign Affairs Canada (FAC) and other departments, through policy-neutral assessments of foreign political, economic, strategic and security issues concerning Latin America. Support for the Canadian intelligence community, through coordination of interdepartmental assessment activities in support to the Intelligence Assessment Committee (IAC) and through coordination with allied intelligence assessment agencies. Contribution to development of Intelligence Assessment Staff strategies and policies for assessment sharing, marketing and client services, and planning and coordination activities. 4
5 Criminal Intelligence Analyst, Royal Canadian Mounted Police (Civilian Staff) Location: Ottawa, ON Salary: $61,312 to $66,287 per annum Three permanent positions. Language Various language requirements and/or profiles Education Graduation from a recognized university. Experience Experience in researching, writing, analyzing, and editing documents. Experience in a publishing, research or analytical environment. Experience working with computers and with word processing software. Challenge Review, evaluate and analyze a wide variety of specialized periodicals, journals, research papers and intelligence reports produced by national and international experts, and establish a network of sources and contacts both within and outside member agencies. Research, prepare and write complex reports, intelligence assessments and strategic analytical projects. Provide expert advice on complex issues, assess intelligence and provide strategic analysis focused on national, and international criminal activities for the entire Canadian criminal intelligence community. Establish a network of sources and contacts within and outside the Criminal Intelligence Service Canada membership in order to maintain subject area expertise and to identify criminal trends and analysis. Attend meetings, conferences, seminars, and training courses. Additional Requirements / Comments Condition of employment: Security clearance - Secret. This factor is not used at the preselection stage. The Royal Canadian Mounted Police is responsible for the security clearance process. A written exam will be administered. Other Merit Criteria and Conditions of Employment OPERATIONAL REQUIREMENTS: Compressed-work week and flexible hours are not permitted (i.e hours, five (5) days per week). Availability to work longer hours on short notice. Individuals could be required to work in confined spaces (e.g. heating plants and tunnels), climb stairs, ladders and scaffolding in order to conduct in-depth security inspections of building construction. Ability to work outdoors on occasion. Willing and able to travel. CONDITION OF EMPLOYMENT: Secret Security Clearance. This factor is not used at the preselection stage. INTERNATIONAL CRIME OFFICER, DFAIT LOCATION: Ottawa, ON SALARY: $43,048 to $52,812 (ES-03) LANGUAGE: Bilingual EDUCATION: Graduation with a degree from a recognized university, with a relevant specialization in economics, sociology, statistics, law or criminology. EXPERIENCE: Experience dealing with the issues of illicit trade in firearms and money laundering. Experience working with international and regional institutions, fora, and projects dealing with international crime, in particular the problem of firearms traffic and money laundering, i.e. the G8, the European Union, the Organisation for Economic Co-operation and Development, the Organisation of American States, the Financial Action Task Force on Money Laundering and the United Nations. Experience working with federal departments with a role in combatting firearms trafficking and money laundering, particularly core departments such as Department of Foreign Affairs and International Trade, Justice, Privy Council Office, Solicitor General, Royal Canadian Mounted Police, Finance, Canada Customs and Revenue Agency. Experience participating in project teams and committees. Experience conducting consultations with partners. Experience in developing, planning and coordinating activities related to the firearms trafficking and money laundering problems. NPSIA Works: Career Futures INTELLIGENCE ANALYSTS, COMMUNICATIONS SECURITY ESTABLISHMENT Intelligence Analysts at CSE are university graduates from a variety of disciplines, such as history, economics, political science and international and trade relations. They have proven analytical and report-writing skills, an ability to comprehend new technical concepts, and a demonstrated interest and ability in computer and communications technology. They are expected to display a high level of initiative, flexibility, resourcefulness and leadership. They must also be able to grasp and handle detail, to express their findings clearly and, in most senior positions, to direct others. Intelligence Analysts have access to state-of-the-art data processing technology in support of their research, ample opportunity to develop expertise in analysis and correlation of data, and the challenge of synthesizing the results of their research in objective, well-written reports. STRATEGIC INTELLIGENCE OFFICER, Department of Citizenship and Immigration LOCATION: Ottawa, ON SALARY: $ 42,204 to $ 51,776 (ES-03) LANGUAGE: English or French EDUCATION: Graduate degree from a recognized university with a specialization in social science.
