1 MINISTRY OF EDUCATION AND MINISTRY OF HIGHER EDUCATION ACTION PLAN ON SEUAL VIOLENCE IN CONFLICT Joint Communiqué Commitment 9: Ensuring access to services including medical, psychosocial and legal aid to survivors of sexual, including in newly accessible areas PSG 5: Revenue and Services Strategic Objective: Increase the delivery of equitable, affordable, and sustainable services that promote national peace and reconciliation amongst Somalia s regions and citizens and enhance transparent and accountable revenue generation and equitable distribution and sharing of public resources Priority 1: Increase the provision of equitable, accessible, and affordable social services by creating a regulatory environment that promotes decentralized delivery and prioritizes key investments that extend and increase access to services Priority Outputs Output 1: sector is informed and aware of gender and gender- based in schools and universities Activities 1.1 Implementation of gender assessment, which includes questions related to sexual and gender- based, in schools. The Social Workers will work as social welfare officers 1.4 Develop short course for social workers on how to be expert witness, including giving statement and writing reports. Course will differentiate between Social Workers, Case Managers, Community Case Workers, and CAADA trained officers. 1.1 Implement the Act and Policy as they refer to sexual 1.2 Implement the Gender Policy (still draft) as it includes prevention and response to sexual 1.3 Train teachers on GBV, emotional support, Code of Conduct, setting professional boundary, Gender Policy, Peace and education, and confidentiality 1.4 Develop multi- sectoral referral mechanisms between schools and universities and medical, psychosocial, police, investigation and protection (including relocation of victims) 1.5 Recruit, train, empower and decentralize female teachers, MoE MoE All primary and secondary schools All MoWHRA 1.6 Train Community Committees on MoE CEC

Life skills curriculum will include: Violence, Abuse and Exploitation; Conflict resolution; family mediation; gender; and peace education months curriculum for adult education developed and implemented. The adult education includes: Literacy and numeracy life skills 4.3 Life Skills and Adult Classes will be available through Family Centres, Community Centres and members SNU, MU, SPF, SPF SPF

The Code of Conduct includes a criminal record check through CID to ensure that no teacher hired have been involved in activities abusing or violating children. 6.2 Disciplinary measures for teachers violating or abusing children will lose their job and the right to work as a teacher.
