Objective 2.2: Technology Assessment Our objective is to collect, review and summarize evidence of student learning and evaluate the success of implementation using tests, assessments, surveys and other data. The results of this assessment process will be used to identify technology needs related to curriculum and implement policies and standards intended to improve student learning and achievement. Network monitoring software is used to evaluate network performance and bandwidth usage on a weekly basis. We are constantly evaluating our network health and looking for ways to maximize our network capabilities to enhance the learning process. Helpdesk software, Track-IT from , is used to evaluate technology support services and employee performance. Transitioning Helpdesk software to an integrate solution with our district SharePoint website and SpiceWorks. Staff and Faculty are surveyed annually to determine satisfaction with current level of district technology and to discover training opportunities. In addition surveys are used to determine educational staff s technical literacy and monitoring progress in improving their technical capacities. (See Appendix B & C) Recent Needs Assessment Summary from : See Section II.b Needs Assessment Goal 3: Professional Development Putting technology into the classroom without providing the proper support does not insure that it will get used appropriately, if at all. The administration recognizes that applying technology in the classroom makes extensive demands on teachers. Teachers are tasked with managing a dynamic, technology enhanced classroom, while at the same time ensuring that the essential content in local, state, and national curriculum standards are met. Our goal is to provide faculty and staff with the technology skills they need to confidently implement new teaching methods. Data/Assessment/Instructional Technology Coordinator was assigned to assist staff with utilizing data to impact instruction and utilize technology within the curriculum. DAIT Coordinator has a classroom background and worked to integrate technology into instruction. Austin Public Schools Technology Plan Page 19

In 2009, DAIT Coordinator transitioned to Director of Information Technology, creating a need for additional Technology Integration support. In 2010, we hired a 1.0 FTE Technology Integrationist that has classroom experience and multiple years working in technology related fields. On-boarding new staff occurs upon employment. All new teachers attend a multiple day New Teacher Orientation program before the start of school. During this time, teachers are exposed to district specific technologies and how to us technology systems within the classroom. This included content related, but not limited to Infinite Campus, Viewpoint, Scantron Performance Series, DIBELS, Curricular Support software, Microsoft Office Suite, Microsoft SharePoint, Interactive WhiteBoards, and general computing skills. Technology staff attend seminars and workshops related to technology and continue researching new technologies that apply to curriculum and services used in the district. Workshops are offered throughout the course of the year and in the summer months by staff in the Technology Department. (Example below outlines our Elementary Training Schedule ) Austin Public Schools Technology Plan Page 20

II.b Needs Assessment The Needs Assessment has been developed through staff surveys (See Appendix B & C for most recent Staff Surveys), technology committee meetings, and other committee meetings that involve the Director of Information Technology. The meetings typically include stakeholders from classroom teachers, administration, special education, school board members and input from interested parents in the community. Identifying technology needs is an ongoing process. Some needs are on a repeating cycle as technology equipment ages, technology opportunities improve, and instructional and educational needs change. Other needs may arise caused by individual learning plans, timing, circumstance, and new challenges. Focus Area I Information Services Data warehouse technology and computerized assessments have given us the ability to track student s progress towards district and state standards. Technology has allows us to capture a lot of information over time and analyze that information as an ongoing picture of students abilities. The assessment tools allow the classroom teachers to customize their students learning experience. Austin Public Schools will continue to manage student database information with Infinite Campus software. The web base system is hosted on our local network and is publicly available on all electronic devices that have Internet connection. All K 12 teachers and supporting staff members have been trained on how to access student information, manage attendance and grades and use Infinite Campus as a communication tool. Focus Area II Data/Voice Communications (E-Rate Eligible) A critical component that supports our online services and provides access to information is our data communication connection. Since 2010, we upgraded our services from a 10 Mbps connection to 20 Mbps in 2011 and now in 2012 we have internet service of 50 Mbps. The fiber optic connection is dedicated to our network and is not shared with the vendor s other customers. This connection has helped elevate many issues related to limited bandwidth and have improved work productivity for the staff and learning experiences for our students. Future considerations will include continuing the increased bandwidth progress and subscribing to a back-up Internet service that can assure 100% Internet connectivity. The 50 Mbps fiber optic data service supports our regular phone communications as well. This includes local and long distance phone calling. Consolidating data internet services has helped with technology management and aggressive financial savings. Security systems and Emergency Management systems have all moved to wireless solutions and do not impact our local area network. Austin Public Schools Technology Plan Page 21

Austin Public Schools has a 100 Mbps wide area network that supports seven out of eight school buildings. All data and voice communications are transferred through this fiber optic WAN. The benefits of this technology include device management as it were on a local area network, local control of web interface services, staff members can access documents from any networked computer, and in addition, students have network access to their documents. A future goal is to upgrade the network infrastructure from 100 Mbps to 1 Gbps due to the growing amount of computer devices, locally hosted services, and web based applications. Another data communication service that is required for our district is a wireless point-to-point transmission. The Community Learning Center utilizes this connection for communicating to the district network. Like all buildings, voice and data communications are transferred wirelessly in an effort to be part of the wide area network. The future of the CLC building is yet to be determined as we lease the building space. Funds have been allocated to install WI-FI connectivity for all district-owned K 12 school buildings. The basic function of this service is to make our local area network available to wireless technology devices. Devices that may connect to the WI-FI network include: laptops, tablets, cellular, and other hand-held devices. We believe that this will change the way we offer access to technology and the Internet for our students. Traditionally our student technology access is predominately in a computer lab environment. In the next one two years, we will be able to support connectivity to devices that students bring to school and future district purchases of mobile technology. Focus Area III New 5 th /6 th Grade Intermediate STEM School During the November of 2011 elections, Austin residents voted and approved the referendum that would allow us to build a new 5 th / 6 th Grade intermediate STEM school and build additional classrooms to the kindergarten center. With the addition of a new school comes the need of building the technology infrastructure from the ground up. A steering committee has been organized and will make suggestions for the new technologies used for instructional and educational purposes. The technology infrastructure of the new building is planned according to technology administration, director of buildings and grounds, director of finances, and the superintendent. All members who are involved in the committee or subcommittee planning will be consulting with the project architect, construction manager, and city project manager. Infrastructure Proposals communicated thus far include, but not limited to: Fiber Optic ring connection at Head End, multiple distribution closets, Category 6A (or 6) network wiring, servers to manage data transmission and storage, integrated bell/clock/paging and announcement system, building automation, door security systems, IP-based security system, WI-FI infrastructure, networked HVAC solution. Instructional Technology Proposals communicated thus far include, but are not limited to: 1-1 computing environment for students and teachers, three computer labs with computers, Austin Public Schools Technology Plan Page 22

video production room, collaborative learning tables, flat panel displays in key areas, widescreen projectors in gathering spaces and classrooms, Interactive White Boards in classrooms and conference rooms, learning management software to support online learning, document cameras, tablet or laptop devices for all students, production and learning software for the mobile devices. Focus Area IV Wireless Local Area Network Upgrades In addition to building a new 5/6 Grade Intermediate STEM school with the November 2011 referendum passage, we also requested funds to update the district wireless infrastructure. The District is seeking to implement extended, secure coverage to all points within districtowned buildings, adequate for an implementation of staff 1:1 computing and accommodate expansion and possible inclusion of student 1:1 computing, including wireless devices such as tablets, netbooks, cell phones, etc. In April 2012, the school board approved bids to move forward with this project that includes integrating and upgrading wireless infrastructure within district-owned locations, Austin Public Schools is positioning itself to accommodate the future of mobile technologies and bring your own device initiatives. This work will is scheduled to be completed in the summer of 2012 and will include installation of wireless controllers with active-redundancy and over 370 wireless access points in locations to support learning in all educational spaces and common areas. The project has been designed to meet or exceed all density requirements and will comply with all state/city codes related to electrical/wiring. Comment/Conclusion A critical component of our needs assessment is the long-range (3-year plan) for our school district. Compared to previous years, the technology plan will serve as guidance for district technology. The Director of I.T. and District Stakeholders are involved with several committees and will communicate components of the plan. With a solid technology plan and when supported by administration, the future of the school district s technology will progress together as one student centered vision. 30 Goal Area 5 Online Learning The 21 st Century student lives in a digital world and must possess a number of technology skills. Austin Public Schools recognizes the need of developing strategies to address these needs through technology. The district s instructional and administrative staff will be exploring Moodle learning management software and integrate other online educational management options with future Infinite Campus upgrades. Strategies: 1. The district recognizes the need to offer more online opportunities for learning to students. 2. The need to maintain enrollment and attract enrollment with unique on-site, hybrid and on-line offerings. 3. The need to develop quality online courses aligned with state standards. 4. The need to develop and support mechanisms to maximize teaching and learning. 5. To offer instructional delivery in an online format. 6. Online instruction will help prepare students for post-secondary education and for the work environment. 7. The online course opportunities may assist students with meeting graduation requirements. Goal Area 6 Parent Involvement Strategies: 1. Continue to enhance and develop the school district web site to provide relevant and current information for students, parents, faculty, staff, and the city of Austin and its surrounding communities regarding school activities. 2. III.c: District Scorecard D: As the district as progressed through strategic planning and developing scorecards to measure the progress of programs and departments, below is a draft of the District Scorecard D. We are working to establish effective and quantitative measures to determine technology effectiveness in the areas of design, funding, implementation and support. Austin Public Schools Technology Plan Page 31

Section IV: POLICY AND PROCEDURES IV.a: Equitable Access Issues concerning equitable access for students with disabilities are addressed through the Individual Education Program (IEP) process. When a student s IEP is written, the IEP team may request an assistive technology assessment to determine educationally beneficial technology needs. If assistive technology (AT) issues need to be addressed, the Assistive Technology Specialist would be put on the team. This person would assess the student s AT needs, make recommendations for AT devices, hardware and software. The AT Specialist would also be in charge of equipment acquisition and set up, and training for the student and appropriate IEP team members. For some students, equitable access means building accommodations to access the educational environment. These issues would be addressed through the District administrators. Gifted and talented children access technology as needed for special projects and classes that are designed by the districts High Potential Coordinator. IV.b: Data Privacy The privacy of all staff and student information contained on the Austin Public Schools Wide Area Network is very important. All users are only authorized access to staff and student information that is necessary for the performance of their duties. Forms are required by the Information Technology Department requesting the initialization of a users account. Data access is determined by the users position and responsibilities. When a user leaves the employment of Austin Public Schools, Human Resources submits a termination form to the Information Technology Department and the users account is deleted from the network. IV.c: Data Security Austin Public Schools requires administrators, teachers and staff to have user-names and passwords to provide network security and allow for access to the Austin Public Schools Wide Area Network by authorized users only. User profiles are established at the server level to further dictate the network resources that are available to each user. All students in grades 6-12 currently have usernames and passwords also. All staff and students are made aware of the necessity of ensuring that good physical security practices are followed. All users are required to sign an Acceptable Use Policy before being allowed access to the WAN. All access to network resources is controlled and the district security standard requires all devices connecting to the network to have up to-date anti virus software installed and operating. Perimeter security is implemented using a firewall. All outside access to the internal network is restricted by the use of access control lists and global port filtering. Austin Public Schools Technology Plan Page 32

IV.d: Internet Safety All access to the internet is controlled with Internet Filtering Software which is CIPA compliant. All access is logged and violations can usually be traced back to a user account. Faculty are trained and advised that this software is not fool proof and issues can still occur. For this reason student computer labs are always monitored. Our acceptable use policy describes appropriate and inappropriate internet use and students, parents, and staff are required to read and sign this policy before they access network resources. This information is also available on our website. IV.e: Children s Internet Protection Act (CIPA) This LEA has an Internet Safety/Acceptable Use Policy in place. Yes No If yes, please provide a link to access the policy at the LEA website. %20Acceptable%20Use%20Policy.doc This school district deploys an Internet filter to protect minors from material that is pornographic or otherwise harmful to them. Yes No IV.f: Acceptable Use Policy In making decisions regarding user access to the Austin Public Schools computer systems and the Internet, including electronic communications, Austin Public Schools considered its own educational mission, goals, and objectives. Electronic information research skills are now fundamental to preparation of citizens and future employees. Access to the Austin Public Schools computer systems and to the Internet enables users to explore thousands of libraries, databases, bulletin boards, and other resources while exchanging messages with people around the world. Austin Public Schools expects that faculty will blend thoughtful use of the school districts computer systems and the Internet throughout the curriculum and will provide guidance and instruction to students in their use.
