GOALIreland 2011AnnualReport IrishJointConsortiumonGBV October,2011 GOAL is an international humanitarian agency dedicated to alleviating the suffering of the poorest of the poor. GOAL is a non denominational, non governmental and non political organisationcurrentlyactivein13countriesworldwide. During2011GOALmaintaineditsparticipationontheIrishJointConsortiumonGBV(IJCGBV); inseptemberitsurveyeditsdublinbasedhqand11ofitsfieldsites 1 astothetheircurrent statusandanyprogressachievedduringtheyearagainsttheijcgbv sindicators.twoofgoal s 13countryprogrammes(EthiopiaandNiger)wereunabletoparticipateintheprocess.Belowis asummationofthefeedbackgathered,finalisedinoctober GOALUganda,SierraLeone,Kenya,India,Honduras,Zimbabwe,Malawi,Haiti,Ethiopia,SudanandSouthSudanparticipated. 1

Establishapolicyorincorporatewithinanexistingpolicyframework SampleIndicators: Genderpolicyandotherrelevantpolicies(e.g.Livelihoods,Humanitarian,and Protection)incorporateGBVand/orspecificGBVpoliciesdeveloped. GOAL snumerouspoliciesbothatthehqlevelandineachfieldsiteremaininplace.atthehq levelthegenderpolicyspecificallyreferencesgbv,stating: Tacklingtheissueofgender basedviolence(gbv)incommunitiesisakeycomponent of GOAL s approach to gender equality. As a minimum all country programmes will adopta donoharm policytoensurethatprogrammeapproachesdonotgiveriseto genderbasedviolenceorotherformsofintimidationagainstbeneficiaries. This document also affirms GOAL s organisational commitment to active participation on the Irish Joint Consortium on Gender Based Violence. GOAL s Gender Policy was last reviewed in 2009andisduetobereviewedagaininlate2011/early2012. Additionally,fiveofthe11countryprogrammessurveyed(45%)reportedmaintainingcountry specific gender policies during 2011 or being in the process of developing strategies which addressed GBV. 2 Other country programmes including Sudan, Kenya, Honduras and Malawi mentionedthattheyoperatedundergoal sglobalpolicyanditscommitmenttotacklinggbv. GOALHaitioutlinedthefollowingframework: During2011GOALHaitihasbeenworkingtodevelopitsstrategicplanwhich willhaveasectionongbvgiventheseriousnessoftheissueinidpcampsand neighbourhoodsinhaiti. GOALHaitiadherestotheglobalpolicyongender GOALHaitihasdevelopedapolicyforpreventionandresponsetoPSEA allegations. GOALHaitiM&Eframeworkincludesintegrationofaccountabilityto beneficiaries,includingregularinclusionofquestionsrelatingtopseaandgbv inprogrammesurveys. GOALprogrammes(WASHandShelter)bothspecificallymentionGBVand genderasimportantissuesforintegration. Higherlevelorganisationalpolicyandstrategydocumentincludescommitmentsto workingtocombatgbv. GOAL s Global Strategic Plan provides the overarching policy framework under which all GOAL programmes operate. This framework reaffirms GOAL s commitment towards tacklinggbvasoutlinedinthegenderpolicyandalsocommitstheorganisationto developing itscapacitytoappropriatelyaddressgbv. During2011GOALhasbeenintheprocessofdevelopingitsStrategicPlan which has an outcome related to gender and an output specific to GBV. Other documents within the policyframeworkwhichrelatetogbvincludethechildprotectionpolicy. 2.Setstandardsofbehaviourforallstaffandpartnersandenforcethem Sampleindicators: 2Policyinplace:GOALUganda,EthiopiaandSierraLeone;Developingstrategies:GOALSouthSudanandHaiti. 2

GOALcontinuedtohaveinplacecodesofconductforbothoverseasstaffandHQstaff,outlined intherelevantemployeehandbooks.goal soverseasemployeehandbook(updatedjune2009) hasinplaceseveralprovisionsspecificallydesignedtomitigatethepotentialofgbvincluding: GOALStandardsofIntegrity Childprotectionpolicy HIV/Workplacepolicy Sexualharassmentpolicy During2011allGOALstaffwerefamiliarisedwiththehandbookduringtheirinductionprocess andsigneduptoitinacceptanceofitscontentsasaconditionofemploymentwithgoal.these policiesaretypicallyreaffirmedbyspecificpoliciesin country. Supportprovidedtopartnerstodevelopworkplacepolices/codesofconduct.1e.g.Sexual Exploitation and Abuse Codes of Conduct, Dignity at Work, Child Protection Policies, signing up to external codes such as HAP or UN Codes of Conduct or incorporating GBV relatedprovisionswithininternalhrcodes/policies. GOALworkswithlocalpartnerswherepossibleandduring2011continuedtosupportpartner organisationsindevelopinggenderandgbvpoliciesorincorporatinggbvintotheprovisionsof existing policy frameworks. Of nine relevant country programmes, four (44%) 3 mentioned successesinthisregard.demonstrativeofthis,goalkenya(gk)remarks: In2011GKtrainedeightpartnerorganisations(NGOsandCBOs)ingenderandchild protection policy development. The training focused on steps to policy development, how to mobilise and ensure active participation of key stakeholders, and implementation of policy/strategies, monitoring and evaluation. These partners are now in the process of developing their organisational policies. Three partners have alsobeentrainedandfinanciallysupportedtodevelop/improveanddisseminateand rollouttheirworkplacepolicies. GOAL Sudan and Haiti, though not specifically working in policy development with partner organisations, mentioned other relevant initiatives such as providing training on GBV prevention and response to partner organisations or supporting them to develop gender sensitivem&esystems. 3.Allocatehigh levelresponsibilityaswellasresponsibilityatteamandindividuallevel SampleIndicators: Evidence of leadership from CEO and senior management group on priority accorded to addressinggbv.forexample:allocationofhumanandfinancialresourcestogbv,clear managementandreportingstructureforgbvinplace,referencestogbvinspeeches given. Adequatehumanresourcesinplace.Forexample:technicaladvisorsinplace,accessto technicaladviceonaddressinggbvinternallyorexternally,cross organisationalteam operationaltoprovidesupportandlessonlearning. IntermsofHumanresources,during2011GOALrecruitedanewrovingGlobalGenderAdvisor (GGA) and a Regional Gender Advisor based in Uganda. The GGA is part of GOAL s Technical 3GOALMalawi,Kenya,SierraLeoneandUganda. 3
4 2011AnnualReport IrishJointConsortiumonGBV team experts in their specific field who rove between country programmes, monitor and assessactivities,makerecommendationsandsupportthedevelopmentofstrongprogrammes basedonbestpractice. Otherwise, at HQ level and in all countries during 2011 GOAL has maintained specific human resourcesdedicatedtogender,andbyextensiongbv.thisvariesfromasinglegfptoseveral staff members dedicated entirely or in part to gender and GBV. Country programmes such as GOAL Ethiopia have a Gender Coordinator, three Gender Supervisors and three regional mangerswhoworkasgenderfocalpoints.goalugandadetailsitsteamasfollows: The Current GOAL Regional Gender Advisor is also engaged as GOAL Uganda Mainstreaming Specialist for Gender, HIV and Child Protection. He works with two GenderFocalPersonsbasedateachofthethreeGOALUgandaFieldOffices.Together thegroupisgoaluganda GenderStudyGroup.TheremitoftheGenderStudyGroup is: ToimprovethequalityofGOALUgandawork; TofacilitateGOALUganda slearninganddevelopmentinthekeycrosscutting area of gender which like other crosscutting issues (of Child Protection, HIV, Livelihoods, WASH, Organizational Development, and Environment) is essentialtogoaluganda sprogramming; To providing learning opportunities for the group to continue to learn and keepabreastofcurrent bestpractice intheirareaofexpertise; And to improve the technical expertise within GOAL Uganda in the key thematicareaofgender. In terms of financial resources, all country programmes have a mainstreaming budget which includes gender. This budget covers human resources and any other resources to support gender mainstreaming, as well as any gender related advocacy or networking efforts. PredominantlyresourcesarededicatedmoretogendermainstreamingthanspecificallytoGBV althoughgoalrecognisesthatinordertoaddressgbvincommunitiesitisimportanttoensure thattheissueofgenderismainstreamedacrossallexistingprogrammes.thehqgenderbudget accountsforexpensessuchasthegga ssalaryandtheannualsubscriptiontotheijcgbv. RecordofactiveengagementofmemberagencyinJointConsortiumonGenderBased Violence. GOALhascontinuedtoengagewiththeIJCGBVduringthereportingperiod.GOALcontinuedits participation on both the Steering Committee and the Learning and Practice (L&P) working group and also joined the Communications sub group during the year. GOAL has continued to attendalll&pgrouplearningevents,withmultiplemembersofstaffattendingtheeventsopen to non IJCGBV representatives. Additionally, GOAL has posted both internally developed and externallysourceddocumentsofbenefittopartnersonthebasecampwebsite,mostparticularly inrelationtosouthsudangiventheconsortium sfocusonfragilestates. 4.IntegrateGBVconsiderationsintosystemsandproceduresforappraisals,regional/country programmingdesign,implementationandmonitoring SampleIndicators: Organisationshaveadequatecontextualanalysisprocessesinplacetohighlightgender inequalitiesincludinggbvvulnerabilitiesandriskswhichguideappropriateprogramme development. GBV/Genderanalysissystematicallyconsideredinbaselines,monitoringandevaluation processesincludingthedevelopmentofrelevantindicators. 4
5 2011AnnualReport IrishJointConsortiumonGBV All 11 surveyed GOAL country programmes reported that in 2011 gender/gbv has been included in differing manners in the analysis, planning, monitoring and evaluation stages of programmemanagement.severaldifferentstrategiesweredetailedinthisregardincluding: Undertaking gender analysis amongst communities and gender specific focus group discussions and other Participatory Rural Appraisal (PRA) techniques as part of planningprocesses, Ensuringlogframesandprogrammeproposalsaregendersensitive, Including indicators in both monitoring and evaluation tools which collect gender disaggregated data and gender focused KAPB surveys undertaken for planning and evaluationpurposes, Theuseofgenderchecklistsfornewandongoingprogrammes, GenderauditswereundertakeninSudan,SouthSudanandSierraLeone. ThisworkwasaidedbystandardM&EandGenderMainstreamingToolkits,thelatterofwhich was updated during Different country programmes utilised different tools and approaches depending on their specific context and programmes. GOAL South Sudan, for example,outlinedthefollowingprocess: GOAL considers gender equality and gender relations in all stages of the project management cycle including the development of relevant indicators and disaggregated data collection (GOAL s Global) Gender Advisor spent three weeks in SouthSudaninAugust2011andhastrainedstaffontoolsfordevelopingengendered logframes and indicators as well as analysis tools for daily profiles and access and control of resources. Although GOAL is not/has not been implementing GBV specific programmes, gender relations are examined during analysis and throughout the programmecycletoensuregbvdoesnotresultfromourprogrammeinterventions. 5.Buildstaffcapacitythroughdocumentingprogrammeexperience,researchandtraining SampleIndicators: EvidenceofdocumentationoflearningonGBV.Forexample,casestudies,annual reporting,monitoringreports,uploadingofdocumentsontogbvwebsiteetc. SevenoftheelevenGOALcountryprogrammessurveyed(63%) 4 reportedsomedocumentation of learning on gender or GBV. This varied by country and included undertaking evaluation, lesson learning exercises and developing reports (including those by the GGA) and disseminatingthembothinternallyandexternally. InDublin,GOAL shqgfpdisseminatedexternalresources(includingdocumentspostedtothe IJCGBV s basecamp) internally to GOAL staff members, and posted relevant documents onto basecampsoastobenefitotherconsortiummembers. Stafftrainingorothercapacitydevelopment(e.g.guidelinesdeveloped)inplaceon GenderEquality,includingGBV. All but one GOAL country programme mentioned the training of staff during GOAL Zimbabweelaboratedonthetrainingprovided: 4GOALHaiti,Malawi,Zimbabwe,Kenya,Uganda,SudanandSouthSudan 5
6 2011AnnualReport IrishJointConsortiumonGBV AtrainingworkshoponGendermainstreaminghasbeenconductedforallstaffin thethreegoalofficesoverthepastyear.thisincludeddevelopingthetrainingand exercisesandgoalzimbabwestaffcompliment(56malesand39females) SouthSudan,whichhadbeenvisitedbyGOAL srovingggareported: GOAL South Sudan has had a recent three week visit from our Regional Gender Advisor.During that time there was a two day gender training for project management staff, a one day training for HR, a two days training for gender focal points, a half day training for finance and logistics, a half day training for clinical officersandahalfdaytrainingforcooks,drivers,mechanicsandcleaners. Inadditiontothis,threeGOALHQstaffattendedtrainingsessionsrunbytheL&Pgroupofthe IJCGBVatdifferenttimesduringtheyear. EngagementinGBVrelatedresearch.(Thiscouldincludelinkswithacademic institutions,fieldbasedresearchetc). GOAL has undertaken a number of surveys and assessments such as Knowledge, Attitudes, PracticesandBehaviour(KAPPB)surveys,andgenderanalysisinitareasofoperationin2011. Additionally during 2010 several pieces of research with relevance to gender and GBV were undertakenwhichwerefinalisedin2011;theseincluded: MalawiCulturestudy whichhighlightsthenegativeeffectsomeculturalpracticeshave inrelationtothespreadofhivespeciallyonwomen. Malawi Male Championship study regarding male involvement in preventing mother tochildtransmission indirectlythiscanprevent/reducegbvbyencouragingcouples totesttogether. Ananthropologicalstudy HameshKoreib,Sudan. GOAL has also conducted organisational research on its community health approach and a component of this report looked at how GOAL can more effectively engage with women/mothersofchildrenincommunities.goalsupportstheuseofcaregroupswhichaims toempowerwomentoengageinpeersupporttocomeupwithsolutiontoaddressmanyofthe challengeswhichtheyfaceintheirdaytodaylives. 6.LinkwithCivilSocietyorganisationsincludingnationalNGOsandhumanrightsorganisationsto developeffectivewaysofworkingtogether SampleIndicators: Numberofformalandinformalpartnerships(fundingandnon funding)establishedwith localgbvrelatedorganisations. Engagementinnetworks/consortia/foraonGBVinternally,nationallyandregionally. In2011GOALhadpartnershipswithlocalGBVrelatedorganisationsinthreecountries,Kenya, Malawi and Haiti. In Kenya GOAL has a funding partnership with the GBV Survivors Network whereas in Malawi GOAL is working informally with the Department of Women and Child WelfareandtheVictimSupportUnitoftheMalawiPoliceServices.InHaitiGOALpartnerswith thelocalwomen sgroupcofedes.however,twicethenumberofcountryprogrammesreport engagement in in country networks including participation on technical working groups and GBVsub clusterforums. 7. Give voice to GBV prevention and response, e.g. at management and staff meeting, at local regionalandhqlevel2 SampleIndicators: 6

Visibility of gender inequality and GBV issues in all offices e.g. through posters, informationsessionstomarkkeyinternationaldays,guestspeakers. Some GOAL country programmes developed posters and leaflets to communicate on issues of GBV,howeverthepreeminentGBVcampaignundertaken bygoalin2011wasinethiopiaas partofthenationalgbvcampaign: Goal Ethiopia is member of Gender Based Violence Campaign Ethiopia (GBV CE). GBV CE is network organised by different international and local organisation to advocating for elimination of violence against women and girls in Ethiopia. GOAL wasveryactiveinthe16daysofactivism,wherebyaseriesofeventswerecarried out throughout Ethiopia for example; GBV Media Campaign; adding a gender dimension to the International Days for Disability, World Aids Day and Human Rights Day; disseminating IEC materials, White Ribbons; car bumper stickers with variousmessagesagainstgbv;ayouthcarnival;billboardpostercampaignagainst GBV. 8.DrawLessonsfromHIVandgendermainstreaming SampleIndicator: Lessons are identified from HIV, AIDS and gender mainstreaming approaches; and are informingkeyprogrammereviews/strategydevelopment/staffcapacitydevelopmentetc. GOALfieldsitesundertakeannualplanningandreviewprocessestowardstheendoftheyear; theseprocessesreviewimplementationovertheyearpast,identifylessonlearnedandusethem to modify the approaches to implementation for the forthcoming year. Community members are highly involved in this process and where appropriate, GOAL undertakes gender specific PRA techniques, such as men or women only focus group discussions. These processes are currentlyunderwayingoalfieldsites. 9.FinancialResourcing SampleIndicator: Financial resources directly and indirectly attributable to GBV programming, including capacitybuildingofpartners. Seven GOAL countries (64%) 5 reported having budgets for programmes which incorporate elements of GBV or had GBV related outcomes (though not necessarily stand alone GBV programmes).goalugandaandindiareportedhavinggendermainstreamingbudgets,butnot specific GBV budgets. At HQ level a budget exists which is used to cover the costs of annual subscriptiontotheijcgbvandthesalaryofthegga. 5GOALEthiopia,Haiti,Malawi,Kenya,SierraLeone,SudanandSouthSudan. 7
