Box Fredericton, N.B. E3B 7A2 Welcome to I want to take this opportunity to introduce myself; I am your current president, Bernadette Muise. I have been actively involved with the NBS since 1998, first at the Academy level and then as Area director for Moncton and now in the presidential chain. During this time I have met many dedicated technologists who are committed to the society and to ensuring that it functions for you, its members. The NBS Board is made up of technologists, just like you, who have careers, families and interests outside of the practice of medical laboratory technology. Each Board member represents you in trying to further the interests of the Society and protect both technologists and the public. President s Message The NBS serves a dual role; it is an association of its members and a regulatory body responsible to the public to guarantee that only licensed professionals perform laboratory testing in this province. When the Act Respecting the New Brunswick Society of Laboratory Technologists was passed in 1991, it made it illegal for anyone who is not a licensed laboratory technologist to practice the profession. Along with this security, the regulation of the profession became the responsibility of the Society. One aspect of regulation requires documentation of competence assurance. The NBS Board has had a voluntary Professional Development Program in place since 2001, 19% of the technologists in NB have successfully completed this program. This program has evolved from the first discussions to become a viable and attractive process for documenting continuing education, which is a cornerstone to the definition of competence. 2 (Continued from page 1) this program into every technologists resume. There has been a proposal sent to the NBS Board of Directors to move to the next logical step and make this program mandatory. During the next two years, to allow people to become comfortable with documenting their continuing education efforts, there would be a phase in period. By Jan 1 st, 2006 every licensed technologist would need to provide demonstrated proof of continuing education in the form of a PDP certificate in order to remain licensed to practice in NB. The proposal, worded in the form a motion will be circulated to the membership, according to the bylaws, prior to the AGM in Dalhousie April 24, 2004 where it will be presented President s Message and voted on. The employers will be solidly behind this program for the simple reason that only licensed technologists can work as technologists in NB. Every effort will be made to provide direction in how to fill in and submit the form; but it is ultimately the technologists responsibility, as a professional, to ensure that they are maintaining the standards decreed by the regulatory body. In other provinces there are often separate bodies, one to regulate and one to advocate for the technologists. In this province, we are fortunate enough to be able to combine these roles in the NBS. I look forward to meeting many of you in Dalhousie at the APSC, which you will see, from the program in this newsletter, promises to be a very informative and entertaining event. 3 In Memoriam Ronald B. Roy, a well-respected and prestigious member of the Medical Laboratory Profession died December 21, With his passing, the discipline of Transfusion Science lost a valuable resource. Born in Belfast Ireland, Ron s early training in England stood him in good stead when he emigrated to Canada in He was certified by the Canadian Society of Laboratory Technologists and later obtained the designation of Fellow of the CSLT. He began his Canadian career with a position at the Canadian Red Cross in Toronto, and soon advanced to Technical Director of the Blood Bank and Rh Lab at Toronto Western Hospital. He then accepted a position as Technical Director of the Blood Bank at Connaught Laboratories and then to the University of Cincinnati as Technical Director as well as assistant professor of Research surgery. Ron also served as a Blood Grouping Consultant to the US Consulate General. His career took him to Saint John in 1978 where he became Clinical Scientist in Transfusion Medicine and remained until his retirement in Ron s commitment to his profession was obvious by the number of volunteer hours he dedicated to various committees; such as the Ontario Antibody Club, of which he was a founding member and the Standards and Editorial committee of the Canadian Society of Transfusion Medicine. Ron was a member of many professional societies such as, Canadian Society for Medical Laboratory Science, Canadian Society for Transfusion Medicine, International Society of Blood Transfusion, British Blood Transfusion Society, Institute of Biomedical Science and the American Association of Blood Banks. During his career, Ron had numerous articles published in such journals as Vox Sanguinis, Transfusion, American Journal of Obstetrics and Gynaecology, as well as The Canadian Medical Association Journal. Ron was also editor of the NBS newsletter the Analyzer from 1984 to We have much to thank him for, that task can be daunting and to have been true to it for so many years speaks volumes about his commitment and dedication. Although I never had the privilege of meeting Ron, his reputation for technical expertise and professional commitment will continue to serve as an example to the technologists in this province. Remembrances may be made to the Dialysis unit at the Atlantic Sciences Health Center in Saint John or charity of the donor s choice. On behalf of the NBS, I extend sincerest sympathies to his wife, Lynne, and his family. Analyzer 3
4 Fredericton Academy Report Jan An education day was held in Florenceville on Sat. Jan 17, 2004 with approximately 30 members in attendance. Dr. John Morris, pathologist from DECRH, gave a presentation on Interpretation of CBC and Academy Reports Peripheral Blood Smear followed by local family physician, Dr. Clayton Marco speaking about the major laboratory tests required in the rural hospitals. The presentations were informative and well received by the group. A pizza luncheon was provided and an informal meeting was held. There were 2 major concerns brought to the meeting by the local technologists, one being concern for POC testing being performed in offices by untrained personnel. The second concern was with regard to the Med Lab Tech course given in Presqu Isle at the U of Maine. Some of the techs upriver told me that students are fooled into thinking that they will able to work in Canada with this program and such is not the case. They would like to see the Society communicate with U of Maine about this matter. Respectfully submitted, Martha White Moncton Academy Report This year the Moncton Academy of the NBS "took the show on the road" and had the opportunity to visit four of the local high schools as part of the school district's Career Day. This exposition of post-secondary institutions and career choices was open to grade eleven and twelve students. Over the course of two days, we were able to speak to students from Bernice MacNaughton High School, Riverview High School, Harrison Trimble High School and Moncton High School. All in all, the career of Medical Laboratory Technology was exposed to over 2000 students. As part of our display, we had a microscope showing normal and abnormal blood films, blood agar plates which had been grown with normal skin flora (that the students provided), blood collection supplies as well a power point presentation and text books showing different colour plates from Microbiology, Chemistry, Haematology and Histology. We also had information sheets about the career choice of Medical Laboratory Science. We had a very positive response from students, teachers and post secondary institutions. We had the time to meet with recruiters from NBCC and Universite de Moncton who actually had lots of questions about this profession and what job prospects look like in the future. We would like to congratulate Nova Scotia on becoming a regulated province. They have surmounted a huge time hurdle. The government, which had been considering legislation for several years, took a very active role and informed the Society that they had just over three months to complete the necessary format and registration changes to become licensed. 9 Nicole Doucet...Way to go... At the fall awards ceremony at NBCCSJ; Janet Reid, President; on behalf of the NBS; presented the award for outstanding performance in Medical Laboratory Technology to Nicole Doucet. This award is donated by the NBS and presented to a student who has begun second year of training in Medical Laboratory Technology. The recipient is chosen by the NBCCSJ staff for having demonstrated a very high level of technical ability during the first year of training. NB Provincial Quality Assurance Working Group for Transfusion Medicine - November 2003 Dan Leger, Dorothy Harris, Marielle Lagacé, Anne Robinson, Margaret Rogers, Connie Allain Seated: Heather Grant, Angella Charlton, Missing: Lise Bonsant, Ellen Cloutier The NB Provincial Quality Assurance Group for Transfusion Medicine was formed in 2002, as a means to facilitate the Transfusion services in the province in providing consistent service. Because the group of people involved is small, there has always been a very good exchange of ideas and a network of sharing. A forum where regular exchanges of ideas, practices and guidelines, could be discussed on a regional basis was seen as an improvement. The members also include Dorothy Harris, Technical Supervisor of Canadian Blood Services (CBS), whose input would be especially useful from the suppliers perspective. There have been several meetings and the framework for improving utilization of fractionation products, which are often very expensive, has been implemented, resulting in financial savings. Guidelines on policies and procedures for transferring blood between hospitals and between regions were drawn up. Establishment of a standard procedure to transport blood, will allow more exchange of products to take place, thus reducing outdating. These guidelines will be approved once the CSA standards for Blood and Blood Products are released in the official format. Throughout the past year, discussion has taken place on the Draft Standards for Blood and Blood Products and the impact they will have on the hospital Transfusion services. The group will continue to assist one another in ensuring that these standards will be implemented in all hospitals in New Brunswick. Analyzer 9

11 CSMLS Congress Grants 2004 Subventions pour le Congrès The 2004 CSMLS Congress will be held in Saskatoon, SK. At the November 2003 meeting of the NBS Board of Directors, a motion was passed to award two grants of $ each to facilitate attendance at the national congress. The application form is enclosed. Please complete if you are interested. As in the past, recipients will be chosen based upon their commitment, professionalism and service to NBS (at any level). All applicants who have contributed to the Society (as indicated on the application) in any manner, and have not previously received this grant, will be considered equally. Recipients will be chosen at random from qualified applicants and will be notified in writing by the President as soon as the selection has been made. On occasion, the Board of Directors may find an applicant to be outstanding and award one of the grants to that individual. When completing your application, please remember to complete all sections since this may be the only information that will be available at the selection process.
