Safe Navigation Support System based on e-navigation Concept Jaeyong Oh Senior Research Scientist Korea Research Institute of Ships & Ocean Engineering (KRISO) [KRISO Ship Handling Simulator]
Contents 1. Background 2. Approach 3. Concept 4. Services for safe navigation 5. Simulation tests 6. Conclusion
Background (1/2) Maritime accident statistics over the last 5 years to 2012 in KOREA : More than 30% are caused by collisions, grounding and sinking. About 15% of accidents occurred near the harbor or costal area. Types of accidents Accident areas Casualty 9% Other 20% Collision 25% Grounding South Sea 35% Harbor Limit 15% East Sea 13% 7% Engine Damage 30% Sinking West Sea 37% 3% Fire/Explosion 6% * Maritime Accidents Statistics in Korea ( ), Korean Maritime Safety Tribunal, MOF
Background (2/2) Why in harbor? Maritime traffic is congested and complex according to the increasing of traffic volume and larger ships in harbor. Small private fishing boats. Maritime structures (bridge, crane..) Unexpected factors (current, weather..) For Safety & Efficiency in harbor area Need to develop navigation support system!!
Approach What is important information in port area? Rudder Engine Current Tide Depth ECDIS GPS Wind Weather AIS AtoN ROT Accuracy Realtime + Intelligence Traffic Info. Weather Info. Collision Avoidance Info. UKC Info.
Requirements Requirements Server-Client architecture Details Server(shore-side)-Clients(ship-side) architecture (Request-Reply) N Clients connect to Server ( 1 : N ) Reduce overhead of ship-side computing resource Easy to share and manage resources Wireless network Based on ENC Shore-side Services Ship-side Services Available range > 50.0 km Bandwidth > 1.0 Mbps Use ENC(Electronic Navigation Charts) Data Display information on ENC Traffic and Weather services Maritime traffic database from GICOMS * Collision Avoidance and UKC services Gather navigational data from GPS, AIS * GICOMS (General Information Center On Maritime Safety & Security), KOREA
Concept Available within harbor limit and based on wireless network Vessels request traffic or weather info. to shore-side server and server reply to the vessel Each vessel makes collision avoidance and UKC information autonomously Can help officers with making decisions for safe navigation Traffic database GICOMS Port Navigation Support Server (shore-side) Client in bridge (ship-side) Collision avoidance Info. UKC Info.
Services Traffic Information Service Statistical information about maritime traffics understand traffic patterns Server on shore-side (request-reply) Use maritime traffic database based on GICOMS Functions : 1 Trafficship trajectories 2 Traffic Density 3 Accident Information Trafficship trajectories Traffic density Accident information
Services Weather Information Service Generate current/wind/tide grid information of port area Predict current/wind/tide data on the planned route (WP) Server on shore-side (request-reply) Reduce collision or sinking accident and improve vessel efficiency Current Map Wind Map Current/Wind grid information Predict weather information on WP
Services Collision Avoidance Service Analyze risks of ship collision by fuzzy algorithm. Recommend optimal route for collision avoidance. On the ship-side and based on GPS and AIS in real-time. Reduce inter-vessel collision accident Display collision risks on the trafficship symbols. (4 levels, ) Collision risks Collision avoidance route
Services UKC Service Predict UKC(Under Keel Clearance) on planned route (WP) Based on current, tide and depth data from weather service Apply vessel characteristics Reduce the risk of grounding accident UKC Information
Simulation Test Evaluate the services by using simulator. Various situation that is generated by simulator. Replay AIS Message logs make more realistic maritime traffic Test area : Yeosu & Gwangyang port in Korea AIS Message Logs Yeosu & Gwangyang Port, KOREA Replay AIS GPS LAN Client in bridge (ship-side) Ship Handling Simulator, KRISO Server (shore-side)
Simulation Test
Conclusion Propose 4 services for safe navigation in port area Shore-side : 1 Traffic info. service, 2 Weather info. Service Ship-side : 3 Collision avoidance service, 4 UKC info. service Tested using Ship-handling Simulator Need to evaluate the services and modify GUI(graphic user interface) (easier, more convenient, more efficient) Plan to test on the global e-navigation test-bed in KOREA (2014)
