7 Latin American network for brownfield remediation-relasc ReLASC is a regional network initiative promoted and maintained by public institutions (Latin American Environmental Ministries). Its objective is the interchange and diffusion of information and knowledge about contaminated site remediation in Latin America. 6

15 Barriers and Obstacles Government institutions involved have to improve their management skills Technical guidelines and standards for remediation have to be completed The legal l framework needs to be consolidated d with respect to sustainable soil use, sustainable city planning and the revitalization of inner city areas Risk communication procedures and guidelines need to be improved and consolidated Cities must develop their own information system to provide the decision makers with solid information for sustainable land use and site revitalization Financial mechanism have to be developed in order to support remediation efforts
16 Lessons Learned Communication with the Community Community and resident participation is an important part of the decision making process in order to achieve acceptation of remediation solutions. In two pilot projects experiences were gained with risk communication, however the communication process is still not regulated in Mexico. Open communication channels increase project success. Federal investment in remediation projects pays off Federal and state governments have financed mayor projects with aprox. 90 Mio USD, which have created economic impulses around remediated sites. The benefits gained from improved living conditions for the population in mayor cities outweigh the remediation costs. The idea of brownfield remediation has settled down in Mexico. Many abandoned d sites require attention, however their remediation is a very good investment for the future. A secure and sound legal framework increases certainty and security among all stake holders Good regulation instruments have helped to create awareness and responsibility among polluters. International cooperation (with GIZ, Germany and RELASC) has been very successful to achieve specific knowledge and access to state of the art technologies
