7 1 University f Miami Graduate Prgrams in Public Health Intrductin The Graduate Prgrams in Public Heath is an integral part f the Department f Public Health Sciences, ne f the mst prlific departments n the campus f the Miller Schl f Medicine (MSOM), itself part f the University f Miami (UM). A private research university with mre than 15,000 students frm arund the wrld, UM is a vibrant and diverse academic cmmunity. Frm prgram t department, schl and university, the visin, missin and gals are fcused n teaching and learning, the discvery f new knwledge, and service t the Suth Flrida regin and beynd. UM is a relatively new institutin, established in 1925 during the regin s famus real estate bm. In 1952, true visinaries funded the medical schl t serve Suth Flrida, Suth America and the Caribbean in educatin, research, patient care and cmmunity service. The Department f Public Health Sciences was established in 1970 and cntinues tday t bring abut sustainable, psitive changes in health by prviding an utstanding prgram f research, teaching and service t educate the next generatin f public health leaders wh endeavr t discver, test and disseminate slutins t health threats and prblems; and translate research int effective practices and sund plicies. The missin f public health has been defined by the Institute f Medicine as fulfilling sciety s interest in assuring cnditins in which peple can be healthy (IOM, 1988). It is this philsphy that is at the cre f ur degree prgrams. In 2008, the Assciatin f Schls f Public Health (ASPH) alerted us t a public health wrkfrce crisis with a warning that withut enugh public health wrkers prtecting us where we live, wrk and play, we all are vulnerable t serius health risks. It is this frecast that is driving ur cmmitment t sustain ur grwth trajectry and t train mre public health prfessinals, extend public health training int ur medical degree curriculum, expand ur degree fferings and maintain cnnectins with ur alumni t ensure their cntinued dedicatin t the field. The Graduate Prgrams has cnsistently maintained accreditatin with CEPH since the inceptin f the teaching prgram in The Graduate Prgrams ffers a distinct set f attributes t the prspective r cntinuing student in a culture that prmtes interdisciplinary cperatin and cllabratin, as evidenced in multidisciplinary research, service and teaching effrts.

9 3 Criterin 1.0 The Public Health Prgram 1.1. Missin. The prgram shall have a clearly frmulated and publicly stated missin with supprting gals, bjectives and values. a. A clear and cncise missin statement fr the prgram as a whle. The Graduate Prgrams in Public Health share faculty, staff, classrms and a dedicatin t making the wrld healthier fr everyne. Our missin reflects ur belief that we can make a difference. It states: Our Prgram is cmmitted t develp leaders wh can translate knwledge int plicy and practice t prmte health and prevent disease in human ppulatins. b. A statement f values that guides the prgram. Our values supprt ur missin and guide ur cllective daily activities. They include: Cmmunity and Organizatinal Partnerships: Participatry cllabratin with diverse and fully engaged stakehlders t prmte health and scial change. Diversity and Mutual Respect: Prmte and celebrate individual and cllective distinctins amng ur students, staff, faculty and cmmunity partners. Freedm f Inquiry: T think, t questin and t challenge frm the basis fr all ur educatinal, research and service activities. Health Equity: A cmmitment t ensure the health f all ppulatins, including the mst vulnerable and underserved. Persnal and Prfessinal Integrity: Ethical behavir guides the activities f ur students, staff, faculty and cmmunity partnerships. Physical and Mental Health: A fundamental right f every human being.

T fster an envirnment in which students and faculty cllabrate n scientific investigatins addressing public health issues and practice, with an emphasis n vulnerable and underserved ppulatins. In Service 4. T engage with cmmunities, prfessinals, leaders and thers as partners in imprving the health f ppulatins, including the mst vulnerable and underserved. 5. T create educatinal pprtunities in public health fr public health and health prfessinals and the brader cmmunity. d. A set f measurable bjectives with quantifiable indicatrs related t each gal statement as prvided in Criterin 1.1.c. In sme cases, qualitative indicatrs may be used as apprpriate. 12 6 e. Descriptin f the manner thrugh which the missin, values, gals and bjectives were develped, including a descriptin f hw varius specific stakehlder grups were invlved in their develpment. Missin statements, values, gals and bjectives existed fr the Graduate Prgrams since its inceptin. In 2011, we undertk an extensive prject t realign ur missin, values, gals and bjectives with the wrk we were ding and hped t d. A small wrking grup f students and staff was frmed in August 2011 t review all current materials and create the first revisins. The small wrkgrup met weekly August December 2011 preparing and revising drafts f the missin, values and gals/bjectives fr further review and cnsideratin by the Department faculty (mnthly faculty meetings), the Graduate Executive Plicy Cmmittee and the Department Executive Cmmittee. Drafts were presented and refined in a series f faculty meetings during September December A wrking draft f the revised missin, values and gals/bjectives was finalized in early Draft dcuments were ed t all apprpriate cnstituents in Spring Input frm current students was slicited in February 2012 and input frm alumni was slicited in April In additin, we reached ut t varius stakehlders in the cmmunity in April 2012 including leadership f the lcal Health Department and several lcal cmmunity agencies (e.g., the Health Fundatin f Suth Flrida, the Children s Trust, and Catalyst Miami). In additin t these targeted activities, we psted ur drafts n ur department website, during their develpment. This website is designed and rganized based n CEPH accreditatin criteria making it easy t access. The website is als designed t allw submissin f feedback by any individual. The feedback is ed t the CEPH Accreditatin Wrkgrup that is respnsible fr reviewing and acting upn feedback. Feedback is an agenda item n every CEPH Accreditatin Wrkgrup meeting, t ensure that it is discussed and if necessary brught t ther cnstituent grups fr deliberatin. f. Descriptin f hw the missin, values, gals and bjectives are made available t the prgram s cnstituent grups, including the general public, and hw they are rutinely reviewed and revised t ensure relevance. The main methd by which the missin, values, gals, and bjectives are made available t the Prgram s cnstituent grups, including the general public, is a permanent website: The website tabs are designed and rganized s ur missin, values, gals and bjectives are identified fr easy access. We als include ur missin statement n marketing materials fr prspective and current students. Our missin, values and gals are reviewed annually by ur graduate prgrams staff. They bring issues t the members f the Graduate Executive Plicy Cmmittee (GEPC). These items are als reviewed each time we draft new prmtinal materials r re print existing nes.

13 7 Our Prgram s missin, values, gals, and bjectives are als discussed ad hc during faculty meetings, staff meetings, and student feedback sessins. This adds a very imprtant layer f cnstituent invlvement as it addresses student, staff and faculty issues immediately as they arise. This prcess als keeps us cnstantly reviewing the Prgram s missin, values, gals and bjectives t ensure they are relevant t the actual wrk that is being cmpleted within the Prgram. g. Assessment f the extent t which this criterin is met and an analysis f the prgram s strengths, weaknesses and plans relating t this criterin. This criterin is met. Strengths We undertk a careful and cmprehensive review f ur missin, values, gals and bjectives with all cnstituents. This review resulted in a mre clearly delineated relatinship between ur missin, values, gals and bjectives. Our missin, values, gals and bjectives are aligned with the wrk we d nw and the wrk we hpe t d. Challenge While ur missin and gals clearly align with ur nrmal prcesses and activities, it is nt a nrmal prcess t cntinually mnitr ur prgress against these gals. Plan We have assigned Ms. Heather Rse, Directr f Accreditatin and Dctral Administratin, the primary respnsibility t cntinually mnitr ur prgress tward ur gals and reprt t Prgram leadership n a regular basis.

15 9 Criterin 1.0 The Public Health Prgram 1.2. Evaluatin. The prgram shall have an explicit prcess fr mnitring and evaluating its verall effrts against its missin, gals and bjectives; fr assessing the prgram s effectiveness in serving its varius cnstituencies; and fr using evaluatin results in nging planning and decisin making t achieve its missin. As part f the evaluatin prcess, the prgram must cnduct an analytical self-study that analyzes perfrmance against the accreditatin criteria defined in this dcument. a. Descriptin f the evaluatin prcesses used t mnitr prgress against bjectives defined in Criterin 1.1.d, including identificatin f the data systems and respnsible parties assciated with each bjective and with the evaluatin prcess as a whle. If these are cmmn acrss all bjectives, they need be described nly nce. If systems and respnsible parties vary by bjective r tpic area, sufficient infrmatin must be prvided t identify the systems and respnsible party fr each. The prcesses used t gather infrmatin fr ur measurable bjectives rely n bth qualitative and quantitative methds f data cllectin that are specifically tailred t each bjective. Similarly, the respnsible parties assciated with each bjective are specifically assigned accrding t their relevance t the designated bjective. Thse respnsible fr the bjective are als respnsible fr ensuring that data are cllected accrding t specific timelines, analyzing the data, ensuring prductin and distributin f metric reprts, taking crrective actins as required either individually r by bringing the issue t a cmmittee r prgram leader and mdifying the data cllectin t meet new needs. The Graduate Prgram Directr is ultimately respnsible fr all bjectives, but has specific respnsibility fr selected bjectives as nted. Table 1.2.a, belw, delineates the data systems used and the respnsible parties assigned t each f the Prgrams measurable bjectives as defined in Criterin 1.1.d. Dr. Zafar Nawaz, the Senir Assciate Dean fr Graduate Educatin and head f OGPS, was cnsulted thrughut the self study prcess. Once all sectins f the self-study dcument were cmplete and made available t all cnstituent grups fr feedback, the self study dcument was printed as a cmprehensive text fr a final review by the Accreditatin Wrkgrup t assess the cnsistency f the dcument t ensure chesiveness and verall cntinuity amng all the varius sectins f the self-study dcument. Indirect Cst Recvery Indirect cst (IDC) revenue is generated by ur highly prlific faculty, as a result f their externally funded research. An amunt f unrestricted funding equal t this revenue surce is returned t the Department and distributed t individual faculty thrugh an incentive prgram. The prgram returns a specific percent f the IDC realized in the frm f a discretinary fund r a salary supplement. The remaining IDC is used as unrestricted funds fr the department. The Graduate Prgrams are nt invlved in the generatin, distributin r spending this revenue surce. Distributin f Tuitin and Fees The Graduate Prgrams in Public Health secured a tuitin recapture agreement in June 2009 (FY 10) prviding that 50% f the first $240,000 f tuitin revenue and 75% f the subsequent tuitin revenue generated by the Master s in Public Health Prgrams (MPH and MSPH) be returned directly t the Graduate Prgrams perating budget. This surce f funding is utilized t imprve the quality f each degree prgram, increase the number f curses ffered each academic year, increase tuitin supprt fr exceptinal students, and t expand staff/administratin in the Graduate Prgrams. In 2011, the tuitin frm a new prgram, the Master f Science in Bistatistics was added t the agreement. An additinal recapture arrangement fr the new MD/MPH prgram was als secured in 2011 (FY 12).
