3 1- Background Punjab Skills Development Fund (PSDF) is a section 42, not-for-profit Company set up under the Companies Ordinance 1984 by the Government of the Punjab in partnership with Department for International Development (DFID) UK. Punjab Skills Development Fund is governed by an independent Board of Directors. 2- Invitation to bids Punjab Skills Development Fund (PSDF), a not for profit company invites sealed bids / proposals for the provision of renovation work for PSDF office building from tax registered and experienced civil firms/ renovation service providers. 3- Instruction to bidders PSDF will follow Punjab Procurement Regulatory Authority (PPRA) Rules 2014 for the entire bidding process. The selection of firm will base on Quality Cost Based Selection method. PSDF will adopt single stage two envelopes bidding procedure as laid down in Punjab Procurement Regulatory Authority (PPRA) Rule # 38-2 (a). The bid shall be a single package consisting of two separate envelopes, containing separately the financial and the technical proposals. The envelopes shall be marked as Financial Proposal and Technical Proposal. In the first instance, the Technical Proposal shall be opened and the envelope marked as Financial Proposal shall be retained unopened in the custody of the PSDF. The PSDF shall evaluate the technical proposal in the manner prescribed in the section - 7 given in the document, without reference to the price and shall reject any proposal which does not conform to the specified requirements. During the technical evaluation no amendments in the technical proposal shall be permitted. After the evaluation and approval of the technical proposals, the PSDF shall open the financial proposals of the technically accepted bids, publically at a time, date and venue announced and communicated to the bidders in advance, within the bid validity period. The financial bids found technically nonresponsive shall be returned un-opened to the respective bidders. The technical and financial proposal will be evaluated on the basis of PSDF evaluation criteria as provided in section Technical Proposal and Financial Proposal of the document. The scope of activities set the basis of technical approach to be adopted by the potential bidders. The bidders who will get at least 65 % marks in technical evaluation will be called for financial bid opening. 4- Conditions for eligibility The successful bidders, fulfilling the following criteria, will be considered as eligible bidders for the bidding process of renovation, glass/wood portioning, wooden flooring and electrical & civil works ; 2 T e n d e r D o c u m e n t / R e n o v a t i o n W o r k
4 a) The firm must have local presence and registered office in Lahore. b) The firm must be tax-payer having National Tax Number. c) The firm must have valid registration with Pakistan Engineering Council in relevant category. d) Has at least five (5) years of experience in one of the core business area in renovation, civil and electrical work, network cabling, wooden flooring e) The firm must have completed renovation works of at least three multi-story offices in last three years f) Must be registered for having legal status. g) Must have a minimum of PKR 50 Million of annual turnover as per last audit report. h) Must not be blacklisted by any government or bi-lateral/multi-lateral financial institution. The bidding organisations are requested to go through the document and understand scope of work completely.the PSDF needs to appoint a reputable contractor to renovate its offices and implement the approved office plan. The renovation will include but not limited to works on electrical, plumbing, flooring, partitioning and painting. 5 The PSDF wishes to appoint a reputable and licensed constructor to remodel the current space according to the approved architectural plans. Work will take place only in the interior. 6- Terms of References a) Successful bidder will work with close coordination of PSDF interior designing consultant. All the work will be checked and verified by PSDF interior designing consultant. b) All necessary documents, such as copies of specifications, contract documents, including bill of quantities, estimated scheduled rates and any other documents required in connection with the preparation of tender or execution of works, will accompany the tender form. c) The bidder shall fill up the Bill of Quantities and indicate the rate on which he is willing to undertake each item of work. d) The tenderer shall quote his own unit rate in the Bill of quantities on which he is willing to undertake each item of work. e) The bidder shall work out the amount against each item of work in the Bill of Quantities and will indicate the total amount of his tender on which he is willing to complete the works. The total amount worked out in the Bill of Quantities shall be entered by the bidder in his tender as his tender price for the work. In case of discrepancy between amounts in figures and in words, the amount in words shall prevail. f) The bidder shall, at his own expense, inspect and examine the site and surroundings and obtain for himself, on his own responsibility, all information that may be necessary for preparing the tender and entering into contract, and shall determine and satisfy himself by such means as he may consider necessary or desirable as to all matters pertaining to the tender. The bidder shall also satisfy himself before submitting his tender as to the nature of grounds, hydrological and climatic conditions, the form and nature of the site, the nature and lay out of the terrain, the availability of labour, water, electric power and transportation facilities in the area. The bidder shall specially investigate into the sources of materials to be used for the works and satisfy himself about the quality and quantities of materials available for the completion of the work and the means of access to the site, the accommodation he may require and, in general, shall himself obtain all necessary information, as to the risks, contingencies and other circumstances which may influence or affect his tender. PSDF shall not assume any responsibility regarding information gathered interpretation or deduction, which the bidder may arrive at, from the date that may be furnished with the contract documents. g) The contractor will not be reimbursed for any costs of any kind, whatsoever, incurred in connection with the preparation and submission of his tender. 4 T e n d e r D o c u m e n t / R e n o v a t i o n W o r k
6 h) Failure to comply with any terms and conditions in the tender document and contract given out to the successful bidder could incur imposition of penalties as spelled out lately in the contract. i) The bidder is expected to examine the Tender Document, including BOQ, all instructions and terms and conditions. j) Immediate response is required on site through a certified technician/professional. k) PSDF will compare the tender rates provided in MRS, 1st quarter 2016 District Lahore and negotiate the rates to bring it at par with fare market rates. l) All payments will be done as per PSDF rules within a week, after verification of work and approval of bills from PSDF interior designing consultant. m) Mobilization advance may be given against valid bank guarantee. n) Retention money will be deducted from running bills and will be refunded as per law. o) Defects liability period will be observed for 12 months. p) Mention timelines to complete work of each floor separately. Also mention working days and off days. 7- Guidelines a) These directions are provided to assist the bidder in preparing and submitting his tender. The tender shall contain all information and data required to be furnished and shall be prepared and submitted in accordance with the instructions set forth herein. b) PSDF will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids. The bidders are strongly recommended to go through the drawings/design/layout plan available at PSDF office prior to bid. It is compulsory to see all the details available in PSDF office. PSDF will not be responsible if the bid rejected owing to not going through the drawings/design/layout. c) Only short-listed applicants fulfilling the eligibility criteria will be considered for technical evaluation. From which the financial proposal of technically qualified bidder, will be opened for financial evaluation. d) All documents and information received by PSDF from applicants will be treated in strictest confidence. e) Documents submitted to PSDF will not be returned. 5 T e n d e r D o c u m e n t / R e n o v a t i o n W o r k
7 f) All expenses related to participation in this tender document shall be borne by the applicants. g) The closing date and time for receipt of technical proposal is 14 th October, 2016 (03:00 p.m.) and will be publically opened on same day i.e. 14 th October, 2016 (03:30 p.m.) in the conference room PSDF Lahore Office, in the presence of the interested bidders or their representatives who may wish to attend. h) Proposals received thereafter will not be accepted. i) PSDF reserves the right to request submission of additional information from applicants in order to clarify/further understand aspects of technical proposal, if required. j) PSDF reserves the right to verify any information provided by the applicants. k) Questions about this technical proposal can be made only in writing: a letter or an and must be asked by or before COB 6 th October, For any other related information please contact the undersigned. The technical proposal of eligible organisations will be evaluated using the scoring guide attached as annexure E. 9- Financial Proposal Financial proposal will be prepared as per format provided in Annex H associated with BOQ (Annex - G). The quoted price shall be: a) Best / final / fixed and valid until completion of the Contract i.e. not subject to variation /escalation; b) In Pak Rupees; c) Inclusive of all taxes, duties, levies, insurance, freight, etc. d) If not specifically mentioned in the Tender(s), it shall be presumed that the quoted price is as per the above requirements. 6 T e n d e r D o c u m e n t / R e n o v a t i o n W o r k
8 e) Where no prices are entered against any item(s), the price of that item shall be deemed to have been distributed among the prices of other items, and no separate payment shall be made for that item(s). f) Each cost should be identified separately as provided in the BOQ. The bidder is required to provide the cost of the item as provided in the BOQ in the desired format. g) The bidder shall bear all costs / expenses associated with the preparation and submission of the tender and the PSDF shall in no case be responsible/ liable for those costs / expenses. 10- Financial Evaluation The financial proposals of only those technically responsive bidders who will obtain minimum sixty five percent marks will be opened. A combined evaluation of the technical and financial proposals will be carried out by weighting and adding the quality and the cost scores. The weight for quality is eighty percent with twenty percent given to cost and the firm obtaining the highest combined score will be invited for negotiations. Cumulative cost of all three floors required in financial proposal will be taken for evaluation. 11- Type of Contract The type of contract will be lump sum & time based contract associated with penalties on time and quality of work. 12- Performance Guarantee A performance guarantee i.e. 5% of contract value in the form of valid bank guarantee will be submitted by successful bidder at the time of signing of contract. 13- Declaration Kindly provide the declaration as per format provided below at the end of proposal. 9 14- BOQ and Drawings Complete BOQ is attached as annexure G in the document while complete drawings can be collected in soft form as DVD from PSDF office during office hours i.e. 9:00 AM to 5:00 PM from Monday to Friday.
