4 Welcome to the Pharmacy Technician Program Welcome to the Pharmacy Technician Program. We are proud to know that you have chosen Orange County Public Schools as a stepping-stone to your career. This is an important phase in your life and we hope to make it meaningful and productive for your future. This handbook has been designed to guide you throughout your chosen program. During the general campus orientation, you were provided a District Student Handbook and a District Code of Conduct as well. You will find requirements, policies, and expectations for successful completion of your chosen program. We advise you to become familiar with the guidelines, requirements, and policies. It is your responsibility to understand these if you are to optimize your educational experience. If you have questions about the handbook, or if you feel a particular concern is not addressed, do visit with your instructor. We all wish you a very successful academic experience. Meet with Guidance Counselor and financial aid advisor (if applicable) Complete application process Attend required pre-orientation Required Text Your instructor will provide you with a Syllabus that will include the textbook requirements. Bookstore The bookstore at each tech center stocks textbooks required by the programs, plus a limited selection of school supplies. T-shirts, hats, mugs and other items with the school logo may also be available. Books are only sold to campus students unless otherwise authorized by the school Director or designee. The campus maintains a schedule of both day and evening hours of operation. Financial aid students on a book deferment must bring back ALL books unopened and materials unused to cancel their deferment within the first five days of school. Any books or materials used will be the responsibility of the student and will have an outstanding fee until paid in full. Refunds or exchanges for books may be processed under the following specific circumstances: A receipt must be provided by the customer. The book must be new (no markings, no broken binding, no imprints on the cover). 4

5 All requests for book refunds must occur within 30 days of purchase. Criminal Background Check A criminal background check is required. The form for the Florida Department of Law Enforcement (FDLE) background check can be found in the Admissions Office. Please read the following important notice from the Department of Health concerning prior criminal history and ability to be licensed. Section , Florida Statutes Important Notice for Initial Licensure Applicants and Renewals: Effective July 1, 2012, Section , Florida Statutes, provides that health care boards or the department shall refuse to issue a license, certificate or registration and shall refuse to admit a candidate for examination if the applicant: 1. Has been convicted of, or entered a plea of guilty or nolo contendere to, regardless of adjudication, a felony under Chapter 409, F.S., (relating to social and economic assistance), Chapter 817, F.S., (relating to fraudulent practices), Chapter 893, F.S., (relating to drug abuse prevention and control) or a similar felony offense(s) in another state or jurisdiction unless the candidate or applicant has successfully completed a drug court program for that felony and provides proof that the plea has been withdrawn or the charges have been dismissed. Any such conviction or plea shall exclude the applicant or candidate from licensure, examination, certification, or registration, unless the sentence and any subsequent period of probation for such conviction or plea ended: a. For the felonies of the first or second degree, more than 15 years from the date of the plea, sentence and completion of any subsequent probation; b. For the felonies of the third degree, more than 10 years from the date of the plea, sentence and completion of any subsequent probation; c. For the felonies of the third degree under Section (6)(a), F.S., more than 5 years from the date of the plea, sentence and completion of any subsequent probation; 2. Has been convicted of, or entered a plea of guilty or nolo contendere to, regardless of adjudication, a felony under 21 U.S.C. ss (relating to controlled substances) or 42 U.S.C. ss (relating to public health, welfare, Medicare and Medicaid issues), unless the sentence and any subsequent period of probation for such conviction or pleas ended more than 15 years prior to the date of the application; 3. Has been terminated for cause from the Florida Medicaid program pursuant to s , F.S., unless the candidate or applicant has been in good standing with the Florida Medicaid program for the most recent 5 years; 4. Has been terminated for cause, pursuant to the appeals procedures established by the state or from any other state Medicaid program, unless the candidate or applicant has been in good standing with a state Medicaid program for the most recent 5 years and the termination occurred at least 20 years before the date of the application; 5. Is currently listed on the United States Department of Health and Human Services Office of Inspector General's List of Excluded Individuals and Entities 5 5

6 Program Structure This program is a planned sequence of instruction consisting of two occupational completion points. When offered at the postsecondary adult career and technical level, this program is comprised of courses which have been assigned course numbers in the SCNS (Statewide Course Numbering System) in accordance with Section (1), F.S. Career and Technical credit shall be awarded to the student on a transcript in accordance with Section (3)(b), F.S. Program Content This program is approved by the Board of Pharmacy. Program completers who wish to work as Pharmacy Technicians in the State of Florida must register with the Board of Pharmacy ( F.S.). This program meets the Department of Health HIV/AIDS Domestic Violence and Prevention of Medical Errors education requirements. Upon completion of this program, the instructor will provide a certificate to the student verifying that these requirements have been met. If students in this program are seeking a licensure, certificate or registration through the Department of Health, please refer to F.S. for more information on disqualification for a license, certificate, or registration through the Department of Health. It is required that program completers take the national pharmacy technician certification exam offered by the Pharmacy Technician Certification Board, 2215 Constitution Ave, Washington, DC , (202) This certification is offered year-round. Essential Functions Physical and Technical Abilities Pharmacy Technician students should be able to perform the following skills or possess the following abilities in order to perform all of the procedures required of a Pharmacy Technician in the work force. 8 Physical Requirements Ability to move from room to room and to maneuver in small spaces (e.g.-between counters, IV rooms and medication rooms) Gross and fine motor skills using both hands necessary to perform administrative and laboratory procedures accurately, safely and efficiently (e.g.-compounding, IV Admixture, packaging and operating machinery) Auditory ability sufficient to accurately gather information relevant to pharmacy duties Visual ability sufficient to see details at close range Olfactory senses sufficient for maintaining work environment and co-workers safety Ability to stand for long periods of time and walk 2 miles per day (averages for an 8-12 hour work shift) Ability to bend and reach for items at different heights repeatedly throughout the workday Ability to lift up to 50lbs and push carts on rollers up to 500lbs Working Conditions Ability to deal effectively with stress produced by work-place interaction situations Ability to maintain concentration and focus on multiple tasks without distraction in an environment that has continuous noise and talking Ability to keyboard 35 words per minute with 100% accuracy (test will be given in program) 8

9 Grading Policy Student Progress Cards and Reports: At the end of each marking period (9 weeks), the instructor will complete a report card. This represents an overview of the student s growth. It emphasizes course/program achievements as well as student attendance, work ethic and skills. Intervention for a student making unsatisfactory progress will be initiated at the midpoint of each nine weeks by the instructor to ensure appropriate student progress and achievement. Students study under a competency-based system and are graded as competency requirements are satisfactorily completed. The following Orange County Public Schools approved grading scale is used to report student achievement. The formula to determine each student s grade is calculated each grading period using this calculation 65% of the grade is coursework in the career certificate program and 35% of the grade is based on the professional work ethic. The grading policy will be covered in more detail during the campus orientation. Deals appropriately with cultural/racial diversity; does not engage in harassment of any kind. Pharmacy Technician Supplemental Grading Policy Upon completion of all assigned tasks in the module, students will be tested for competency. (Some modules have both written and practical testing.) No student is permitted to discuss any portion of the program s tests with other students. All testing will be graded within 48 hours (two class days). Once graded, all tests will be returned to the students for their review. Upon completion of the student s review, tests will be returned to the instructor to be filed in the student s academic folder. In order to enter Retail Clinical Internship, students must obtain an 80% or greater on modules In order to enter Institutional/Specialty practice internship, students must obtain an 80% or greater on ALL modules with the program. If a student does not achieve on 80% on any module test, they will be permitted to re-test once. The grade for the re-test must be 80% or higher. The original test grade will remain the grade of record for the module. No student will be permitted to test more than twice. Students failing to obtain the required 80% after the second attempt will meet with a counselor and administration for withdrawal determination. Practical application skill testing in modules will receive a pass or fail grade with no numerical value to average. A student will only be allowed to attempt practical competency testing twice per competency. If a student fails the practical test twice, they will be required to repeat the entire module, including all testing. The average of all Drugs Quizzes within a grading period will equate to a full module grade to be averaged with all other module grades and special assignments in that grading period. Additional grades will be given for special projects throughout the year. Most projects will include oral presentations. The grading rubric for each assignment will be reviewed prior to beginning the project. Grades for special projects will be averaged as equal to one module grade. No student is allowed to discuss any portion of the program s tests with other students. All testing will be graded within 48 hours (two class days). Students can expect their graded tests to be returned to 10

11 them within that time period. All tests will be returned to the instructor after student review. Grades will be logged and tests will remain in the student file. Policy on Assignments: The program is competency based with the curriculum divided into modules. Each module contains a series of assignments due on the date assigned when received. All assignments (including testing and labs) within the module must be completed by that date. All students are expected to complete module assignments within the time allotted in order to progress successfully to program completion

12 Clinical Internship Requirements: (The instructor will assign all internships based upon site availability.) Internship assignments will be based upon: The student maintaining an 80% on all modules. The student may not have more than 10% absences and/or tardiness during the grading period leading up to internship eligibility. The student must have successfully completed all competencies up to and including Module 23 for Retail Pharmacy internship and Module 27 for Hospital/Specialty Pharmacy internship. The student must exhibit a professional attitude in class and willingness to learn. Proof of immunity by documentation of vaccine or antibody titer for the following diseases is required prior to attending Hospital internship at student s expense: o Rubella o Rubeola o Mumps o Chicken Pox (Varicella) o Tetanus (within the last 10 years) o Diphtheria o Pertussis o Hepatitis B (or signed declination if refused) o Current influenza vaccine (or wear a mask while in patient areas during the months of December, January, February and March) The following tests are required prior to attending Hospital internship at student s expense: o PPD within the last 3 months or chest x-ray o 5 Panel Drug test no more than thirty days prior to internship A second FDLE background check is required for Hospital Internship and must be returned and verified thirty days prior to Hospital Internship Completed internship interview evaluation and agreement forms Documentation of Health or Accident insurance (or waiver) Students must have transportation to and from the worksite Required documentation (for driver) Valid Florida Driver s License Valid vehicle registration Valid vehicle insurance Additional site specific requirements will be discussed with the student prior to placement on internship. 12

13 General Policies Attendance, Tardies, and Absences - Unexcused Absence Policy and Make-up Requirements: The OCPS Career & Technical Education Student Handbook policy will be upheld in the Pharmacy Technician program. (See OCPS CTE Student Handbook.) Fire Drills/Disaster Drills: Regulations require that fire drills, bad weather drills, and lockdown procedures be held periodically throughout the school year. Each drill has specific procedures and warnings that will be taught to your class by the instructor. Please take note of the following guidelines: Every drill is to be taken seriously. A drill can take place at any time. All students should follow the exact procedures for each drill. Students should follow the lead of their teacher so that they will be in compliance with the drill and know the routine in case of an actual event. To turn in a false alarm is a criminal offense. Smoking: Smoking is not allowed on any campus per regulations of Orange County Public Schools. Telephone Usage - Cell Phone Use: Cell phones need to be in the silent mode. Emergency calls can be sent to the Campus Main number. Students may only use cell phones during lunch. Equipment, Supplies, Furniture - Computer use: Computers are the property of OCPS and students must respect the district s policies outlined in the student handbook. They are not for personal use. No s, blogging, or personal surfing. Printers are for school work only. Be frugal when using paper and ink. Remove personal items from computer desks when not in use. No food or drink around the computer desks. Pharmacy Technicians must follow the HIPAA requirements. Students should not discuss patient information with family members or others. Gossip about patients, facilities, and co-students is considered a breach of confidentiality and the student can be withdrawn from the program. Grievance Procedure (OCPS CTE Student Handbook): A student is encouraged to resolve an issue at the classroom level. If there is no resolution at the classroom level, the student may present the concern to the counselor. If a satisfactory solution is not reached, then the issue is regarded as a grievance. Steps to be followed regarding a student grievance are the following: 1. The student must state the grievance in written form to the appropriate school administrator

14 2. Within five school days, the appropriate administrator will meet with the student. The student will be afforded the opportunity to state his/her view and to present evidence of witnesses. A decision will be made. 3. Within five school days of the initial meeting a student may appeal the outcome of that meeting to the technical center senior director who will schedule a meeting with the student within two weeks. A decision will be made. 4. If the student is not satisfied with the decision, he/she may further appeal to the associate superintendent or designee who will convene an impartial board to review the grievance and render a final decision. 5. If the grievance is not settled to the student s satisfaction at the local level the student may contact: The Council on Occupational Education, 7840 Roswell Road, Suite 325, Atlanta, GA Telephone number: Uniform/Dress Code Professionalism is of essence in pharmacy practice. To this end, the following dress code must be adhered to by all members of the Pharmacy Technician Program in preparation for actual practice in the field. All students must wear plain solid top and bottom scrubs. The color of the uniform will be discussed at orientation. Pants must be long with elastic waist and hemmed properly. All students must wear or bring a short white lab coat to class daily. Coat must be long sleeved with a collar. Students will wear clean white shoes with clean white laces and white socks. Sneakers or nursing shoes are acceptable. No clogs. Uniforms are to be kept clean and ironed at all times. Uniforms are not to be worn over regular pants and shirts. A plain white tee shirt may be worn under scrub shirt for warmth & must be tucked in No student may wear sweatshirts, jackets, sweaters, long sleeve shirts or turtlenecks with their uniform. Make-up and long, painted, acrylic, gel or other artificial nail applications are not allowed in the Pharmacy classroom due to infection control. Nails must be kept clean. Jewelry is limited to wedding or engagement rings, watches and one small stud earring in each ear. No facial piercings or tattoos are permitted. Hair must be professional, one color and tied back if longer than shoulder length. Personal hygiene is to include daily showering and no use of scented body products due to allergies. The Pharmacy program has a zero tolerance policy regarding uniform violation. Students not in proper uniform will not be allowed to participate in class activities or labs. They will be provided with special assignments for the day. Additionally, uniform violations will impact the students professionalism grade. Student ID s: Students must wear ID s at all times. 14

15 Responsible Conduct: Students are expected to conduct themselves in an acceptable manner and reflect the individual goals and the purpose of Orange County Public Schools. The Center Director has the responsibility to immediately notify the appropriate law enforcement agency when any student under his or her jurisdiction violates the law. The Orange County School Board Code of Student Conduct will be enforced. All Pharmacy Technician students will receive a copy during orientation. Cheating/Plagiarism: Cheating or plagiarism on any classroom or clinical work assigned is considered a serious offense. Plagiarism is the act of copying someone else s work and presenting it as your own. This would include copying directly from textbooks, other references, an Internet Site, or other students work. It is a form of cheating and will result in the same consequences as cheating. All incidents of cheating and/or plagiarism will result in a zero for that assignment and a written anecdotal in the student s record. A second offense results in automatic dismissal from the program. Student Insurance: All technical students must purchase school accident insurance or provide proof of insurance that covers them while in school-related activities. For a nominal fee a student may purchase 24-hour coverage. Insurance requirements must be taken care of upon registering for the program. Alcohol/Drugs: The Orange County Public School Drug-Free School Act is covered in the OCPS CTE Student Handbook. (See OCPS CTE Student Handbook)
